Abstract

This study analyzes empirically the governance policies for the development of the Kawasan Seribu Rumah Gadang (SRG) in Solok Selatan Regency. This study uses a qualitative descriptive method with the location of Koto Baru, Sungai Pagu. Data was collected through interviews and documentation. This research shows that governance policies have not had a positive impact on people's welfare. This is due to poor management of the revitalization of Rumah Gadang, Homestay, and improvement of supporting facilities. This study concludes that local governments have not succeeded in implementing SRG tourism development governance policies by the plans that have been set.

Abstract

This research was motivated by the condition of Padang City which was at high risk of the earthquake and tsunami. Therefore an integrated and comprehensive disaster risk reduction effort is needed in order to minimize the adverse effects if an earthquake and tsunami occur at a time. The birth of Law No. 24 of 2007 changed the paradigm of disaster management, namely disaster management is the responsibility of the government, business and society. One of the bridges between the government and the community is NGOs. NGOs have a very important role in disaster management, especially in providing information from the public to the government. But in this case the synergy of Padang City BPBD and NGOs in reducing disaster risk is still lacking. This can be seen from efforts to reduce disaster risk dominated by NGOs. The method used in this research is descriptive qualitative method. The technique of collecting data uses observation, in-depth interviews, and documentation studies. Data analysis techniques using triangulation. The results showed that the Synergy of the Regional Disaster Management Agency (BPBD) of Padang City with Non Government Organizations (NGOs) in reducing disaster risk in the city of Padang had not been implemented well because cooperation between the BPBD of Padang City and NGOs was like conducting disaster socialization, dominated by NGO. Coordination between the Padang City BPBD and NGOs has also not been effective. This can be seen from several subindicators that have not been implemented properly, namely the continuity of coordination, clear formulation of authority and responsibility and effective communication.

Abstract

This study aims to determine the flood disaster mitigation in Nagari Taram which is carried out by the regional disaster management district of Lima puluh kota. There are still frequent floods in Nagari Taram, especially during the rainy season, although there has been mitigation carried out by the BPBD district of Lima puluh kota. Mitigation is carried out by normalizing the Batang Sinamar river, building gabions, enlarging river flow and installing grass thickets to retain river cliffs. This research method is a qualitative method with a descriptive type. The location of this research is in the office of the district disaster management agency in fifty cities, the office of public works and spatial planning as well as the office of the Taram nagari guardian. Collecting data using observational interviews and documentation studies. Research information is a number of heads of fields, heads of sections in disaster management agencies in the district of Lima Puluh Kota. The results of the study indicate that there have been mitigation actions from the BPBD district of Lima puluh kota

Abstract

There are complaints from the people who are the targets in the implementation of the Permindo Night Market program, especially shop-house traders and parking attendants who state that the Permindo Night Market does not have a positive impact on increasing their income. This study aims to see the impact of the implementation of the Permindo Night Market Program on the income of street vendors in the Permindo area. This research method is qualitative. This study found that the success of the implementation of the Permindo Night Market program was only felt by street vendors. Meanwhile, the target of the Permindo Night Market program planned by the Padang City Government is not only street vendors, but also shop-house traders and parking attendants as people who seek income on Jalan Permindo

Abstract

This study intends to find out what are the obstacles in dealing with landslides carried out by the Regional Disaster Management Agency of Agam Regency, which trigger the problem, namely the delay in information received during the landslide disaster. This research was carried out using a qualitative descriptive method, the technique of determining research informants was by purposive sampling. Data collection techniques by means of observation, interviews, and documentation. Data Analysis Techniques, namely by reducing the presentation of data and drawing conclusions, the validity of the researcher's data is triangulation of sources. The obstacles faced in landslide disaster management by BPBD Agam Regency are divided into two parts, namely Internal and External Constraints. The results show that the internal constraints faced by the BPBD of Agam Regency are insufficient funds, minimal equipment used in response, and limited capacity of members. Meanwhile, the external obstacle faced by BPBD Agam Regency is the lack of awareness and concern of the community in understanding the potential for disasters that exist in the environment where they live

Abstract

This paper is based on research that describes the involvement and design of strengthening policy actors in tsunami risk governance in Padang City. This paper also describes the policy design for strengthening disaster risk governance based on these actors' participation in research findings. The approach used in this research is a qualitative method with data collection through in-depth interviews, focus group discussions, and data studies. Data processing and analysis were performed using matrix coding and model design on the NVivo 12 Plus. The research findings illustrate that the involvement of local government actors is at the highest level in disaster risk governance policies in Padang City. Furthermore, non-governmental organisations, communities, vertical governments, digital communities, and business sector actors have successive roles in disaster risk policies. Recommendations for the involvement of local communities can be made by increasing capacity and engaging in disaster risk governance actions. On the other hand, the recommendation of non-governmental organisations (NGOs') participation should be maintained and facilitated by designing regulations that reduce the risk of a tsunami disaster. Local governments are involved in strengthening budgeting, coordination, and partnerships as the leading sector in disaster governance.

Abstract

This descriptive qualitative research examines the impact of village funds on stunting prevention policies in Nagari Padang Lua, Agam Regency. Data were collected from relevant agencies and parties in the village through interviews, observations, and documentation studies, then reduced to obtain accurate conclusions. The results show that the Nagari government has conducted stunting socialization, integrated healthcare center services for pregnant women and toddlers, and provision of the Supplementary Feeding Program (PMT) for toddlers. However, these programs have not been effective in preventing stunting due to the lack of involvement of pregnant women and parents of toddlers as the main targets, limited integrated healthcare center facilities and infrastructure, and low community participation and awareness.

Abstract

This research aims to identify the factors that become obstacles in the implementation of the role of the Gunungsitoli City Government in improving community preparedness for earthquake disaster risk. This research is a qualitative study that applies the descriptive method. The research findings indicate that there are two obstacles that hinder the role of Gunungsitoli City in improving community preparedness for earthquake disaster risk, namely internal and external obstacles.

Abstract

This research focuses on the problem of flood disasters which often occur every year and flood management carried out by the Solok City government. The research was carried out with the aim of finding out the driving and inhibiting factors in flood management in Solok City. The research uses a qualitative approach with descriptive methods. The research locations are at the Regional Disaster Management Agency (BPBD) Solok City Office, Solok City Public Works and Spatial Planning Service (PUPR), and Solok City Housing and Settlement Area Service (PERKIM). Research informants used purposive sumpling techniques. Data collection was carried out by interviews, observation and document study and data analysis by data reduction, data presentation and drawing conclusions. The results of the research show that the government has made efforts to overcome floods by conducting outreach and simulations, carrying out monitoring, carrying out cleaning of river sediments and ensuring that river operations can run well. It requires encouragement from all parties so that it can be carried out well, but the implementation has not been effective because it is still ongoing. obstacles were found in its implementation.

Abstract

Job training is a community empowerment effort carried out by the government in order to shape people into workers who have competence and are ready to enter the world of work. In carrying out training, there will definitely be several obstacles that hinder the training process from running optimally. So research was conducted to determine the obstacles in community empowerment efforts at the Darul Makmur Sungai Cubadak Islamic Boarding School Community Job Training Center through job training. This research uses a qualitative approach with descriptive methods. The data collection techniques used were interview and documentation methods. The results of the research show that there are obstacles that hinder the community empowerment process at the Darul Makmur Sungai Cubadak Islamic Boarding School Community Work Training Center, consisting of internal obstacles and external obstacles.
