Abstract

Jepang merupakan negara tujuan ekspor arang tempurung kelapa (HS 440290) dariASEAN, dimana ekspor Indonesia untuk produk tersebut di pasar Jepang berfluktuasi selama periode 2010-2021. Hal ini menunjukkan ekspor arang tempurung kelapa Indonesia di pasar Jepang belum optimal akibat kelangkaan bahan baku dan adanya potensi nilai ekspor yang belum dimanfaatkan (untapped potential). Penelitian ini bertujuan untuk (1) menganalisis daya saing komparatif ekspor produk arang tempurung kelapa negara ASEAN termasuk Indonesia di pasar Jepang periode 2010-2021; (2) menganalisis daya saing kompetitif ekspor produk arang tempurung kelapa negara ASEAN termasuk Indonesia di pasar Jepang periode 2010-2021; (3) menganalisis potensi pengembangan pasar ekspor produk arang tempurung kelapa Indonesia dibandingkan negara ASEAN lainnya di pasar Jepang. Penelitian ini menggunakan metode analisis Revealed Comparative Advantage (RCA), Revealed Symmetric Comparative Advantage (RSCA), Export Product Dynamic (EPD), dan X-Model. Hasil analisis RCA, dan RSCA menunjukkan bahwa Indonesia memiliki daya saing komparatif di pasar Jepang bersamaan dengan Laos dan Malaysia. Sementara itu, dilihat dari sisi EPD dan X-Model, arang tempurung kelapa Indonesia didominasi posisi retreat dan pasar kurang potensial di bawah Laos, Filipina, dan juga Vietnam. Implikasi kebijakan dalam penelitian ini adalah arang tempurung kelapa Indonesia masih berorientasi ekspor dengan produk berkualitas rendah, sehingga dalam rangka peningkatan daya saing ekspor pemerintah Indonesia dapat mengadaptasi strategi ekspor yang diberlakukan oleh Laos, Filipina, dan Vietnam. Japan is the largest importer of coconut shell charcoal products (HS 440290) globally, mainly sourced from the ASEAN region. Despite being the foremost exporter of coconut shell charcoal, Indonesia faces fluctuating export values to the Japanese market. This variability indicates suboptimal export of Indonesian coconut shell charcoal due to scarcity of raw material and unrealized export potential. This study aims to (1) analyze the comparative competitiveness of coconut shell charcoal exports from ASEAN nations, including Indonesia, in the Japanese market from 2010 to 2021, (2) assess the competitiveness of coconut shell charcoal exports from ASEAN countries, including Indonesia, during the 2010-2021 period, (3) examine the potential for developing the Indonesian coconut shell charcoal export market compared to other ASEAN nations in Japan. The research employs the Revealed Comparative Advantage (RCA), Revealed Symmetric Comparative Advantage (RSCA), Export Product Dynamic (EPD), and X-Model analysis methods. RCA and RSCA analyses reveal Indonesia's comparative competitiveness in the Japanese market, alongside Laos and Malaysia. However, EPD and X-Model perspectives indicate that Indonesian coconut shell charcoal is positioned behind Laos, the Philippines, and Vietnam, signifying lower market potential. The policy implication underscores Indonesia's export reliance on lower-quality coconut shell charcoal. The Indonesian government might consider adopting strategies akin to Laos, the Philippines, and Vietnam to enhance export competitiveness.

Abstract

Porang merupakan komoditas umbi-umbian yang bernilai ekonomi tinggi di pasar internasional sehingga banyak dibudidayakan di Indonesia. Kecamatan Dagangan Kabupaten Madiun menjadi daerah penghasil porang terbesar di Indonesia. Permasalahan utama yang dihadapi oleh petani porang yaitu fluktuasi harga output karena Tiongkok menutup pasar ekspor porang Indonesia. Penyebabnya kualitas porang Indonesia belum mampu memenuhi standar yang telah ditetapkan. Selain itu, petani kesulitan dalam permodalan terutama untuk pembelian bulbil (benih). Kondisi tersebut berpengaruh terhadap daya saing porang di Kecamatan Dagangan Kabupaten Madiun. Berdasarkan permasalahan tersebut, adapun tujuan dari penelitian ini yaitu (1) menganalisis keunggulan komparatif dan keunggulan kompetitif porang di Kecamatan Dagangan dan (2) menganalisis pengaruh perubahan harga input-output terhadap keunggulan komparatif dan kompetitif porang di Kecamatan Dagangan. Metode yang digunakan dalam penelitian ini yaitu Policy Analysis Matrix (PAM) dan analisis sensitivitas. Hasil analisis PAM menunjukkan bahwa porang memiliki keunggulan komparatif dan kompetitif karena nilai PCR dan DRCR yang dihasilkan lebih kecil dari satu. Adapun analisis sensitivitas menunjukkan bahwa kebijakan stabilitas harga yang kurang efektif dan keterbatasan ketersediaan pupuk bersubsidi serta bibit porang yang berimplikasi pada penurunan harga output dan peningkatan harga input menurunkan keunggulan kompetitif dan komparatif usahatani porang di Kecamatan Dagangan. Porang is a tuber commodity with high economic value in the international market and has started to be widely cultivated in Indonesia. Dagangan District, Madiun Regency, is one of the largest porang-producing in Indonesia. Fluctuations in output prices because Tiongkok closed the Indonesian porang export market. The quality of porang could be more suitable for the standards. Farmers have difficulties getting capital, especially buying bulbils (seeds). This condition affects the competitiveness of people in the Dagangan District. The objectives of this research are (1) to analyze the comparative and competitive advantages of porang in the Dagangan District and (2) to analyze the effect of changes in input-output prices on the comparative and competitive advantages of porang in the Dagangan District. The methods used are Policy Analysis Matrix (PAM) and sensitivity analysis. The results of the PAM analysis show that porang has comparative and competitive advantages because PCR and DRCR values are less than one. The sensitivity analysis shows that ineffective price stability policies and limited availability of subsidized fertilizers and porang seeds have implications for decreasing output prices and increasing input prices, reducing the competitive and comparative advantage of porang farming in Dagangan District.

Abstract

ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) merupakan integrasi ekonomi di antara negara-negara ASEAN, Australia, dan New Zealand. Salah satu bentuk implementasi AANZFTA terwujud dalam penurunan hambatan tarif impor pada komoditas daging sapi. Penurunan tarif tersebut dapat memengaruhi Indonesia sebagai negara net importir daging sapi. Daging sapi impor yang berasal dari negara-negara anggota AANZFTA memiliki keunggulan kompetitif akibat penurunan tarif impor dibandingkan dengan daging sapi impor yang berasal dari negara-negara non anggota AANZFTA. Oleh karena itu, perlu dilakukan penelitian untuk: (1) Menganalisis faktor-faktor yang memengaruhi impor daging sapi di Indonesia selama tahun 2005-2020; dan (2) Menganalisis pengaruh implementasi AANZFTA terhadap kreasi perdagangan dan diversi perdagangan impor daging sapi di Indonesia. Penelitian dilakukan dengan membandingkan volume dan nilai impor daging sapi Indonesia dari beberapa negara anggota (Australia, New Zealand, dan Singapura) dan non anggota (Amerika Serikat, India, Jepang, dan Spanyol) AANZFTA dalam rentang tahun 2005-2020. Metode analisis yang digunakan yaitu analisis regresi data panel dengan model gravitasi.Hasil penelitian menunjukkan bahwa: (1) Impor daging sapi Indonesia dipengaruhi secara signifikan dan positif oleh PDB riil per kapita Indonesia, PDB riil per kapita negara sumber impor, dan diversi perdagangan serta dipengaruhi secara signifikan dan negatif oleh produksi daging sapi di Indonesia, nilai tukar riil rupiah terhadap mata uang negara sumber impor, dan kreasi perdagangan. (2) Implementasi AANZFTA menyebabkan impor daging sapi Indonesia dari negara-negara anggota AANZFTA menurun sebesar 2,97 persen dan impor daging sapi Indonesia dari negara-negara non anggota AANZFTA meningkat sebesar 2,39 persen dibandingkan dengan sebelum AANZFTA diimplementasikan. The ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) represents an economic integration among ASEAN, Australia, and New Zealand. Within the AANZFTA framework, a commitment was made to reduce beef import tariff barriers. This reduction in beef import tariffs has the potential to impact Indonesia as a net importer of beef. Beef imports from AANZFTA member countries gain a competitive advantage due to reduced import tariffs, unlike beef imported from non-AANZFTA member countries. Hence, this research aims to: (1) Analyze the influencing factors on beef imports in Indonesia from 2005 to 2020, and (2) Assess the impact of AANZFTA implementation on the creation and redirection of Indonesia’s beef imports. The study involves comparing the volume and value of Indonesian beef imports from AANZFTA member countries (Australia, New Zealand, and Singapore) and non-member countries (United States, India, Japan, and Spain) during the 2005-2020 period. The analytical method employed is panel data regression analysis using a gravity model. The research findings indicate: (1) Beef imports in Indonesia between 2005 and 2020 were influenced by various factors including Indonesia’s beef production, real exchange rate, real GDP per capita of Indonesia, real GDP per capita of exporting countries, trade creation dummy, and trade diversion dummy; (2) AANZFTA implementation resulted in a 2,97% reduction in Indonesia’s beef imports from AANZFTA member countries and a 2,39% increase in beef imports from non-AANZFTA member countries compared to the scenario without AANZFTA implementation.

Abstract

Kecamatan Ngadiluwih merupakan salah satu daerah penerima Program 1000 Desa Sapi potong, dimana terdapat lima kelompok ternak penerima program. Selama menjalankan usaha, peternak belum pernah menghitung nilai ekonomi usaha yang dilakukan. Disisi lain, peternak membutuhkan informasi apakah usaha yang dijalankan saat ini menguntungkan atau rugi karena modal dan sumber pembiayaan terbatas. Tujuan penelitian adalah menganalisis biaya dan manfaat dari aspek ekonomi dan merumuskan strategi usaha ternak penerima program 1000 desa sapi potong. Penelitian ini dilakukan pada tahun 2023 dengan menggunakan metoda wawancara yang dilakukan kepada lima pengelola kelompok peternak yang menjadi penerima program serta penanggung jawab program dari Dinas Ketahanan Pangan dan Pertanian (DKPP) Kabupaten Kediri. Data primer dan data sekunder dianalisis secara deskriptif kuantitatif, analisis cashflow dan analisis SWOT. Hasil penelitian menunjukkan, pada skenario I nilai NPV sebesar Rp14,230,336,015, Net B/C sebesar 4.266, IRR sebesar 33% dan Payback Period selama 9 tahun 10 bulan 23 hari. Adapun pada skenario II memiliki hasil NPV sebesar Rp24,835,126,149, Net B/C sebesar 9.380, IRR sebesar 49% dan Payback Period > 9 tahun. secara ekonomi usaha sapi potong melalui program 1000 desa sapi potong layak dilanjutkan karena nilai B/C >1. Analisis SWOT berada pada kuadran V (hold and maintain), sehingga strategi yang tepat untuk dilakukan adalah strategi pemasaran produk dan penetrasi pasar.

Abstract

Kementerian Pertanian Republik Indonesia berkolaborasi dengan PT Asuransi Jasa Indonesia (Jasindo) telah membentuk program Asuransi Usaha Ternak Sapi/Kerbau (AUTS/K) sejak tahun 2016. Tujuan penyelenggaraan AUTS/K adalah memberikan perlindungan kepada usaha peternak jika terjadi kematian dan/atau kehilangan ternak. Penelitian dilaksanakan bulan Februari – Mei 2024 di Provinsi Lampung, Jawa Timur, dan Sulawesi Selatan sebagai perwakilan provinsi di seluruh Indonesia. Penelitian ini bertujuan untuk  menganalisis besaran Willingness to Pay (WTP) terhadap kenaikan premi beserta faktor-faktor yang memengaruhinya. Pengumpulan data dilakukan dengan  wawancara secara online kepada 67 peternak. Metode analisis yang digunakan meliputi Contingent Valuation Method (CVM) dan Maximum Likelihood Estimator (MLE). Rataan kesanggupan peternak dalam membayar kenaikan premi  asuransi ternak senilai Rp106.250,00 per ekor per tahun. Adapun faktor yang memengaruhi WTP meliputi pendapatan, pendidikan, dan penilaian kepuasan peternak.

Abstract

Cooking oil is one of the derivatives of Crude Palm Oil (CPO) food products, which plays an important role in life and the economy. Government policies downstream, such as changes in export taxes and increasing the production capacity of the downstream cooking oil industry, are designed to encourage the development of cooking oil production. This study employs an econometric equation model with simultaneous equations to: (1) analyze the factors affecting CPO demand by the cooking oil industry; demand and supply, as well as palm cooking oil exports (2) analyze the impact of changes in export taxes; increasing CPO production capacity and the combination of these policies on foreign exchange earnings from cooking oil exports. The findings indicated that changes in Indonesia’s CPO export tax reduced the volume of CPO exports globally but increased domestic CPO supply. Consequently, CPO prices declined, leading to higher demand from the downstream industry. Increased demand for CPO and higher production capacity in the downstream industry were expected to boost cooking oil production further.

Abstract

Previous studies highlight the heterogeneous effects of Non-Tariff Measures (NTMs) on international trade. This study identifies the enforcement of NTMs and examines the effects on the export performance of Indonesian tea products. This study employed an inventory (coverage ratio) approach and panel regression with the Poisson-Pseudo Maximum Likelihood (PPML) method. The results indicate that 31 out of 36 analyzed destination countries enforce NTMs, with Vietnam imposing the most prevalent ones. Furthermore, SPS measures substantially promote the export of Indonesian tea products, whereas TBT measures show no significant effect. Therefore, the government needs to provide incentives and harmonize the national Voluntary Sustainability Standards (VSS) scheme and other national standards to comply with NTMs imposed by destination countries.

Abstract

The agricultural sector plays a crucial role in Indonesia, serving as both a provider of food and a key driver of economic growth. This study aims to analyze the factors influencing Indonesia’s agricultural sector from 1981 to 2021, focusing on agricultural production and its economic value. Climate change has emerged as a critical issue affecting agriculture, with greenhouse gas emissions serving as proxies for measuring its impact. This study employs the Autoregressive Distributed Lag (ARDL) model to examine both short- and long-term relationships. The findings indicate that, in the long run, agricultural land area and economic growth significantly affect the agricultural sector. In the short term, agricultural land area, economic growth, and fertilizer usage are the key factors. However, climate change did not have a significant negative impact on agricultural decline. In contrast, fertilizer usage was positively correlated with agricultural production. These findings highlight the essential role of government policy in fostering agricultural sector development in Indonesia. Strategic initiatives should focus on ensuring an adequate fertilizer supply, expanding agricultural land, and promoting key economic sectors that drive growth and support agricultural sustainability. Abstract

Limitations of financial record system imply a difficulty for MSME actors in executing the right decisions in their business and accessing credit. This community service activity aims to provide awareness about the importance of financial records for MSMEs, an introduction to digital-based financial recording and financial recording practices for MSMEs. This training which is carried out offline and is attended by MSMEs in Situ Gede Village, West Bogor District, Bogor. This training begins with facilitating a participants’ discussion to gain an initial understanding of digital-based financial reports, then continues with the delivery of material and evaluation in the form of joint practice of making daily financial records of each participants’ businesses using digital application. Achievement on learning outcomes is measured by increasing participants’ skills in using digital financial recording applications (BukuWarung) to carry out financial records. The various features that exist in BukuWarung's digital financial records potentially support MSME actors to arrange their financial reports. Obstacles in implementing activities arise from the level of knowledge on basic accounting and proficiency in using digital technology. Around 80% of participants were able to make financial records using the application, while about 20% were unable to apply or partly due to application installation problems and unsupported devices. For the sustainability of the program, a dialogue platform that facilitates users exchange experiences and information regarding digital financial applications and continuous coaching is important to reduce obstacles that may occur in the future.

Abstract

Capacity Development of Closed-Loop Food (Rice) Farmers in East Nusa Tenggara is a training that is carried out to increase the understanding of prospective farmers who implement the food closed-loop system (rice) in Nagekeo East Nusa Tenggara regarding the bookkeeping, access to financing and marketing. The training was held in Mbay, Nagekeo Regency. Participants are 14 partner farmers of Pandawa Agri Indonesia (PAI) who are currently or have implemented PAI Innovation. Activities are implemented in several stages from coordination, training, FGD, pre-test and post-test. Primary and secondary data were obtained and analyzed descriptively, quantitatively and qualitatively. There was an increase in farmers' knowledge about farming bookkeeping, access to financing and marketing strategies. Farmers are made aware of the importance of carrying out business bookkeeping and the essential steps for taking advantage of various agricultural financing schemes. Farmers also realized the importance of institutions, and together, the group determines targets, segments and current market positions for better marketing strategy design.
