Abstract

ABSTRACT Democracy guarantees equal rights for every citizen to be involved in politics. Women's representation is an important component in a country, especially in the legislative institution. In accordance with Law Number 7 of 2023 concerning General Elections, women's representation in legislative elections should have the same rights as men's representation and does not need to use the "at least" 30% limit. Women's representation in the Bengkalis Regency DPRD is still relatively low, therefore this study aims to describe the factors causing the low representation of women in the Bengkalis Regency DPRD for the 2024-2029 period. This study uses a qualitative approach method with a descriptive research type. The location of the study is in the Bengkalis Regency DPRD. Data collection techniques through interviews and documentation. Data analysis refers to the Theory of Asmaeny Azis regarding the factors causing low female representation in the DPRD which consists of four indicators, namely the Election System, the Role of Political Parties, Cultural Acceptance, and the Quality of Human Resources. The results of the study show that the low representation of women in the Bengkalis Regency DPRD ffor the 2024-2029 period is caused by several main factors. The formal open proportional election system provides equal oppurtunities for man and women, however, in reality, this election system makes it difficult for women to compete. The role of political parties has also not been fully maximized, parties in nominating women only fulfill the 30% quota. Malay culture in Bengkalis Regency is relatively open to women, even its leader is a woman, but patriarchal views and the dominance of masculinity remain challenges for women. With this research, it is hoped that there will be better changes made by the government, political parties, society, women, and women’s organizations so that women’s representation in the DPRD can be greater. Abstract

This research is based on the empirical fact that there is an increase in the status of villages from the majority of Underdeveloped and Very Underdeveloped Villages in 2022 to Developed Villages in 2023. This research focuses on discussing the development of very underdeveloped villages in Kampar Regency in the perspective of the quintuple helix, with the characteristics of wetland areas and conservation areas that have their own challenges in village development. This research is included in the qualitative approach with the type of phenomenology. The results of this study are based on the quintuple helix model which shows the cooperation of 5 (five) important actors, namely the state (government), private sector, academics, media, and the community as well as support from the natural environment in the village. Quintuple Helix, in this study, visualizes collective interaction and knowledge exchange through five subsystems (helix): (1) the education system, (2) the economic system, (3) the natural environment, (4) the media and culture-based society (as well as civil society), (5) and the political system. It can be concluded that the quintuple helix framework in this study has involved many of the previously mentioned actors but has not provided a significant impact on village development, especially villages that were previously very underdeveloped in Kampar Kiri Hulu District, Kampar Regency.

Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.
