Abstract

The expansion of the Government area is a strategic step taken by the Government to improve the quality of the implementation of Government task both in the framework of service, empowerment of development to the fair and prosperous. Regional expansion efforts are seen as a breakhtrough to accelerate deveopment through improving the quality and ease of obtaining services for the community. Law No. 23 of 2014 on regional Government Article 32 Paragraph 1 “ The expansion of regions as referred to in Article 32 Paragraph 1 shall be in the form of (a) the split of provincial or regency/municipal regions to become two or more new areas. Matching or splitting from one region to two or more regions”. Village Government Muara Takus seeks to split the existing hamlet in the village, it is triggered by the increasing, and the area of the estuary village is also widened so that the administrative services carried out by the RT does not run optimally and the RT power range is not up to the scope of the RT because of the distance of the population far apart.The implementation of the division of village in the village Muara Takus has many inhibiting factors such as, firstly, the lack of village budget funds which is the most important part to make the expansion of a region, due to the succes of an expansion of the existence of budget funds to conduct the expansion of the region. Secondly, the lack of the infrastructure in the village, especially in the hamlet area which is an important part in the community, due to its nature as container or the absolute requirement to bring the society to be prosperous. Third, the absence of support from the local Government of Kampar district, any division of a region should get support from the local Government then the procces of expansion of the region will be done well.Keywords: Government, Village, Regional expansion, Hamlet

Abstract

In a democratic country, the existence of the House of Representatives (DPR) and the Regional House of Representative (DPRD) or legislative body is a must, because the legislative body is the people's representative in making the Law as well as the Regional Regulation that will be applied to the people. DPRDs have legislative, budgetary, and supervisory functions. Identification of problems found are: lack of discipline in attending DPRD meetings, poor performance of DPRD members Pekanbaru, Being less polite and not maintaining order at every DPRD meeting, leaving the meeting before the meeting is finished. This study aims to describe the implementation of the working procedures of members of Parliament Pekanbaru City and know the factors inhibiting the implementation of working procedures of DPRD members Pekanbaru Year 2014-2016. This research uses a qualitative approach and descriptive research type. Based on the result of the research, it is found that the working procedure of DPRD member of Pekanbaru City has not been optimal, such as the low level of attendance of the board members, the low draft local regulations from the Pekanbaru City DPRD initiative, the low level of supervision and the lack of recess time. Inhibiting factors in the implementation of work procedures are: lack of professional members of the board, the schedule of the colliding work agenda, lack of discipline over time and lack of communication both between the members of the council itself and between DPRD fittings.Keywords: Work Procedure, Regional House of Representatives

Abstract

Poverty creates various social problems caused by poverty itself. The problem of poverty is the source of many other social problems such as crime, unemployment, stupidity, low health levels, and others. Poverty management is also regulated in Law no. 13 of 2011 concerning Handling the Poor. Poverty alleviation is one of the government's tasks, where in Presidential Regulation Number 96 of 2015 concerning the Acceleration of Poverty Reduction article 1 states that poverty alleviation is government and regional government policies and programs that are carried out in a systematic, planned and synergized manner with the business world and society to reduce the number of poor population in order to increase the degree of welfare. The poverty line in Siak Regency from 2016 to 2018 continues to increase, this can be seen from the data released by the Siak Regency Central Bureau of Statistics. This research was conducted with the first objective, to describe the Implementation of the Social Empowerment and Handling of the Poor Program by the Social Service of the Siak Regency in 2018. Second, to find out the inhibiting factors for the Implementation of the Social Empowerment and Handling of the Poor Program by the Social Service of the Siak Regency in 2018. In This study uses a qualitative approach, and this type of research is descriptive, data collection techniques by conducting interviews, and using competent sources/informants. The results that can be concluded from this research are that the Implementation of the Social Empowerment Program and Handling the Poor by the Siak Regency Social Service in 2018 has not been implemented optimally, because there are still deficiencies in social empowerment program services and handling the poor so that future empowerment is not implemented for the community poor. Abstract

Earth is only one, while behavior is not appreciated cohabitation is a violation of morality that adhering to the norms of human rights as a guide, more specifically, to the recognition and implementation of children's rights as an integral part of human rights.In the protection of human rights, children are also included in it should be protected basic rights as human beings. and as a citizen. The real form of government efforts to ensure child protection is to realize the development of the Regency / City Eligible Children (KLA) in the regions of Indonesia. In 2011, the Ministry of Women's Empowerment and Child Protection (KPPPA) initiated Regency / City Eligible Children (KLA) as a child rights-based development system at the level of district / municipality.The purpose of this study was to determine (1) the government's strategy in the development of Pekanbaru City Pekanbaru City Proper Child in 2014. (2) The obstacles that affect the government's strategy in the development of Pekanbaru City for Children in Pekanbaru.This research is a qualitative approach. This research was conducted in the city of Pekanbaru. The technique used to collect data in this study were (1) interview, (2) Documentation; and (3) Study Library.The conclusion of this study: (1) Strategy adopted by the Government in the development of Pekanbaru City Pekanbaru City Proper Child in 2014 was over three (3) strategies, among others diverfikasi first strategy, innovative strategies, and preventive strategies. (2) The constraints affecting Pekanbaru City Government Strategy in the development of the City Proper Child in Pekanbaru. First, the lack of dissemination to the public. Abstract

Forest management is an interesting issue to discuss because it is closely related to the realization of the Sustainable Development Goals (SDGs), namely in handling climate change. The empirical phenomenon that occurs in Riau Province shows that there are still problems in forest management, resulting in deforestation and forest degradation, and forest tenure conflicts. Based on this, this study tries to answer the question what are the strategies used by the local political leadership and the challenges in forest management in Riau Province? This study used qualitative research methods. The research data comes from research informants, books, reports, research journals, and articles from news in the mass media and electronic media. Data analysis in this study uses a hermeneutic approach and analyzed using theories relevant to the research. The results of this study indicate that the strategy of local political leadership in forest management in Riau Province is in 4 (four) things, namely: (1) forest management planning; (2) forestry conflict prevention and resolution; and (3) forest and land fire prevention policies; and (4) forest and critical land rehabilitation. Meanwhile, the challenges faced by the local political leadership in forest management stem from the potential for corrupt behavior and a weak commitment to forest management. This study concludes that the strategy implemented by the local political leadership in Riau Province has not been able to realize sustainable forest management because of the weak commitment to sustainable forest management.

Abstract

Telecommunications Tower is a technological development that becomes a necessity for the community that cannot be separated from communication tools, so that there is an increase in development. In Regional Regulation No. 6 of 2015 concerning the arrangement and control of telecommunications towers in Article 8, it is known that the control of telecommunications towers includes: 1. Control of the construction of telecommunication towers. 2. Control of the operation of telecommunications towers. Several towers in Pekanbaru City are still under construction that are not in accordance with the telecommunication tower construction zone. It is very dangerous for buildings around the tower. In controlling the operation of the tower there are security, safety, and architecture. Meanwhile, in Pekanbaru City, there are several towers whose management control is not in accordance with Perda No. 6 of 2015. The purpose of this study is to describe the evaluation of regional regulation number 6 of 2015 in controlling the construction of telecommunication towers and controlling the operation of telecommunication towers. The theoretical concept used is the CIPP model evaluation theory (Context, Input, Process, and Product) by Daniel Stufflebeam. This type of research is descriptive qualitative. Data collection techniques were carried out by interviews and documentation. The results of this study are that in controlling the operation of this telecommunications tower, it is not in accordance with existing regulations, for example there are still towers that should be forcibly demolished, in fact there are still standing firmly close to the surrounding buildings, whether human resources are still lacking knowledge towards the construction of telecommunication towers where security and safety should be the main thing that must be done. Abstract

The COVID-19 outbreak has had a very broad impact on the social, economic and health sectors. Therefore, an effective policy model is urgently needed in handling COVID-19. This study seeks to explain how the policy model is in handling COVID-19 in Pekanbaru City. The research method used is a qualitative approach by collecting data through interviews and document searches. The results of this research indicate that there are four basic things in the policy model for handling COVID-19 in Pekanbaru, namely Prevention, Integration, Solidarity and Stimulus. The four approaches in the policy model for handling COVID-19 are carried out simultaneously, not only useful in minimizing the spread of COVID-19 but also useful in dealing with the impact of COVID-19.

Abstract

This study departs from empirical facts which show that the outbreak of COVID-19 transmission in Pekanbaru City has started to worry, including the highest category in Riau Province. Policies for handling COVID-19 have also been made to anticipate transmission of the virus through Large-Scale Social Restrictions (PSBB). Thus, this study is directed to answer a fundamental question, namely how is the implementation of large-scale social restriction policies in tackling COVID-19 in Pekanbaru. To answer this question, the theory of policy implementation put forward by Van Meter & Van Horn is used. This study uses a qualitative research method in which data collection is carried out by in-depth interviews and document searches. The findings of this study indicate that the implementation of the PSBB policy has not been able to reduce the transmission of the COVID-19 outbreak in Pekanbaru. Even though, in substance, the PSBB policy has regulated in detail regarding the handling of COVID-19 and budgetary resources as well as multi-actor involvement with communication and coordination in policy content. However, economic environmental factors have contributed to the failure to implement the COVID-19 countermeasures policy in Pekanbaru.

Abstract

In managing the suitability testing of goods cars, the Pekanbaru City Transportation Service has the authority to supervise the suitability of each mandatory test vehicle operated in Pekanbaru City which is carried out by the Motor Vehicle Testing UPTD by carrying out control operations or raids on goods cars. Because apart from providing contributions that are paid to the regional treasury every year, the impact of this supervision is also very important, namely creating social order, safety and comfort in traffic, reducing the number of accidents, improving road sign infrastructure and so on. The aim of this research is to describe the UPTD Supervision of Motor Vehicle Testing at the Pekanbaru City Transportation Service in testing the suitability of goods cars and the obstacles. This research method uses a qualitative method with a case study type of research. The type of research data used in this research is primary data in the form of data and information originating from primary sources and research informants, and secondary data in the form of documents obtained from related documents. The data collection technique in this research is interview and documentation techniques. The findings in this research are that the UPTD supervision of motor vehicle testing at the Pekanbaru City Transportation Service in testing the suitability of goods cars has not been carried out optimally, which is seen from the number of vehicles that are inactive from KIR testing, this is the main focus of the UPTD in its supervision activities. Inhibiting factors include an insufficient budget for carrying out socialization activities regarding SOPs that have been prepared for the community, as well as facilities and infrastructure for testing the suitability of public transport, as well as inadequate human resources. Abstract

A customary law community is a group of people who are orderly and live in a certain area, no one among the members has the thought or inclination to dissolve the ties that have grown or leave or break away from those ties forever. Riau Province itself has various ethnic groups, approximately 285 indigenous communities have been identified and 17 MHA have received recognition, one of which is the Sakai Bathin Sobanga Tribe in Bengkalis Regency, Riau Province. The aim of this research is to determine the stages of recognition of the existence of MHA in the Sakai Bathin Sobanga Tribe and the factors inhibiting the stages of recognition of the MHA of the Sakai Bathin Sobanga Tribe. The research approach used is qualitative. This type of research is descriptive. The research location is in Bengkalis Regency, precisely in Duri City, Bathin Sobanga Village, Kesumbo Ampai District. The types and sources of data for this research are divided into primary and secondary data, primary data in the form of interview results and secondary data in the form of supporting data related to the stages of recognizing the existence of customary law communities. The results of the research regarding the stages of recognizing the existence of the traditional MHA of the Sakai Bathin Sobanga Tribe, Riau Province, were carried out through four stages, namely the identification, verification, validation and also the determination stages. The identification results contain data and information regarding fulfillment of the requirements used to carry out verification. Verification is a field inspection activity for the completeness and correctness of data and information resulting from identification. If there are no objections to the verification results, then the validation stage is carried out, namely an administrative completeness check for the validity of the verification results and stated in the validation report. Next, the determination stage is carried out. However, in the stage of recognizing the existence of the traditional MHA of the Sakai Bathin Sobanga Tribe, there were several obstacles and delays in the identification, verification, validation and also determination stages.
