Abstract

Penelitian ini fokus menguraikan proses peralihan bentuk partisipasi dari tingkat individu menjadi kelompok serta proses pengorganisasian kelompok Museum Pemerhati Sejarah Perang Dunia Ke II menjadi pengelola Museum Trikora dan Sejarah Perang Dunia Ke II di Wawama Daruba untuk mencapai tingkatan partisipasi kekuatan publik dalam pembangunan pariwisata Kabupaten Pulau Morotai. Penelitian ini menggunakan metode Kualitatif melalui pendekatan studi kasus. Teknik Focus Group Disscussion (FGD) digunakan untuk mengidentifikasi kendala yang dihadapi kelompok dalam proses pencarian maupun operasional museum mini. Teknik trianggulasi digunakan untuk memeriksa kesesuaian data hasil wawancara mendalam, data hasil observasi dengan data hasil studi dokumen milik Kelompok Museum Pemerhati Sejarah Perang Dunia ke II sehingga memperoleh informasi yang valid dan kredibel.

Abstract

The development of tourism infrastructure causes land-use change or land conversion from green open spaces into tourism economic areas. The utilization of mangrove areas as an ecotourism attraction needs to be monitored regularly so that facilities and infrastructure development do not threaten the sustainability of mangrove vegetation. This article aims to identify the distribution of mangroves using the Normalized Difference Vegetation Index (NDVI), Normalized Difference Water Index (NDWI), Combined Mangrove Recognize Index (CMRI) model in Morotai Island Regency, North Maluku Province, Indonesia. The perspective of sustainable ecotourism is used to discuss the socio-cultural context of the Morotai community, especially the people of Kolorai Island. This study adopted a mixed-method. Data processing is divided into two stages: the first stage, mapping the distribution of mangroves on Dodola Island using Landsat 8 Operational Land Imager (OLI) satellite imagery from 2013-2021 based on NDVI, NDWI, and CMRI calculations; the second stage, triangulation. The results of this study indicate that in 2017, there was a decrease in the value of NDVI and CMRI in Zone 1, Zone 2, and Zone 3 as a mangrove ecotourism area on Dodola Island. It indicates a threat to the mangrove ecosystem if infrastructure development causes a decrease in the value of the vegetation index significantly significant from year to year. Thus, it is necessary to control infrastructure development programs by involving local communities in the maintenance of mangrove ecosystems.

Abstract

Tourism destination managers need information systems necessary for tourism destination managers to optimise the ecological, economic, and socio-cultural monitoring functions. This study aims to develop a management information system known as SIMANGROVE based on the context of managing mangrove areas in Dodola Island of Morotai Island Regency, Indonesia. The system design is carried out using the Software Development Life Cycle (SDLC) framework through the Waterfall approach. The analysis of the concept of mangrove ecotourism is adjusted to the availability of resources classified into accessibility, accommodation, attractions, and amenities on Dodola Island. The research of analysis and design of SIMANGROVE show that the ease of use of the application (usability), quality of information (information) and user security (security) are essential elements that benefit managers and visitors when accessing data as well as making reservations and transactions in the SIMANGROVE system.

Abstract

The strategic planning of the Dodola Island, Tourism destination management system is the development of previous research concerning transformation in the vegetation index value of the mangrove ecotourism area and recommendations for the rehabilitation of mangrove zones to maintain the ecological sustainability of mangroves. In addition to the environmental, socio-economic, and socio-cultural aspects, it is also necessary to develop a destination management system. This research uses the Ward and Peppard framework to design the system by considering the existing ecological, socio-economic, socio-cultural conditions, resource availability, tourist behaviour, and destination management capabilities. The instruments used in the Ward and Peppard framework analysis are Value Chain Analysis, Porter’s Five Force Model, SERVQUAL, PESTEL and SWOT Analysis, Ecopreneurship Model, and IT Balanced Scorecard. The Ward and Peppard framework describes the need for information systems to mobilise the Small and Medium Enterprise activity in the mangrove ecotourism area. Furthermore, the amenity, accommodation, and local transportation accessibility are recommended. These systems are designed based on the ecopreneurship model to optimise the management of tourism destinations known as SIMANGROVE on Dodola Island, Morotai Islands Regency, Indonesia.

Abstract

Control Objective for Information Related Technology (COBIT 4.0 and 4.1) is one of Indonesia's most popular information technology audit frameworks. This article compares the maturity level of implementing information systems in Indonesia, especially government agencies, educational institutions, health institutions, and companies. The method used is a literature study of the research results from 2015-to 2020 related to COBIT 4.0 and COBIT 4.1. This study's results indicate that the conceptual framework of COBIT 4.1 is more dominant than COBIT 4.0. The Plan and Organize (PO) domain and the Delivery and Support (DS) domain are mainly used to focus studies on government agencies and companies. Meanwhile, the maturity level is dominated by the repeatable but intuitive (level 2) and defined process (level 3), which can be repeated and defined. Thus, studies on information system audit using the COBIT 4.0 and 4.1 conceptual frameworks need to be improved in education and health agencies or other agencies that integrate business processes with information technology.

Abstract

Pemberdayaan di bidang ekonomi dapat mendukung keberlanjutan penghidupan komunitas. Secara kelembagaan, program pemberdayaan masyarakat dapat diakomodir oleh sektor publik maupun swasta dengan target luaran yang beragam. Dalam Perkembangan kajian akademik, riset tentang kontribusi perusahaan sosial dalam pemberdayaan masyarakat menunjukkan adanya ceruk yang perlu dikaji secara komprehensif. Penelitian ini bertujuan untuk menganalisis secara kontekstual, kontribusi perusahaan sosial dalam pemberdayaan komunitas dalam perspektif penghidupan berkelanjutan. Metode penelitian yang digunakan ialah kualitatif interpretatif melalui studi kasus program pemberdayaan komunitas  perusahaan sosial. Teknik pengambilan data menggunakan wawancara mendalam, studi dokumen dan FGD. Adapun, teknik trianggulasi digunakan untuk memperoleh informasi yang valid dan kredibel. Hasil penelitian ini menunjukkan bahwa kontribusi utama perusahaan sosial bagi komunitas ialah mobilisasi akses terhadap sumber daya dalam bentuk modal manusia, modal finansial, modal sosial, modal fisik, modal alam untuk mereduksi pelbagai konteks kerentanan seperti kemiskinan, termasuk keterbatasan lain seperti penyandang disabilitas dan status narapidana. Dengan demikian, diperlukan sinergitas antara perusahaan sosial dan pemerintah untuk bersama mewujudkan penghidupan komunitas yang berkelanjutan.

Abstract

This paper will describe the problems and challenges in North Halmahera tourism development and describe the coordination, resources, disposition of executor and bureaucratic system in the process of tourism policy implementation by local government. This research used a qualitative method and case study approach. The method used in this research is qualitative with case study approach. This research conducted in Kakara Island, Tagalaya Island, Bobale Island, Kumo Island, Luari Beach, Paca Lake, Duma Lake, and Mamuya Hot Spring as the priority in North Halmahera Tourism Development Program by local government. The results of the evaluation indicate that the bureaucratic system, resources (human resources and sources of funding), the disposition of the commissioning and coordination was instrumental in the process of implementation of the policy on tourism. The implications of the implementation of tourism policy hampered are the lack of participation of the community and damage to facilities and access for tourism which threaten the sustainability of tourism. Thus, it can be noted that the challenges in the development of the leading tourist attraction in North Halmahera Regency are an effort to increase community participation through partnerships to achieve sustainable tourism.Keywords: Bureaucracy System, Coordination, Disposition, Resources, Tourism Policy

Abstract

This paper will discuss specifically the effort of Kupa-Kupa Beach Cottage and Meti Beach Cottage managers to achieve environmental sustainability through the concept of ecotourism. Furthermore, private sector involvement and mixed marketing strategy will be discussed to describe how community empowerment and local community support as an essential factor in regional tourism development, especially in North Halmahera District. The research method used is qualitative with case study approach. This paper shows that the private sector tends to adopt a community-based ecotourism concept to achieve environmental sustainability and tourism sustainability itself. The government will act as a stimulus and catalyst that is synergistic with the needs of the private sector to provide tourism facilities according to tourists' preference. Kupa-Kupa Beach Cottage and Meti Beach Cottage managers seek to provide employment for local communities as part of a marketing strategy so that they are mutually beneficial.Keywords: Community empowerment, ecotourism, environmental sustainability, mixed marketing strategy, private sector involvement.

Abstract

Galela community participation in the implementation of the Festival Tanjung Bongo (FTB) shows the existence of a partnership pattern in accordance with pentahelix elements. This research uses qualitative method with case study approach to describe the level of local community participation in preparation of Festival activities and various dynamics that occur in realizing these activities. An in-depth interviews, observation and document studies were implemented in order to generate data. The triangulation techniques were implemented as data validation techniques to obtain credible information. The results of this study indicate that the local government becomes a stimulus for community participation in the planning and preparation stage of the Tanjung Bongo Festival event, although the activity was postponed due to the refusal from the National League for Democracy (LMND eks) executives related to the readiness of supporting infrastructure. On the other hand, the pentahelix element of government synergy, academic, association, community and media becomes the very essential factors in organizing the festival. Meanwhile, the level of community participation can be categorized to achieve the level of citizen control in accordance with Arnstein (1969).Keywords: Digital Campaign, North Halmahera, Participation, Pentahelix, Tanjung Bongo Festival.

Abstract

This article aims to describe the role of the tourism community in the utilization of ICT to market regional tourism destinations integrated with an increasing competitive advantage in Tourism SMEs. The perspective used is Community-Based Tourism Marketing (CBTM) and Resource-Based View (RBv) in the context of Collaborative Advantages (CA) towards the relationship of the tourism community with the regional tourism industry. This study was done in a qualitative manner using a case study approach. The data was collected through in-depth interviews, observation, and document studies. The regional tourism industry had a sustainable competitive advantage in terms of activities and resource profiles such as asset ownership, capabilities, and dynamic capabilities. This finding states that the regional tourism community at the district and provincial level encouraged the competitive advantage of the regional tourism industry through intensification of marketing the tourism industry products in advantageous collaborations.Keywords: Competitive Advantages, Eastern Indonesia, GenPi Community, ICT, Resource-Based View, Tourism SME.
