Abstract

Management of water resources is a process that encourages integration between development and management of water, land, and other resources, with the aim of maximizing socio-economic welfare and paying attention to the sustainability of the ecosystem. Besides that, water resources management is a method for formulating patterns and plans for managing water resources, and is not an end goal. In its implementation, several laws and regulations and policies have been refined, including the enactment of Law Number 7 of 2004 concerning Water Resources (SDA Law) which has included the principles and Presidential Regulation (Perpres No. 12 of 2008) concerning Management Water Resources and National Policies on Management of Water Resources.This law aims to implement water management in a comprehensive, sustainable manner, and through an open approach so as to provide an option for business communities and non-governmental organizations to participate in the planning and implementation of integrated water resources management processes. The purpose of this study was to find out the Role of Public Works and Spatial Planning (PUPR) in the management of Water Resources in Pekanbaru City in 2016.The conclusion of this study shows that the Department of Public Works and Spatial Planning (PUPR) in the City of Pekanbaru in the Management of Water Resources in Pekanbaru in 2016 has not been optimal, even in 2016 it was only a normal operation, while the construction of water infrastructure was not due to budget factors, lack of human resources, inadequate heavy equipment due to the age factor of the device. Abstract

Marine-based tourism (nautical tourism) has become an attractive tourism product internationally. The Indonesian archipelago has great potential to develop maritime tourism potential.Tourism object of Air Bangis’s beach based on Nagari Air Bangis, Sungai Beremas District,West Pasaman has potential to be managed and developed. Tourism object of Air Bangis’s beach offers its own charm, potential maritime tourism Beach Air Bangis have minimal facilities and infrastructure support. Thus causing this potential has not been managed optimally. The purpose of this research was to determine the management of maritime tourismobjectBeach Air Bangis and to identify the several problems encountered in the management of Maritime Tourism Object of Air Bangis’s beach. This research use a qualitative approach with descriptive research. Observation, documentation and interview were used for data collection techniques. Analysis of the data is limited to data processing techniques or facts obtained to develop categories that are relevant to the purpose of research and interpretation based on the theories accordingly. The results showed that the management of maritime tourism object of Beach Air Bangis not optimally managed, it can be seen from the management function of local government that has not done well, such as planning, organizing, actuating or directing, coordination and controling. There are problems that face by the Department of Culture and Tourism of West Pasaman in the management of maritime tourism object of Beach Air Bangis, including, the lack of regulations governing activities in the field, unoptimal coordination in the management of maritime tourism object of Beach Air Bangis, limited facilities and infrastructure, unoptimal monitoring activities undertaken Department of Culture and tourism, the lack of quality human resources in the field of tourism, and also still low public awareness of the potential of marine tourism in the area. Abstract

This research is motivated by the still problems that arise in the implementation of the Single Tuition Policy (UKT) in the Faculty of Social and Political Sciences (FISIP) University of Riau. The purpose of this study is to evaluate the implementation of the Single Tuition Policy (UKT) at the Faculty of Social and Political Sciences, University of Riau in 2018. The research method used is descriptive method with a qualitative approach. Informants were determined by purposive method. The technique of collecting data uses observation, interviews and documentation. The results of the study indicate that effectiveness, adequacy, responsiveness and accuracy in implementing the policy have been fulfilled. Whereas for efficiency and equity not yet fully fulfilled. Abstract

The presence of pedestrians at a certain level will result in sharp conflicts with the flow of vehicles which in turn results in traffic congestion and high levels of accidents, so that the provision of infrastructure and facilities for pedestrians who meet the requirements of security, comfort, safety and which can minimize conflicts between pedestrians and vehicles, minimizing traffic delays is needed. The crossing facility is an alternative in crossing problems used by pedestrians, one of which is the crossing bridge facility. Therefore, for the sake of pedestrian safety in Pekanbaru City, one of the efforts of the Pekanbaru City Government through the BPKAD of Pekanbaru City by managing the Crossing Bridge Person.This study aims to describe the implementation of the BPKAD function of Pekanbaru City in the management of People's Crossing Bridges, then also to find out the inhibiting factors for the non-optimal implementation of the Pekanbaru City BPKAD functions in the management of People's Crossing Bridges. The location of the study was conducted in Pekanbaru City, first at the BPKAD office in Pekanbaru City, Pekanbaru Transportation Agency. And 11 points of the Crossing Bridge location. Furthermore, data collection techniques were carried out with interviews and documentation.The results of this study are the implementation of the function of BPKAD Pekanbaru City in the management of People's Crossings as an effort to maintain JPO and pedestrian safety in Pekanbaru City has not been running optimally. Abstract

The Sakinah Family Assistance Village (KBKS) in Siak Regency has been started in 2012 in the experimental phase. In 2016, the Siak Regency Government made regulations regarding the Sakinah Family Assisted Village which is regulated in Regent Regulation Number 14 of 2016 concerning Technical Guidelines for the Development Pattern of Sakinah Family Assisted Village in Siak Regency and Regent Regulation Number 16 of 2016 concerning Guidelines for Implementation of Sakinah Family Assisted Village Activities. in Siak Regency which explains that there are 6 patterns of guidance which are an effort of the Siak Regency Government to carry out guidance to the community in order to improve the quality of religious practice and family economic welfare. Tasik Seminai Village is one of the expansion villages in Siak Regency which carried out the Sakinah Family Assisted Village in 2019, where there had been a pilot village that carried out this guidance before, the development of the Sakinah Family Assisted Village in this village should run according to what the government has ordered. plan.The purpose of this study is to describe the pattern of fostering the Sakinah Family Assisted Village (KBKS) in Tasik Seminai Village, Koto Gasib District in 2019.The theoretical concept used is the theory of coaching by Santoso. This type of research is descriptive qualitative. Data collection techniques were carried out by interview and documentation.The results of this study are the pattern of fostering the Sakinah Family Assisted Village (KBKS) in Tasik Seminai Village, Koto Gasib District in 2019 is not optimal. Abstract

Pekanbaru city government that has the responsibility and authority to oversee alcoholic beverages, in line with government policy that puts districts as the city government, the mayor of Pekanbaru based on Decree No. 112 of 2012 on the transfer of part of the authority of government from mayor to the sub-district to sub-district number diserahkanlah affairs. One of the responsibilities that must be implemented by the sub-district is the field of industry, trade and investment which includes supervision over the distribution of alcoholic beverages.The purpose of this study is to investigate and analyze the sub-district Supervision Against Alcoholic Beverage Distribution in District Senapelan Pekanbaru and any factors that inhibit the process of monitoring the circulation of alcoholic beverages. This research was conducted in the District Senapelan Pekanbaru. The theory used in this study is the theory of supervision. In collecting the data obtained from in-depth interviews to the informant. Once the data is collected and then analyzed using qualitative descriptive analysis.After doing research, supervision of the traders who sell alcoholic beverages less than optimal. This is caused because the lack of activities raid, although there are only done once a year such as religious holidays. The resistance of the sub-district supervision of the circulation of alcoholic beverages in the District Senapelan Pekanbaru City is still limited to the District personnel conduct routine surveillance, lack of oversight by the sub-district. Suggestions to overcome these barriers need to be increased activity should raid for every shop that sells alcoholic beverages and a deterrent effect on retailer that is the catch.Keywords : Control District Head, Distribution of Alcoholic Beverages

Abstract

The need for education is a right for every citizen, without the exception of the right for children with disabilities or special needs. The Indonesian government operates and has a special school to accommodate children with special needs (diffable). The special school is known as the Special School (SLB). Special Schools (SLB) become a means or forum for developing the abilities of children with special needs by providing guidance to Special Schools (SLB) which includes students and their educators. This of course must get special attention from the government.The purpose of this study was to determine the effectiveness of the implementation of special education programs by the Riau Provincial Education Office in 2018. The location of this research was carried out at the Riau Provincial Education Office and Siak State Special School. This study uses a qualitative approach with descriptive methods. In collecting data, the writer used interview and documentation techniques.The result of this research is that the Special Education Program by the Riau Provincial Education Office in 2018 cannot be said to be effective. This can be seen from the accuracy of program targets at the Siak State School which have not been achieved and have not met the target. Then the socialization of the program that has been carried out directly by the Riau Provincial Education Office through a coordination meeting with the heads of special schools, however, not all activities are carried out first. Achieving program objectives that have not been achieved due to the development of special schools in Riau Province, especially the Siak State Special School, have not fully achieved the goals. In addition, monitoring is also not effective because it is only carried out at the beginning of the activity by the Riau Provincial Education Office but is not carried out again when the activity is already running. And those that affect the effectiveness of the implementation of this special education program are the quality of the apparatus, the competence of administrators, infrastructure, and also supervision.Keywords : Accuracy of Program Targets, Program Socialization, Program Objectives, Program Monitoring.

Abstract

Public Market Simpang Baru is one of the public markets managed by the Pekanbaru City Government through the Pekanbaru City Market Service. To maintain the existence of the people's market, regulation and revitalization required by building the facilities and infrastructure needed to improve the image of the people's market which is clean, safe, comfortable, efficient and competitive. To support the management of the public market, Pekanbaru City Government stipulates Regional Regulation Number 09 of 2014 concerning Management of the Public Market, Shopping Centers and Supermarkets. So with this the local government through the Pasar Simpang Baru UPTD has a responsibility in managing the Simpang Baru public Market.This study aims to describe the Local Government Capability in Managing the Simpang Baru Public Market in the Handsome District of Pekanbaru City in 2017. The location of this study was conducted at the Simpang Baru Public Market in Tampan District. Data collection techniques are carried out by interviews and documentation. The method used in this research is qualitative descriptive.The results of this study indicate that the capability of the Simpang Baru Market UPTD in managing the Simpang Baru Public Market has not gone well. This can be seen from the manager of the Simpang Baru Public Market which has not been clearly managed because in the Simpang Baru People's Market there are two managers namely the Simpang Baru Market UPTD and the private community, then the Simpang Baru Market's human resource capacity is not sufficient to help manage Simpang Baru People's Market , Finance that is inadequate in supporting the management of the Simpang Baru Public Market, because the collection of market retribution has not been maximized and the lack of supervision carried out by the Pekanbaru City Market Service and the Simpang Baru Market UPTD towards the Simpang Baru Public Market.Keywords: Capability, Management, Public Market

Abstract

Slum settlement problems are still a major problem faced in urban settlements in Indonesia to date, the rate of population growth through the process of urbanization and the rate of population growth that arises due to high annual birth rates while the availability of supporting facilities and infrastructure for residential areas has not been well fulfilled and under minimum service standards (SPM) such as the lack of provision of public service facilities and infrastructure, low quality of drinking water, drainage, waste, solid waste services and building density issues that can have an impact on fulfilling fire protection. One of the kelurahan in Pekanbaru City which is included in the slum area is the Rintis Village. Rintis Village is incorporated into the Coastal Village and Tanjung Rhu Village into one area called the Coastal Slum Zone, the slum area of the area is 23.00 Ha, and each kelurahan has different slum areas, Kelurahan Pesisir 6.40 Ha, Kelurahan Pioneering 9.50 Ha, and Tanjung Rhu Village 7.10 Ha. This study aims to determine the implementation of the No Slum City Program (KOTAKU) in the Rintis Village of Limapuluh Kota Pekanbaru District in 2017 and analyze the factors that influence the implementation of the KOTAKU Program, namely, the characteristics of the problem, policy characteristics and policy environment. The research locations are the Department of Public Housing and the Pekanbaru City Settlement Area, the Coordinator of the Pekanbaru KOTAKU Program, and the Rintis Village which are the main sources of this research. The results of this study are that the implementation of the KOTAKU Program in the Rintis Sub-District of Limapuluh Kota Pekanbaru District in 2017 has not been optimal. This is because the implementation of the KOTAKU program in Rintis Village in 2017 does not meet the characteristics that affect the success of implementing a program. Keywords : KOTAKU, Characteristic Problem, Policy Characteristic, Policy Environment
