Abstract

This research is motivated by the Controlling of entertainment venues, so that there are no deviations committed by entertainment venues in the District of Tampan, Pekanbaru City, especially internet cafes. Pekanbaru City Civil Service Police Unit as Enforcement of Regional Regulation must work optimally for the implementation of Pekanbaru City Regulation No. 3 of 2002 concerning General Entertainment. In controlling the internet cafes, which are indicated to violate regulations related to Perda No. 3 of 2002, it is necessary to have approaches to control the internet cafes in a professional manner and not violate the applicable rules including through the process of persuasive, preventive and repressive action (task) approaches               Problem formulation in this research, namely how the Civil Service Police role in controlling operational hours of entertainment (warnet) in Tampan District, Pekanbaru City. The research method used is descriptive qualitative method with data collection instruments including interviews, documentation studies related to research objectives.               The results of the study illustrate that the role of the Satpol PP Pekanbaru City must be increased again in carrying out the duties, responsibilities and applicable SOPs. Included in the regulation of internet cafes entertainment places that violate Regional Regulation No. 3 of 2002 concerning Public Entertainment. There is a need for special attention in the implementation of policies that must be made or issued by the city and provincial governments related to material and non-material support to the Satpol PP Pekanbaru City, so that Perda No. 3 of 2002 can run optimally. Factors such as persuasive, preventive and repressive tasks or actions that affect the role of the Pekanbaru City Satpol PP are considered not effective in carrying out the duties of the Pekanbaru City Civil Service Police Unit in accordance with Bylaw No. 03 of 2002, so that controlling public places for internet cafes in Tampan District, Pekanbaru City is not optimal                                                                                                                                   Keywords: Persuasive Actions, Preventiv, Repressive.

Abstract

The purpose of this study was to determine and analyze the implementation of maternal affection movement in Tasik Seminai Village Koto Gasib subdistrict year 2015. To improve the quality of women and reduce the number of maternal and infant mortality then under the Act the Minister of Women's Empowerment Child Protection of the Republic of Indonesia Number 2 Year 2007 on the revitalization of the Movement dear mother, then Siak based Siak Regency Decree No. 146 / HK / KPTS / 2015 on the Establishment of the steering committee secretariat and Improvement Mothers movement. In this case the relevant agencies in the implementation of Mothers movement is the Child Protection Agency for Women's Empowerment and Family Planning Siak, which in the implementation of interrelated between district, sub-district to the village as a target implementation. The phenomenon shows still not optimal implementation of Mothers movement activities in every village it can be seen from the activities carried on. The place where you are investigating is the Office of Child Protection of Women Empowerment and Siak Family Planning, Koto Gasib sub-district office, health center of Koto Gasib and Tasik Seminai Village. Who became informants in this study are those directly involved in the implementation of policies, namely Head of Women Empowerment Child Protection and Family Planning, chief of BP3AKB part Improved quality of life of women, the Head of the Koto Gasib Sub-district and Secretary of Koto Gasib, Head of Health Center of Koto Gasib, Head of Tasik Seminai Village.From the research that author did then obtained some conclusions that the implementation of government policies in the implementation of Mothers movement in Siak not optimum. It can be seen from Tasik Seminai Village of Koto Gasib sub-district in its implementation is still not understand the people on Mothers movement that is still low public support and also not optimal activities Mothers movement that are conducted in Tasik Seminai Village.Keywords: Implementation, Mothers movement.

Abstract

In repairing peatlands damaged by burning, the President forms a non-structural institution that is directly responsible to the President. For this reason, the President issued Presidential Regulation Number 1 of 2016 concerning the Peat Restoration Agency. The researcher wanted to see the Implementation of the Peat Restoration Agency Program in Kampar District in 2017 (Study of Rimbo Panjang Village).This study aims to describe the Implementation of the Peat Restoration Agency Program in Rimbo Panjang Village, Kampar Regency in 2017. This study used a qualitative approach. Research location in Rimbo Panjang Village. Data sources in this study are informants, documents and print media. Data collection techniques were carried out by interviews and documentation. While the data analysis technique is done by qualitative analysis which is descriptive type, which is trying to analyze using the theory of policy implementation.The conclusion of this study is that the implementation of the Peat Restoration Agency Program in Rimbo Panjang Village, Kampar Regency in 2017 has not been optimally seen from the rewetting program and the economic revitalization of the community. In the implementation of the Peat Restoration Agency program in Rimbo Panjang Village, the program has been carried out by building bore wells. Construction of drill wells is more effective for Rimbo Panjang Village which is located far from natural water sources. However, in the implementation of this program there was a lack of communication between the Peat Restoration Agency, the Rimbo Panjang Village Government and the Community Concerned Fire and the unclear operational funds that made the program not running optimally. In addition, the Peat Restoration Agency is also a community economic revitalization program. However, this program has not been implemented until 2017 in Rimbo Panjang Village.Keywords: Program, Peat Restoration Agency

Abstract

Management of Regional Property in the Riau Provincial Government environment still experiences many obstacles and obstacles, especially in the administration of regional property so that optimality in the management of regional property has not been achieved, therefore the Government of Riau Province through Riau Provincial Regulation number 4 of 2003 concerning the Principal -Main Regional Financial Management. Based on the results of the BPK Examination, there are several assets / goods issues including the administration and management of the current assets in the Riau Provincial Government which is inadequate with several findings points as follows: The Provincial Government of Riau has not yet assessed the condition of official vehicles as regional running assets so that it has an impact on the condition of vehicles and liability answers to vehicle users, especially the operational vehicles of the Riau Province DPRD Members for the 2009-2014 period, inadequate security and assets are still recorded jointly.               The research objective is to determine the implementation of regional assets in the Riau Provincial Government and determine the factors that influence the implementation of regional asset management in the Riau Province Government 2009-2014. The research method used is descriptive qualitative method with data collection instruments including interviews, observations and documentation studies related to research objectives.               The results of the research on the management of regional assets in the Riau Province DPRD 2009-2014 period have not been maximized, this is because there are still many regulations that are not implemented and there are still many regional assets in the form of vehicles that are not managed properly. The Regional Property Management Cycle starts from Planning and Budgeting to Compensation Claims. The Riau Provincial Equipment Bureau in its task of managing Regional assets in the Riau Province DPRD is constrained by several inhibiting factors, namely as follows: the overall lack of understanding of the Riau Provincial DPRD members in the management of regional property because the regional property information system has not been implemented optimally and does not comply with regulations made in accordance with PP No. 6/2006 and Permendagri No. 17/2007 and the lack of coordination of the equipment bureau with Riau Province DPRD Members in the management of regional assets Keywords: Management, Regional Assets, Operational Vehicles

Abstract

The women representative in Indonesia politics became an inevitable thing for political parties, when the General Election Commissions (KPU) issued PKPU regulation No.13/2013. Women's representative in Tanah Datar Regency which initially faced some obstacles, they were Minangkabau culture or women themselves and external constraints. The core problem on political representation in Tanah Datar Regency was women's political enthusiasm still low to participate in politics than men. It was influenced by Minangkabau culture. It was evidenced by the fact that there were still a few women who hold public positions and were able to play an active role in political life. Through interviews the informants who were leaders and women legislative members in the 2014 Regional People's Court Council (DPRD) elections, has provided an overview of the struggle of women become members of the Regional People's Court Council (DPRD) in Tanah Datar Regency.This study purposed to describe the representation of women in the Tanah Datar regency parliament in 2014-2019. This study used a qualitative approach Setting of the reseach in Tanah Datar regency West Sumatra province. The sources of data were interviews, documents, and printed media. The techniques of data collection used interview and documentation. The data was analysised by qualitative analysis with the type of  descriptive.The conclusion from this research showed that the representative of women in Tanah Datar regency especially in Minangkabau women were still low and has difficult access to politics than men. The inhibiting factors that influence the representation of women in the Tanah Datar regency legislative council were women's competence in politics, recruitment systems, cultural and religious factors, agency factor, internal and external factors. The women who had a family background of officials and were active in community organization were a very favorable political modality for women to be elected in the Tanah Datar Regional people's court council (DPRD).   Keywords: women's politics, elections and legislatures.

Abstract

Indonesia as one of developing countries, did not spared the target of the modern market. The development of modern market in Indonesia the last few years it can be said to grow very rapidly. Almost all over the city of Indonesia is flooded by modern markets with various type and models. The development of modern store does have real advantages and disadvantages. The favorable side of increasing local revenue, expanding new jobs. But, on the other hand it is existence can harm the small traders. If it is left alone, then existence of a modern market will evict of small traders.In Kuantan Singingi Regency, the local government is the most competent in the implementation of Presidential Regulation No. 112 of 2007 on the arrangement and fosreing of traditional markets, shopping centers and modern stores. As well as the regulation of the Minister of Trade No. 70 of 2013 on arrangement and fosreing of traditional markets, shopping centers and modern stores.The purpose in this research is to describe (1) Structuring and Development of minimarket in Kuantan Tengah of Kuantan Singingi in 2016. (2) Constraints in structuring and development of minimarket in Kuantan Tengah of Kuantan Singingi in 2016.The research is qualitative research method. The research was conducted in Taluk Kuantan area, Kuantan Tengah of Kuantan Singingi Regency. The techniques used to collect the data in this study are (1) Interview, (2) Library Studies, and (3) Documentation.Based on the result, the researcher found that the study indicate that in minimarket facilities and development there are still many violations. There are (1) 6 minimarket that do not yet have a modern store business license (IUTM) but still operate. (2) 3 minimarket that already have a modern store business license (IUTM) and there is 1 minimarket in the process of IUTM. (3) Kuantan Singingi does not have Spatial Plan (RTRW).Keywords : Policy, Stucturing and Development of Minimarket.

Abstract

Social rehabilitation is a process of recovery and development of social services activities in a whole and integrated manner so that persons with mental disabilities (ex psychotic) can carry out their social functions properly in social life. Social rehabilitation is one of the rights of persons with mental disabilities in the welfare of their lives which has physical, intellectual, mental, and sensory limitations. Social rehabilitation in the Technical Implementation Unit (UPT) Bina laras of the Riau Province Social Service seen from Edward III's Public Policy Implementation Theory, namely, Communication, Resources, Disposition, and Bureaucratic Structure. Based on this theory, it is found that there are obstacles in the implementation of social rehabilitation policies for mental disabilities in the UPT Bina Laras Social Service of Riau Province.The purpose of this study was (1) to describe the Implementation of Social Rehabilitation Policy for Mental Disabilities by UPT Bina Laras Social Service, Riau Province in 2018. (2) to describe the factors that hinder the implementation of Social Rehabilitation Policy for Mental Disability by UPT Bina Laras Social Service Riau Province 2018.The implementation of the Social Rehabilitation Policy at the UPT for the Development of the Social Services Office in Riau Province is carried out through 7 (seven) stages, namely: a. Initial Approach, b. Assessment, c. Preparation of Intervention Plans, d. Implementation of Interventions, e. Resocialization, f. Evaluation / Further Guidance, and g. Termination. Then, from the 7 (seven) stages there are 2 (two) stages that have not been maximized, namely Intervention Implementation stage and Resocialization stage. There are 4 (four) factors that hamper the implementation of social rehabilitation policies for mental disabilities especially in the 2 (two) stages, namely, the lack of professional experts in implementing social rehabilitation policies for mental disabilities, limited budget in implementing social rehabilitation policies for mental disabilities, lack of facilities and infrastructure (facilities) in the implementation of social rehabilitation policies for mental disabilities, and the implementation of social rehabilitation policies for mental disabilities that are not in accordance with the SOP (Standard Operating Procedures) as determined by the UPT Bina Laras Social Service of Riau Province.                                                                                                                  Keywords: Implementation, Policy, Communication, Resources, Disposition, Bureaucratic Structure, Social Rehabilitation, Mental Disability

Abstract

Based on the Regional Regulation of Riau Province Number 1 of 2012 about the Malay Custom Institution of Riau in Chapter 17 Verse 3 statesthat the institution may give customary degree to the decent figures according to their services to the community and Riau region. Moreover, Chapter 29 Verse 1 of the institution Bylaws states that the institution may give the degree to the figures based on their plot, decent, and properness. The degree is divided into two: the Customary Degree and the Honor Customary Degree. Afterwards, the determination process of the customary degree by the institution is carried out through four main steps: pre-degree awarding, selection, endorsement and confirmation.       The study aims to (1) to describe the dynamic of customary degree determination by the Malay Custom Institution of Riau in 2018: Ustadz H. Abdul Somad, Lc., M.A; H. Sutardji Calzoum Bachri; Ir. H. Joko Widodo. (2) to describe some factors which affect the degree determination by the Malay Custom Institution of Riau in 2018:Ustadz H. Abdul Somad, Lc., M.A;H. Sutardji Calzoum Bachri;Ir. H. Joko Widodo. Furthermore, the study employed a qualitative research method. The data were collected from the research informant, documents, and printed media. The data were collected through interview and documentation. While the data were analyzed by using qualitative data analysis technique.  The findings of the study show that the dynamic of customary degree determination which was carried out by the Malay Custom Institution of Riau to Ustadz H. Abdul Somad, Lc., M.A dan H. Sutardji Calzoum Bachriwas procedurally correct, while the degree to Ir. H. Joko Widodo was not. The involvement of the institution in politics has led to various counter responses from the members of the institution, Riau Community Organizations, Riau non-governmental organizations, and Riau activists. Some factors which affected the determination were because of the services from each of those figures and the political interest from one of them.  Keywords: Formulation, Dynamic, Custom Institution

Abstract

This study examines the effect of leadership on organizational effectiveness. Quantitaviemethod was used to collect data, by the questionnaires, and distributed to employees at PTAdira Dinamika Multi Finance Tbk, Pekanbaru. The results of this study showed that sigvalue of 0.001, fewer than probability value of 0.05. Moreover,leadership has t value of -3.396 with t table of -1.985. In conclusion, leadership significantly explained organizational effectiveness.

Abstract

On the Medium Term Development Plan 2010-2015 Bengkalis regency, set Grand Strategy development of four areas, one of which is the development of regional education centers. In its development until the term of office of Regent of Bengkalis period 2010-2015, a number of programs and activities in realizing Bengkalis as a center of education can not be realized with the maximum. The purpose of the study is to examine the implementation of regional development policy education center and the factors that affect the implementation of the policy of regional development center for education research method is qualitative descriptive research data collection is by interview and documentation. The theory used in this research is the policy and implementation of policies according to Van Meter and Van Horn.From the results of the field studies showed that some programs and activities in the development of the central area of education is not achieved by maksmimal not even be possible. It can be seen from the projects was State Health Polytechnic and State University who is an excellent program, it was not implemented because of the limited authority, the authority of the organization of Higher Education where it is still in the center. Further Development of High School Boarding School can not be realized with the maximum due to budget constraints and not professional tenders. The factors that affect the implementation of regional development policy education center in Bengkalis based theory of policy implementation, namely: basic measures and policy objectives, policy resources, communication between the organization and implementation of activities, the characteristics of the implementing agencies, conditions- economic, social and political, executive attitudes. In this study the authors concluded that the Education Department has tried to realize the regional development policy education center although in the end there are some problems that cause programs and activities can not be achieved with the maximum. Bengkalis District Government should still continue the programs and activities in the development of the central area of education and must evaluate the programs that can not be done.Keywords: Policy, Development Education Center Region
