Abstract

AbstrakKajian perbandingan administrasi publik telah berkembang sejalan dengan perkembangan ilmu administrasi publik. Tujuan paper ini adalah mengetahui reformasi manajemen publik di Indonesia dikomparasikan dengan Prancis. Komparasi ini tidak mendudukkan Indonesia vis a vis dengan Prancis, namun untuk menemukan lesson learned untuk membangun Indonesia menjadi lebih baik. Metode yang digunakan adalah studi pustaka. reformasi manajemen publik di Indonesia mempertahankan banyak fitur inti dari negara neopatrimonial yang fundamental, di mana elit politik dan ekonomi yang berkuasa melakukan kontrol ketika beroperasi dalam administrasi publik Weberian.  Model reformasi negara Prancis sebagaimana negara-negara eropa kontinental berdasarkan modernisasi (Bouckaert, Pollitt, 2000). Pada negara Prancis, menganggap administrasi negara sebagai domain otonom terpisah dari masyarakat sipil '(Clark, 1998, hal. 100) dan diatur oleh aturan hukum. Berdasarkan studi komparasi reformasi manajemen publik di Indonesia dan Prancis lesson learned yang dapat penulis sampaikan adalah: a) Pelaksanaan Reformasi pada suatu negara harus memperhatikan aspek proses sosial-ekonomi, sistem politik, kebijakan elit berkuasa, dan sistem administrasi;  b) Reformasi pada negara maju maupun negara berkembang cenderung mengarah pada penciptaan good government dengan mengadopsi prinsip-prinsip NPM pada tata pemerintahan;  c) Dorongan reformasi untuk membangun good government dengan menerapkan NPM melalui paket-paket reformasi harus dibaca ulang disesuaikan dengan karakteristik sosial, budaya, politik dan kondisi masyarakat suatu negara. Kata kunci: perbandingan reformasi, manajemen publik. AbstractComparative studies of public administration have developed in line with the development of public administration science. The purpose of this paper is to find out public management reform in Indonesia compared to France. This comparison does not place Indonesia vis a vis with France, but to find lessons learned to build a better Indonesia. The method used is literature study. Indonesia's public management reforms retain many of the core features of a fundamentally neopatrimonial state, over which the ruling political and economic elite exercise control while operating within the Weberian public administration. The French state reform model as continental European countries is based on modernization (Bouckaert, Pollitt, 2000). The French state considers state administration as an autonomous domain separate from civil society' (Clark, 1998, p. 100) and governed by the rule of law. Based on a comparative study of public management reform in Indonesia and France, the lessons learned that the author can convey are: a) The implementation of reform in a country must pay attention to aspects of socio-economic processes, political systems, policies of the ruling elite, and administrative systems; b) Reforms in both developed and developing countries tend to lead to the creation of good government by adopting the principles of NPM in governance; c) The impetus for reform to build good government by implementing NPM through reform packages must be re-read in accordance with the social, cultural, political and social characteristics of a country. Keywords: comparative reform, public management

Abstract

The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

Abstract

Police interviews with suspects often face criticism due to distortions in the preparation of examination reports. These distortions arise from a lack of understanding of the basic linguistic principles governing oral discourse production and the differences between spoken and written language. This study addresses the following research questions: (a) What is the structure of interrogative sentences?; (b) What strategies are employed in the formulation of interrogative sentences?; (c) How are investigative interview questions classified? The objectives of this study are to elucidate: (a) the structure of interrogative sentences; (b) strategies for formulating interrogative sentences; (c) the classification of investigative interview questions. This qualitative study utilizes a case study approach. Primary data sources include interviews with five police investigators from the East Java Regional Police and secondary data from ten examination reports in defamation cases from local police departments in East Java, Indonesia. Primary data were collected using semi-structured interview techniques. The study employs an interactive model of qualitative data analysis. This research reveals: (a) clear, precise, logical, and unambiguous sentence structures that enable suspects to provide complete and structured information; (b) current strategies used by investigators in information elicitation, utilizing the SI-A-DI DE-MEN BA-BI model; (c) the classification of police investigative interview questions into broad open-ended questions and narrow open-ended questions. The application of forensic linguistics techniques in police investigative interviews contributes new insights by developing adaptive and contextual interview methods. These methods effectively and accurately elicit information related to defamation cases, promoting justice in legal processes.

Abstract

This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.

Abstract

AbstractSanitation management is an important part of sustainability in line with the Sustainable Development Goals (SDGs). For this reason, the Directorate General of Human Settlements (IPLT) has built an infrastructure for sewage treatment plants (IPLT) in an effort to increase public access to sanitation services. For optimal and sustainable IPLT, it is necessary to separate the functions of regulator and operator managing the sanitation sector through institutional development of the technical implementing unit (UPTD). The focus of the discussion of this article is on the analysis of the institutional development of the UPTD for the management of IPLT Infrastructure in Ponorogo Regency in 2021. The results of the research are that institutional development is running according to the SE Ministry of Home Affairs No 061/4338/OTDA concerning Consultation Guidelines for the Establishment of Branch Offices and UPTDs, however, in the consultation process for KA UPTD PALD Ponorogo Regency at the Bureau of Organization of East Java Province was delayed because of the "Acceleration Process for Equalization of Positions in the Regional Government Environment" agenda by the Ministry of Home Affairs as stated in a Circular from the Ministry of Home Affairs Number 800/6078/OTDA. Abstract

Abstract The research objectives are (a) Knowing the readiness of Micro, Small and Medium Enterprises (MSMEs) in digitalization to build business resilience in the new normal era; (b) Explaining digital business innovation for MSMEs in building business resilience in the new normal era. This research is basic research with the theme of digital marketing from MSMEs in building business resilience in the new normal era. The MSME business can absorb a large workforce which has implications for reducing unemployment and improving the economy so that it has an impact on reducing the poverty rate as the goal of the Sustainable Development Goals. Conclusion Readiness to digitize MSMEs to Build Business Resilience in the New Normal Era: MSMEs are not fully ready to immediately switch to digital. Smartphones or laptops connected to the internet are quite a lot owned by MSMEs in running a business, but not all of them use them to market their products digitally. MSME Innovations in Building Business Resilience in the New Normal Era include: Adapting to new ways of working, integrated digital and technology systems, resilient supply chains, building business relationships; improve service quality; study business technology; social media understanding; selling on marketplaces. Abstrak Tujuan penelitian adalah (a) Mengetahui kesiapan Usaha Mikro Kecil dan Menengah (UMKM) dalam digitalisasi untuk membangun ketahanan bisnis di era new normal; (b) Menjelaskan digital business innovation UMKM dalam membangun ketahanan bisnis di era new normal.Penelitian ini merupakan penelitian dasar dengan tema Digitalisasi pemasaran dari UMKM dalam Membangun Ketahanan Bisnis di Era New Normal. Bisnis UMKM dapat menyerap tenaga kerja yang besar implikasinya dapat menurunkan pengangguran dan peningkatan ekonomi sehingga berdampak pada penurunan angka kemiskinan sebagaimana tujuan Sustainable Development Goals. Kesimpulan Kesiapan digititalisasi UMKM Untuk Membangun Ketahanan Bisnis di Era New Normal: UMKM ini tidak sepenuhnya siap untuk serta merta beralih ke digital. Smartphone atau Laptop terkoneksi internet cukup banyak dimiliki pelaku UMKM dalam menjalankan usaha, namun tak semua menggunakannya untuk memasarkan produk secara digital. Innovation UMKM Dalam Membangun Ketahanan Bisnis di Era New Normal diantaranya adalah: Beradaptasi dengan cara kerja yang baru, sistem digital dan teknologi terintegrasi, rantai pasokan yang tangguh, bangun relasi bisnis; tingkatkan kualitas layanan; belajar teknologi bisnis; pemahaman media sosial; jualan di marketplace.

Abstract

Swearing in society is a multifaceted phenomenon influenced. The purpose of this research is to understand the context of swearing among Generation Z in Surabaya and the differences in swearing between male and female Gen Z individuals in Surabaya. This research uses qualitative research methods involving 45 Generation Z informants from Surabaya. The results of the research show that the decision by Gen Z Surabaya is influenced by emotional context, social norms, culture, and group bonding to strengthen social ties, express emotions, and maintain their unique identity. Male Gen Z in Surabaya use the swear word “jancuk” with a higher pitch and rarely modify it, while female Gen Z use it with a lower pitch and frequently modify it. The conclusions of this research are first, the context of swearing among Generation Z in Surabaya occurs in informal situations among close friends for joking, easing the atmosphere, and insulting to demean the conversation partner, all influenced by Arek culture. Secondly, the difference in swearing between male and female Gen Z in Surabaya is that male Gen Z often use a higher pitch and rarely use modified swear words, while female Gen Z do not always use a high pitch and often use modified swear words to maintain their image. The use of swearing by both male and female Gen Z within the Arek Surabaya culture demonstrates intimacy, openness, egalitarianism, and the absence of social distance.

Abstract

Collaborative governance has been widely recognized as an effective strategy to address complex public challenges, particularly in managing urban green spaces. This research examines systemic leadership in promoting cross sectoral collaboration for sustainable urban green space management. Specifically, it explores the role of systemic leadership in fostering cross-sectoral collaboration for sustainable urban green space management in Surabaya during Mayor Tri Rismaharini’s administration (2010-2020). A qualitative case study approach was employed, involving in-depth interviews with 15 informants from various sectors, document analysis, and observations. The findings reveal that systemic leadership ensures alignment between private sector contributions and public goals. Additionally, the integration of multifunctional green infrastructure, such as pedestrian pathways and stormwater management systems, contributes to environmental sustainability and urban resilience. This study reinforces existing collaborative governance theory and highlights the importance of long-term leadership in nurturing sustainable urban green space partnerships. It concludes that systemic leadership acts as a balancing force among stakeholder interests, facilitating compromise and institutional interactions crucial to achieving collaborative goals. This research contributes to the literature by emphasizing the significance of systemic leadership in promoting sustainable urban governance and offers practical insights for policymakers and urban planners to enhance collaborative processes in similar contexts.

Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.
