Abstract

The number of BPJS Employment participants in Sidoarjo Regency experienced a significant decline, especially for non-formal workers in 2018-2019. This condition is inseparable from the policy of implementing employment. This research is a qualitative descriptive study. The research was carried out at the BPJS Employment Office of the Sidoarjo Branch. The focus of this research includes: 1) Implementation of BPJS Employment Policy in Sidoarjo Regency, 2) inhibiting and supporting factors of BPJS Employment Policy Implementation in Sidoarjo Regency. The data of this research are primary and secondary data collected by interview, observation, and documentation. The informants of this research include employees of BPJS Employment in Sidoarjo Regency, and BPJS Employment Participants. Data analysis used Milles and Hubberman qualitative descriptive analysis. The results of the study state that 1) BPJS Employment in Sidoarjo Regency in implementing policies has paid attention to the dimensions of policy implementation, namely communication, resources, disposition and bureaucratic structure. a) Communication, namely in carrying out policy implementation using communication internally and externally smoothly, clearly, and consistently; (b) resources, namely in carrying out policy implementation, competent human resources, quality information, and adequate facilities are supported; (c) disposition, namely in running.

Abstract

The purpose of this research is to describe and analyze the service package c death certificate at the Department of Population and Civil Registration of Sidoarjo Regency. This study used a qualitative type method approach which took place in the Sidoarjo District Civil Service Office as the location of the research. This research is presented with data collection techniques through observation, interviews, and documentation. The technique of determining the informants used purposive sampling, and data analysis was carried out by data collection techniques, data reduction, data presentation, and conclusions or verification. The results of this study use the theory of public service quality which can be seen from the unfulfilled resources of the Sidoarjo Ministry of Civil Service and Civil Service, based on a review of several dimensions such as Tangible, which shows a lack of employees in the issuance of death certificates and insufficient sarpras, Reliability. (Reliability) there are SOPs stated in the Perbup), Responsiviness (Response) becomes less than optimal because the number of employees in the publishing division is only 2 (two) people and the applicant is 40 people each day, the Sidoarjo Dispendukcapil Assurance issues death certificates, KK , KTP, and Emphaty (Empathy) can be seen from the services that have met the service standards of the OPD (Regional Apparatus Organization), but it is necessary to add additional employees in the publishing department so that the service can be maximized.

Abstract

This study aims to analyze and describe the innovation of the Public Service Mini Mall, Sukodono District, Sidoarjo Regency and the obstacles faced in the implementation of the Public Service Mini Mall innovation, Sukodono District, Sidoarjo Regency. The research method uses descriptive qualitative, data collection is done by interview, observation, documentation and review of relevant literature. The technique of determining the informants used purposive sampling technique with the research subjects namely the Head of the General and Civil Service Subdivision, Service Staff, Service Information Officers and the community as service recipients. And the data analysis technique used is data reduction, data presentation and conclusion drawing/verification. The results of this study indicate that the novelty in the innovation of the Public Service Mini Mall, Sukodono District, Sidoarjo Regency is the first Public Service Mini Mall in Indonesia at the sub-district level. And is an expansion of public services from the Sidoarjo Regency Public Service Mall located on the East Ring Road. With this innovation that has this novelty, the community, especially the Sukodono District and surrounding areas, is easier and closer to getting public services.

Abstract

This study examines the empowerment of rice farmers in Kematan Tarik, in the agricultural process it is not uncommon to have several obstacles that often occur such as crop failure due to planthoppers and rats which often result in losses experienced by farmers. Therefore, there is a need for innovation related to the problems that occur in Tarik District. The purpose of this study is to determine the role of the Department of Food and Agriculture in providing innovation related to the problems that occur. This study uses a qualitative method of data obtained through observation, interviews. Data analysis techniques in this study are data collection, data reduction, data presentation and conclusion drawing.

Abstract

This study aims to identify and analyze the application of population administration service SOPs for making E-KTP in Candi District. This research is a qualitative descriptive study using purposive sampling technique. In this study, the informant was the head of the public service section as key informants, sub-district staff and the community as informants. Data collection techniques by observation, interviews and documentation. Analyzing techniques of data collection, data reduction, data presentation, drawing conclusions. The results of research in the field of implementing SOPs for population administration services for making E-KTP in Candi District are consistently carried out by service officers to the community as service recipients that carry out the appropriate SOP. Commitment that the awareness of service personnel is running, continuous improvement of SOPs every year. The application of SOPs is not binding, but is carried out properly and is flexible. All important elements in the implementation of SOPs that are carried out All officers who run SOPs are in accordance with and never violate the SOPs that are made and mutually agreed upon, Good documentation. The existence of supporting and inhibiting factors in the implementation of SOPs. Highlights: Consistent application of SOPs: The research findings indicate that the implementation of SOPs for population administration services in Candi District is consistently carried out by service officers, ensuring the appropriate procedures are followed. Commitment to continuous improvement: The study highlights the commitment of service personnel in continuously improving SOPs for population administration services, reflecting their awareness and dedication to providing quality service. Supporting and inhibiting factors: The research identifies the presence of both supporting and inhibiting factors in the implementation of SOPs, emphasizing the importance of understanding and addressing these factors to ensure effective service delivery. Abstract

This study investigates the quality of Maternal and Child Health (MCH) services at Prambon Health Center in Sidoarjo Regency and identifies inhibiting factors. Using qualitative methods, data was gathered through interviews, observation, and documentation. Findings reveal satisfactory levels of responsiveness, guarantees, and empathy, but deficiencies in reliability and physical evidence due to incomplete ultrasound equipment and a shortage of health workers. Addressing these issues is crucial for enhancing MCH service quality and improving health outcomes in the community. Abstract

This study examines the management of BUMDes Sedayu Prima Makmur in Kludan Village, Sidoarjo, identifying issues that hinder significant progress. Using a qualitative descriptive approach, data were collected through observation, interviews, and documentation. Analysis revealed that while goal-setting and procedures are well-implemented, poor marketing limits product visibility. Organizational challenges include a lack of management members and insufficient village government knowledge about BUMDes. Despite good guidance and coordination, supervision is weak due to the absence of annual reports and limited village government involvement. The study highlights areas for improvement to enhance BUMDes performance and support village economic development. Highlight: Effective planning is hindered by poor marketing of existing programs. Organizational structure suffers from insufficient management members. Supervision lacks due to absence of annual reports and limited involvement.
