Abstract

General elections are a means of democracy to form a system of state power that is sovereign by the people and representative deliberations outlined by the 1945 Constitution. The central government has issued Law Number 7 of 2017 concerning General Elections. In 2020, Bengkalis Regency will return to carrying out the duties of the people by carrying out the 2020 Bengkalis Regent and Deputy Regent Elections. The election held this time is far different from the previous Pilkada, this is because it was the first time the Pilkada was held in the midst of the Covid-19 pandemic. With regard to the Simultaneous Pilkada in 2020 which also coincided with the occurrence of the Covid-19 Pandemic, the government is swift and has the right thinking and anticipates that the Pilkada will continue and be carried out properly. This study aims to determine the mechanism for the election of the Regent of Bengkalis Regency in Class II A Correctional Institutions during the Covid-19 pandemic. The type of research used is descriptive qualitative research, while the data collection techniques used are interviews and documentation. While the informants in this study were 8 people, namely Disdukcapil, KPUD officers, Bawaslu, Deputy Head of Bengkalis Class II A Prison, Supervisory Committee officers and Prisoners. The data used are primary data and secondary data, data analysis techniques with data reduction, data presentation and verification. Based on the results of the research that has been carried out, it was found that the implementation of the Bengkalis Regency Regent Election in Class II A Correctional Institutions during the Covid-19 pandemic went according to existing regulations. However, in terms of the mechanism, there are still several mechanisms that have not gone well, namely the limited implementation of the campaign due to the Covid-19 Pandemic, and the large number of convicts who cannot vote for several reasons, namely the lack of political educational background and some of the convicts who are constrained because of their identity. who were detained when they were prisoners in the prison before. Abstract

Kuantan Singingi regency is one of the region that has the outhority to implement Minister of Home Regulation Number 52 0f 2014 concerning Guidelines for Recognition and Protection of Customary Law Community because community of Kuantan Singingi Regency are stil very strong in their customs and uphold traditional values. Such as the role of traditional stakeholders which is very important not only for their children and nephew but also plays a role in the assembely or institution collect “ tigo tungku sejorangan or tali bapilin tigo” which isa philosophy in development involving the government, cleric and traditional figure, This research aims to deternine the process of collaborative governance in the recognition and protection of customary law community in Koto Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency. The thory used is a collaboration of Ansel and Gash. The research method used is qualitative by explaning descriptive. The location of the research is in Koto Sentajo Village, Sentajo Raya Dstrict, Kuantan Singingi Regency. The type of research data used is primary data obtained from research informants and secondary data obtaired from related documents that support the research process. The result of this research is a collaborative governane process in the recognition and protection of customary law community in Koto Sentajo Village Sentajo Raya District Kuantan Singingi Regency in 2021-2022 that face to face dialoque and building trust has been carried out. However, the collaborative governance process has not been effective because several indicators are not yet optimal in the commitment indicators to process, share understanding and intermediate outcome in the recognition and protection of customary law community. Abstract

A swallow's nest breeding permit is a permit given by the regent to every person or entity to carry out swallow's nest breeding activities. Regional Regulation Number 7 of 2019 concerning Permits for Swallow's Nest Breeding was formed in the context of fostering, controlling and controlling swallow's nest breeding activities. However, since the enactment of this regional regulation, not a single swallow's nest breeder in Rokan Hilir Regency has applied for a breeding permit. The aim of this research is to determine the factors that influence the implementation of Rokan Hilir Regency Regional Regulation Number 7 of 2019 concerning Swallow Nest Breeding Permits so that this Regional Regulation does not work. This research uses implementation theory by George Edward III. According to Edward, policy implementation is influenced by four variables, namely communication, resources, disposition and bureaucratic structure. This research uses a research method with a qualitative research approach. This research was conducted in Rimba Melintang District and Bangko District, Rokan Hilir Regency. The research results show that the implementation of Regional Regulation no. 7/2019 has not yet been implemented. The causes are firstly, communication is not yet running, this can be seen from the indicators of transmission, clarity and consistency which have not been effective, resources tend to be good, this can be seen from the indicators of adequate human resources, budget and equipment in the Department of Investment and One Stop Integrated Service in Rokan Hilir Regency, and the disposition that has not been carried out optimally, this can be seen from the commitment of implementors who tend to be lacking in controlling businesses that have violated the rules. And the bureaucratic structure that is already running but not yet optimal can be seen from the SOP indicators that already exist and have been implemented, but from the fragmentation indicators that are not yet running. Abstract

In this research, there are several problematic phenomena that were raised in 2022 in the performance of the Rokan Hulu Regional Disaster Management Agency (BPBD) in preventing floods in Rambah District, namely first, the number of flood events in Rambah District has increased from 2021 - 2022, the number of houses and public facilities that experiences damage due to floods that are not resolved every year and there are complaints from the public regarding the slow response of the Rokan Hulu BPBD in preventing floods which causes floods to continue to occur every month. From the above phenomenon, the aim of this research is to determine the performance of the regional disaster management agency (BPBD) in preventing flood disasters in Rambah District, Rokan Hulu Regency in 2022 along with the inhibiting factors. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data. Data collection techniques were carried out by means of interviews and documentation. The results of this research indicate that the performance of the Rokan Hulu BPBD has not been optimal according to its duties and functions in preventing floods, especially in Rambah District, socialization programs and physical infrastructure development for preventing flooding in the community have not been implemented. There are inhibiting factors in the form of a lack of coordination between agencies, inadequate operational vehicles, limited budgets that do not match the initial submission in the Draft Work Plan (RENJA), and the existence of global climate change which is very drastic so that disaster prevention is difficult to implement. Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

The transformation of the political system from centralization to decentralization in Indonesia, as stipulated in Law No. 32 of 2004 and its revisions, transfers authority from the central government to the regions. The success of this system is highly dependent on collaboration between the government, the private sector, and the community in implementing the principles of Good Governance, which include community participation, transparency, accountability, and effectiveness in managing development. This study aims to analyze the application of the principles of Good Governance in a road construction project in Sialang Indah Village and identify factors that influence the success of the project. These findings are expected to provide recommendations for improvements in the implementation of village development, so that it is more in accordance with the needs of the community and the principles of Good Governance. This study uses a qualitative approach with descriptive methods, and data collection using interview and documentation techniques. This study uses the theory put forward by Sedarmayanti, namely Good Governance as the implementation of good and responsible governance, as well as efficient and effective, by maintaining the synergy of constructive interactions between the domains of the state, private sector, and community. The results show that the principles of community participation, transparency, and accountability have been implemented well, but the effectiveness of implementation needs to be improved. Challenges such as delays, poor coordination, and budget management issues, as well as internal and external constraints, affected the final results. Additional actions are needed to improve effectiveness and efficiency to maximize benefits to the community. Keywords: Good Governance, Village Development, and Village Government.

Abstract

Civil Servants, hereinafter referred to as ASN, according to Law Number 94 of 2021 concerning Civil Servant Discipline, are tasked with implementing policies determined by authorized government officials and providing services to the community according to their respective fields. This research wants to find out how the Civil Servant discipline policy will be implemented at the Riau Province Language Center in 2023. This research aims to describe the implementation of Republic of Indonesia Government Regulation No. 94 of 2021 concerning Civil Servant Discipline at the Riau Province Language Center. The regulation explains that obeying obligations and avoiding prohibitions is one of the important points that must be of concern to all civil servants, apart from of course regarding the imposition of disciplinary penalties. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data. Data collection techniques were carried out using interviews and documentation. The data analysis technique used is 4 stages, namely data collection, data reduction, data presentation and conclusion drawing. The results of this research show that the implementation of the Civil Servant Discipline Policy at the Riau Province Language Center has not run optimally, there is a lack of firmness in giving sanctions to civil servants who violated and there are still many civil servants who still violate these regulations. The results of the content research after being analyzed using Edwards George III's Policy Implementation theory show that there are many deficiencies in the discipline of the Civil Servants of the Riau Province Language Center, especially absenteeism and attendance. The Riau Province Language Center has not fully implemented Government Regulation Number 94 of 2021 regarding the imposition of sanctions. Keywords: Implementation, Policy, Discipline.

Abstract

The community service is based on a policy innovation issued by the Siak District Government in 2018 related to Siak Green District. In general, the Green Siak policy is encouraged to harmonies efforts to save and protect the environment with the economic benefits of natural resource management, which still considers aspects of environmental sustainability through the Ecological Fiscal Transfer (EFT) approach. The method of Community Service is carried out by brainstorming, group discussions, simulations and effective facilitation. The results of Community Service include: (1). Measuring the implementation of the Siak Hijau District policy and government programmed in community development, especially based on green villages. (2) Increasing the capacity of village governance towards village independence and village community welfare within the framework of the Siak Hijau District policy. (3) Mapping the potential and challenges of the village in improving environmental performance according to the indicators of Siak Hijau District. (4) Improving village local economic development through entrepreneurship, tourism, and culture through BUMKam. (5) Improving the quality of environmental health, especially in waste management and generating innovation through strengthening the Kampung Waste Bank institution.

Abstract

This research is based on the empirical fact that there is an increase in the status of villages from the majority of Underdeveloped and Very Underdeveloped Villages in 2022 to Developed Villages in 2023. This research focuses on discussing the development of very underdeveloped villages in Kampar Regency in the perspective of the quintuple helix, with the characteristics of wetland areas and conservation areas that have their own challenges in village development. This research is included in the qualitative approach with the type of phenomenology. The results of this study are based on the quintuple helix model which shows the cooperation of 5 (five) important actors, namely the state (government), private sector, academics, media, and the community as well as support from the natural environment in the village. Quintuple Helix, in this study, visualizes collective interaction and knowledge exchange through five subsystems (helix): (1) the education system, (2) the economic system, (3) the natural environment, (4) the media and culture-based society (as well as civil society), (5) and the political system. It can be concluded that the quintuple helix framework in this study has involved many of the previously mentioned actors but has not provided a significant impact on village development, especially villages that were previously very underdeveloped in Kampar Kiri Hulu District, Kampar Regency.

Abstract

ABSTRAK Implementation of Kampar Regent Decree Number: 660-328/IV/2019 concerning the recognition of the Ghimbo Bonca Lida Customary Forest regarding the determination and management of customary forests is very important and needs to be considered by the local government. Decisions from the local government must be implemented as well as possible so that management or existing resources can be preserved wisely with existing regulations. The regent's decision is important in the management of customary forests from forest exploitation activities. Problems arise because the contents of the decision do not match what happens in the field. This study aims to describe a clear picture of the Kampar Regent's Decree Number: 660-328/IV/2019. In achieving these research objectives, the researcher uses George C. Edward III's policy implementation theory. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then the research location is in Kampa, Kampa Village, Kampa District, Kampar Regency. The results of the study found that the implementation of the Kampar Regent's Decree Number: 660-328/IV/2019 concerning the recognition of the Ghimbo Bonca Lida Customary Forest has not been running optimally due to deficiencies in communication indicators where there is no interaction from either the government or village institutions in carrying out the operational management of the customary forest, and resources that are not yet competent in implementing the decree, related to the attitude/disposition of the absence of a proactive attitude from the village institution authorized to manage the customary forest, the bureaucratic structure is quite good with the grouping of responsibilities and sections in managing the customary forest but implementation to the community has not been educated and guided in the structure so that the role of the community is still not optimal in managing the customary forest.
