Abstract

Education is a major effort in achieving the Indonesian government should a nation that is educating the nation. In the implementation of the education policy of the central government authorizes local governments to dapattercapai policies fairly and equitably. In Riau province, especially the city of Pekanbaru organized by the Department of Education Pekanbaru. Evidence of the implementation of education policy is by increasing the quality of education at all levels of education. On top Middle School should also be. Not only the National High School High School, but also private. Comparable to improving the quality of education, facilities and infrastructure supporting the achievement of quality improvement should also receive attention from the government primarily on Private High School. Therefore, researchers wanted to see and compare the role of the government, especially Pekanbaru City Pekanbaru City Department of Education in the Implementation of facilities and infrastructure of Top Private School puffy in 2014.The purpose of this study is the first, to find out how the government's role in providing education Pekanbaru City on Private High School in 2014. Second, to find out what are the factors that affect the role of Pekanbaru city government in providing education at High School in 2014. Private research this method descriptive qualitative approach. The research location is Private School SMA Santa Maria Pekanbaru, Private High School Youth and Education Office of the city of Pekanbaru. Data collection through interviews as additional data is through observation of researchers, documents, journals, research reports and media / newspaper. Analysis of the data that have been collected using descriptive techniques.Role of Pekanbaru City Department of Education in improving the quality of education in the form of teacher training in cooperation with the Institute for Education Quality Improvement, Provision of Assistance funds Operasioal School, and scholarship. as a coordination center and the center of the spread of information and data collection from any educational institution in the city of Pekanbaru. Limited authority becomes an excuse presented by the Education Office of Pekanbaru. According to the analysis of the author is trasmisi policy failures that caused the policy to be unfair and uneven and occure ketidakmaksimalan in the achievement of policy objectives. As a result the corresponding results of the analysis of all the data collected and interviews to the writer considered the most understand menganai it was discovered that the infrastructure and facilities Private High School in the city of Pekanbaru not be authorized Pekanbaru City Department of Education. Abstract

The provision of pedestrian facilities in the form of sidewalks is a form of providing basic services by the Government to the community as supporting life activities to provide a sense of safety, comfort and order in traffic on the road. Therefore, Pekanbaru City has provided sidewalks as infrastructure for pedestrians and has also been regulated in the Pekanbaru City Regional Regulation No. 10 of 2017 concerning Traffic and Road Management.The purpose of this study is to describe the implementation of Pekanbaru City Regional Regulation Number 10 of 2017 regarding pedestrian facilities in Pekanbaru City and then also to find out the factors that hinder the implementation of Pekanbaru City Regional Regulation Number 10 of 2017 concerning pedestrian facilities in Pekanbaru City. 2018-2019. The theory used in this research is the theory of policy implementation by George C. Edward III. This type of research is descriptive qualitative. The data collection technique is done by interview and documentation.The results of this study are the implementation of policies regarding pedestrian facilities in Pekanbaru City has not been implemented optimally. There are still sidewalks that are not well maintained and even those sidewalks are often misused by other parties. This is due to ineffective communication in terms of distribution, clarity of regulations and consistency. Then because of limited human and financial resources, the attitude of policy implementers who have not been firm in responding to this problem, the organizational structure does not have a clear SOP and no sanctions have been set in the policy.   Keywords: Policy Implementation, Sidewalks, Pedestrians

Abstract

Pekanbaru city government that has the responsibility and authority toimprove the quality of education is Pekanbaru City Department of Educationwhich is part of the local government under Law No. 32 Year 2004 on RegionalGovernment. One way to improve the quality of education is through schoolaccreditation. With the expected quality of education accreditation PekanbaruCity can continue to increase and become a benchmark for the success ofeducational programs that can be an example for other areas in Riau provinceand outside the province of Riau.The purpose of this study is to see how the efforts of Pekanbaru CityDepartment of Education in improving the quality of education throughaccreditation and any factors that hamper the government's efforts in improvingaccreditation. This research was conducted in the city of Pekanbaru, which is thekey informants in this study are, the head Pekanbaru City Department ofEducation, the head of Primary School Development. In collecting the dataobtained from the documentation and documentation - depth interviews withinformants. Once the data is collected and then analyzed using qualitativedescriptive analysis. After doing research, efforts to increase the value ofaccreditation is not yet fully optimized.It was also found that there are factors that hamper efforts PekanbaruCity Department of Education in improving primary school accreditation. Thelimiting factor is the lack of funds for education, lack of teachers and educationpersonnel, lack of infrastructure facilities, and management education has notbeen effective and efficient. Suggestions for official efforts to improve elementaryschool accreditation is a further need to be maximized, socialization shouldperiodically be given to schools to better prepare future components ofaccreditation in order to 8 components in the accreditation assessment can beprepared as much as possible.Key word : elementary school accreditation, the quality of education.

Abstract

In general, women's saving and loan activities are one of the activities in the form of savings and loan, which all members are women. Bengkalis Sub-district as the Capital of Bengkalis Regency in Riau Province has also participated in this activity since 2011. The discovery of 19 groups of users of Savings and Loans Women who are delinquent due to their business traffic jam. It was found that the process of meeting the financing needs of the business or the basic socialization has not been fully realized. This is due to the limited capital or funds available in the Kecamatan Activity Management Unit of Bengkalis, which has an impact on the waiting list of the unaffordable group of prospective Savings and Loans borrowers. The majority of female groups who utilize the Women Savings and Loan Fund are not entirely to be used in improving household economic activities, but the business capital obtained is used for activities that are merciful. The problem in this research is how the implementation of Savings and Loans Activities for Women Groups in Kelamantan Village Bengkalis Subdistrict, and what are the factors - obstacles in the implementation. The purpose of this study is to know the implementation of Savings and Loans Activities for Women Groups in Kelamantan Village Bengkalis District, and the factors - obstacles in the implementation.This research approach using qualitative research method. The location of this research was conducted in Kelamantan Village Bengkalis District Bengkalis Regency. Informant research using purposive sampling technique. Data collection techniques used are observation, interview and documentation. The data obtained will be analyzed by descriptive method using qualitative approach.The results of this study can be concluded that the implementation of Savings and Loans Activities for Women Group in Kelamantan Village Bengkalis District Year 2016-2017, less run well. Weaknesses in the implementation of Savings and Loans Activities for Women Groups in Kelamantan Village Bengkalis Sub-district Year 2016-2017 occurred in the mentoring that has not been emphasized on business development and marketing and coverage of poor households is still relatively small.Keywords: Activity, Save and Borrow Women's Groups

Abstract

This research was conducted in Indragiri Hulu. Indragiri Hulu District Government through the Regent's decision No. 17 of 2008 has established the Regional Water Company with the goal of providing clean water for people, especially in the District Rengat Indragiri Hulu. It is to know the role of the Regional Water Company (PDAM) to provide services in water supply in the district Rengat Indragiri Hulu, this research using qualitative methods. Data collection techniques in this study were interviews and tracking documentation. PDAM as a drinking water service facilities have a strategic role in the effort to accelerate the improvement of public health degree Kab.Indragiri Hulu .. In this study determined that as many as 9 people informant Director of PDAM Tirta Indra, Head of Section subscriptions, and while the Head of Account Creator customer care of and has been assigned to take care of 6 people each perform data collection and documentation obtained depth interviews with informants. Based on the research that the provision of clean water in Sub Rengat particular, but in exercising their ministry there are several inhibiting factors, such as lack of budget to cope with the scale of the damage or kebocoraan pipe, the shortage of personnel in the field, lack of repair tools, human resources employees who do not fit and specialized training in the field of customer service that are not implemented, the PDAM Tirta For Indra should build a good management information systems and monitoring systems and integrated services sisitem and implement standards of service. Thus the government Indragiri Hulu should be an evaluation of the management of PDAM Tirta Indra. According Ratminto (2010: 24), the public service must have a standard of service that is a measure of providing services. The standard of the services include: set settling time from the time of application until the completion of the service, including complaints, namely the service fee rate services including the details set out in the service delivery process, service product that is the result of service that will be accepted in accordance with the conditions set, standardized procedures for service providers and service recipients, including complaints, facilities and infrastructureinclude the provision of adequate services and infrastructure by public service providers, and personnel competence service providers should be set appropriately based on the knowledge, expertise, skills, attitudes, and behavior . Abstract

Population growth and high population densities caused providing pedestrian of transportation such as people crossing bridge, have started in several locations of congested traffic. People crossing bridge is intended to facilitate the pedestrians to cross the road in comfort and safety.This is a descriptive study using a qualitative approach as a tool of analysis. The research was conducted at Pekanbaru, with a focus of research on the implementation of policie sregarding pedestrian facilities such as people crossing bridge in Pekanbaru and factors that affectingthe implementation of policies about people crossing bridge didn’t maximal which used the theory by Edward III. Techniques of data collection were interviews, observati on and documentation.After research, the authors conclude that implementation of policies about people crossing bridges didn’t maximal because the existence of a people crossing bridges was rarely used and often miss functioned. The affecting factors of didn’t maximalis less effective communication, the limited available resources, the attitude of implementator. The factors that most influence implementation of policies about people crossing bridges are resource constraints such as budget or funds that have not been owned by the Pekanbaru government and there isn’t punishment to the existence of people crossing bridges that violates the rules and functioned incorrectly.Keyword : Implementation, PeopleCrossingBridge, Policy.

Abstract

Educational planning as a process of preparing a set of alternative decisions for future activities that are directed towards achieving goals with optimal effort taking into account the facts that exist in the field of education as a whole. The program is a policy instrument that contains one or more activities carried out by government agencies / institutions to achieve goals and objectives and obtain budget allocations, or activities coordinated by government agencies. The purpose of this study was to describe the 2016 Siak District education program planning. This research method uses a qualitative approach with the type of descriptive research Based on the results of the study indicate that the planning of the related education program is the Department of Education and Culture in the field of elementary school development and the field of junior high school development with the Regional Development Planning Agency Head of Education and Inspectorateassupervision. OPD related to the affairs of education is still not effective, the Office of Education and Culture through its fields implements only normative but does not involve technically in the practical process in the field with the education sector of the Regional Development Planning Agency and the lack of intensive coordination and communication between the Agency Regional Development Planning with OPD located in the Office of Education and Culture.Keywords: Communication, Coordination, Education Sector.

Abstract

 Paripurna Mosque is a mosque that has good management, adequate facilities and a center for community religious activities that can be used as an example in the management of mosque management in Pekanbaru City. In Regional Regulation No. 2 of 2016 concerning Pekanbaru City Paripurna Mosque, it is explained that there are three important aspects in the management of plenary mosque, namely Idarah, Imarah and Ri'ayah. That in the aspect of imarah the reality is that the Al-Muttaqin Paripurna Mosque in the tampan District of the mosque management tends to be far from the prosperity of the mosque. It is suspected that the mosque's financial problems have not been well managed and accompanied by people who prosper it. The purpose of this study is to describe the management of activities in the field of the Imarah of the Al-Muttaqin Paripurna Mosque, Tampan District, Pekanbaru City as seen from the management functions of planning, organizing, implementing, budgeting, and monitoring activities. This study uses a qualitative research with a descriptive approach conducted at the Al-Muttaqin Paripurna Mosque, Tampan District, Pekanbaru City. The results of this study can be seen that the function of planning the activities of the direction of the priesthood can be said to be maximal and is already quite active. However, there are still two programs that have not been maximized, namely the education sector and mosque youth. In the function of organizing the activities of the Emirate it has been arranged in accordance with the instructions of Regional Regulation No. 2 of 2016 concerning the Paripurna Mosque of Pekanbaru City. The fact is that in the field the manager is not lacking in personnel but many of the administrators and worshipers who when there are Imarah activities at the Al-Muttaqin plenary mosque did not participate. In the function of the implementation of the activities of the pilgrimage it can be said to have been implemented well, although at times it is not carried out, this is caused by the lack of budget to carry out many programs of the activities of the pilgrimage. In the budgeting function of the immigration activity the source of funds for the implementation of the immigration activities in the budget mosque comes from the infa pilgrims. In the function of supervising Imarah activities is very rarely done, since the Al-Muttaqin mosque was designated a plenary mosque, supervision of the evaluation team was only done once in 2017. Keywords: Planning, Organizing, Actuating, Budgeting, Controling.

Abstract

This paper aims to determine Efforts of Local Government in Improving Education in Remote Indigenous Communities Village Sesap District of Tebing Tinggi District Meranti Islands Year 2011 - 2014 and Factors - Factors hindering the efforts of Local Government in Improving Education in Remote Indigenous Communities Village Sesap District of Tebing Tinggi District Meranti Islands in 2011 - 2014. the research method used in this study with the type of case studies and field research. The research approach with a qualitative approach to the type of data used primary data and secondary data, the data sources obtained from the informant research, mass media, and documentation. Data were collected by interview, and search document, and then analyzed by the case method and field research to learn intensively about the background of current affairs and environmental interactions appropriate social unit. The results showed that the efforts of Local Government in Improving Education in Remote Indigenous Communities Village sesap still not optimal because there are still so many people the Remote Indigenous Communities that do not follow the program package A, B and program Functional Literacy and Skills Functional in Center Community Learning Center, and scholarships for poor students is not used well by the parents, by used for daily needs and not used for their children school supplies, local government should be more selective again making policy these scholarships , While a student hostel tribal / KAT is not functioning optimally because only a few KAT who want to continue schools and stay in this hostel, the local government should further improve the dissemination make the community more aware of the importance of education / schooling, in order to motivate and sensitize the parents on Remote Indigenous Communities this will be the importance of education of their children, due to lack of education caused ignorance the parents.Keywords: Effort, Education, Remote Indigenous Communities

Abstract

UPPKS is a group of family planning support activities whose members consist of Prosperous and Prosperous Families I, in order to increase family welfare through entrepreneurial activities. The group initiated by BKKBN in 1976 aims to improve the economic condition of KB family to make life more prosperous. The purpose of this research is to: (1) to know the implementation of UPPKS program implemented by the Office of Women Empowerment, Child Protection, Population Control, And Family Planning (DPPPAPPKB) in increasing family income. (2) To know factors influencing the implementation of program program of UUPKS Cahaya Kampung Tualang by the Office of Women Empowerment of Child Protection of Population Control and Family Planning (DPPPAPPKB). (3) To know the impact that happened with the UPPKS Cahaya Kampung Tualang program for the members of UPPKS group.This study uses qualitative research methods. Data analysis is done by data reduction, data presentation, and conclusion. The subject of this research is DPPPAPPKB Siak Regency, UPPKS Cahaya Kampung Tualang Group.Based on the result of the research, it can be concluded that (1) Implementation of UPPKS Cahaya Kampung Tualang by the Department of Women Empowerment of Child Protection and Family Planning (DPPPAPPKB) of Siak Regency has not run well. This is because of the unfavorable tasks and functions of the Office of Women Empowerment of Child Protection of Family and Family Planning Control (DPPPAPPKB) in the field of Family Planning and Family Welfare in running UPPKS. (2) The increase of the Prosperous Family Stage of UPPKS Cahaya Group is still the status of Prosperous Prosperous Family and Prosperous Prosperous I, which means that the group that has been running for two years has not been able to assist the group members in improving the family economy that is the main goal of UPPKS.Key Words: Implementation, Program, UPPKS, DPPPAPPKB
