Abstract

This research aims to examine the roles of stakeholdersiinitheimanagementiof green openispacesiin the Bekasi City Forest. Effective management requires cooperation and participation from various stakeholders with diverse interests and roles. Data collectioniwasiconductedithroughidocumentationistudies, interviews, and observations. Theiinformant selectionitechnique used purposiveisampling to select informants providing primary and secondary data. Informants included the Environmental Agency, the Department of Public Works and Water Resources, the Spatial Planning Agency, the Sub-district Office, and residents of Kayuringin Jaya Sub-district. Through thisiresearch, it is expected to reveal the roles of each stakeholder in the managementiof green open spaces in the Bekasi City Forest. The result of this study can provid a better understandin of the importance of stakeholder cooperation and participation in improving the effectiveness of green open space management. Issues were found within the Environmental Agency, indicating suboptimal performance due to inadequate communication analysis among stakeholders caused by existing SOPs within each agency. Theimanagement ofiithe Bekasi City Forestiihasiinot been fully implemented due to poor communication and lack of cooperation from non-governmental parties, thus failing to provide significant benefits to the community enjoying the area. Recommendations include the Environmental Agency improving communication among stakeholders involved in the management of the City Forest and fostering cooperation with non-governmental entities.

Abstract

The development of Wonolopo Tourism Village has the aim of alleviating poverty, advancing community welfare. The development of the Wonolopo Tourism Village requires the participation of various actors. There were several stages that experienced problems related to the actor relationships within it. Shows that the actor network stages in the development of the Wonolopo Tourism Village are less than optimal. The aim of this research is to analyze the actor network stages in the development of the Wonolopo Tourism Village and analyze supporting and inhibiting factors. The method used in this research is descriptive qualitative. With data techniques through interviews, observation and documentation. The results of this research explain that there are actors who have different views. The impact of tourism village has not been felt by the entire village community. The actions by Disbudpar Kota Semarang as the main actor have not been implemented optimally by Pokdarwis Manggar Selaras. Supporting factors in developing the Wonolopo Tourism Village are the same values, regular meetings, and openness of information. Meanwhile, the inhibiting factors are the potential not being integrated with each other, differences in interests, lack of community participation, not considering the renewal of SK Walikota Nomor 556/407 Tahun 2012.

Abstract

The E-KTP printing service is one of the programs implemented by Department of Population and Ciwil Registration, but in its implementation in South Tangerang City there are still some obstacles that occur, the length of service time does not match what was promised and there are still people who doesn’t own their E-KTP. This research aims to explain the Quality of E-KTP services in Department of Population and Ciwil Registration of South Tangerang City. The research method used was qualitative descriptive research with data collected by using interviews, observation, and documentation. This research is done by using theory of service to examine the problem around service quality. The research shows that the service quality in Department of Population and Ciwil Registration of South Tangerang City.is still not adequate. This result shown from several aspects namely Tangibility and Assurance the unavailability of blank card used for E-KTP, the inadequacy of facilities and infrastuctures,, and the uncertainty of service-time. The inhibiting factor among others are : lack of information from Department Of Population And Civil Registration, people’s unfamiliarity about the new rules, people’s difficulty on doing the online registration. Some of the suggestions that the writer would suggests are, making IKD (digitalized KTP) to be the permanent replacement of E-KTP, standardize the facilities and infrastuctures in every service centre, distribute the information through more medias such as brochure, banner, and leaflet, and provide an offline registration for E-KTP reprinting service in service centre.

Abstract

Program Pemberian Penghargaan Bagi Pemuda Berprestasi Kabupaten Wonogiri merupakan bentuk apresiasi kepada mahasiswa Kabupaten Wonogiri yang memiliki prestasi di berbagai bidang baik akademik atau non akademik, tujuannya untuk memotivasi para pemuda di Kabupaten Wonogiri agar lebih prestatif. Namun dalam implementasinya para penerima penghargaan justru banyak yang tidak memberikan kontribusinya terhadap Pembangunan di Kabupaten Wonogiri. Adanya aktor yang belum menjalankan perannya dengan baik menunjukkan bahwa jaringan aktor yang ada belum berjalan dengan baik. Tujuan Penelitian ini yakni untuk menggambarkan Jaringan aktor yang terbentuk dalam implemnetasi kebijakan pemberian penghargaan bagi pemuda berprestasi di Kabupaten Wonogiri. Metode yang digunakan adalah deskriptif kualitatif. Teknik pengambilan data pada penelitian ini melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa model jaringan aktor yang terbentuk dalam impementasi kebijakan ini adalah Pentahelix atau melibatkan 5 aktor yakni pemerintah (Disporapar, Pemerintah kecamatan, pemerintah desa dan OPD), swasta (PT Azmedia), Imapres Wonogiri, Media (Radio Giri swara, Solopos, Website resmi Pemkab Wonogiri), dan Masyarakat. Dalam hal komunikasi dan koordinasi masih menemui kendala khususnya dengan aktor Imapres Wonogiri.

Abstract

The Jakarta Smart Card (KJP) Plus program is a DKI Jakarta Provincial Government program in the education sector as an effort to improve the quality of education in DKI Jakarta which is guided by Governor Regulation Number 110 of 2021 concerning Social Assistance for Education Fees. SMA Negeri 83, Cilincing District, North Jakarta City is one of the schools with the most KJP Plus users in Cilincing District. But it's still there obstacles in the policy implementation process. This research aims to analyze the implementation process of KJP Plus using the 5 accuracy theory according to Riant Nugroho and identify supporting and inhibiting factors for KJP Plus through the combination theory of Van Meter and Van Horn Edwards III at SMA Negeri 83 Cilincing District, North Jakarta City. This research uses descriptive qualitative methods with purposive sampling techniques. Data sources through interviews and documentation. The results of the research show that the implementation of KJP Plus has been carried out, but has not run optimally in the aspects of policy accuracy, target accuracy and environmental accuracy. Then, there are supporting factors in the implementation of the social assistance policy for education costs at SMAN 83, Cilincing District, North Jakarta City, namely the characteristics of the implementing agent, communication and attitude of the implementer, while the inhibiting factors are the policy standards and targets as well as economic, social and political conditions. The suggestions from this research are increasing understanding from all levels of society and implementers regarding the benefits and objectives of KJP Plus, involving schools and the community in determining targets, increasing the acceleration of disbursement of funds, reintroducing the collection of reports on the use of funds with shopping receipts, and providing special assistance to parents when collect files.

Abstract

This research aims to determine the effectiveness of the program for handling and preventing acts of violence against children in Wonogiri Regency, as well as analyzing the factors that hinder the effectiveness of the program for handling and preventing acts of violence against children. This research use desciptive qualitative approach. Data collection techniques through interviews, observation and documentation. The research results show that the program for handling and preventing acts of violence against children in Wonogiri Regency is not fully effective. This can be seen from the goal which cannot be said to have been achieved because there are still cases of violence. Then we still encounter obstacles such as employees who are less committed to carrying out their duties, lacking facilities and infrastructure, and community culture that is difficult to change.

Abstract

The main element of the collaborative governance process is the involvement of multistakeholder roles in problem alleviation arrangements, especially the acceleration of stunting reduction. The problem in the study is that the average stunting Purworejo Regency is higher than stunting in Central Java. The research aims to analyze the collaborative process of accelerating stunting reduction Purworejo Regency using the collaborative governance theory Ansell and Gash. The research uses a qualitative descriptive approach and data collection through interviews, observations, and document studies. The results show that face-to-face dialogue has been carried by the Health Office, Social Service for Population Control and Family Planning with private sector, academics, and the community through formal and informal meetings. Build trust by creating a positive image of accelerating stunting reduction with communication, coordination, and information disclosure. The commitment in the stakeholder collaboration process is different but in line with its role and responsibility in reducing stunting. A common understanding already in hands of OPDs, but the problem of stunting is still underestimated, so it’s necessary to involve the community in stunting reduction programs. Provisional results of Purworejo Regency are committed to starting from government, private sector, academics, and community to alleviate stunting. Factors that hinder Collaborative Governance to accelerate the reduction of stunting prevalence Purworejo Regency are cultural factors, institutional factors, and political factors. This research provides recommendations to make consistency meetings, optimize information dissemination and publication as a form of openness, and expand collaboration networks with private sector so that collaboration process achieves goal of reducing stunting Purworejo Regency.

Abstract

Public services have always been a benchmark for concrete government performance standards. It is known that the Gegunung Wetan Village Government has limitations in terms of poor service due to inadequate service facilities, unclear information and SOPs, and passive mechanisms for handling aspirations and suggestions due to a lack of use of digitalization. The aim of this research is to describe the quality of public services in the Gegunung Wetan Village Government and identify the driving and inhibiting factors of these services. The type of research used is descriptive qualitative with data collection methods in the form of interviews, observation, documentation and literature study. The research results show that only the empathy dimension has been implemented optimally. Meanwhile, the tangible dimension, reliability dimension, responsiveness dimension and assurance dimension are still not optimal in implementation. So the services from the Gegunung Wetan Village Government still have polemics which have an impact on the lack of satisfaction from residents. The driving factors for the formation of optimal service q”alit’In the Gegunung Wetan Village Government come from organizational factors and income factors, while factors that inhibit this are awareness factors, regulatory factors, ability and skill factors, and service facilities factors.

Abstract

Inovasi pelayanan publik merupakan suatu terobosan pembaharuan yang dibutuhkan pemerintah dan masyarakat dalam jangka waktu panjang. Oleh demikian, diciptakannya aplikasi “RAGEM” merupakan aplikasi online yang dikelola Dinas Komunikasi dan Informatika Kota Serang yang dibentuk sebagai media untuk kebutuhan masyarakat dalam mengakses informasi publik dan sebagai media dalam menampung laporan pengaduan publik. Penelitian ini bertujuan untuk menganalisa pelaksanaan inovasi pelayanan publik melalui aplikasi “RAGEM” yang mengacu pada karakteristik inovasi dan mendeskripsikan faktor penghambat dan faktor pendorong Inovasi Pelayanan Publik melalui Aplikasi “RAGEM”. Pelaksanaan inovasi pelayanan publik melalui aplikasi “RAGEM” dilihat dari fenomena yang mengacu pada karakteristik inovasi pelayanan menurut Everett M. Rogers yaitu keuntungan relatif, kesesuaian, kerumitan, kemudahan diamati, dan kemungkinan dicoba. Sedangkan dalam melihat faktor penghambat dan faktor pendorong dilihat dari faktor organisasi, faktor budaya, dan faktor manusia menurut Fontana. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengambilan data metode wawancara, observasi, dan dokumentasi. Pada tahun 2023 terdapat penurunan tingkat penyelesaian pelaporan dibandingkan tahun sebelumnya semua laporan dapat terselesaikan. Kendala dalam pelaksanaannya yaitu belum terlaksana secara optimal dan memiliki beberapa masalah mulai dari sumber daya manusia, kecepatan, infrastruktur listrik yang kurang memadai, respon aplikasi hingga kualitas dari aplikasinya sendiri. Namun begitu, secara umum aplikasi “RAGEM” memberikan nilai lebih, manfaat, dan kepuasan bagi pemerintah dan masyarakat Kota Serang. Demi menjaga kinerja “RAGEM” sebagai suatu aplikasi, disarankan pihak pengelola untuk melakukan pemeliharaan rutin pada aplikasi “RAGEM” dan perlunya sosialisasi yang merata ke masayarakat agar “RAGEM” lebih dikenal.

Abstract

The current parking management strategy in Purworejo Regency requires synergy between various parties. This research aims to analyze parking management strategies and identify strategic planning stages. Method with a qualitative descriptive approach. The results of this research show that the parking management strategies carried out have mostly been running optimally, this is proven by the strategies and programs carried out through planning with target determination, movements to ensure the smoothness and safety of parking services, movements for monitoring in the field and supervision carried out in two directions. Problems are still found in the strategic planning stage, including the internal environmental analysis stage regarding the resources available which is still not optimal because there are still many employees who have honorary status. The strategy formulation has not been implemented optimally because it has not yet switched to an e-parking system due to the minimal quantity of human resources. The research is in accordance with the objectives of parking management regulations to improve order, security and comfort in parking lots, so that it can provide great benefits to the community and local government. The recommendation that can be given is that the Transportation Department carries out job training for employees with honorary status so that they are able to keep up with technological developments to improve the quality of employees and provide maximum service to the community
