Abstract

Tourism villages can develop and overcome challenges by adopting a collaborative governance approach, involving all stakeholders in the decision-making and planning process. While collaborative governance may seem beneficial, there are arguments against this approach regarding developing tourist villages. Some critics argue that involving all stakeholders in decision-making can lead to conflicts of interest and slow decision-making. Having a clear hierarchical structure for decision-making, with local authorities and experts at the helm, may be more effective in meeting the immediate needs of rural tourism. This literature review examines the current body of research on the impact of collaborative governance on the development and success of rural tourism. This paper will analyze the benefits and drawbacks of cooperative governance, as well as present case studies that showcase its efficacy in various tourism village settings. The approach involves doing an extensive literature search utilizing databases and pertinent keywords pertaining to collaborative governance and tourist villages. The aforementioned sources offer valuable understanding of the determinants of fair and efficient collaborative governance in the development of rural tourism. The outcomes of this literature review will enhance comprehension of the role of collaborative governance in advancing flourishing rural tourism and offer suggestions for future study and implementation in this domain. The findings indicate that the key factors for achieving suitable and efficient collaborative governance in tourist villages are wide and equitable collaboration, legitimate and competent organizers, and sufficient resources. These decisive characteristics facilitate efficient decision-making, settlement of conflicts, and mobilization of resources for the sustainable growth of village tourism. Ultimately, collaborative governance is crucial in fostering the growth of tourist settlements.

Abstract

This study examines the implementation of the pentahelix model in the development of Paksebali Tourism Village toward sustainable tourism in Klungkung Regency. Using a qualitative approach, data were collected through in-depth interviews with government officials, academics, business actors, tourism group (Pokdarwis) managers, and community members, supported by field observations and documentation studies. The data were analyzed using inductive thematic coding to identify collaboration patterns, actor roles, and key challenges. The findings show that the government functions as a regulator and facilitator through policy support, infrastructure development, and capacity-building programs, although coordination between agencies remains inconsistent. Academic involvement contributes to potential mapping and community mentoring but is generally short-term and lacks continuity. Business actors strengthen the tourism economy but tend to work independently, resulting in limited integration with village development plans. The community becomes the core driver of attractions and tourism activities, yet still faces obstacles in service standards, digital literacy, and human resource capacity. The media element shows the weakest performance, with limited digital promotion and minimal collaboration with external media partners. Overall, the realization of the pentahelix model in Paksebali has begun but is not yet optimal. Strengthening coordination mechanisms, sustaining programs, enhancing digital promotion, and improving stakeholder synergy are essential to support sustainable tourism development.

Abstract

The phenomenon of tourism commercialization in the Pura Luhur Uluwatu area highlights a tension between economic interests and the preservation of sacred cultural values. The temple, which serves as a Hindu place of worship as well as a popular tourist destination, presents significant challenges for the local community in maintaining a balance between religious values and the demands of modern tourism. This study aims to analyze the role of the Uluwatu community in addressing tourism commercialization pressures and to explore how traditional societies preserve cultural values through local wisdom and inherited social systems. The research employs a literature review method by examining relevant academic sources such as journals, books, and research reports on cultural commercialization, community participation, and sustainable tourism management in Bali. The findings reveal that the Uluwatu community plays a vital role in protecting the sanctity of the area through the enforcement of awig-awig (customary law), social monitoring, and participatory communication among residents to balance economic and spiritual interests. Moreover, the active involvement of the government, tourism operators, and visitors is crucial in promoting ethical and sustainable tourism management in this sacred area.

Abstract

This study aims to analyze the implementation of AIDA communication elements (Attention, Interest, Desire, Action) on the Instagram account @indonesia.g20 during Indonesia’s G20 Presidency. A qualitative descriptive approach was employed through observation, documentation, and interviews with one expert informant and five followers selected using purposive sampling. The findings indicate that @indonesia.g20 effectively attracted public attention through informative visual content and interactive Instagram features. Audience interest and desire were developed through creative content presentation and transparent information delivery. The action stage was reflected in audience engagement, such as following the account, liking, commenting, and sharing information related to G20 activities. This study concludes that Instagram played an effective role as a digital communication medium in enhancing public engagement during Indonesia’s G20 Presidency.
