Abstract

This research was motivated by the concern of Mount Sinabung eruption that has been happened since 2013. Many parties have to synergize and coordinate well to involve in this disaster management by giving services to the refugees that are scattered in several evacuation posts. The purpose of this research is to determine the role of Karo District Government in settling the Mount Sinabung eruption and the factors that obstruct and support the settlement of this disaster. The method used is descriptive and qualitative method which can be defined as the process of solving problems by describing the situations of the subject and object of the research based on the current facts.the theory used in this research include Government Management, Government Coordination and Disaster Management. Based on the result we can conclude the role of each departement are related, among Disaster Management Agency (BPBD) Karo tasked as the overall coordination of the disaster management process, the Office of Social Affairs is responsible for the fulfillment the logistics of refugees, the Public Works Departement is responsible for the evacuation process, fulfill the needs of clean water for bathing, washing, toilet, and handling the post evacuation, the Departement of Health is responsible for guranteeing public health of refugees and provide aid to refugees who are sick. Each relevant department has been manage the refugees of Mount Sinabung eruption as much as possible even though there are still some lacks of coordination. However, there are no obstacles in funding the refugees’ needs to fulfill their decent life.Keywords : Role of Government, Coordination, Disaster Managemen

Abstract

The development of rattan craft is growing rapidly in Pekanbaru City with the result of the works in the form of various forms of interesting creations so much to the outside of Pekanbaru, even already exported to neighboring countries namely Malaysia and Singapore, but according to the Office of Industry and Trade Pekanbaru City since 2009 until 2015 Rattan Craft Industry in Pekanbaru City only amounted to 11 industries. The data explains that Formal Rattan Industry has not improved since 2009. The purpose of this research is to know the function of local government in empowering rattan handicraft industry in Pekanbaru City year 2012-2015 and to know the factors that hamper the function of local government in empowering rattan craft industry in Pekanbaru City in 2012-2015.The research method used is survey research. The location of this research is in Pekanbaru City which is the capital of Riau Province. Pekanbaru City currently has a rapid development in the field of rattan crafts with the work of various forms of creation that attracted so much to the outside of Pekanbaru.The results of research on the function of local government in empowering rattan handicraft industry in Pekanbaru City in 2012-2015, on enabling indicators of Riau Provincial Government has built central rattan and continue to promote rattan craft industry in Pekanbaru city in various activities such as at certain events. There is no investor interest in Rattan Craft Industry in Pekanbaru City. In empowering indicators of Riau Provincial Government to strengthen the provision of misplaced facilities KUR (People's Business Credit) but hindered on loan guarantees. In Protecting indicators Local Government of Riau Province has not been able to overcome the problem of rattan raw material scarcity for rattan craft industry in Pekanbaru City.Keywords: Functions of Government, Empowerment, Department of Industry and Trade Pekanbaru City.

Abstract

With magnitude potential owned tourism by Kampar, then Local Government District. Kampar do an important step by organizing tourism potentials owned by Kampar Regency. The main steps that should be carried out within the framework of the development of the tourism sector Kampar District is preparing a Plan Regional Tourism Development Master Kampar, then expected able for improve development tourism in Kampar. By because that aim research this is for knowing implementation Plan Regional Tourism Development Master Kampar.The method used in writing research this is approach qualitatively. Informants of this study were chosen purposively based on characteristics or specific characteristics based on research needs. That is 7 people.As for results research RIPKD implementation Kab. Kampar are: 1) lack of work same government with developers tourism, 2) has not existence promotion done government constrained because inadequate budget and source power human, 3) formation group conscious tours this not yet accomplished. While obstacles is 1) Situation people are still not yet can for receive climate tourism whole, 2) Presence in part object still travel located in in Forest custom and Forest protection, 3) Presence object Scattered travel make hard for formed ka-bag ntong destination travel.With existence barriers, then efforts that could do are: 1) Increasing Cooperation. 2) Development Investment, 3) Development Infrastructure, 3) Formation Destinations Featured, 4) Increased Promotion to Regional Affairs / Interior., 5) Formation Institutional, 6) Participation Society, 7) Awareness SocietyWord Keywords: Implementation RIPKD

Abstract

This study, entitled "Authority of the Republic of Indonesia Regional Representative Council (DPD) in the Struggle for Regional Expansion in Riau Province Year 2012-2016". This research background with the Indonesian Government Regulation No. 78 Year 2007 on Procedures for the Establishment, Abolition, and merging of Regions, which is in the form DOB (Autonomous Region Baru) must meet all the requirements of both the requisite administrative, technical, and physical territoriality. The formulation of the problem in this research is how the efforts made by DPD in the struggle for regional expansion in Riau Province in 2012-2016 as well as what are the factors that constrain the DPD in the fight for regional expansion in Riau Province in 2012-2016. Issues contained in this research are there areas that will conduct regional division namely Indragiri South (Insel) and Indragiri North is Indragiri Hilir Regency, Gunung Sahilan Darussalam from Kampar, Kota Duri from Bengkalis and Rokan Darussalam carved out of Rokan Hulu has met all the requirements and already have the letter the President agreed to immediately bloomed. The method used in this study is a qualitative method that describes the data descriptively. Data collection techniques used were interviews and secondary data analysis. While the source of the data used are primary data obtained from the study site in the form of research informants and further supported by secondary data.Based on the research that has been done are some of the findings of which are respectively Head of the Region has not issued a recommendation on the area that will form a new autonomous region, the lack of political communication between the Regional Representative Council of the Republic of Indonesia (DPD RI) representative Riau Province with the rest of society, Parliament Regency / City and regional Head associated with its regions will conduct regional expansion, as well as the central government moratorium since June 2014 and to complete the draft Regulation on Design of the regional Planning (PP Desertada).Keyword: The authority of the DPD, PP Desertada, Regional Expansion

Abstract

The city of Pekanbaru has a densely populated population of more than one million people. Along with the development of the city of Pekanbaru to become a Metropolitan City, it is inseparable from various problems that arise, namely the problem of Traffic congestion. The Problem of Traffic Congestion is a problem that does not resolve every year. This is caused by the Police not yet maximal in overcoming Traffic Congestion in the City of Pekanbaru. In this case, of course, the public spotlight on the performance of the Police in overcoming the problem of Traffic Congestion in the City of Pekanbaru. The formulation of the problem in this study is Why has Police supervision not been maximized in overcoming Traffic Congestion in Pekanbaru City in 2017? This study aims to determine  the oversight carried out by the police in dealing with traffic congestion in Pekanbaru City in 2017, to find out the inhibiting factors of the police in handling traffic congestion in Pekanbaru City in 2017. This research is a descriptive study using a qualitative descriptive approach. The data collection technique in this study is to use interview techniques with the number of informants as many as 9 people and using documentation techniques can be in the form of writing, images or monumental works from someone. To explain the problems in this study used qualitative methods to show research that produces qualitative data, namely data that cannot be realized in the form of numbers, but in the form of an explanation that describes certain conditions, processes, events. The results of the study concluded that police supervision in overcoming traffic congestion in the city of Pekanbaru in 2017 is still not optimal. This is still the existence of factors that inhibit the police in handling traffic congestion is the construction of roads, an increase in the number of vehicles, traffic light, illegal parking, and street vendors. In this case the author considers that the Pekanbaru Police Satlantas is not as expected, there are still many shortcomings and problems faced by the Pekanbaru Police Satlantas and the form of actions taken by the Pekanbaru Police Satlantas has not run optimally. Abstract

This research was conducted based on establishment of National Council of Zakat in Kuantan Singingi by the regent of Kuantan Singingi and the ministry of religion based on the constitution number 38 year 1999 about the zakat management. The national council of zakat (BAZNAS) established since 2001. But in running the role still not able to reach the goals since it was built in Kuantan singing regency. It can be seen from the role of national council of zakat (BAZNAS) in Kuantan Singingi still not reach the society optimally. The purpose of this research is to describe the zakat acceptance and the factor of the inhibitor of the acceptance in Kuantan singing regency 2015-2017. This research used  qualitative approach, and was conducted in Kuantan singing regency at the office of national council of zakat Kuantan singing exactly. To collect the data in this research the researcher used interview and documentary method. The result of this research show that the national council of zakat (BAZNAS) in kuantan singing regency had been able to accept the zakat as 8 billion, but in  this case the role of the council still not optimal because the funds of zakat just from the salary of civil servant who work around Kuantan singing regency. The power of national zakat council in Kuantan singing regency is still denied, it can be seen that there is still no government rules about the zakat management. The inhibitor factor of national council of zakat (BAZNAS) in Kuantan singing regency is the quality of human resources who manage zakat and still not optimally improved. Keyword: the role of national zakat council (BAZNAS), optimization.

Abstract

In an effort to reduce poverty and inequality in villages in Pelalawan District, Pelalawan District government through the Social Service runs a home surgery program starting in 2008. Home surgery is a house or building occupied by poor people whose condition is very poor, built and rehabilitated according to available funds. The purpose of this study were (1) to describe the operation stage house in the subdistrict of Pangkalan Kuras, Pelalawan District. to find out the causes of the house surgery program in Pangkalan Kuras Subdistrict, Pelalawan Regency, it has not been successful. This study uses Hanif Nurcholis's evaluation theory which includes input, process, output, and outcome. This research is a qualitative research. this research was conducted in Pangkalan Kuras District, Pelalawan Regency. The technique used to collect data in the study are (1) interviews, (2) documentation. The results of this study indicate that the first stage of the home surgery program was input, namely from the Social Service to socialize home surgery to the Sub-District Head, after that the Sub-District Head formed a group for the implementation and supervision of the home surgery program. The stages of the process were carried out by selecting recipients of the home surgery program, determining the determination of home surgery, and implementing a home surgery program. Output stages of the implementation of home surgery and the making of accountability reports for the implementation of the home surgery program. outcome sees whether the program has had a real impact on the community. The causes of the home surgery program have not been successful, namely: lack of funding sources, and lack of supporting basic materials, not precisely the target of the home surgery program, there are still many eligible people who have not been touched by housing assistance, supervision is not optimal from the Regional Government.Keywords : Evaluation, Home Surgery Program

Abstract

The title of this research is Inter-Institutional Coordination in the Implementation of Regional Regulation No. 1 of 2009 concerning Prohibition and Control of Community Disease in Ujung Batu Sub-District. The appearance of dimly lit stalls in Ujung Batu District resulted in an act that was prohibited by the norms and customs that prevailed in the community, namely the practice of prostitution in dimly lit stalls in Ujung Batu District, this involved three agencies namely the Ujung Batu District Government , Rokan Hulu Regency Police and Satpol PP to coordinate over community diseases or prostitution practices in Ujung Batu District and the factors that influence it. The theoretical concept that researchers use is coordination according to Henry Fayol, which explains several indicators, namely communication, cooperation, division of tasks, meetings and meetings while the factors that influence it are based on research found in the field. The research method used in this study is a qualitative descriptive method. where in this study, the researcher tried to explain the coordination between three institutions, namely the Ujung Batu District Government, Ujung Batu Police Station and the Rokan Hulu Regency Satpol. The results of this study concluded that the Inter-Institutional Coordination in the Implementation of Local Regulation No. 1 of 2009 concerning Prohibition and Control of Community Disease in Ujung Batu District can be concluded that the Inter-Institutional Coordination in the Implementation of Regional Regulation No. 1 of 2009 concerning Prohibition and Control of Community Disease in Ujung Batu District is quite good . Abstract

The Old Tax Market is a market that still causes a lot of problems, the problem that arises is that there are still many Street Vendors (PKL) who sell on the road due to the inadequate number of kiosks and kiosks with the number of traders so many traders cannot sell materials the merchandise is in kiosks and stalls that make them have to sell on the road and of course cause traffic flow to become jammed even causing fatalities due to traffic accidents in the Old Tax market area. The existing parking conditions are also inadequate which makes many traders park their vehicles for loading and unloading activities and the buyers also park in the streets due to the limited parking provided so that road users cross and make traffic jams, even though the old tax market stands in the causeway which is the gateway to Riau Province from the direction of North Sumatra. Other conditions that exist are the limited facilities and infrastructure such as public toilets, so that if the traders and buyers will go to the toilet they must queue first.The formulation of the problem in this study is (1) What are the efforts in structuring the old tax market by the Regional Government of Rokan Hilir Regency in 2017 ?, (2) what are the obstacles faced in the effort to restructure the old tax market by the Regional Government of Rokan Hilir Regency in 2017?In this study researchers tried to explain the efforts in structuring the old tax market by the Regional Government of Rokan Hilir Regency. Data collection techniques in this study were using interview techniques and documentation. Based on interviews with all informants and based on supporting data and information obtained by researchers when conducting research. It can be concluded that efforts to restructure the old tax market by the Regional Government of Rokan Hilir Regency have not been going well. Because of the first several factors: lack of awareness of the old tax market traders in Bagan Sinembah Sub-District, Rokan Hilir District, Second: Lack of facilities and infrastructure such as operational funds and operational cars.Keywords: Efforts, Arrangement, Old Taxes

Abstract

Legislature peanbaru city in demand ti perform their duties and discipline well as people representative in the pekanbaru city parliament demanded to have good ethies in carrying out his duties as a representative of the aspiration of the people, but in its implementation of the parliament internal oversight agencies to enforce the code of conduct. This research focuses on how the authority of parliament BK in resolving violations period 2009-2014 and what factors are faced BK in executing its asthority.This research is descriptive analysis is to describe the data in the studied sistematicaly using normative juridical approach that this study is based on the legislations as a positive legal norms that were estabiliherd with the BK can be elaborated and condusions drawn from the data collcted. In condusion ogf this study that the respected authority DPRD pekanbaru city in 2009-2014 should not in accordance with the result of severa things which are internal one is its wear political factor and its order code of conduct of parlement.Keyword : the exercise of authority, codes of ethics
