Abstract

Management of water resources is a process that encourages integration between development and management of water, land, and other resources, with the aim of maximizing socio-economic welfare and paying attention to the sustainability of the ecosystem. Besides that, water resources management is a method for formulating patterns and plans for managing water resources, and is not an end goal. In its implementation, several laws and regulations and policies have been refined, including the enactment of Law Number 7 of 2004 concerning Water Resources (SDA Law) which has included the principles and Presidential Regulation (Perpres No. 12 of 2008) concerning Management Water Resources and National Policies on Management of Water Resources.This law aims to implement water management in a comprehensive, sustainable manner, and through an open approach so as to provide an option for business communities and non-governmental organizations to participate in the planning and implementation of integrated water resources management processes. The purpose of this study was to find out the Role of Public Works and Spatial Planning (PUPR) in the management of Water Resources in Pekanbaru City in 2016.The conclusion of this study shows that the Department of Public Works and Spatial Planning (PUPR) in the City of Pekanbaru in the Management of Water Resources in Pekanbaru in 2016 has not been optimal, even in 2016 it was only a normal operation, while the construction of water infrastructure was not due to budget factors, lack of human resources, inadequate heavy equipment due to the age factor of the device. Abstract

Marine-based tourism (nautical tourism) has become an attractive tourism product internationally. The Indonesian archipelago has great potential to develop maritime tourism potential.Tourism object of Air Bangis’s beach based on Nagari Air Bangis, Sungai Beremas District,West Pasaman has potential to be managed and developed. Tourism object of Air Bangis’s beach offers its own charm, potential maritime tourism Beach Air Bangis have minimal facilities and infrastructure support. Thus causing this potential has not been managed optimally. The purpose of this research was to determine the management of maritime tourismobjectBeach Air Bangis and to identify the several problems encountered in the management of Maritime Tourism Object of Air Bangis’s beach. This research use a qualitative approach with descriptive research. Observation, documentation and interview were used for data collection techniques. Analysis of the data is limited to data processing techniques or facts obtained to develop categories that are relevant to the purpose of research and interpretation based on the theories accordingly. The results showed that the management of maritime tourism object of Beach Air Bangis not optimally managed, it can be seen from the management function of local government that has not done well, such as planning, organizing, actuating or directing, coordination and controling. There are problems that face by the Department of Culture and Tourism of West Pasaman in the management of maritime tourism object of Beach Air Bangis, including, the lack of regulations governing activities in the field, unoptimal coordination in the management of maritime tourism object of Beach Air Bangis, limited facilities and infrastructure, unoptimal monitoring activities undertaken Department of Culture and tourism, the lack of quality human resources in the field of tourism, and also still low public awareness of the potential of marine tourism in the area. Abstract

This research is motivated by the still problems that arise in the implementation of the Single Tuition Policy (UKT) in the Faculty of Social and Political Sciences (FISIP) University of Riau. The purpose of this study is to evaluate the implementation of the Single Tuition Policy (UKT) at the Faculty of Social and Political Sciences, University of Riau in 2018. The research method used is descriptive method with a qualitative approach. Informants were determined by purposive method. The technique of collecting data uses observation, interviews and documentation. The results of the study indicate that effectiveness, adequacy, responsiveness and accuracy in implementing the policy have been fulfilled. Whereas for efficiency and equity not yet fully fulfilled. Abstract

The presence of pedestrians at a certain level will result in sharp conflicts with the flow of vehicles which in turn results in traffic congestion and high levels of accidents, so that the provision of infrastructure and facilities for pedestrians who meet the requirements of security, comfort, safety and which can minimize conflicts between pedestrians and vehicles, minimizing traffic delays is needed. The crossing facility is an alternative in crossing problems used by pedestrians, one of which is the crossing bridge facility. Therefore, for the sake of pedestrian safety in Pekanbaru City, one of the efforts of the Pekanbaru City Government through the BPKAD of Pekanbaru City by managing the Crossing Bridge Person.This study aims to describe the implementation of the BPKAD function of Pekanbaru City in the management of People's Crossing Bridges, then also to find out the inhibiting factors for the non-optimal implementation of the Pekanbaru City BPKAD functions in the management of People's Crossing Bridges. The location of the study was conducted in Pekanbaru City, first at the BPKAD office in Pekanbaru City, Pekanbaru Transportation Agency. And 11 points of the Crossing Bridge location. Furthermore, data collection techniques were carried out with interviews and documentation.The results of this study are the implementation of the function of BPKAD Pekanbaru City in the management of People's Crossings as an effort to maintain JPO and pedestrian safety in Pekanbaru City has not been running optimally. This is caused by several factors such as the absence of a budget for JPO management, the private sector never submits JPO, and JPO ownership documents are incomplete.  Keywords: managing pedestrian bridges, Pedestrian, function implementation, coordination

Abstract

Faculty of Social Science and Political Science is one of the faculties in Riau University as spearhead of higher education services. This faculty provide services both academic and non?academic in accordance with Standard Operating Procedures (SOP) have been established by University. Therefore, sustaining it requires an ethics in the public service to civitas academica. The problem formulation in this research is (1) How is the application of ethics public service in Faculty Social Science and Political Science year 2015-2016? (2) What is the impact application of ethics public service to the quality of public service in Faculty Social Science and Political Science year 2015-2016?. This research to aim (1) To describe application of type public service in Faculty Social Science and Political Science year 2015 -2016 and (2) To analysis of quality public service to quality public service in Faculty Social Science and Political Science year 2015-2016. The results of research to show is the services provided by Faculty Social Science and Political Science is of administrative services, facilities and infrastructure. Then, in terms of quality of service provide has met the minimum service standard in accordance with guidelines or regulations of the rector on public service on campus to the civitas academica. Nonetheless, still many types of public service which should be improved example academic portal and facilities and infrastructure in lectures. Therefore, the faculty take a strategy to optimize expectations the civitas academica and utilization of information technology to overcome it.

Abstract

This research attempts to analyze the forms of power in the utilization of communal land in Kampar Regency. The interests of indigenous peoples in terms of ulayat land tenure feel threatened by the existence of plantation corporations by bringing large investments which ultimately provide economic added value for the Government and Regional Government. This study uses qualitative research methods with a phenomenological approach. Data was obtained through interviews conducted with elements of the Kampar District Government, Lembaga Adat Kampar (LAK), the Archipelago Indigenous Peoples Alliance (AMAN) Kampar, and traditional leaders. Technical data analysis in this study was conducted interactively. The argument from this study shows that there are 2 (two) forms of power that influence the implementation of ulayat land use in Kampar Regency. The first is visible power, where the practice of power occurs in the formal sphere in the policy-making process of recognizing and protecting customary law communities in Kampar District. In addition, the practice of visible power is also evident from the interaction between actors in resolving communal land conflicts that occurred in Kampar District. While the second form of power in the utilization of communal land is hidden power. This hidden power practice is carried out by corporate actors who are suspected of taking over customary land by playing their power in licenses issued by the Government.

Abstract

Government which includes local government (province/city/district) is a state organs thathas an authority in fulfilling its function to achieve its goals. The function of governmentincludes arrangement, development, empowerment and services. Those functions are inter-related, especially to assest the limitation to fulfill the availability of clean water in MerantiDistrict. This issue is already faced before the expansion of the district. The district belongs topeat area with the characteristic of dark red water in colour, thus force the local government toprovide clean water from the dark red water.

Woman political participation on reform era is normal activity. Reform producted rules (Act aboutGeneral Election and Act about Political Party) which give space for woman political participation.Golongan Karya Party is one of strong political party in Indonesia that have commitment forwoman empowerment in politic which women cadrees have position as management of party andlegislative in Pekanbaru. There are problem that how woman can use opportunity as managementparty and legislative to fighting for woman interests by political movements. Abstract

The inventory on Buluh Cina potency is conducted in the effors to make community developmentprogram. Data obtained from the inventory are highly important in making planning, thus the villageauthorities are able to carry out analysis and prediction on the future tendency. The data are also veryuseful for decision making to achieve prosperious society as mentioned by the nation goal. The maingoal of this research is to gather information on the used and un-explored village potency. The informationand data were obtained directly from village secretary, key persons and other souces in the village usingboth direct questions to key informant and from the documents available in the village office. The resultsfrom research locations indicate that the Buluh Cina village contains a wide variety of potencies such asits strategic location, fertile lands for agriculture, plantation and foresty, minerals, water potency in river fortransportation, fishery and hatchery, water potency in lake and swamp area, tourisms due to its tradition (Balimau Kasai, Tobo Bajambe, Pangean Martial Arts, Bediki Dabano, Calempong) and culture. However,the un-explored potency available in Buluh Cina includes KUD revitalization and biogas.Keywords: inventory, potency

Abstract

This research is intended to find out the role of the regional environmental impact Control Agency of Batam City against the environmental problems that occur in industrial areas namely, Batam city, concerning sustainable development based upon the environment, the activities of the industry now aims to build an economic sector but has a negative effect that is the pollution of the environment. In this case in Batam city frequent occurrence of environmental pollution caused by industrial activity namely with disposal of waste which are not in place. This research is focused on environmental impact Control Agency area of Batam city authorities in the control of the environment . With the outline of the research issues namely how environmental impact Control Agency the role of the Regions in the control of pollution of the environment against industrial activity in Batam city in 2011-2014 and the factors restricting the role of the regional environmental impact Control Agency in controlling environmental pollution in Batam city in 2011-2014.Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation.The results of this research show that the role of environmental impact Control Agency area of Batam city in pollution control against industrial activity carried out according to its function but have not run well in accordance with the goals and targets that have been set. This is not in accordance with the duties and functions of the regional environmental impact Control Agency of Batam city, resulting in less the maximum role of Bapedalda itself in controlling pollution that occurred in Batam city. So it should be should be able to stake Bapedalda holder which is professional in the discharge of pollution control and must be capable of tackling the obstacles faced.
