Abstract

Salah satu inovasi pelayanan publik di Kota Tarakan yaitu SIMPELKAN pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP).  Analisis dilakukan terhadap dampak SIMPELKAN terhadap efisiensi, transparansi, dan aksesibilitas layanan bagi masyarakat serta perubahan dalam penilaian kepatuhan terhadap standar pelayanan publik. Penelitian ini bertujuan untuk mengevaluasi implementasi inovasi pelayanan publik melalui SIMPELKAN di DPMPTSP Kota Tarakan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif melalui wawancara dengan petugas front office serta analisis data terkait kinerja layanan SIMPELKAN. Hasil penelitian menunjukkan konteks Kota Tarakan yang mengarah menjadi Smart City, Smart Governance menjadi tujuan penting yang mengharuskan DPMPTSP, untuk menyediakan layanan publik yang efektif dan efisien, khususnya dalam proses perizinan. SIMPELKAN adalah inovasi teknologi yang memenuhi tuntutan akan pelayanan yang cepat, aman, dan nyaman bagi masyarakat. Namun, implementasi SIMPELKAN menghadapi beberapa hambatan seperti ketergantungan pada koneksi internet yang stabil, kurangnya pemahaman masyarakat, dan kecenderungan untuk tetap menggunakan metode manual dalam mengurus perizinan. Peningkatan kualitas SDM, komitmen pimpinan, infrastruktur teknologi yang memadai, serta sosialisasi yang intens terhadap fitur dan manfaat SIMPELKAN menjadi krusial dalam mengatasi hambatan-hambatan tersebut. Dengan mengoptimalkan SIMPELKAN, diharapkan Kota Tarakan dapat meningkatkan efisiensi operasional, transparansi, dan akuntabilitas dalam pelayanan publik, serta meningkatkan kepuasan masyarakat secara keseluruhan.

Abstract

This study examines the implementation of community empowerment through social entrepreneurship. This study employs previous research sources as references in its analysis and review process and then uses VosViewer to create a concept map or mapping of commonly studied themes. This study employs an article analysis method that utilizes VosViewer. The process involves gathering articles from previous studies, indexed in the Scopus database, which closely aligns with the research topic of community empowerment through social entrepreneurship. Once we have collected these articles, we will conduct an analysis using VosViewer, which facilitates concept mapping through network and density analyses. This study highlights community empowerment's significance in improving social conditions. The study focuses on the economy, community welfare, and addressing the current challenges and social constraints. The limitations of this study are the lack of previous research or reference sources that study social entrepreneurs specifically and in detail. Several previous research results, which very minimally examine the concept of social entrepreneurship as a means of community empowerment, bear this out.

Abstract

Perkembangan Covid-19 yang melanda Indonesia ternyata berdampak terhadap kepada beberapa sektor, salah satunya adalah sektor ekonomi. Pemerintah yang memiliki wewenang dan tanggungjawab penuh terhadap penanganan covid-19 di Indonesia melalui bantuan sosial ternyata menyimpan beberapa permasalahan ketika penyaluran bantuan sosial dilaksanakan. Desa Kerjo, Kabupaten Trenggalek merupakan salah satu desa yang terdampak sektor ekonominya akibat pandemi covid-19 Permasalahan yang terjadi, Kabupaten Trenggalek ini disebabkan oleh ketidakvalidan data penerima bantuan sosial. Ketidakvalidan data yang terjadi di Desa Kerjo ini disebabkan karena tidak adanya pembaharuan data secara berkala. Permasalahan selanjutnya disebabkan oleh adanya tumpang tindih kebijakan yang dilakukan oleh Pemerintah Pusat. Dimana masih ditemukannya pembuatan sebuah kebijakan yang tidak terkoordinasi dengan baik antara Pemerintah Pusat dan Pemerintah Daerah. Kurangnya sosialisasi tentang bantuan sosial kepada masyarakat mengakibatkan ketidaktahuan mereka tentang bantuan sosial yang mereka dapatkan. Dalam penelitian ini penulis menggunakan metode studi pustaka. Metode studi pustaka ini mengambil dari berbagai sumber kepenulisan ilmiah. Penulis juga mengambil data primer yang berasal dari hasil observasi langsung di Desa Kerjo, Kabupaten Trenggalek. Sedangkan data sekunder diambil dari berbagai sumber literatur.

Abstract

Pengembangan pariwisata merupakan salah satu sektor utama di Indonesia yang memiliki nilai dan peluang baik dari segi manfaat bagi pembangunan ekonomi lokal di era global. Wisata desa merupakan bentuk wisata alternatif yang menyuguhkan keindahan alam, kehidupan sosial, dan budaya. Keterlibatan masyarakat dalam pengembangan pariwisata sering dipertanyakan dari segi dampak pembangunan. Oleh karena itu, pentingnya hubungan kerjasama dan pengembangan sistematis antar pemangku kepentingan dalam kegiatan pariwisata sepanjang garis budaya menjadi perhatian. Penelitian ini dilakukan untuk menganalisis tingkat pengetahuan dan keterlibatan masyarakat lokal dalam proses pengembangan pariwisata lokal. Namun pada kenyataannya masih banyak status desa yang belum berkembang, sehingga perlu kajian yang lebih mendalam dari sisi pemerintah untuk mengembangkan sektor pariwisata guna membantu perekonomian masyarakat setempat.

Abstract

The use of ICT and online learning applications during the COVID-19 outbreak in Indonesia Objectives: This study aims to describe the impact of information and communication technology (ICT) and online learning applications on the quality of education during the covid-19 pandemic. Methods: The research was conducted in the college using a qualitative descriptive method. Data was collected through structured interviews, observation, and document analysis. Findings: The results showed that: first, the use of ICT and online applications in college increased during the pandemic; second, by using ICT and online learning applications, the teaching and learning process for lecturers and students become more independent, creative, flexible, and encourage students to increase their academic product; third, the academic products of lecturers and students experienced a significant increase. Conclusion: Understanding the magnitude of the impact of ICT on improving academic quality, can encourage the college to develop ICT.Keywords: covid-19 pandemic, university, ict, education qualityDOI: http://dx.doi.org/10.23960/jpp.v12.i2.202228

Abstract

Technology has helped make it easier for people to connect without meeting in person. Social media makes it easier for humans to interact without the need to meet in person. Information that is spread via social media can also apply quickly. This study aims to determine prospective candidates' popularity through social media as a campaign stage for the 2019 General Election. The research method used is descriptive, with a qualitative approach. This study's data sources are primary and secondary. Data collection techniques used are observation, documentation, and literature study. The data analysis technique used is a qualitative descriptive analysis model. The research findings show that social media helps prospective candidates use it as a campaign tool. In addition, social media, as prospective candidates, use a platform to increase their popularity by sharing activity posts featuring promotions or career paths from prospective candidates through their social media. This influence has a good impact on society. Young people, in particular, seem to be drawn to politics via social media.

Abstract

This article highlights the strategies employed by the General Election Commission (KPU) to address the issue of double data that emerged during the registration process of the 2024 General Election participants in Mojokerto City. This issue stems from the ineffectiveness of the Political Party Information System (SIPOL), evidenced by thousands of double data on party membership. Double data issues can pose a severe threat to the integrity of democratic elections. Hence, this research focuses on the KPU's efforts or strategies to maintain the accuracy and reliability of data. The formulation of these strategies prioritizes the implementation of the Electoral Governance Theory, with the primary focus on analyzing and finding solutions to existing issues. This research applied a qualitative approach with a case study model. Data was collected through observation, in-depth interviews, and documentation. The results of this research indicate that based on Decree No. 260 of 2022, KPU has conducted Administrative Verification to identify potential cases of dual memberships and ineligible memberships. This process involves four main stages, including registration, administrative verification, factual verification, and determination. This research also aims to discover the issues faced by the General Election Commission (KPU) of Mojokerto City during the verification process.

Abstract

In the discourse on the modern nation-state, citizenship can no longer be understood merely as a formal and final legal status. The purpose of this study is to explore the construction of the meaning of the Unitary State of the Republic of Indonesia (NKRI) in the daily life experiences of indigenous Papuans (OAP), highlighting the ambivalence between the finality of state law and the subjective experiences of citizens. This research method uses a qualitative approach, applying phenomenological-hermeneutic methods. Data were collected through in-depth interviews, participant observation, and document analysis in various regions of Papua, including Jayapura City, Jayapura Regency, Keerom Regency, Manokwari Regency, Jayawijaya Regency, and Merauke Regency. The results show that the meaning of NKRI for indigenous Papuans is situational, historical, and relational. NKRI emerges paradoxically: as an administrative structure and national symbol that is followed procedurally, but often does not resonate affectively. The processes of externalization, objectivation, and internalization of the state give rise to conflicting meanings that are negotiated daily through social practices, symbols, and bodily experiences. This ambivalence influences the experience of citizenship, signaling the state's emotionally fragile legitimacy despite its legal validity. These findings emphasize that nationalism and citizenship are not final identities, but rather processes of meaning that are continually negotiated. This research contributes to academic understanding by broadening the understanding of citizenship as it manifests in postcolonial and conflict-ridden contexts, and by emphasizing the importance of recognizing citizens' subjective experiences in constructing state legitimacy.

Abstract

Blitar Regency is one of the regencies that has a fairly rapid development. However, in his government has not stood in its own territory. The activities of the Blitar Regency Government are still one in the Blitar City area. Therefore, to improve the condition of its government, Blitar Regency needs to develop its territory. In accordance with the ratification of Government Regulation No. 3 of 2010 concerning the relocation of the capital city of Blitar Regency to its own territory, Kanigoro District. This study aims to analyze the extent of the development of Kanigoro District as the new capital city in Blitar Regency. The method used in this research is a qualitative method with qualitative descriptive analysis techniques. The data collection techniques used are observation, interviews, or document review. The results of this study indicate that the relocation of the capital city of Blitar district is one of the government's efforts to create equitable development. In addition, the transfer is carried out so that government services are more effective and efficient. This Regional Displacement and Development is based on a strong policy. In the process of development, the government has made plans in several documents. Although in its implementation there are still some obstacles.
