Abstract

Regional assets are all property owned by the region either in the form of tangible goods or intangible goods. Regional assets as one important element in the framework of government administration and service to the community. Regional assets are an important resource for local governments because the assets or regional goods are the economic potentials owned by the regions. Economic potential means the financial and economic benefits that can be obtained in the future, which can support the role and function of local government as a provider of public services to the community. To maintain the regional assets in the form of land owned by the government of Pelalawan District, it is necessary to conduct certification as a proper step to arrange the regional assets owned by the local government of the pelalawan district. Certification is useful so as not taken and snatched by society hence required good management and certification of area asset of land owned by local government of Pelalawan Regency.The purpose of this research is to know the management of local asset of land owned by local government of Pelalawan Regency Year 2015-2016 and to know the obstacle in management of area asset of land owned by local government of Pelalawan Regency Year 2015-2016.This research uses qualitative research. This research was conducted in Pelalawan Regency. Techniques used to collect data in this study are (1) Interview, (2) Documentation.The conclusion of this research is (1) Management of Regional Assets on Land Owned by Local Government of Pelalawan Regency Year 2015-2016 done with 3 (three) management that is: First, Planning Needs Asset Area. Second, Record and Calculate assets/goods that become annual requirement of SKPD. Third, Registration of Plans of Needs and Maintenance of Regional Assets. (2) Obstacles in the Management of Regional Assets on Land Owned by Local Government of Pelalawan Regency. First, the lack of Human Resources (HR). Secondly, the Administration or Inventory which is still lacking by the Field of Assets of the Pelalawan District.Key words : Management, regional assets

Abstract

Health workers have an important role to improve the quality of maximum health services to the community so that the community is able to increase awareness, willingness and ability to live healthy as referred to in the opening of the 1945 Constitution of the Republic of Indonesia. in the provision of health personnel in accordance with the needs of the community through the Regulation of the Minister of Health No. 75 of 2014, the Ministry of Health sets the standard number of health workers in each community health center and regional public hospitals so that the implementation of health services runs optimally in accordance with their workload. The formulation of the problem of this research is why the application of the health minister's regulation No. 75 of 2014 concerning community health centers has not run optimally in the the big village of the city Health Center. The purpose of the study was to determine the factors that inhibit the application of the Minister of Health Regulation No. 75 of 2014 in the Village Village Health Center in Rengat Subdistrict, Indragiri Hulu District in 2016. The method used in this study was descriptive qualitative.Based on the results of the study, it shows that the City Municipal Puskemas does not currently apply Ministerial Regulation No. 75 of 2014 concerning Public Health Centers with the unavailability of dentists, medical laboratory experts and administrative personnel. Ideally, a broad working area should be supported by the availability of health workers who can serve the community optimally. The health office and health center in this case do not establish good communication causing the shortage of health workers needed by the community not quickly handled then the socialization of the Ministerial Regulation in the City Village Health Center is not implemented optimally.Keywords: Application of Regulations, Regulation of the Minister of Health..

Abstract

This research entitled " Government Policy Study In Cultivation Prisoner ( Studi Lembaga Pemasyarakatan Kelas II a Pekanbaru). Thing that melatar back to back him is about persolan that mysterious palinf in institution socialization that always been public view, namely custody room capacity excess because the low socialization institution capacity, then stiffness rate recidivism in institution socialization, obstacle facility and infrastructure cultivation, its shortage employee or socialization institution staff, and its shortage operational costs in support implementation cultivation. Disisi is other problem that not should happened by prep inside institution socialization is still free narkoba circulation in institution socialization and happened by him fight inter coequal prisoner.Rumusan internal problem this research is . Why Government Policy In Cultivation Prisoner ( Pemasyarakatan kelas II a Pekanbaru study Institution) not yet optimum. This research aimed to know government policy implementation in cultivation prisoner in II a Pekanbaru class socialization institution and constraints faced in pemerintrah policy implementation in cultivation prisoner in II a Pekanbaru class socialization institution. Benefit from this research is provide donation thinking for law enforcer apparatus especially selakau socialization institution employee like educator and cultivation prisoner.Method used in this research is descriptive method with qualitative and quantitative approach. Technique data collection used is observation, interview, and kuisioner. Data source used is primary data that obtained from field and secondary data that obtained from place research that usually has been provided. Research result data obtained by policy that used by institution socialization refer to regulation in government regulation number 31 year of 1999 article about 7 cultivation prisoner. This result research get constraints happened in prisoner cultivation process namely, obstacle in thing facility and infrastructure, its shortage employee or socialization institution staff, and its shortage operational costs. And based on C.I Harsono theory that purpose cultivation is "Kesadaran", in this case awareness thing prisoner awareness not yet able to own awareness fully like inner awareness know potential self which said defective 11 people from 20 people and in awareness phase attainer that high also beum able owned by prisoner namely 55 % or 11 people which said defective.Keyword:Policy, Cultivation, Prisoner, Institution Socializatio

Abstract

Economically and culturally terubuk fish is Idol and the pride of the community District Bengkalis. Seen as the Province of the city "Terubuk". Save the fish terubuk means save the existence of culture and identity as a town of Bengkalis Regency Terubuk. with the publication of the Regulation No. 15 of 2010 Regents about the Asylum Area Fisheries Terubuk Fish intended to safeguard and guarantee the existence, availability, and continuity with the type of fish still maintain and increase the value and diversity of fish resources and the environment in a sustainable way. So the threat of extinction of the fish terubuk in the future could have been avoided. This research aims to find out how the implementation of the Regulation No. 15 of 2010 Regents about the Asylum Area Fisheries Fish Terubuk conducted by the Marine and Fisheries Agency of Bengkalis Regency during the years 2011-2014Type of this research is a descriptive i.e. researchers gives an overview and explanation regarding thephenomenon or social symptoms examined describesvariables that affect the execution of a policy ofsystematically and accurately. Method of data collection is done by means of interviews and the documentationAfter research this is done can be known how the implementation of the Regulation No. 15 of 2010 Regents about the Asylum Area Fisheries Fish Terubuk by the Department of marine and Fisheries begin in 2011-2014. Department of marine and Fisheries already communicate this with some rules of Regent stake holder through the seminars-meetings. The resource that is owned in the form of staff and budget is also already quite well known from the growing number of budget that comes from the regional budget (BUDGETS) for activities related to terubuk fish sanctuary. Supervision became one of the important factors in the success of maintaining fish populations in this terubuk, because there are still many fishermen who do not abide by the rules that already exist and still also do fishing terubuk in the period of peak spawning by reason of economic needs, the Department of marine and Fisheries was not optimally in conducting patrols in the sea as a form of surveillance, it can be known from description of fishermen who very rarely met an employee of the Department of marine and fisheries patrol in the sea. Standard operating procedure (SOP) is a reference in conducting an activity, but so far this has not been the presence of SOP so that the performance of the Department of marine and Fisheries was less the maximum.Environmental pollution in particular became polluted sea water cause decreased and difficult to breed his fish terubuk, water rinse tengker vessel containing remains of fuel oil and also sawdust which is derived from wood factory mill along the river basin (DAS) of Siak eaten by fish terubuk fish easily cause death. Marine and Fisheries Agency acknowledged the existence of the limitation of the Authority (fragmentation) because it's not under the authority of the Department of marine and fisheries.Keywords: Implementation, Local Government, Regional policy

Abstract

The implementation of the Systematic Complete Land Registration Program (PTSL) has begun in 2017. The implementation of the PTSL Program is carried out in accordance with Ministerial Regulation ATR / BPN Number 12 of 2017 concerning the Acceleration of Systematic Complete Land Registration.  The PTSL program aims to accelerate the provision of legal certainty and legal protection of community land rights with certainty so that it can improve the welfare and prosperity of the people in Pekanbaru City.  Rumbai Pesisir District is the district with the least number of PTSL arrangements so the target provided is not achieved.               The purpose of this study is to describe the implementation of the Systematic Complete Land Registration Program (PTSL) in the Rumbai Coastal District, then also to determine the inhibiting factors for the implementation of the Systematic Complete Land Registration Program (PTSL) in the Rumbai Coastal District in 2018-2019.               The theoretical concept used is the theory of policy implementation by Merilee S. Grindle.  This type of research is a qualitative descriptive.  Data collection techniques are done by interview and documentation.               The results of this study are that the implementation of the Systematic Complete Land Registration Program (PTSL) in the Rumbai Coastal District is not optimal.  The inhibiting factors in the implementation of the PTSL Program are the lack of resources used, the intended resource is the lack of measurement officers.  The mindset of the community, where people think that by joining the PTSL Program, the tax affected will be high.  Lack of counseling conducted by officers of the Land Office, counseling is only done once at the village level.  Late implementation time and boundary markers are not installed. Keywords: Implementation, Systematic Complete Land Registration Program (PTSL)

Abstract

One of the many reasons in Koto Kampar Hulu district’s unfoldment is the increasing of people’s request for quality service. The challenge in giving the quality service is not only to give efficient service, but also to give the service evenly to all people without looking at their social status. In other word, the challenge is to give a fair and democratic serviceThe purpose of this research are (1) to find out the effective of public service after the unfoldment of koto kampar hulu district, kampar regency. (2) to find out factors that influence the effectivity of public service in Koto kampar huku district, Kampar regency.This is a qualitative research. This research was done in Koto kampar hulu district, kampar regency. Data collecting technique in this research are (1) observation and (2) interview.The results showed that the effective of public service of koto kampar hulu district, kampar regency be applicable dimensions Tangibel, Realiability, Responsiviness, Assurance dan Emphaty. But has not run in accordance with wishes of the people, which is an inconvenience places including facilities and infrastructure services are not yet complete, yet masterfully employees in using the tools of the service, and the unkindness of employees in the service process.Key words: the effectivity, public service.

Abstract

Bono Tourism Object is a natural phenomenon that occurs in the Kampar River, Teluk Meranti, Pelalawan Regency. The development of tourism sites makes the government need to strengthen the tourism program, especially Bono natural tourism which is well known throughout the world. The implementation of the Tourism Marketing Development Program is one of the programs created by the government to introduce Bono to the annual Bekudo Bono Festival Activities, namely a culture-based surfing sport event by combining traditional surfing sports carried out on river waves which are quite unique.             The purpose of this study is to determine the implementation of the marketing development program at the Bono tourist attraction in 2019 and want to know the inhibiting factors in the implementation of this program. This research uses a qualitative approach with descriptive methods. In data collection, the authors use interview techniques, mass media, and documentation . The results of this study found that there are three elements called the suitability model, namely the program, program implementer, and program objectives. In the first element, the alignment of the Marketing Development program at Bono Tourism Objects with the program target needs is good, where this program is designed and adapted to In the second element, program implementers in this case are not optimal, there are still program implementers who do not understand the duties and functions of their fields. In the third element, namely the program target, there are still people who have not felt the benefits of this program. The presence of influencing factors in this program, both external and internal, has made the implementation of the Marketing Development Program in Support of Bono Tourism Objects not fully realized.   Keywords: Program Implementation, Bono Tourism Object Marketing, Program, Program Implementation, Program Objectives.

Abstract

The Plenary Mosque is a mosque that completes all aspects on the basis that it refers to standardization and has good management governance, adequate facilities and a center for religious activities. The Plenary Mosque as a pilot mosque in order to achieve the Vision of Pekanbaru City to become a civilized Metropolitan City. The Plenary Mosque is a strategic program of the Pekanbaru City Government in realizing the Pekanbaru Smart City Madani. There are three aspects that constitute the criteria for a mosque to be called plenary, namely Idarah, Imarah, and Ri'ayah.This study aims to determine the evaluation of the Pekanbaru City Government's policy in implementing the Plenary Mosque program in Pekanbaru City in 2018. The type of research used in this study is a descriptive research type with a qualitative research approach. The types of research data are primary data and secondary data. Data collection techniques in this study were interviews and documentation. The data analysis technique used is descriptive qualitative data analysis.Based on the results of the study, it shows that the policy evaluation carried out by the Pekanbaru City Government at the Al-Ukhuwah Plenary Mosque in Pekanbaru City has not been implemented well enough, especially in the field of human resources and facilities that still need to be improved as well as more programs that can be formed and managed again with the aim of development of the mosque with the category of Plenary. Keywords: Government Policy, Pekanbaru City Plenary Mosque

Abstract

The formulation of the problem from this research is the factors which affect the implementation of the Environmental Health Service policy at the Sentajo Raya Health Center, Kuantan Singingi Regency has not run optimally. The purpose of the study was to determine the factors that influence the implementation of the Environmental Health Service policy at the Sentajo Raya Public Health Center, Kuantan Singingi Regency in 2019. The method used in this study was descriptive qualitative. Based on the results of the study, it was shown that the Puskesmas Sentajo Raya at this time did not have environmental health workers. Ideally, with a large work area, it should be supported by the availability of health workers who can serve the community optimally. The health office and the Puskesmas in this case did not establish good communication causing the shortage of health workers needed by the community was not handled quickly then the socialization of the Ministerial Regulation at the Sentajo Raya District Health Center was not carried out optimally. Abstract

In order to improve the safety and comfort in traffic on public roads or in Pekanbaru urban areas, the government is controlling especially on heavy tonnage trucks. The government that has responsibility in controlling in this traffic is the Transportation Agency of Pekanbaru City. The problem faced is where heavy tonnage trucks pass on roads that are not allowed or enter the Pekanbaru City area, besides that there are still many heavy tonnage trucks passing at hours that are prohibited by the Transportation Agency.This study aims to determine the implementation of the heavy tonnage truck control program in Pekanbaru City in 2017, as well as the factors that have not yet achieved the implementation of the heavy tonnage truck control program in Pekanbaru City in 2017. Data collection techniques were carried out by interviews, and documentation. While the data analysis technique is done by qualitative data analysis. The results of the study that the Implementation of the Heavy Duty Trucking Control Program in Pekanbaru City in 2017 has not been achieved optimally seen from the implementation of the curbing program carried out by the Pekanbaru City Transportation Department, namely the Transportation Infrastructure and Construction of Special Bertonase Trucks and Controlling and Safeguarding of Heavy-Duty Trucks has not affected the changes occurring in the field, namely the increasing number of violations occurring in heavy tonnage trucks on urban roads and crossing during rush hour. Factors that cause the implementation of the control program have not been optimally achieved due to the lack of optimal implementation of the activities of the program. This is because there are several constraints on the lack of quality and quantity of human resources, budgetary resources, lack of optimal procurement of facilities and infrastructure and cooperation carried out between the Department of Transportation and related parties.Keywords: Communication, Resources, Disposition, Bureaucratic Structure.
