Abstract

Pada tahun 2018 pemerintah Kabupaten Lebak menerbitkan Peraturan Daerah Kabupaten Lebak Nomor 4 Tahun 2018 Tentang Pengelolaan Sampah sebagai wujud upaya pembatasan timbulan sampah di Lebak, Peneliti ingin mengetahui bagaimana implementasi kebijakan pengelolaan sampah dimaksud. Dalam penelitian ini peneliti menggunakan pendekatan kualitatif studi kasus untuk mengetahui secara mendalam implementasi perda tersebut. Teori yang digunakan untuk menguji perda ini menggunakan teori Edward III (1980) tentang implementasi kebijakan publik, dalam proses pengumpulan data peneliti melakukan observasi, wawancara, dan triangulasi. Perda pengelolaan sampah belum ditindaklanjuti oleh desa Malingping Selatan sehingga dalam pengelolaan sampah di Malingping Selatan belum berdasarkan amanat perda, begitupun dengan Desa Cikatapis pengelolaan sampah sudah melalui perdes namun belum berjalan sebagaimana mestinya, misal masih kurangnya sosialisasi, tidak adanya peralatan, terbatasnya jumlah pekerja, kurang konsistennya pihak pemerintah desa, belum disiplinnya petugas sampah dan belum adanya SOP pengelolaan sampah.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan. Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. Abstract

Affirmative action is a solution to reducing gender disparities in various fields including politics. Efforts to increase women's representation are important in providing justice for women for their political rights, by producing policies that protect women's political rights. The indicator set by the Sustainable Development Goals for gender equality is the number of women's representation in parliament. This research is motivated by the condition where the number of members of the Serang City DPRD for the 2019-2024 period is only 8 women from a total of 45 members or 17%, where this number has not met the 30% quota for women. This study aims to determine the affirmative action taken to reduce gender disparities in politics. The research method used in this research is descriptive qualitative with interactive data analysis techniques. This research finds that from a policy perspective, both the central and local governments have made efforts to carry out affirmative action in the political field even though women's participation in politics is still low. This is inseparable from obstacles in the form of public perceptions of the quality of female cadres, women's self-distrust, factors of family support and family background. The study also found that strengthening the role of political parties through socialization, gender-biased political education and the involvement of female cadres in organizational activities and community empowerment activities can have an effect on reducing the stigma of gender disparity in politics

Abstract

This Paper about public service Innovation of the investment Office and One Stop Integrated Service of Pandeglang Regency (Case Study of the Public Service Mall in Pandeglang) the purpose of the Public Service Mall This is for the realization of public services that are fast, easy, cheap, transparent by involving vertical agencies, State-Owned Enterprises / Regional-Owned Enterprises, and the private sector in one place. This study uses the theory of Rogers (in Nurdin, 2019: 30) five variables: relative advantage, compatibility, complexity, trialability, and observability. Approach The research used is a qualitative approach with a case study method. The findings of the research field concluded that the Public Service Innovation of the Investment Office and One Stop Integrated Service of Pandeglang Regency at the Public Service Mall in Pandeglang was not optimal because there were several problems such as the location of the Public Service Mall which was less strategic; the facilities and infrastructure provided are not adequate; service users are not yet fully technology literate; officers still lack discipline in punctuality of service hours, and absenteeism; and the less than optimal efforts of the Office of Investment and One Stop Services in Pandeglang Regency in socializing the Public Service Mall to the public. Abstract

This study focuses on the analysis of local tax management strategies in an effort to increase PAD in Serang City. The theory uses SWOT analysis according to Hunger (2017: 23) which includes factors of strength (strength), weakness (weakness), opportunities (opportunities) and threats (threats). The research method uses case studies. The research approach uses a qualitative approach with a qualitative descriptive design. Research informants from BPKAD elements of Serang City, secretary of Commission III DPRD Serang City for Finance and Regional Assets, and hotel, restaurant and entertainment companies. Data analysis using data analysis techniques Miles and Huberman. The results of the study show that the SO (Strenghs to Opportunity) strategy is by adding local tax services that are carried out online, and adding new local taxpayers through data collection activities or direct surveys to the location of business activities engaged in hotels, restaurants and entertainment, WO strategy (Weakness to Opportunity) by adding field officers to carry out data collection and survey activities for business actors, especially small and medium-sized businesses that have not been registered as local taxpayers, ST Strategy (Strenghs to Threats) by utilizing the Serang City BPKAD website to periodic reporting of local taxes to the public, the WT (Weakness to Threats) strategy by means of publicity of local tax information can utilize print media and electronic media.

Abstract

Penelitian ini dilatarbelakangi oleh tantangan bonus demografi bahwa penduduk usia produktif, termasuk di dalamnya penduduk kelompok milenial, lebih besar jumlahnya dibandingkan dengan jumlah penduduk usia non-produktif. Dengan latar belakang tersebut, penelitian ini bertujuan untuk menganalisis implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepreuner yang dilakukan oleh Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Serang. Teori implementasi kebijakan publik Mazmanian dan Sabatier (1983) digunakan sebagai landasan teori untuk menganalisis implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepreuner. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Hasil penelitian menunjukkan bahwa kebijakan pelatihan kewirausahaan bagi millenial entrepeneur yang dilakukan oleh Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Serang telah diimplementasikan dengan baik. Akan tetapi dalam implementasinya ditemukan faktor penghambat yang timbul berupa faktor mindset dan pola pikir kelompok sasaran yang dilatarbelakangi oleh keadaan sosial budaya. Sedangkan faktor pendukung keberhasilan implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepeneur di Kabupaten Serang yang ditemukan dalam penelitian ini bersumber dari dukungan, komitmen dan konsistensi pimpinan dalam melaksanakan kebijakan.

Abstract

Pengabdian Kepada Masyarakat yang akan dilakukan untuk pencegahan masyarakat dalam menghadapi pandemi ini. Data yang ditunjukan oleh website resmi covid19.boyolali.go.id di kabupaten Boyolali tercatat 1330 kasus COVID-19, 55 meninggal dunia,dan 120 dirawat. Untuk di kecamatan Simo tercatat 1280 di konfirmasi positif. Dengan demikian perlu dilakukan upaya peningkatan kesadaran  masyarakat  tentang  pencegahan  penularan  COVID-19 berbasis keluarga untuk membantu kesadaran masyarakat di kp.sambengan.Target  sasaran  pengabdian  adalah  Kelurahan  kel. Gunung, kec. Simo, kab. Boyolali. Dari  seluruh  rangkaian  kegiatan pelaksanaan pengabdian  masyarakat  ini  telah disebarkan berbagai konten digital yang sangat mudah diakses. Pengabdian  pada  masyarakat terintegrasi  magang  ini  menggunakan  pendekatan  dengan  sebagai  berikut:  1) tahap  perencanaan;  2)  tahap  persiapan;  3)  tahap  pelaksanaan;  4)  tahap  evaluasi. Dari  seluruh  rangkaian  kegiatan pelaksanaan magang pengabdian  masyarakat  ini  telah disosialisasikan berbagai konten  meliputi  digital dan non digital. Daerah sasaran yakni  yakni kp.Sambengan, kel. Gunung, kec. Simo, kab. Boyolali sudah disebarluaskan poster melalui media sosial berisikan  perlunya pencegahan  masyarakat  mengenai  virus  COVID-19.  Kemudian  siap  untuk  menghadapi New  Normal untuk  masyarakat serta kelurahan agar tetap waspada. Serta pemanfaatan poster untuk Instagram oleh para anggota pengabdi dilakukan untuk meningkatkan pencegahan dan angka kasus positif di masyarakat secara konkrit terkait COVID-19

Abstract

Regulation of Kemendes PDTT No. 16/2018 concerning Allocation of Village Funds (Alokasi Dana Desa/ADD) declare that one of the Village Funds priorities is to improve health services in village. The Healthy Village House (RDS) is a community centre whose role is to encourage health literacy in the village as well as to advocate for development policies in the village to be more focused on efforts to improve the health status of the community in the village. The establishment and development of RDS is facilitated by Kemendes PDTT as an effort to prevent stunting. The prevalence of stunting under five in Indonesia in 2019 reached 27.7 percent, still far from WHO target of 20 percent, and in Banten Province itself it reached 24.1 percent (Source: Study of Nutritious Toddler of the Ministry of Health, 2019). Stunting ins chronic nutritional problem who are characterized by a shorter height than the average age of children, children become susceptible to disease and when they are adults are at risk of degenerative disease. The stunting reduction acceleration program is one of the government’s priority program in the health sector and targeted 14 percent in 2024. The Healthy Village House (RDS) is a joint secretariat in the village, functioning as a transmitter of health information, that a person, family or community is able to help themselves (independently) in the health sector and play an active role in health development in the village, in this case including the stunting prevention convergence policy. Convergence policy is interpreted as an intervention approach carried out in a coordinated, integrated and jointly targeted manner in geographic areas and priority households to prevent stunting. Stunting prevention policies is a challenge during COVID-19 pandemic due to rising unemployment and poverty rate. Sindangsari Village has established the Healthy Village House (RDS) using allocation of village funds (ADD) and providing nutritional food assistance for stunting toddlers. This study aims to analyze the implementation of the stunting prevention convergence policy at the village level through the Healthy Village House (RDS) in Sindangsari Village, Pabuaran District of Serang Regency. Keywords: Convergence, Healthy Village House, Policy, Stunting

Abstract

The most important environmental problem to be solved immediately is the waste problem. This problem is almost every region that experiences it. Likewise, what happened in Margagiri Village, Bojonegara District, Serang Regency. The problem of this research is the efforts made by the margagiri village government to increase community participation in waste management. then find out how the level of community participation in waste management and the Factors Affecting the Community in waste management in Margagiri Village. The research method used by researchers in this study uses field research in the form of qualitative research that has non-statistical properties. In this research procedure, it will later produce descriptive data in thfe form of oral speech and observable behavior from the people (subjects) themselves. The results of the research on waste management in Margagiri Village have not been maximized. There are still obstacles from the Margagiri Village government.Keywords: Implementation Policy, Waste Management, Waste Problem.

Abstract

The purpose of this study is to learn more about the various communication strategies used by the Serang Regency Investment and One-Stop Service Office (DPMPTSP), through this the government increases permission for people to do certain things, so that this will make life easier. easy for many people. This study uses a qualitative approach that relies on descriptive data collection techniques, such as observation and interviews. This research gives the result that the strategy used is to build communication through internal and external approaches. Internal approach communication is carried out by building emotional closeness to each individual who works within the Investment and One-Stop Service Office of Serang Regency, so that it can produce cooperation with good output in providing services to the community. As for the external approach communication strategy, namely carrying out a communication strategy that aims to create excellent public services through innovation in non-business licensing services and business licensing. The implementation of the non-business licensing system is carried out through the SIMPONIE Wabsite (Online Licensing Management Information System) as a non-business licensing service facility that is not processed through the OSS (Online Single Submission) system, to simplify and speed up business licensing for business actors. Through the OSS (Online Single Submission) service in collaboration with the regional government, namely the Serang Regency One-Stop Investment and Integrated Services Service to socialize and assist with problems for business actors in their area.
