Abstract

Special Region of Yogyakarta is one of provinces with high prevalence of active smokers. Cigarettes is one of the addictive substances containing approximately 4,000 chemicals in which 200 are toxic and very harmful to human health, especially passive smokers. Air pollution caused by cigarette smoke affects the quality of polluted clean air. The Provincial Government shall take steps by issuing the Regulation of Governor of Special Region of Yogyakarta Number 42 Year 2009 about No Smoking Area. Yogyakarta Railway Station is one of the no smoking areas listed in this rule. This study aims to measure the extent to which the implementation of established rules and see the inhibiting and supporting factors. This research uses descriptive qualitative method. This research uses the approach of policy accuracy, the accuracy of the implementation, the accuracy of the target, the accuracy of the environment, the accuracy of the process. This research uses the Theory of Implementation George C Edwards III. The results show that this regulation has been implemented in Yogyakarta Great Station. Obstacles are found that in terms of coordination between implementing agencies are still lacking, and the absence of clear legal sanctions. The authors recommend that the Provincial Government make a Regional Regulation governing the area of smoking prohibited with clear implementation standards and contains strict legal sanctions. The authority of Yogyakarta Railway Station needs to increase supervision in the station area. Society must also be aware and always obey this rule.

Abstract

The implementation of inclusive education in Semarang is still experiencing various obstacles. The aim of this research is to analyze the social intervention conducted by the Education Office, Culture, Youth and Sports District of Semarang in the implementation of an inclusive education of elementary school level, by looking at the intervention process carried out and the constraints contained therein. This research uses qualitative methods of descriptive. The results showed that the management of inclusive education in Semarang Regency isn’t optimal, because there is still an intervention process that is not seen in the implementation of inclusive education by the Semarang District Education Office. The advice that researchers can provide is the addition of quotas for the ABK to school and the addition of budgets intended for the recruitment process of special escort teachers, special escort teachers ' benefit, procurement of infrastructure and maintenance. Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana pengendalian kualitas yang dilakukan PT YCH Indonesia Supply point Semarang terhadap konsumennya yaitu PT Sarihusada Generasi Mahardika, strategi yang tepat digunakan untuk pengendalian kualitas, dan mengetahui faktor pendorong serta penghambat pengendalian kualitas di PT YCH Indonesia Supply point Semarang. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dan menggunakan metode analisis data PDCA (Plan-Do-Check-Act) serta menggunakan alat bantu analisis 5wys analysis. Hasil penelitian ini adalah pengendalian kualitas di PT YCH Indonesia Supply point Semarang dengan konsumennya PT Sarihusada Generasi Mahardika masih kurang maksimal. Hal ini dibuktikan dengan ditemukannya produk rusak yang jumlahnya melebihi target per bulannya yaitu 0,01% dari jumlah inbound perusahaan. Hal tersebut dapat diperbaiki dengan menggunakan strategi PDCA yang dilakukan perusahaan dan pembuatan One Point Lesson (OPL) untuk menunjang keberhasilan perbaikan yang dilakukan.

Abstract

Tourism is one of the highest factors to encourage economic growth. Tourism development in Indonesia is mostly carried out through the development of tourist villages. Tourism must be designed in order to create a positive impact on society, especially related to economic improvement. One of the Tourism Villages in Central Java is Lerep Village located in West Ungaran district, Semarang Regency which has various agrotourism potentials. This study aims to analyze: "How is the tourism development of Lerep Tourism Village?". This study used a qualitative approach with data collection methods through literature, participatory observation and interviews. In this study review based on 3P+4A, i.e. Price, Place, Promotion and Attraction, Access, Amenity, and Ancillary. Reviewed from 3P+4A, the tourism development of Lerep Village has been very good with regarding to environmental conditions and local wisdom as a superior base for its Tourism package. In terms of the price of the tour package, it is quite affordable and in accordance with the facilities provided. The promotion aspect is an aspect that is still not optimal, thus, it is necessary to optimize tourism promotion through social media. The tourist attractions provided are abundantly varied, but to maintain the sustainability of tourism and so that tourism is not monotonous Access to the Lerep Tourism Village is an aspect that needs special attention for policy makers considering that access to the Lerep Tourism Village, such as roads and the availability of public transportation, is very limited.tourism

Abstract

Depok Single Window application was developed by Diskominfo Kota Depok as an effort to implement smart governance in smart city concept in Depok City. This application offers 145 types of services within a single window, but there are still several challenges in implementation, such as frequent errors, a high number of negative reviews, and an insufficient workforce in the implementing unit. This research aims to analyze the evaluation results and the inhibiting factors affecting Depok Single Window application in the smart city implementation in Depok City. This research used descriptive qualitative method, with data collected through non-participatory observation, interviews, and documentation to present the phenomenon factually and in-depth in 2024. Informants were selected by purposive sampling, and application users were chosen through incidental sampling. The theory used in this research is William Dunn's evaluation theory, with the addition of four criteria to analyze the inhibiting factors. The results of the study show that indicators of efficiency, adequacy, equity, and accuracy still need to be addressed for the application to function effectively. The inhibiting factors affecting the effectiveness of the Depok Single Window application include resource factors, communication, and bureaucratic structure. Based on the research findings, the recommendations provided to address the identified problems include the establishment of technical work guidelines and proper division of tasks within the implementing unit, the development of a regular application maintenance schedule, periodic dissemination of information related to the application, and coordination of all relevant regional apparatus to help ensure the success of the application.

Abstract

Waste management is a series of activities to manage waste effectively, efficiently and sustainably. The waste management carried out by the Putri Cempo TPA is the process of collection, transportation and final processing at the Putri Cempo TPA by producing environmentally friendly renewable energy. This research aims to analyze good waste management to reduce waste generation at the Putri Cempo TPA in the process of implementing waste management and describe the supporting and inhibiting factors for waste management at the Putri Cempo TPA, Surakarta City. This research uses a qualitative descriptive method with data source retrieval techniques through interviews, observation and documentation methods. The results of this research reveal that the Surakarta City Environmental Service has demonstrated its role in managing waste so that it can be processed further so as to provide benefits to the environment by using management functions according to G.R Terry, namely planning, organizing, actuating and controlling. Efforts made to reduce waste generation require a good waste management program by utilizing waste that has value which has been implemented by the Putri Cempo TPA, namely managing waste into renewable energy, namely producing electrical energy. Waste management still needs to be improved by providing outreach to the community by implementing waste recycling methods to reduce waste generation.

Abstract

The tourism sector is one of the highest foreign exchange earners for Indonesia, so continuous development in this sector is crucial. In the development of a tourist attraction, there are both driving and restraining factors. Arenan Kalikesek is a newly established tourist destination in Kendal Regency, having started operations in 2021. However, it still faces several issues, such as the lack of legal framework from the Kendal Regency government, poor accessibility, and inadequate facilities and infrastructure. These issues are closely related to the factors influencing the development of Arenan Kalikesek. This study aims to identify and analyze the factors that support and hinder the development of Arenan Kalikesek based on an internal and external environmental analysis. The research uses John M. Bryson's strategic planning theory, employing a descriptive qualitative research method with Force Field Analysis as the analytical tool to assess the impact of the supporting and restraining factors on the development. The results of the study show that there are six supporting factors and six restraining factors that influence the development of Arenan Kalikesek. After applying Force Field Analysis, it was found that the total weight of the driving factors is higher than that of the restraining factors. The key driving factors are community participation in the management and development of Arenan Kalikesek and the high personal income generated for tourism development, while the key restraining factors are poor road accessibility and the lack of cultural events held at Arenan Kalikesek. The recommendations from the research are to create a proposal for road infrastructure improvements to the Kendal Regency Government, repair and provision of parking areas as well as parking management, establishment of entrance ticket booths, and the organization of an annual cultural event in Arenan Kalikesek by utilizing community participation.

Abstract

The tourism sector has the potential to improve the quality of life for communities through increased tourism activities in Indonesia, both nationally and globally. Based on Provincial Regulation No. 2 of 2019 for Central Java, this regulation governs the development of tourist villages; however, in its implementation, several issues have been found indicating the suboptimal role of stakeholders in the "Tambaksari Ecotourism" Village in Wanareja District, Cilacap Regency. This study aims to identify and analyze the roles of stakeholders, as well as to identify obstacles to their roles. The research utilized a qualitative descriptive research method by collecting data through interviews and documentation. The results indicate that the stakeholder roles are less effective, with the identification of stakeholders consisting of Pokdarwis and Tambaksari Village as key players; DISPORAPAR as supporting stakeholders (contest setters); the Village Tourism Communication Forum as other followers (crowd); and PKK ANNUR TEFA as subject stakeholders. Stakeholder role identification shows that Pokdarwis is the implementor stakeholder; DISPORAPAR, Tambaksari Village, the Communication Forum, and PKK ANNUR TEFA are facilitator stakeholders; Tambaksari Village and the Village Tourism Communication Forum are coordinating stakeholders; and Tambaksari Village and the Village Tourism Communication Forum are accelerating stakeholders. Obstacles to stakeholder roles include technology use, stakeholder human resource competition, regulations, and stakeholder competency. Recommendations include providing training to stakeholder human resources and advocating for regulations in the development of tourist villages.

Abstract

Tourism development, especially tourism villages in Semarang Regency, is related to the goal of supporting tourism development, equalizing job opportunities, and optimizing economic potential. In fact, Gogik Tourism Village has not yet become a developing tourism village, Pokdarwis and the Gogik Village Government have not carried out their role optimally with a small number of uploads on the Gogik Tourism Village Instagram managed by Pokdarwis and the Gogik Village Government. The existence of the role of actors who have not carried out their roles well shows that the network of actors is not optimal. The purpose of this study is to describe the network of actors formed in the tourism development of Gogik Tourism Village. This research method uses a qualitative descriptive approach, data collection using interviews, observations and documentation. The results of this study show that the network of actors formed in the development of tourism in Gogik Tourism Village is the Helix Quadruple Model consisting of 4 actors, namely the government (Tourism Office, Dispermasdes, Gogik Village Government, PLN, and DLH), academics (UNDIP and UNNES), the community (Pokdarwis, BUMDes, PKK, and Farmer Groups), and the media (Jawa Pos Radar Semarang and Instagram of Gogik Tourism Village). It was found that there were communication and coordination obstacles between government actors and community actors, as well as a lack of influence by community actors in the process of preparing the Gogik Tourism Village tourism development strategy. The suggestion conveyed is to increase the participation of community actors in the planning process by creating a collaborative decision-making process involving community actors and government actors, and communication and coordination obstacles can be faced by holding regular meetings to discuss progress, challenges, and decisions to be taken.

Abstract

The "Mangan Mendoane Rini" innovation is one of the superior innovations of RSUD Prof. Dr. Margono Soekarjo Purwokerto. This innovation has succeeded in overcoming problems such as stopping the practice of collusion between health workers, increasing the accuracy of drug/AHP procurement planning, increasing operational cost efficiency from 37% to 26%, reducing the type and number of expired drugs from 0.15% to 0.08%, increasing recording accuracy from 22% to 0%, increasing doctor's compliance with the formulary from 80% to 95% and increasing the community satisfaction index from 61% to 89%. This success has resulted in this innovation receiving many awards both at regional and national levels. This research aims to find out how to implement the "Mangan Mendoane Rini" innovation program based on Prasojo's (2007) best practice concept, by analyzing the dimensions of impact, partnership, sustainability, leadership and transferability. Data collection was carried out using in-depth interviews, observation and documentation. The results obtained are that the "Mangan Mendoane Rini" innovation has fulfilled and shown positive results in all dimensions which are the basis of the analysis. With the success of this innovation, RSMS continues to carry out updates and develop innovations aimed at improving service quality. Developments carried out include drug restrictions, BPJS e-claim prescription bridging, and free drug delivery. This innovation has been replicated by many other hospitals with the existence of SPO (Standard Operating Procedures) regarding replication and comparative studies.
