Abstract

Disparitas implementasi Good Agricultural Practices (GAP) di kawasan ASEAN mencerminkan perbedaan mendasar dalam kapasitas kelembagaan, kualitas sumber daya manusia petani, serta kesiapan sistem produksi domestik antar negara anggota. Meskipun hampir seluruh negara ASEAN telah mengadopsi standar GAP secara formal, efektivitas implementasinya sangat bervariasi dan umumnya bersifat parsial, terutama di negara berpendapatan rendah hingga menengah bawah. Kesenjangan ini menyebabkan GAP belum berfungsi sebagai instrumen transformasi produktivitas dan efisiensi sektoral secara merata. Di sisi lain, integrasi perdagangan pertanian dan ekspansi ekspor berlangsung lebih cepat dibandingkan penguatan fondasi produksi domestik. Ketidakterpaduan antara GAP, kebijakan input produksi, pengawasan lapang, serta hilirisasi menyebabkan peningkatan perdagangan tidak selalu diikuti oleh peningkatan efisiensi teknis dan efisiensi lingkungan. Dalam beberapa kasus, kondisi tersebut justru memicu inefisiensi penggunaan input dan degradasi lingkungan. Policy brief ini menekankan bahwa harmonisasi standar GAP di tingkat regional perlu disertai dengan penguatan kapasitas implementasi nasional, integrasi insentif pasar, serta sinkronisasi dengan kebijakan lingkungan agar GAP dapat berkontribusi nyata terhadap kinerja pertanian ASEAN yang berkelanjutan.

Abstract

Downstream programs in various fields have given birth to several policies, including policies in downstream Crude Palm Oil (CPO) which encourages an increase in foreign exchange or labor absorption. One of the downstream CPO products in high-value-added ceramics is margarine. The demand for margarine products has been increasing every year because margarine is used as a food ingredient. This study used dynamic simultaneous equations spanning the last 25 years (1998-2022) and was processed using SAS software. In this study, an analysis was carried out on what factors affect the demand for CPO by the downstream margarine industry, the demand and supply of domestic margarine products, and the export of Indonesian margarine products. This study also analyzes the impact of downstream policies on the margarine industry, including increasing the export tax on CPO as a raw material for margarine, increasing the production capacity of the downstream margarine industry, or a combination of the two policies. The research concluded that increasing the CPO export tax led to a decrease in CPO export volume, which led to an increase in CPO supply and CPO demand by the margarine downstream industry while increasing production capacity encouraged an increase in demand for CPO by the margarine industry and an increase in CPO prices, then affected in increasing in palm oil productivity. The combination of these two policies has a positive impact on increasing the downstream of CPO into marginal, but they need to be encouraged by the government in the future, therefore it can generate a higher export foreign exchange value.

Abstract

Penurunan produksi pada berbagai komoditas pertanian salah satunya disebabkan oleh perubahan iklim. Program mitigasi di sektor pertanian terus dilakukan baik oleh pemerintah maupun petani seperti memanfaatkan teknologi digital yang dikenal dengan Internet of Things (IoT). Penggunaan IoT memiliki tujuan untuk mempermudah pekerjaan petani serta mengefisienkan waktu dan tenaga kerja. Penggunaan IoT telah dilakukan oleh Kelompok Petani Muda Keren di Desa Gobleg, Kabupaten Buleleng, Provinsi Bali dengan membangun sebuah aplikasi bernama Blynk. Tujuan dari penelitian ini adalah menganalisis pendapatan petanian IoT dan non-IoT dengan R/C rasio dan mengidentifikasi faktor-faktor yang mempengaruhi produksi wortel dengan analisis regresi berganda. Hasil penelitian menunjukkan bahwa pendapatan petani IoT lebih menguntungkan dibandingkan petani non-IoT dan faktor yang mempengaruhi produksi adalah benih, luas lahan dan adopsi teknologi IoT. Berdasarkan hasil penelitian dapat disimpulkan bahwa penggunaan teknologi IoT dapat meningkatkan pendapatan sehingga pemerintah dapat membuat kebijakan penggunaan teknologi berbasiskan internet kepada petani agar perubahan iklim dapat dimitigasi dan menjamin ketahanan pangan.

Abstract

penelitian ini bertujuan untuk menganalisis dampak sosial dan ekonomi dari keberadaan industri pertambangan nikel terhadap masyarakat di Kecamatan Bahodopi, Kabupaten Morowali, khususnya di sekitar kawasan industri PT Z. Pesatnya perkembangan industri pertambangan nikel telah membawa perubahan signifikan terhadap struktur mata pencaharian, kondisi sosial, serta dinamika ekonomi masyarakat lokal. Penelitian ini menggunakan pendekatan kombinasi kualitatif dan kuantitatif. Data dikumpulkan melalui observasi lapangan, wawancara mendalam, dan survei terhadap masyarakat serta tenaga kerja perusahaan. Analisis dampak sosial dilakukan secara deskriptif, sedangkan dampak ekonomi dianalisis menggunakan pendekatan Multiplier Effect dengan metode Keynesian Local Income Multiplier. Hasil penelitian menunjukkan bahwa secara sosial, keberadaan industri pertambangan nikel mendorong terjadinya pergeseran pekerjaan masyarakat dari sektor pertanian dan perikanan ke sektor pertambangan dan usaha penunjang, konflik lahan yang relatif telah teratasi melalui mediasi pemerintah desa, peningkatan infrastruktur wilayah, serta tumbuhnya berbagai usaha masyarakat. Dari sisi ekonomi, aktivitas pertambangan nikel memberikan dampak ekonomi total sebesar Rp10.926.705.536.000/tahun yang terdiri dari dampak langsung, tidak langsung, dan dampak imbas. Nilai multiplier effect sebesar 1,15 menunjukkan bahwa setiap peningkatan pengeluaran perusahaan sebesar Rp1.000.000 mampu meningkatkan pendapatan masyarakat lokal sebesar Rp1.150.000. Temuan ini menegaskan bahwa industri pertambangan nikel berperan signifikan dalam mendorong perekonomian lokal, meskipun tetap memerlukan pengelolaan yang berkelanjutan agar manfaat yang dihasilkan dapat dirasakan secara merata oleh masyarakat.

Abstract

Background: Agricultural systems in ASEAN face increasing pressure from rising food demand; however, prior studies predominantly assess technical efficiency without jointly considering environmental performance and trade-related inefficiency.Purpose: This study evaluates technical and environmental efficiency in ASEAN agriculture and examines how trade dynamics influence this inefficiency.Design/methodology/approach: A panel dataset covering ASEAN countries from 2003 to 2022 is analyzed using stochastic frontier analysis with a translog production function and time-varying inefficiency effects.Findings/Result: The findings indicate that output growth is driven more by efficiency improvements and policy support than by input expansion. Capital contributes significantly to production, whereas land, labor, and fertilizer exhibit diminishing effectiveness. The average technical efficiency reaches 0.68, whereas environmental efficiency remains lower at 0.46, suggesting a persistent sustainability gap. In addition, net export expansion is associated with higher inefficiency when domestic capacity becomes insufficient.Conclusion: Enhancing efficiency, technological upgrading, and environmental sustainability while aligning trade expansion with domestic capacity is essential for long-term agricultural performance.Originality/value (State of the art): This study provides an integrated empirical assessment linking technical efficiency, environmental performance, and trade-related inefficiency in ASEAN agriculture, offering evidence of the alignment of trade expansion with sustainable productivity strategies. Abstract

Indonesia is the largest producer of cloves and one of the largest exporters of cloves in the world. In 2023, Indonesia's clove production reached 135,178 tons, with an export value of US$ 99,605,682. Indonesia's clove trade balance has been in surplus since 2017-2023. Between 2021 and 2022, there was a decrease in the export value of cloves to major destination countries. This was caused by Indonesia's high demand for cloves due to the presence of the kretek cigarette industry in the country. The aim of this research is to analyze the competitiveness of Indonesian cloves in its main export markets and examine the factors that influence the export of cloves to these key destination countries. This study uses Revealed Comparative Advantage (RCA) analysis, Export Product Dynamic (EPD), X-Model, and panel data regression. From 2011 to 2023, Indonesia had a comparative advantage in all destination countries. The highest comparative advantage was found in the United Arab Emirates, while the lowest was in Singapore. Indonesia has a competitive advantage in four countries: Bangladesh, India, Pakistan, and the United Arab Emirates, and these countries show optimism for the development of exports. The variables of Indonesian clove production and export prices have a positive and significant effect on the export value of Indonesian cloves.

Abstract

Chili commodity production has been rising and falling over the years. In contrast, prices for chili experience extreme variability. A price fluctuation of more than 40% indicates that something is wrong with supply management. Chili price volatility poses significant challenges for food security and inflation control in Indonesia. This study investigates the factors influencing cayenne pepper prices using daily data from January 2023 to September 2024 at the Kramat Jati Wholesale Market. An Autoregressive Distributed Lag (ARDL) model was applied to estimate the dynamic relationship between prices and supplies of cayenne and curly red chili. The results indicate that previous prices, substitution effects with curly red chili, and supply shocks have a significant influence on cayenne pepper prices. These findings underscore the importance of real-time supply monitoring, market integration, and strategic distribution planning in mitigating price spikes. The study offers empirical evidence to support more responsive government interventions in stabilizing chili prices and reducing inflationary pressure in perishable food markets.

Abstract

Background: One of the determinants of rice prices is production costs, with the largest component being the cost of procuring paddy, which is influenced by yield, price, and operational costs of procuring paddy. Objectives: This study aims to analyze the development of rice milling, the performance of facilities and infrastructure, the structure of production costs and business profits based on the scale of rice milling in Subang and Serang Districts. Methods: The research was conducted in Subang, West Java and Serang, Banten from August to November 2025. The study used primary data obtained through interviews and focus group discussions, while secondary data were obtained from Statistics Indonesia (BPS) and other relevant literature. The data were analyzed using a quantitative descriptive approach. Results and Discussion: The decline in the number of rice mills is thought to be due to the presence of giant companies with capacities of hundreds of tons per day, thus dominating the supply of paddy and rice in the market. Ownership of infrastructure (warehouses and dryers) varies; most small-scale rice mills lack them, most medium-scale mills have them, and large scale mills have them fully equipped. The cost of rice production per kilogram at large-scale rice mills is the highest due to the high cost of procuring paddy. This is driven by their willingness to purchase paddy at higher prices, cross-provincial supply mobility, and the use of brokers to ensure raw material availability. However, the cumulative profits are greater. The number of rice mills at various scales has decreased significantly. Large-scale rice mills have the most complete and adequate facilities and infrastructure. Conclusion: Large-scale rice mills have the highest production costs per kilogram of rice and the highest accumulated profits. To protect rice mills of all scales, regulations are needed that prohibit large-scale rice mills from purchasing grain directly from farmers, while small- and medium-scale mills are required.
