Abstract

ABSTRACT The implementation of public services based on information technology in Bogor City Licensing Agency aimed to see if the problems that exist in licensing services to be better or not using technology equipment. This research was conducted also to look at the benefits and obstacles to their implementation of information technology in the public service based on information technology. To look at a complex problem and requires in-depth understanding, this research method using descriptive qualitative. For the result of that, it is necessary to do the interview, observation and documentation study to be able to get valid data. This research was held in the Integrated Licensing Services and Investment Coordinating Board in the city of Bogor. Based on the results of this study concluded that the quality of public services based on information technology has been dissatisfactory. The indicators of public policy implementation are seen through communication, resources, dispotition and bureaucratic structure with the consideration of transparency, participation and efficiency aspect. Public services based on information technology has not been able to provide accurate information for the public, community participation has not been good and the employees of Integrated Licensing Services and Investment Coordinating Board in the city of Bogor are lack utilizing the existing technology. The public services that is fast, easy, and appropriate in the presence of information technology has not been implemented due to the lack of use on online systems in the community. Abstract

ABSTRACT Motivations have an important role in improving employees work performance, one of them is by giving non-material motivation. The aim of this study was to determine the effect of non-material motivation to work performance. The method applied in this study was the associative method of quantitative approach with the intention in determining the influence of non-material motivation (X variable) on work performance (Y variable). The primary data in this study were obtained through a sample deployment with total samples of 54 employees at the Community Empowerment Agency in Gianyar regency. The analysis results of research findings showed that non-material motivation variable has positive and significant impacts on the employees’ work performances at the Community Empowerment Agency in Gianyar regency with the result of R2 was 71.0%, and the remaining 29.0% was influenced by other factors. The results of simple linear regression arithmetic showed that if the non-material motivation is constant, then the work performance will be 4,740. Meanwhile, if the non-material motivation is increased by 1%, automatically, the work performance will increase by 0.524. From the results of significant test was obtained that t count (11.285) is greater than t table (1.673) indicates that the non-material motivation has positive and significant impacts on the employees work performance at the Community Empowerment Agency in Gianyar regency. Abstract

ABSTRACT The Government must work harder to develop the Tourism Departement in North Badung due to inequality of tourism development with the South Badung, although this region has many abundant natural resources. For example the Bali Elephant Camp which is an icon of the Carangsari Tourism Village, Petang District. Based on the development of tourism system in the Petang District that involves cross-sectoral from government, the private sector and the public. Then we need to review about the tourism development’s partnership. The problem underlying this study is the lack of attention of the government due to infrastructure development of the attraction and other supporting facilities to increase this Tourism Village. The method used in this research is Qualitative Descriptive research methods. This study was conducted to determine how the partnership development of tourism sector in Bali Elephant Camp guided by the three principles of partnership, there are : Equity, Transparancy and Mutual Benefit. The results of this study indicate that the partnership made between the government, private sector and communities in the development of tourism in Bali Elephant Camp just by Equity and Mutual Benefit principle, while the Transparancy principle still not optimal. The partnership during this time do not have any form but according to the kinship principle in the course of the partnership. There was no contract between the government and the private sector is currently run partnership for the partnership in the sphere of small, but there is different to the community partnership that use employment contract because it involves the lease of land.. Abstract

ABSTRACT Incumbent Political Party Strategies Maintaining the Voters after Moving Political Parties In the legislative elections with a case study AANG Widiada reelected Post Moving from the Golkar Party to Nasdem as legislators Denpasar period 2014-2019. This  research has been done in north Denpasar District. This research using qualitative method with descriptive type of analysis. Primary data was collected through interview technique purposive sampling and snowball sampling. Secondary  Data obtained from news articles, the Internet, and books related to the study. The study refers to offensive and defensive strategies by Peter Schroder. The findings research is the offensive strategy implemented through Political Socialization Program and Performance Dharma Discourse at Pura Desa in Peguyangan village. Defensive strategies implemented through a mass ceremony of Memukur and Mesangih ceremony in Puri Peguyangan. Both of these strategies are winning strategies to pass the legislative elections in north Denpasar election area for the period 2014-2019. Abstract

ABSTRACT Bangli as one of the participating districts, regional head elections in 2015 in the province of Bali. Songan village is a village in the district of Kintamani Bangli regency. In 2015 Village Songan into one of the two actors participating in the election battle in gaining the support of the community in the area around Lake Batur. The theory used is the Theory of Democracy and the Theory of Capital were utilized two political actors in the General Election in the village of Bangli Songan. The method used is a qualitative exploratory. In this study found that the competition of two actors in the General Election in the village of Bangli Songan which raises two network utilization of capital which kinship networks and network state apparatus. Their kinship deployment, deployment over the state apparatus and there is a touch of the economic approach as a combination of capital used to mobilize the villagers Songan voice. So this research see that how these two political actors are able to utilize the capital that has been held in Bangli Election fight in 2015, especially in the village of Songan. Abstract

The study aims to determine the relations between social media to the chances of winning the candidate pairs of governors of DKI Jakarta in the first round election 2017 in North Jakarta Region. As a research frame, author use New Public Sphere theory by Karssen Mossberger. The method in this research is descriptive quantitative. The research instrument is a questionnaire which distributed to 400 respondents with a MoE of 5%. Determination of respondents using Multi-Stage Random Sampling technique. Based on the research, the author founds are: 85% of people in North Jakarta have social media and 335 respondents agree that social media can influence the chances of victory of candidate pair of governor of DKI Jakarta in elections 2017. Based on these findings, it can be concluded that social media can positively influence on the chance of winning the candidate pair of governor of DKI Jakarta in the 2017 election. Abstract

Women struggled so long to be able to have equal rights with men. The process of struggle continues into a movement. The majority of contemporary movements do not have a clear structural basis and not always through group mobilization, one of them through cultural productssuch as literary works by Oka Rusmini that tell about how Balinese women wrestle with the struggle to get equal rights with men in the middle of patriarchal tradition. The purpose of research is to know the resistance movement of patriarchal ideological in Bali in Oka Rusmini’s literary works 2000-2012. This research uses New Social Movement Theory and qualitative method of analysis. The findings of this research that the resistance movement by Oka Rusmini meets the criteria as a new social movement and is an movement that fight for women's issues through non-conventional political channels. This movement, firstly, affirmed by Oka Rusmini that her literature works is a resistance movement, second, according to semiotic analysis by Barthes that Oka Rusmini’s literature works is laden of resistance to patriarchy. Overall, Oka Rusmini’s literature works succeeded in influencing public opinion, making some new thinking, and getting political influence from the government. Abstract

The rulers of Minangkabau are inseparable from the leader of the tribe or clan, named Ninik Mamak. Ninik Mamak has responsibility for the tribe that he leads. As a framing, author using social capital theory which wants to know the strength of the network in a particular group. In this study the strength of Ninik Mamak network and its related tribal equations. The method used in this research is qualitative research method by using ethnography approach. The findings of research that the authors get in the field related to the existence of ninik mamak in Nagari Muara Panas on the elections simultaneously in Solok District in 2015 found that the people of Nagari Muara Panas still recognize the existence of ninik mamak in the middle of society and still believe in the words ninik mamak this Proven in terms of tradition and also the political aspect. Abstract

ABSTRACT This research reviews disaster management and pre-flight standard in domestic flight service at Bali Ngurah Rai International Airport. This research used descriptive qualitative method with in-depth interview and field study, beside that this research also used library study related to the problem studied. In this study which Angkasa Pura I as airport manager in disaster management related to response, recovery, and development where the activities conducted before and after the disaster occurred. Response is an action taken before and after the impact of a disaster to save lives, possessions, and who deal with direct disruption, damage to other effects caused by a disaster. Recovery is the process by which people and government helped to return to previous life functions after a disaster. And development is the relationship between disaster-related activities and national development intended to ensure that disaster outcomes are effectively reflected in future policies for the benefit of national progress. And how Angkasa Pura I in conducting response, recovery, and development towards standard of pre-flight in domestic flight service that formed in land operation management system. In the aerospace world, there are three main stages of service: pre-flight service, in flight service, and post flight service. Pre-flight service is the handling of passengers and aircrafts prior to departure (at the airport of origin). Keywords: Disaster management, Pre-flight service, response.

Abstract

The apad ulu system is a marriage sequence system for structural filling of the Prajuru of Customary Village. Patriarchy is still very inherent in the customary order, like ulu apad. Women seem to just follow the order made the majority by men. The research entitled "Gender Bias in the Selection of Prajuru of Customary Village Tenganan Pegringsingan, Manggis, Karangasem” aimed to provide exposure and description of gender bias in the selection of Prajuru in Customary Village Tenganan Pegringsingan, Manggis, Karangasem. This research used descriptive qualitative research method with in-depth interview. The theoretical basis used was the queer theory which mentioned identity was always associated with the labeling and regulated by universal law. Based on the analysis of the data obtained the findings that, first there was no election in the determination of positions because women automatically follow the position of their spouses. Second, dominant decision making in men; third, meeting is more routinely attended by men; fourth, women could not replace their partner position.
