Abstract

Land degradation poses a significant threat to environmental sustainability and agricultural productivity, particularly in regions experiencing rapid land-use change and increasing anthropogenic pressure. Mapping land vulnerability to degradation is essential for supporting effective land management and spatial planning policies. This study aims to assess and map land vulnerability to degradation using a Geographic Information System (GIS) approach. The analysis integrates multiple biophysical and environmental factors, including slope, soil type, land use/land cover, rainfall intensity, and vegetation index. A weighted overlay method was applied, with factor weights determined using expert judgment and relevant literature to generate a land degradation vulnerability index. The results classify the study area into low, moderate, and high vulnerability zones. Areas with steep slopes, sparse vegetation cover, and intensive land use exhibit the highest vulnerability to degradation. The vulnerability map highlights spatial patterns that can support targeted land management interventions and conservation planning. This study demonstrates that GIS-based spatial analysis provides an effective and reliable framework for identifying land degradation risks and offers valuable insights for policymakers in promoting sustainable land management and mitigating land degradation impacts.

Abstract

This study examines the implementation strategy and financing scheme of Scheduled Fecal Sludge Services (LLTT) in supporting regional development in Deli Serdang Regency, Indonesia. The background of this research is the persistent sanitation problem in rapidly growing urban and peri-urban areas, where inadequate fecal sludge management still poses environmental and public health risks. The objective of this study is to analyze the implementation process of LLTT and to formulate an effective and sustainable financing model to support sanitation service delivery. The research employs a qualitative descriptive method with data collected through observation, in-depth interviews, and documentation involving government officials, service operators, community users, and related stakeholders. Data were analyzed using policy implementation theory (Edwards III model) and financing scheme analysis, including full cost recovery, partial subsidy, cross-subsidy, and public–private partnership (PPP) approaches. The results show that LLTT implementation is influenced by communication, resources, disposition, and bureaucratic structure, while financing remains the most critical factor for sustainability. The partial subsidy model is identified as the most feasible approach, supported by cross-subsidy and potential PPP collaboration. In conclusion, LLTT implementation in Deli Serdang is strategically positioned for growth but requires stronger institutional coordination, improved infrastructure, and innovative financing mechanisms to ensure long-term sustainability and regional development impact.

Abstract

Disaster risk has become an increasingly critical global issue due to the rising frequency and intensity of climate-related hazards, particularly tropical cyclones, which significantly impact vulnerable settlements worldwide. In Indonesia, a disaster-prone archipelagic nation, Cyclone Senyar caused severe damage in South Tapanuli Regency, North Sumatra, resulting in extensive destruction of housing and the displacement of communities. This study aims to analyse the role of Temporary Housing (Hunian Sementara/HUNTARA) in post-disaster recovery and its contribution to settlement rejuvenation in the affected region. The research employs a qualitative case study approach supported by SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and IFAS–EFAS matrix evaluation. Data were collected through in-depth interviews, field observations, and document analysis involving key stakeholders such as disaster management agencies, local government, and affected communities. The data were analysed using an interactive model to identify the strategic factors influencing HUNTARA development. The findings reveal that HUNTARA development in South Tapanuli is supported by strong internal factors, including regulatory backing, land availability, local architectural wisdom, and community participation. However, challenges remain, including limited budgets, inadequate skilled labour, infrastructure damage, and weak inter-agency coordination. External opportunities such as national rehabilitation programmes and improved construction technologies further enhance development potential. The SWOT analysis positions the programme in a growth-oriented strategy quadrant, indicating strong prospects for integrating temporary housing into long-term settlement renewal. In conclusion, HUNTARA serves not only as an emergency shelter solution but also as a strategic instrument for sustainable settlement rejuvenation. Future disaster recovery planning should strengthen institutional coordination, enhance spatial planning systems, and integrate community-based approaches to improve resilience and long-term sustainability.
