Abstract

Abstract: Professional teachers can move the dynamics of the progress of national education, for that a continuous, targeted and effective development process is needed. The process to improve professional teachers needs to support all elements related to the teacher. This study aims to describe 1) school policy in increasing teacher professionalism in the Senior/Vocational High School Kambera District. 2) Efforts to the obstacles faced in the implementation of increasing teacher professionalism in the Senior/Vocational High SchoolKambera District. This study used a qualitative descriptive approach with data collection methods in the form of observation, interviews, and study of documents that are used as sources of primary data and secondary data. The location of this study was at Senior High School 1 Kambera, Payeti Christian Senior High School, and Vocational High School Negeri 5 Waingapu. The results showed that: 1) the implementation of MGMP activities, PKB, Diklat, curriculum development from the three schools was still lacking because not all teachers were sent in these activities. The obstacles faced are continuing professional development, namely the lack of teacher's understanding of teaching materials, and the lack of opportunities to attend training as a support to become professional teachers. 2) Efforts towards the obstacles faced in implementing teacher professionalism have been carried out related to the implementation of PKB, MGMP, curriculum development, training at the school, regional and provincial levels, but these achievements have not been fully maximized.Keywords: School Policy, Professionalism, Teachers Abstrak: Guru profesional dapat menggerakkan dinamika kemajuan pendidikan nasional, untuk itu diperlukan suatu proses pembinaan berkesinambungan, tepat sasaran dan efektif. Proses untuk meningkatkan guru profesional perlu dukungan semua unsur yang terkait dengan guru. Penelitian ini bertujuan untuk mendeskripsikan 1) kebijakan sekolah dalam peningkatan profesionalisme guru di SMA/SMK Kecamatan Kambera. 2) Upaya terhadap kendala yang dihadapi dalam pelaksanaan peningkatan profesionalisme guru di SMA/SMK Kecamatan Kambera. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data berupa obsevasi, wawancara, dan studi dokumen yang dijadikan sebagai sumber data primer dan data sekunder. Lokasi penelitian ini di SMA Negeri 1 Kambera, SMA Kristen Payeti, dan SMK Negeri 5 Waingapu. Hasil penelitian menunjukkan bahwa: 1) pelaksanaan kegiatan MGMP, PKB, Diklat, pengembangan kurikulum dari ketiga sekolah tersebut masih kurang, karena tidak semua guru-guru dikirim dalam kegiatan-kegiatan tersebut. Adanya kendala yang dihadapi yaitu pengembangan keprofesionalan secara berkelanjutan yaitu kurangnya pemahaman guru terhadap materi ajar, dan kurangnya kesempatan untuk mengikuti pelatihan-pelatihan sebagai penunjang menjadi guru profesional. 2) Upaya terhadap kendala yang dihadapi dalam pelaksanaan peningkatan profesionalisme guru sudah dilaksanakan terkait pelaksanaan PKB, MGMP, pengembangan kurikulum, diklat pada tingkat sekolah, daerah, maupun provinsi tetapi pencapaian tersebut belum sepenuhnya maksimal.Kata kunci: Kebijakan Sekolah, Profesionalisme, Guru

Abstract

Pengembangan pariwisata merupakan salah satu sektor utama di Indonesia yang memiliki nilai dan peluang baik dari segi manfaat bagi pembangunan ekonomi lokal di era global. Wisata desa merupakan bentuk wisata alternatif yang menyuguhkan keindahan alam, kehidupan sosial, dan budaya. Keterlibatan masyarakat dalam pengembangan pariwisata sering dipertanyakan dari segi dampak pembangunan. Oleh karena itu, pentingnya hubungan kerjasama dan pengembangan sistematis antar pemangku kepentingan dalam kegiatan pariwisata sepanjang garis budaya menjadi perhatian. Penelitian ini dilakukan untuk menganalisis tingkat pengetahuan dan keterlibatan masyarakat lokal dalam proses pengembangan pariwisata lokal. Namun pada kenyataannya masih banyak status desa yang belum berkembang, sehingga perlu kajian yang lebih mendalam dari sisi pemerintah untuk mengembangkan sektor pariwisata guna membantu perekonomian masyarakat setempat.

Abstract

This study aims to explain the program implementation model implemented by the Batu City Education Office for the welfare of people who have low education or even never go to school at all. This study focuses on two things, namely the implementation of non-formal education programs for the community and who are the supporters and inhibitors of the implementation of the program. This study uses descriptive qualitative research methods, using interview techniques. The results of this study indicate that the implementation of the program carried out by the Batu City Education Office for the community has not gone well. This is due to two factors, namely the implementation factors and community factors. The first factor is the implementation factor that lacks commitment in the implementation of the program, less planned in monitoring and evaluating the program. The second factor is the people who are not too enthusiastic in participating in the program provided by the Batu City Education Agency.Keywords: Implementation; Non-formal Education; Society

Abstract

Food security is inseparable from the factors of availability, quality, and affordability of food, where a country can assure the food needs of society ranging from families to individuals. This is mentioned in the latest Law number 18 of 2012 on Food, which states that food security includes the availability of food in quantity, quality, and affordability that aim to create a healthy, productive, and sustainable life. This paper discusses the extent to which the urban farming program as one of the government programs influences the community to achieve food security, especially family food needs. This research was conducted in several villages in five sub-districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive. The primary data were collected through interviews and field observations, while the secondary data were collected through literature and documentation study. From the research conducted, the results show that this urban farming program influences several points about food security, especially those mentioned in Law number 18 of 2012, including availability, quality, and affordability. In addition, the research revealed that some locations are less able to develop urban farming programs effectively, due to the lack of supervision, socialization, and technical guidance.

Abstract

Abstract: School participation is integrally an effort to achieve quality education quality. This study aims to obtain information about (1) factors that influence the level of achievement and school participation rates, constraints in increasing enrollment rates. (2) the role of regional autonomy in improving the quality of education services. The approach used is a type of qualitative approach. Data collection techniques used in the form of interviews and documents and observation. The results showed that (1) Factors influencing the low number of school participation in Merauke Regency were access to education that was difficult to reach in remote areas, limited availability of teacher numbers and uneven distribution, teacher welfare that was still lacking, educational facilities that were not yet adequate in remote areas, the level of public education, and the slow attention of the government. (2) The role of regional autonomy in improving the quality of education services has not been maximized. The principle of justice, efficiency, transparency, and public accountability in efforts to improve and improve the quality and quantity of education becomes the responsibility and concern of all parties, both the government, regional governments, and the community.Keywords: Participation Rates, Level of Achievement, Education Abstrak: Partisipasi sekolah secara integral menjadi usaha dalam mencapai mutu pendidikan yang berkualitas. Penelitian ini bertujuan untuk memperoleh informasi tentang (1) faktor-faktor yang mempengaruhi tingkat ketercapaian dan angka partisipasi sekolah, kendala dalam peningkatan angka partisipasi. (2) peran otonomi daerah dalam peningkatan mutu pelayanan pendidikan. Pendekatan yang digunakan yaitu jenis pendekatan kualitatif. Teknik pengumpulan data yang digunakan berupa wawancara dan dokumen serta observasi. Hasil penelitian menunjukkan bahwa (1) Faktor-faktor yang mempengaruhi rendahnya angka partisipasi sekolah di Kabupaten Merauke yaitu akses pendidikan yang sulit dijangkau pada daerah terpencil, ketersediaan jumlah tenaga guru yang terbatas dan distribusinya kurang merata, kesejahteraan guru yang masih kurang, fasilitas pendidikan yang belum memadai di daerah terpencil, tingkat pendidikan masyarakat, serta lambannya perhatian dari pemerintah. (2) Peran otonomi daerah dalam peningkatan mutu pelayanan pendidikan belum maksimal. Prinsip keadilan, efisiensi, transparansi, dan akuntabilitas publik dalam upaya perbaikan dan peningkatan kualitas serta kuantitas pendidikan menjadi tanggung jawab dan perhatian bersama seluruh pihak, baik pemerintah, pemerintah daerah dan masyarakat.Kata kunci: Angka Partisipasi, Tingkat Ketercapaian, Pendidikan

Abstract

Abstract: This study aims to analyze the implementation of PPDB zoning system policies as an effort to equalize access to education in DIY and the impact of implementing these policies. This research uses a descriptive qualitative approach which is carried out in SMA Negeri 1 Yogyakarta and SMA Negeri 1 Panggang. Data collection techniques using interviews, observation, and study documentation. Data analysis techniques using data reduction, data presentation, and concluding with the validity test of data using triangulation of sources and techniques. The results showed that: 1) zoning system policy implementation fulfills six Van Meter and Van Horn variables such as: a) zonation system standards and policy objectives in DIY refer to the Disdikpora Regulations on Technical Guidelines for PPDB SMA / SMK Negeri, but not all people understand the contents of the regulation; b) sufficient resources are available with the PPDB committee and supporting infrastructure; c) communication between implementers went smoothly with the socialization as well as WhatsApp and line groups; d) the characteristics of the zoning system in DIY are not purely using zones but rather using the UNBK result values sorted by ranking; e) the disposition of implementors shows that they support the existence of a zoning system but needs to be improved in the system; f) economic conditions in the environment of SMA Negeri 1 Yogyakarta, the average parent of students working as an entrepreneur while in SMA Negeri 1 Bake, the average livelihood of parents as farmers or laborers. 2) Positive impacts of zoning system implementation are equitable student input and increased motivation to learn in favorite schools, while negative impacts can affect the social environment of students and social jealousy.Keywords: zoning system, favorite school, social environmentAbstrak: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan sistem zonasi PPDB sebagai upaya pemerataan akses pendidikan di DIY dan dampak implementasi kebijakan tersebut. Penelitian ini menggunakan pendekatan kualitatif jenis deskriptif yang dilaksanakan di SMA Negeri 1 Yogyakarta dan SMA Negeri 1 Panggang. Teknik pengumpulan data menggunakan wawancara, observasi, dan studi dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan dengan uji keabsahan data menggunakan trianggulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa: 1) implementasi kebijakan sistem zonasi memenuhi enam variabel Van Meter dan Van Horn seperti: a) standar dan tujuan kebijakan sistem zonasi di DIY mengacu pada Peraturan Disdikpora tentang Juknis PPDB SMA/SMK Negeri, namun tidak semua masyarakat memehami isi dari peraturan tersebut; b) sumber daya yang sudah tercukupi dengan adanya panitia PPDB serta sarana prasarana yang mendukung; c) komunikasi antarpelaksana berjalan lancar dengan adanya sosialisasi serta grup whatsapp dan line; d) karakteristik sistem zonasi di DIY tidak murni menggunakan zona melainkan menggunakan nilai hasil UNBK yang diurutkan menggunakan ranking; e) disposisi implementor menunjukkan bahwa mereka mendukung adanya sistem zonasi namun perlu ada yang diperbaiki dalam sistemnya; f) kondisi ekonomi di lingkungan SMA Negeri 1 Yogyakarta rata-rata orang tua peserta didik bekerja sebagai wirausaha sedangkan di SMA Negeri 1 Panggang rata-rata mata pencaharian orang tua sebagai petani atau buruh. 2) Dampak positif implementasi sistem zonasi yaitu input peserta didik yang merata dan meningkatnya motivasi belajar di sekolah favorit, sedangkan dampak negatif dapat berpengaruh terhadap lingkungan sosial peserta didik dan kecemburuan sosial.Kata Kunci: sistem zonasi, sekolah favorit, lingkungan sosial

Abstract

Indonesia is a heterogeneous country that requires an inclusive and tolerant attitude to live in harmony. However, with the implementation of direct elections in Indonesia, there are many hoaxes and black campaigns through the mass media. The purpose of this study is to examine the national insight and political attitudes of rural youth in social media-based election campaigns. The method used is in-depth interviews through structured focus group discussions (FGD) with young students in rural South Lampung. The results showed that Lampung rural youth realized the importance of Pancasila as a unifying tool for the nation. Furthermore, the youth of Lampung strongly disapprove of hoaxes and black campaigns in the general election. This finding is very important to maintain harmony in Indonesia and can serve as a model  Indonesia merupakan negara heterogen yang membutuhkan sikap inklusif dan toleran agar dapat hidup rukun. Namun, dengan diterapkannya pemilihan langsung di Indonesia, banyak bermunculan hoax dan kampanye hitam melalui media massa. Tujuan penelitian ini adalah untuk mengkaji wawasan kebangsaan dan sikap politik pemuda pedesaan dalam kampanye pemilu berbasis media sosial. Metode yang digunakan adalah wawancara mendalam melalui diskusi kelompok terfokus (FGD) terstruktur dengan mahasiswa generasi muda di pedesaan Lampung Selatan. Hasil penelitian menunjukkan bahwa pemuda pedesaan Lampung menyadari pentingnya Pancasila sebagai alat pemersatu Bangsa. Lebih lanjut, pemuda Lampung sangat tidak setuju dengan hoaks dan kampanye hitam dalam pemilihan umum. Temuan ini sangat penting untuk menjaga kerukunan di Indonesia dan dapat menjadi model bagi daerah lain di Indonesia.

Abstract

This study aims to analyze how ICT can change the mechanism of public service innovation and see the success indicators, with an empirical study on the Among Warga application in Batu City. Basically, ICT is a technology that can help reduce government performance, thus making a demand for the dynamics of public service delivery at the regional level. The method used in this research is a qualitative paragraph with a descriptive model in which the researcher looks for key informants or data sources based on facts in the field, and is supported by literature studies.. Referring to the results of the data that have been processed, the researchers found research results that show that the Among Warga application is an online-based complaint service facility which is shown for the people of Batu City in submitting public complaints such as infrastructure damage, fallen trees and natural disasters. However, the Among Warga application's journey has stopped for only one year since it was created in 2017. Meanwhile, the Batu City government is not ready to take advantage of ICT, this is due to the absence of innovative organizational capacity and transformational leadership. Therefore, in this study the authors would like to provide advice to government organizations in building ICT-based innovation concepts, the government is not a single actor, but requires cooperation with the private sector and participation from the community as an indicator..

Abstract

Alya Putri adalah perusahaan kecil dan menengah yang bergerak dalam bidang perdagangan industri pakaian, mencoba untuk meningkatkan pendapatan penjualan, selain itu juga mencoba membuat sistem penjualan berbasis website hasil dari penelitian Wahyuni, berisikan tentang sistem perhitungan laba rugi, yang hanya dapat dilihat oleh pihak internal perusahaan saja, sistem tersebut tidak mempengaruhi terhadap kenaikan pendapatan penjualan. Metode yang digunakan dalam penelitian ini adalah Unified Software Development Process dengan tahapan Work Breakdown Structure, dan juga menggunakan Unified Modeling Language untuk kebutuhan modelmodel. Dengan demikian, hasil dari penelitian ini adalah sistem keanggotaan maka penulis beranggapan bahwa sistem keanggotaan lebih penting serta sistem keanggotaan adalah fitur website paling cocok dengan sistem e-commerce, sebagai salah satu usaha bagaimana meningkatkan kredibilitas penjualan perusahaan, memiliki penawaran yang paling menarik, diskon dan promo - promo biasanya merupakan hal pertama yang dicari pelanggan, harga unik yang merangsang pelanggan untuk terus berbelanja, karena banyak pelanggan berbanding lurus dengan keuntungan yang didapat.
