Abstract

This article discusses the practice of modular parties as a discourse strategy that underpins patron-client relationships between politicians candidates, free-agent party functionaries, and mass voters. This practice departs from the conditions surrounding activism to mobilize voters in the context of: internal conflicts, parties that are too centralistic, the lack of regeneration, the de-ideologization of political parties, discourses about closed proportional elections, and the rampant phenomenon of cadres reconfiguring political parties. This article is based on qualitative interviews with groups of people in the networks of customary collectives, incumbent politicians, free agents, and political party functionaries in Bali. During the electoral process for the legislature in Bali, we conducted four interviews in 2021 and ten interviews in 2023. Bali is a province where the customary village-based activism is particularly important. The research is framed by constructivist institutionalism. We find that the network of customary collectivities and the relationship between free agents and incumbent politicians follows patron-client patterns. Within that pattern, actors innovate and communicate discourses about cultural preservation and the welfare of the customary collective. At the same time, they position the relevant leaders or parties as central actors who can provide solutions to the problems posed. This discourse strengthens ties between the mass of voters, free agents within the parties, and politicians or candidates. Such ties mobilize family-cum-community in the collectives of the villages and customary networks.

Abstract

Komisi Pemilihan Umum (KPU) memiliki peran penting dalam menyelenggarakan Pemilu sesuai dengan prinsip-prinsip Pemilu, salah satu kewenangan yang dimiliki oleh KPU yaitu berkaitan dengan penyusunan Daerah Pemilu. Namun kewenangan ini dinilai sangat dinamis dan berubah-ubah pada tiap pembentukan Undang-Undang Pemilu. Pada Putusan MK Nomor 80/PUU-XX/2022 tentang pengujian UU Nomor 7 Tahun 2017 tentang Pemilihan Umum tehadap UUD 1945 memutuskan mengembalikan sepenuhnya kewenangan KPU terhadap penyusunan daerah Pemilu terhadap seluruh tingkatan serta menyatakan bahwa daftar daerah pemilu pada UU Nomor 7 Tahun 2017 bersifat inkonstitusional. Menindaklanjuti hal ini KPU mengeluarkan PKPU yang tidak merevisi sama sekali susunan daerah pemilu pada tingkat DPR dan DPRD I. Penulisan ini menggunakan metode normatif dengan pendekatan perundang-undangan dan pendekatan konsep kemudian dianalis dengan metode interpretasi hukum. Hasil dari penelitian ini menyatakan bahwa dampak dari adanya Putusan MK Nomor 80/PUU-XX/2022 yaitu menimbulkan kewenangan baru bagi KPU namun tidak ada perubahan dengan dilimpahkan kewenangan tersebut kepada KPU oleh karenanya diperlukan adanya pembentukan komisi yang mengkhusus kepada penyusunan daerah Pemilu guna mengurangi beban kerja dari KPU dan berkonsentrasi memastikan bahwa penyusunan dapil tersebut sudah sesuai dengan asas-asas pemilu.

Abstract

This research aims to examine how the objectification of women and the exploitation of women's bodies are depicted in the movie "Suster Keramas".The author utilizes theories of patriarchy, women's objectification, and capitalism to analyze this topic.The author finds that the movie "Suster Keramas" overtly employs the objectification of women, evident through sensual scenes and the use of Rin Sakuragi, as the main character. The film's producers employ such tactics to attract audiences and generate profit. Despite the negative responses, "Suster Keramas" managed to attract a significant audience of 800,000 viewers at that time. This indicates that the film perpetuates patriarchal discourse through the objectification of women within its narrative. Moreover, the profit motive within the film aligns with the exploitative and expansionist nature of capitalism, thereby justifying the exploitation of women's bodies as a means to maximize profits. Hence, patriarchy and capitalism are closely intertwined in the movie "Suster Keramas."

Abstract

This research aims to analyze the polemic that occurred regarding the budget for the procurement of official clothing for the Tangerang City Regional People's Representative Council (DPRD) in 2021. Procurement of official clothing is an important part of the budget of government institutions, and controversy sometimes arises regarding transparency, fairness and accountability in its management. . The analytical method used involves documentation studies, interviews, and content analysis from various sources including official reports and media news. The findings of this research identify various issues such as the auction process, product quality, costs, and public perceptions of transparency and accountability in budget use. The implications of this analysis provide a clearer picture of the aspects that need to be improved in the management of the Tangerang City DPRD official clothing procurement budget to increase efficiency, effectiveness and integrity in the use of public funds.
