Abstract

Indonesian Migrant Workers (PMI) are Indonesian citizens who will, are or have done Work by Receiving Wages outside the Territory of Indonesia, this is regulated in Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers and its derivative Regulations. Indonesian Migrant Workers are Indonesian citizens who are still under the authority of the Indonesian government, however the position of Indonesian Migrant Workers abroad is very vulnerable to facing unpleasant cases such as Violence, Human Trafficking, Illegal Migrant Workers and various other cases. These cases trigger conflicts between Indonesia and the recipient countries of Indonesian Migrant Workers, due to the relationship between 2 different citizenships. So it is important for the Government of the Republic of Indonesia to provide legal protection efforts and Preventive Actions to Indonesian Migrant Workers who will go Abroad, both in terms of administration, readiness and the purpose of Indonesian Migrant Workers. The method used is the Normative Juridical Method, and the purpose of this study is to analyze how the Urgency of Legal Protection for Indonesian Migrant Workers in Anticipating Conflicts Between Countries. The results of this study explain that the role of the government in making regulations or international agreements with countries where Indonesian migrant workers work is very important in order to protect Indonesian citizens and prevent conflicts between countries that can occur due to problems caused by Indonesian migrant workers.

Abstract

This paper examines the urgency of codifying the Election Law and Regional Election Law into one integrated regulation in the Indonesian legal system. Currently, the implementation of the General Election and Regional Election are still regulated separately through Law No. 7 of 2017 and Law No. 10 of 2016, which has given rise to a number of problems, such as the lack of synchronization of implementation times, overlapping authority, and differences in implementation standards. This lack of integration also has the potential to hamper the efficiency and stability of the central and regional governments, especially ahead of the implementation of the national simultaneous Regional Election in 2024. Through a normative approach and analysis of the Constitutional Court's decisions, especially the Constitutional Court Decisions No. 55/PUU-XVII/2019 and Constitutional Court Decisions No. 85/PUU-XX/2022, this paper shows that the Regional Election should be considered as part of the Election regime. Codification of the two regulations is important to simplify the electoral system, ensure legal certainty, and strengthen the principle of people's sovereignty in the 1945 Constitution of the Republic of Indonesia. The results of this study recommend that the integration of electoral regulations through codification is a strategic step in supporting effective, efficient, and inclusive democracy in Indonesia.

Abstract

This study addresses the persistent challenges in Indonesian electoral dispute resolution and candidacy threshold regulations, a recurring issue in both general and regional elections, notably in 2024. The urgency lies in the need for robust legal frameworks to ensure fair and democratic processes. Employing a normative juridical method with legal, historical, comparative, and conceptual approaches, this research offers novel insights into optimizing dispute settlement mechanisms. It proposes empowering Bawaslu, KPU, and DKPP for proactive and reactive oversight, alongside advocating for candidacy threshold adjustments aligned with prevailing laws and Constitutional Court rulings on presidential thresholds. This research contributes by offering concrete policy recommendations for a more stable and just electoral system.

Abstract

A gate is a structure in the form of an entrance or gate to an area or area. This structure is often found in temples and other Hindu religious shrines, because the gate is an important element in Hindu architecture. Gapura is also often interpreted as a gate. Pendopo is a building without walls with many pillars or pillars, this building is used as a place for meetings, pilgrimages, community meetings, and so on. Along with the progress of Kandawati village, especially the progress of Religious Tourism, it is necessary to build a gate as an icon of Kandawati Village. This gate building serves as an icon to attract tourists who will visit Kandawati Village. Therefore, the purpose of this service is to plan the design of the gate and pavilion of the Gandawati tomb in accordance with the cultural characteristics of Kandawati Village. The method of implementing the service includes site surveys, making working drawings of gates and pavilions, making budget plans, exposing the results of drawing designs and costs to the village. The result of this service is the compilation of technical drawings and budget plans that can be used by the village as the basis for the gate and pavilion construction plan. In this way, the village will be equipped with plans and cost plans when construction work is carried out.

Abstract

Regional Head Elections (Pilkada) are democratic processes conducted to elect Governors and Deputy Governors, Regents and Deputy Regents, as well as Mayors and Deputy Mayors. The General Election Supervisory Agency (Bawaslu) is the authorized institution responsible for overseeing the implementation of elections, including their various stages. Campaigning is an integral component of the election process, during which candidates utilize campaign props (Alat Peraga Kampanye/APK) to promote themselves to the public. In Lebak Regency, numerous violations have occurred regarding the installation of such props, underscoring the critical role of Bawaslu Lebak in ensuring compliance. This study aims to examine the authority exercised by Bawaslu Lebak Regency in supervising the installation of campaign props during the 2024 regional elections and to identify the challenges encountered. The research employs the theory of authority and the theory of supervision, using an empirical juridical approach and an analytical descriptive specification. Primary data supported by secondary data were obtained through interviews and document analysis. The findings indicate that Bawaslu Lebak Regency implements both preventive and repressive supervisory measures. Preventive efforts include issuing advisories, conducting public outreach, and inter-agency collaboration, while repressive actions involve processing reports and findings of violations, as well as dismantling noncompliant campaign materials. The agency faces several obstacles, including low awareness among candidates and campaign teams regarding legal compliance, limited personnel for enforcement activities, resistance from various stakeholders, and the environmental issue of accumulated campaign waste.

Abstract

The Student Care for Stunting Program is an innovation by BKKBN in collaboration with universities to support the acceleration of stunting reduction through real work lectures or other community service activities. This program is part of the government's efforts to achieve the target of reducing the stunting rate to 14% by 2024, as mandated by the President. This study identifies the implementation of the BKKBN Student Program for Stunting Prevention in Banten Province, specifically in Kilasah Village, as well as the challenges faced in its implementation. The study employs government action theory and the welfare state theory using a legal-empirical method through a qualitative field approach. Data was collected through literature reviews and interviews, analyzed descriptively and analytically. The results show that the program's implementation has included 15 outreach and mentoring activities. Fifteen adolescents received reproductive health education, 21 pregnant and breastfeeding mothers received nutrition and pregnancy health counseling, and 20 prospective couples participated in socialization on healthy pregnancy planning and the use of the Elsimil application. Growth monitoring was conducted at nine Posyandu centers with a total of 60 infants, and 37 cases of infants indicated as stunted were identified. Challenges faced include the absence of specific regulations regarding the program and resistance from the target groups, particularly adolescents and prospective brides and grooms who struggled to understand the Elsimil app. In conclusion, the program has a positive impact on efforts to accelerate stunting reduction, although improvements are still needed in terms of regulations, coordination, and culture-based education.

Abstract

Singarajan Village has economic potential through Micro, Small, and Medium Enterprises (MSMEs); however, most transactions are still cash-based, making them less efficient and more risky. To support digital economic transformation and financial inclusion, the community service team implemented the Quick Response Code Indonesian Standard (QRIS) as an integrated digital payment system. The method applied was a participatory approach through socialization, training, transaction simulations, and assistance with merchant registration for QRIS. The activities involved MSME actors, the village government, and support from Bank Indonesia and BRI as strategic partners. The results showed an increase in MSMEs’ understanding and skills in using QRIS, as evidenced by the growing number of merchants registering their businesses and their willingness to adopt cashless transactions. QRIS has proven to provide benefits such as payment convenience, transaction security, time efficiency, and opportunities to expand into digital markets. The recommendations include continuous mentoring, improved digital literacy, and strengthened network infrastructure to ensure the sustainability of QRIS adoption. Thus, QRIS has the potential to become an entry point for transforming rural economies to be more inclusive, efficient, and competitive.

Abstract

Indigenous communities in Indonesia are vital to preserving the nation’s rich cultural diversity and local wisdom. They safeguard a heritage that spans ancient languages, customs, and traditional knowledge. However, these communities face challenges such as the legal recognition of customary land, the protection of basic rights, and environmental preservation. This study employs a normative legal research method to analyse relevant laws and regulations regarding the existence and protection of indigenous communities. It highlights the urgency of enacting specific legislation to safeguard their rights and improve their social and environmental welfare. The findings show that while indigenous communities are numerous, diverse, and widely distributed, they often suffer from the erosion of their rights—including customary land rights (Ulayat Land), the right to revive traditions, and the right to live as Indigenous Peoples. Despite partial efforts by the government through the 1945 Constitution, the Agrarian Law, and the Human Rights Law, a clearer and more robust legal framework in the form of a Special Law on Customary Communities is needed. Such legislation would enhance legal protection and address legitimacy challenges, ultimately strengthening the safeguarding of indigenous rights across Indonesia.

Abstract

Flooding is one of the natural disasters that often occurs in many cities around the world, including in Makassar City, Indonesia. Flooding can be caused by various factors, such as high rainfall, poor drainage systems, and uncontrolled land use change. The impact of flooding can be very detrimental, both in terms of economic and social, including property losses. this research was conducted using a quantitative descriptive method which aims to describe the results of observations, proving the results of the analysis of the level of flood vulnerability by utilizing the Goole earth engine. Flood-prone areas are areas that from a physical and climatological point of view have the possibility of flood disasters within a certain period of time and have the potential to cause natural damage. Areas that have soil with poor water absorption, or rainfall that exceeds the soil's ability to absorb water. When heavy rains occur, there will be sudden flooding caused by the filling of dry drains with water. The zoning of the level of flood vulnerability in Makassar City is divided into 4, namely very vulnerable, vulnerable, less vulnerable, and not vulnerable. In general, Makassar City is included in the flood-prone class with physical characteristics, namely being in an area with a flat topography of 0-71 meters above sea level, rainfall amount of 2000 - 3000 mm / year, with a vegetation density of 0 to 5 meters, and a fairly low infiltration rate.
