Abstract

Sumatera Barat merupakan daerah yang termasuk kedalam wilayah rawan bencana gempabumi karena Sumatera Barat berada di pantai barat pulau Sumatera yang secara tektonik berdekatan dengan zona subduksi (Subduction zone). Merujuk pada hasil penelitian Cahyati Damayanti, diketahui bahwa Energi yang dilepaskan dari Gempa Megathrust segmentasi Mentawai-Pagai pada tahun 2010 yang lalu baru hanya sepertiga dari energi Gempa yang ada pada segmentasi tersebut. Maka dibutuhkan monitoring dan kajian lebih lanjut. Karena jika energi Gempa yang dihasilkan kedepannya lebih besar maka Tsunami yang dapat terjadi juga lebih besar 3 kali lipatnya. Hal ini dibuktikan juga dengan simulasi Gempa Megathrust tahun 1314. Dari penelitian Cahyati Damayanti tersebut dapat dipahami apabila energi gempabumi yang dihasilkan pada segmentasi Mentawai lebih besar dari yang sudah dimodelkan, maka Tsunami yang berkemungkinan dapat terjadi lebih besar 3 kali lipat. Maka dampak akibat bencana Tsunami di Nagari Salido juga 3 Kali Lipat lebih besar dari sebelumnya. Upaya kesiapsiagaan Gempabumi dan Tsunami adalah pemenuhan hak masyarakat dalam bidang penanggulangan bencana. Hal ini diatur di dalam Undang-Undang Nomor 24 Tahun 2007 tentang Penanggulangan Bencana, Masyarakat memiliki hak-hak yang harus dijamin oleh Negara, hak informasi, hak katas perlindungan, peningkatan kemampuan, hak pengawasan, hak berperan serta, dan hak mendapatkan bantuan saat terjadi bencana. Masyarakat merupakan pelaku utama dalam penanggulangan bencana dan sekaligus korban bencana, masyarakat harus siap dan mumpuni pada batasan tertentu dalam menangani bencana sehingga dampak risiko bencana diharapkan tidak meningkat ke sekala yang lebih besar. Oleh karena itu upaya kesiapsiagaan seharusnya menjadi pilihan tindakan yang berbasis masyarakat.

Abstract

The purpose of this article is to describe the research findings in the form of the effectiveness of Universitas Negeri Padang governance in achieving good university governance (GUG); researchers describe how the implementation of governance in achieving a GUG. Further research objectives are to look at Universitas Negeri Padang's governance and the supporting and inhibiting factors in realizing the effectiveness of the governance of Universitas Negeri Padang in achieving good university governance. This research uses a qualitative approach with descriptive methods that use purposive sampling techniques in the selection of informants. Data collection was carried out using observation techniques, interviews, and documentation. From the research results, it seems that Universitas Negeri Padang's governance is deep in achieving good university governance, which has not been fully effective. Then, a substantive conclusion is drawn that, specifically, the implementation of the governance of Universitas Negeri Padang management in carrying out the principles of accountability, transparency, and effectiveness in achieving GUG implementation still needs to be improved and strengthened its application. The importance of this research, in alignment with the principles of good university governance, lies in its potential to motivate higher education institutions to enhance the standards of tertiary governance in congruence with the pre-established vision and mission

Abstract

Kajian ini berupaya mengkaji kapabilitas pemerintah Kabupaten Pasaman Barat dalam mitigasi bencana banjir di Kenagarian Batahan. Penelitian ini merupakan penelitian kualitatif dengan metodologi deskriptif dan teknik pengumpulan data berupa wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kemampuan pemerintah Kabupaten Pasaman Barat dalam mitigasi bencana banjir di Kenagarian Batahan dapat ditentukan dengan menggunakan enam indikator kapabilitas organisasi; tiga indikator yaitu kelembagaan, implementasi kebijakan, dan kepemimpinan telah berhasil dilaksanakan. Tiga indikator lainnya, yaitu sumber daya manusia, anggaran, dan logistik, masih di bawah standar. Minimnya anggaran, sumber daya manusia, sarana, dan prasarana di BPBD Kabupaten Pasaman Barat menghambat upaya pemerintah Kabupaten Pasaman Barat dalam mitigasi bencana banjir di Kenagarian Batahan.

Abstract

This study intends to find out the effectiveness of the role of BPBD in the rehabilitation and reconstruction of community houses after the flood disaster that occured in Agam Regency, namely Jorong Galapung Nagari Tanjung Sani Tanjung Raya District. This research is motivated by the constraints found in the rehabilitation and reconstruction efforts of community houses carried out by BPBD Agam Regency, namely inaccurate data or information obtained in the field, lack of community participation in socialization related to rehabilitation and reconstruction, BPBD lacking in providing information regarding requirements and the timing of the rehabilitation and reconstruction, and lack of funds. In conducting this research, researcher used a qualitative approach using descriptive methods, then in determining the informants in this study the researcher used purposive sampling methods and techniques. Whereas in the data collection technique, researchers did it through interviews, observation and documentation. In testing the validity of the data, the researcher used the method triangulation technique. Meanwhile, in analyzing the data, the researcher used data reduction methods, data presentatin, and conclusions. The results of this study indicate that BPBD has been effective in carrying out the rehabilitation and reconstruction of community houses.

Abstract

Penelitian ini dilatarbelakangi oleh Terminal Anak Air di Kota Padang dibangun sebagai terminal tipe A yang diharapkan menjadi simpul integrasi antarmoda transportasi publik sesuai dengan Permenhub No. 32 Tahun 2015. Namun, dalam praktiknya, terminal ini belum mampu berfungsi secara optimal dalam mendukung kelancaran dan keterpaduan transportasi publik. Tujuan penelitian ini untuk menganalisis efektivitas tata kelola Terminal Anak Air serta mengidentifikasi faktor-faktor penghambat dalam pelaksanaannya. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi terhadap pengelola terminal, operator transportasi, pengguna jasa, serta akademisi. Hasil penelitian menunjukkan bahwa efektivitas tata kelola terminal terhambat oleh lemahnya koordinasi antar lembaga, minimnya partisipasi operator AKDP/AKAP, belum tersedianya moda lanjutan secara terintegrasi, serta keterbatasan sumber daya manusia dan manajemen operasional. Selain itu, pembangunan terminal yang tidak mempertimbangkan karakteristik sosial masyarakat dan ketidaksiapan infrastruktur akses juga menjadi kendala utama. Dengan demikian, diperlukan reformulasi strategi tata kelola yang lebih kolaboratif, berbasis perilaku pengguna, dan didukung sistem manajemen yang adaptif agar optimalisasi transportasi publik di Kota Padang dapat tercapai melalui peran aktif Terminal Anak Air.

Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis peran pemerintah nagari serta tantangan yang dihadapi dalam upaya mitigasi bencana banjir bandang di Nagari Bukik Batabuah, Kabupaten Agam, Sumatera Barat. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi langsung dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pemerintah nagari menjalankan berbagai bentuk peran dimulai dari peran utama ditunjukkan melalui kepemimpinan tanggap Wali Nagari dalam pengambilan keputusan saat darurat bencana, seperti relokasi warga dan koordinasi cepat dengan BPBD. Peran tambahan tampak melalui inisiatif pemerintah nagari dalam mendukung keberlanjutan Kelompok Siaga Bencana (KSB) sebagai aktor pendukung mitigasi. Peran formal dijalankan sesuai mandat kelembagaan berdasarkan peraturan perundang-undangan, termasuk pelaporan kepada instansi vertikal dan pengaktifan posko darurat. Di sisi lain, peran informal terefleksi dalam pengorganisasian relasi sosial dan pemanfaatan solidaritas masyarakat, seperti penempatan pengungsi di rumah saudara dan pelibatan warga dalam pemantauan sungai secara bergiliran. Peran sosial pemerintah tampak dari fungsi fasilitasi komunikasi risiko, walau belum optimal karena masih bersifat satu arah. Terakhir, peran kultural muncul dalam konteks integrasi nilai-nilai lokal seperti gotong royong dalam upaya penanganan bencana meskipun masih belum terstruktur secara sistematis dalam kebijakan mitigasi. Pelaksanaan mitigasi dihadapkan pada tantangan struktural dan kelembagaan, termasuk keterbatasan kewenangan teknis, keterlambatan realisasi kebijakan, minimnya logistik dan pelatihan berbasis risiko lokal, serta rendahnya literasi bencana dan hambatan kultural dalam masyarakat. Oleh karena itu, dibutuhkan penguatan kapasitas pemerintah nagari melalui integrasi antara pendekatan ilmiah, kebijakan responsif, dan pemberdayaan masyarakat berbasis kearifan lokal. Hal ini penting untuk membangun sistem mitigasi yang partisipatif, tanggap, dan berkelanjutan di wilayah rawan bencana. Abstract This study aims to analyze the role of the nagari government and the challenges faced in efforts to mitigate flash flood disasters in Nagari Bukik Batabuah, Agam Regency, West Sumatra. This research uses a descriptive qualitative method with data collection techniques through direct observation and in-depth interviews. The results show that the nagari government performs various roles, starting from the main role demonstrated through the responsive leadership of the Wali Nagari in decision-making during emergency disasters, such as relocating residents and rapid coordination with the BPBD. Additional roles are evident through the initiatives of the nagari government in supporting the sustainability of the Kelompok Siaga Bencana(KSB) as supporting actors in mitigation.The formal role is carried out according to institutional mandates based on laws and regulations, including reporting to vertical agencies and activating emergency posts. On the other hand, the informal role is reflected in the organization of social relations and the utilization of community solidarity, such as placing refugees in the homes of relatives and involving residents in river monitoring on a rotating basis. The social role of the government is evident in the function of facilitating risk communication, even though it is not yet optimal as it remains one-way. Lastly, the cultural role emerges in the context of integrating local values such as mutual assistance in disaster management efforts, although it has not yet been systematically structured in mitigation policies. The implementation of mitigation faces structural and institutional challenges, including limitations in technical authority, delays in policy realization, a lack of logistics and training based on local risks, as well as low disaster literacy and cultural barriers in the community.

Abstract

Penelitian ini bertujuan menganalisis strategi pengelolaan Taman Satwa Kandi oleh Dinas Pariwisata, Pemuda dan Olahraga Kota Sawahlunto dalam mengembangkan destinasi wisata yang bersifat rekreatif, edukatif, dan berorientasi pada konservasi satwa. Latar belakang penelitian didasarkan pada pentingnya pengelolaan pariwisata berkelanjutan yang tidak hanya menekankan aspek hiburan, tetapi juga memberikan nilai edukasi dan kesadaran lingkungan kepada pengunjung. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dokumentasi, dan studi literatur. Keabsahan data diuji menggunakan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa strategi pengelolaan Taman Satwa Kandi dilakukan melalui penetapan tujuan pengembangan wisata edukatif, penyusunan kebijakan yang melibatkan partisipasi masyarakat melalui Kelompok Sadar Wisata (Pokdarwis), serta pelaksanaan berbagai program, seperti pengembangan atraksi edukasi satwa, pemeliharaan sarana dan prasarana, peningkatan kapasitas sumber daya manusia, dan promosi wisata. Dukungan pemerintah daerah dan partisipasi masyarakat menjadi faktor utama dalam mendukung keberlanjutan pengelolaan kawasan. Namun demikian, pelaksanaan strategi tersebut masih menghadapi kendala berupa keterbatasan anggaran, minimnya pelatihan teknis bagi pengelola satwa, serta promosi yang belum optimal. Oleh karena itu, diperlukan peningkatan alokasi anggaran, penguatan kapasitas sumber daya manusia, dan inovasi promosi berbasis digital guna mewujudkan Taman Satwa Kandi sebagai destinasi wisata edukatif yang berkelanjutan.

Abstract

Fishing communities in Indonesia continue to face structural challenges such as weak institutions, limited technical capacity, and restricted market access. This study analyzes a community empowerment program implemented through institutional strengthening, skills development, and digital marketing in the Bunda Saiyo Culinary Tourism Group in Pesisir Selatan Regency. Using a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document reviews. The results indicate notable progress in four key dimensions: (1) institutional strengthening, evidenced by a clearer organizational structure and increased member participation (up by 65%); (2) technical skills, reflected in a 45% increase in product diversification and improved quality standards; (3) marketing, through the adoption of digital platforms that expanded market reach by approximately 40%; and (4) entrepreneurship, demonstrated by members’ higher initiative and the creation of new business ideas. These changes have contributed to an estimated 35–50% rise in monthly turnover and enhanced household income stability. However, limited access to capital and lingering pandemic effects remain constraints. The findings highlight that sustainable empowerment of fishing groups requires an integrated, multi-dimensional strategy combining institutional, technical, and market-based interventions.

Abstract

This research began with the issue that the implementation of Nagari governance in West Sumatra Province was not in accordance with the principles of good local governance based on the philosophy of local wisdom, particularly in the Minangkabau community. The purpose of this study is to explain the integration of local wisdom values, namely the leadership of the Tigo Tungku Sajarangan, the cooperation, and the consensus agreement in realizing the principles of good governance in the Nagari government in West Sumatra. The research was conducted in three villages, namely Nagari Limo Kaum in Tanah Datar Regency, Nagari Kamang Mudiak in Agam Regency, and Nagari Kayu Tanam in Padang Pariaman Regency. The data was collected using the methods of interview techniques, documentation studies, and Focus Group Discussions (FGD). The data validity test was carried out by source triangulation and method triangulation. The data were analyzed using qualitative analysis techniques through three stages, namely reduction and selection, interpretation, and inference. The results showed that the values of Tigo Tungku Sajarangan leadership, consensus agreement, and cooperation could be integrated into realizing the principles of good governance in the Nagari government in West Sumatra.

Abstract

This study aims to examine various factors influencing the implementation of the Narcotics Rehabilitation Program for Correctional Inmates at the Class IIA Muaro Padang Correctional Institution, including both supporting and inhibiting factors. Rehabilitation programs for narcotics abusers constitute an essential component of the correctional system, as they focus on recovery processes, guidance, and the enhancement of inmates’ social capacities to enable them to function productively after completing their sentences. This study employs a qualitative approach using a descriptive method. Data were collected through in-depth interviews with correctional officers and program administrators, direct observation of rehabilitation activities, and document analysis related to program implementation and policy. The findings indicate that program effectiveness is supported by the commitment and active involvement of correctional officers, the existence of internal regulations that promote rehabilitation activities, and coordination with relevant institutions in the implementation of inmate guidance. However, the study also identifies several obstacles, including the limited number of human resources with specialized competencies in narcotics rehabilitation, inadequate facilities and infrastructure, insufficient budgetary support, and limited quotas for inmate participation in the program. In addition, variations in inmates’ levels of motivation and awareness further complicate the implementation of rehabilitation activities. Based on these findings, this study emphasizes that the success of narcotics rehabilitation programs is strongly influenced by resource readiness, inter-institutional collaboration, and institutional capacity building to ensure that rehabilitation objectives can be achieved optimally and sustainably.
