This article explores a form of symbolic interaction between the formal security apparatus of the State and sex workers in Bali. The study uses qualitative research methods with data collection methods for interviews and observations. Through this type of research traced the efforts of sex workers to communicate in order to negotiate their interests with the power represented by the local government security apparatus (apparatus). Sanders' (2001) and O'Neill's (2001) study shows sex workers are resistant to control. But in this capacity, sex workers have a communication style to negotiate activities with local state officials. Theory used symbolic interactionism from Blumer. In the field data obtained there are two types of meaning in symbolic interactions. Sex worker as a party spreading disease and violation of morality. Even this is used as building the meaning of the moral image of regional leaders. In this symbolic interaction meaning, sex workers with bureaucratic state apparatus are very dependent on social structures in society which depend on social status, involvement in sex trade organizations, and laws or policies related to the regulation of CSWs. Bali as a world tourism destination prioritizes the basic value of the development of cultural tourism and has never once declared it as sex tourism. It's just ironic that Bali is often used as a transit point for the existence of the trafficking industry before they depart overseas. Bali is used as the main transit of commercial sex workers in the women's trafficking network. Although in the interactionism the symbolic meaning of the repression of the state apparatus is still considered to manifest a patriarchal value system that provides more legal sanctions to service providers in this case sex workers, especially women, than their users, namely men.

The research focuses on “front and back stage” such as exposed in in-depth interviews of two drag queens: Mami Salsa and Mami Sisca, the first one from Denpasar, the second from Singaraja in North Bali. Mami Salsa started working as a drag queen in the late 90s and retired from performing in 2020. Having had a wife and children, he dresses as a man and is now considered a senior drag queen; he is not in good health, so he rarely performs and instead mentors young drag queen performers. As for Mami Sisca, “she” stopped performing as a drag queen in November 2019 and now works as a popular English teacher for kids as well as a cat and dog rescuer. She still dresses as a woman, and having gained wide social recognition during her “front stage” drag queen days, “she” is now a respected figure of Singaraja’s community. Socially integrated, both Mami Salsa and Mami Sisca show the type of positive evolution of urban tourism that shows people, place and poverty as aspects of the lives of drag queens. One of the ways that could help ordinary drag queens to follow the steps of Mami Salsa and Mami Sisca would indeed be for the hotel and restaurant association to give full recognition to their performing arts profession. This research advocates the drag queens coalition of Bali to have the pocket book and the web site to make their profession sound and legal.

This study seeks to describe the development of civil society. In the realm of political science, the role of civil society is one of the benchmarks for the development of democracy. In Indonesia, the transition period was marked by the collapse of Suharto's New Order, accompanied by the rapid growth of civil society. However, there has not been much research on the development of civil society in the local sphere. This research seeks to fill the gaps related to civil society development and democracy in the local sphere by focusing on Bali. The study used a qualitative method, particularly participant observation and interview. This study finds, first, the increasing tension between civil society actors and the state. Its shown in the state's efforts to limit the expression of civilian dissatisfaction with state policies. Second, the state's role is increasing in the life of civil society in Bali. In the context of Bali, Perda No. 4 of 2019 on Desa Adat shows recognition for indigenous peoples in Bali. The case of Bali displays the uniqueness of how the customs of the Balinese people, particularly in the civil society arena, influence the relationship with the state. It shows the inequality of power relations between the state and society. It confirms that tension between the state and civil society strengthened after policies that increased the state's intervention in civil society.

Pemberlakuan status Badan Layanan Umum (BLU) mengarahkan otonomi perencanaan dan pengelolaan pada Perguruan Tinggi Negeri. Pada konsekuensi ini, PTN memiliki kewenangan mengangkat, memberhentikan, dan mempromosikan Dosen secara mandiri melalui tenaga Dosen non Pegawai Negeri Sipil (PNS). Pemerintah Pusat menyediakan perangkat regulasi Permendikbud No. 84 tahun 2013 dimana PTN diberi ruang gerak melakukan sistem ujian mandiri yang mengedepankan prinsip akuntabilitas. Pada komitmen pembiayaan mandiri, beberapa PTN menetapkan mekanisme jenjang pengembangan karir dan kepangkatan Dosen tetap non PNS setara dengan jenjang karir Dosen PNS. Kegiatan pengabdian ini berangkat dari permasalahan keterbatasan metode pendampingan belajar khususnya pada kalangan siswa penyandang disabilitas tuna daksa dalam memahami mata pelajaran Pendidikan Kewarganegaraan (PKn) di SLB-D YPAC Bali. YPAC Bali merupakan satu-satunya lembaga penyelenggara pendidikan bagi siswa penyandang disabilitas tuna daksa di Provinsi Bali. Masalah yang mendesak dicarikan solusi adalah ketiadaan daya dukung metode pendampingan belajar berupa alat peraga. Salah satunya terkait materi di Pelajaran PKn yaitu materi Hak Asasi Manusia (HAM) dan Partisipasi Politik dalam Pemilu yang penyampaiannya masih merujuk pada metode ajar bagi siswa normal (non-berkebutuhan khusus/difabel) dan sama sekali tidak ada alat peraga bagi siswa penyandang disabilitas tuna daksa. Dropping bantuan perangkat pengajaran yang diberikan Pihak Pemerintah justru diperuntukan bagi siswa penyandang disabilitas tuna wicara, sehingga metode pembelajaran yang diberikan akhirnya tergantung sepenuhnya dari kreatifitas guru kelas masing-masing. Diakui Kepala Sekolah maupun guru pengampu mata pelajaran, mereka seringkali kesulitan dalam menjelaskan materi PKn terutama terkait soal kasus aktual yang harus dipahami oleh siswa, terlebih metode penyampaian materi harus dilaksanakan secara berulang. Bahkan pada konteks ini, banyak guru yang hanya mengejar ketuntasan materi tanpa disertai dengan adanya simulasi atau permainan melalui alat peraga tertentu yang dapat menunjang pemahaman siswa atas mata pelajaran. Padahal materi ini menjadi sangat penting mengingat terkait dengan aktualisasi atas hak-hak mereka sebagai warganegara sekaligus hidup di tengah masyarakat. Menjawab permasalahan diatas, kegiatan ini akan mengambil kelompok sasaran siswa SLB-D. Kegiatan ini menghasilkan luaran berupa metode pendampingan belajar berupa tayangan tematik yang diharapkan bisa memudahkan akses mereka dalam memahami materi ajar PkN yang penerapannya dilakukan di lingkungan pendidikan formal yaitu SLB-D YPAC Bali.

This article describes the political contestation of territorialization between conventional and online transportation services in pursuing space in the tourism industry in Bali. This article utilized an institutionalism-constructivist theoretical approach. The method is a qualitative approach with data collection by observation, interviews, and documentation. The results show that the tourism industry in Bali has encouraged new space for actors pursuing political and economic interests, especially after the inclusion of online transportation in areas that are convenient for actors who operate behind conventional transportation services supporting tourism. They actively form new institutions against the dominance of online transportation services by creating their governance amid regulations. Under the cooperative institution, governance is run by actors who control the two modes of transportation services. They include regional tourism associations (Sanur, Kuta, Canggu, Ubud, and Nusa Dua), airports, hotels, villages, and terminals. These modes of transportation services negotiate their respective political and economic interests.

This paper seeks to analyze the Black Lives Matter social movement that emerged from the anxiety of the American people towards various acts of racism that were rampant and even carried out by state officials. One of the most crowded cases was in 2018 when the arrest of George Floyd, who is black, experienced acts of violence committed by white police officers. Black Lives Matter began to emerge in 2013, becoming a form of community resistance that was initially initiated by three women from the black community who had a mission to eradicate white supremacy and build strength to overcome the rampant discrimination felt by the black race. The paper is wrapped in new social movement theory to help the author describe how Black Lives Matter became a small social movement that later went global and influenced political conditions in the United States.

Penelitian ini bertujuan untuk mengevaluasi kebijakan otonomi khusus Papua yang diimplementasikan oleh pemerintah Indonesia sebagai upaya untuk mengatasi konflik dan memenuhi aspirasi politik masyarakat Papua. Melalui pendekatan kualitatif dan studi kepustakaan, penelitian ini menganalisis sejauh mana kebijakan otonomi khusus telah berhasil mencapai tujuannya, serta dampaknya terhadap dinamika gerakan Papua Merdeka. Hasil penelitian menunjukkan bahwa implementasi kebijakan otonomi khusus belum sepenuhnya berhasil dalam meredakan konflik dan memenuhi aspirasi masyarakat Papua. Meskipun sebagian kelompok separatis memilih untuk terlibat dalam proses politik melalui lembaga-lembaga yang dibentuk dalam kerangka otonomi khusus, kelompok lain menolak kebijakan ini dan tetap memperjuangkan kemerdekaan melalui perjuangan bersenjata. Penelitian ini mengidentifikasi tantangan dan kendala signifikan dalam implementasi kebijakan, seperti kendala politik dan birokrasi, hambatan sosial, budaya, dan ekonomi, serta kurangnya sinergi antara aktor – aktor kunci. Untuk meningkatkan efektivitas implementasi kebijakan, penelitian ini merekomendasikan peningkatan koordinasi antara pemerintah pusat dan daerah, keterlibatan masyarakat dalam pengambilan keputusan, serta pendekatan yang lebih peka terhadap keragaman sosial dan budaya masyarakat Papua.

Penelitian ini mengeksplorasi pengaruh soft power Korea Selatan dalam marginalisasi kebaya sebagai identitas budaya Indonesia. Melalui studi kasus pada komunitas-komunitas kebaya, penelitian ini mengungkap adanya hegemoni budaya Korea yang menciptakan konstruksi identitas hibrid di kalangan anak muda Indonesia. Budaya populer Korea dianggap lebih modern dan atraktif, sementara kebaya dipandang kuno dan tidak relevan. Namun, komunitas kebaya melakukan resistensi dengan menegaskan kembali kebaya sebagai identitas budaya Indonesia melalui negosiasi identitas dan hibriditas baru. Kebaya dipadukan dengan unsur-unsur modern untuk menarik minat generasi muda sambil mempertahankan warisan budaya. Temuan ini menyoroti dinamika budaya dan identitas di era globalisasi, serta peran soft power dalam mempengaruhi pergeseran budaya lokal. Upaya pelestarian dan revitalisasi kebaya menjadi penting untuk mempertahankan warisan budaya Indonesia dan memperkuat identitas nasional.

Penelitian ini mengkaji peran aktor politik, seperti partai politik dan tokoh politik, dalam meredam stigmatisasi terhadap pengungsi Rohingya di Indonesia. Stigmatisasi masih terjadi akibat kurangnya pemahaman tentang status pengungsi dan stereotip negatif yang melekat pada etnis Rohingya. Aktor politik memiliki pengaruh dan kekuatan politik yang dapat digunakan untuk mengedukasi masyarakat serta mempromosikan kebijakan yang lebih ramah terhadap pengungsi. Upaya yang telah dilakukan antara lain mendorong peraturan perundang-undangan yang melindungi hak-hak pengungsi, mengkampanyekan penghapusan diskriminasi, dan memberikan dukungan bantuan kemanusiaan. Namun, tantangan seperti kurangnya komitmen, kepentingan politik, dan minimnya kesadaran tentang isu pengungsi masih menjadi kendala. Penelitian ini merekomendasikan peningkatan kerjasama antara pemerintah, aktor politik, organisasi masyarakat sipil, dan lembaga internasional, serta keterlibatan masyarakat dalam meredam stigmatisasi melalui program-program yang mendorong interaksi dan pemahaman antar budaya.
