Abstract

The local government as a system, organizationally, has the public relations (PR) board which should ideally have a large capacity in supporting the management of policy development. This study is intended to describe the existence of PR to support the successful implementation of relocation policies of street vendors in Yogyakarta City. This research is qualitative research with the unit of analysis is the staff of PR and information from the government of Yogyakarta City. The problem to be questioned is to what extent the local government PR is performing the function and roles based on the main duties and functions which is set based on, theoretically, the essence of the ideality. The results showed that the success of the relocation of street vendors in Yogyakarta City performed collaboratively between PR and its stakeholders. Processes and mechanisms impasses through the stages of fact-finding, planning, and negotiation. PR is not involved directly in the process of communication and negotiation with street vendors, but it has become a bridge of information, mediator, and facilitator in the process of relocation. Media of communication which widely used are mass media and interpersonal media. Both kinds of media are used by the PR board and its stakeholders in creating the awareness of the street vendors to be relocated.

Abstract

ABSTRACTIndonesian Tobacco Farmers Association (APTI) was an organization which was formed for facilitating tobacco farmers. This association had been conducting various efforts on farmer empowerment.This research was aimed to described the forms and mechanism of tobacco farmer’s empowerment developed by the APTI Temanggung to supported economic resilience’s farmer,This study used mixed research methods, with strategy of concurrent embedded (qualitative and quantitative method).The research results showed that there were 4 (four) programs which were successfully established and implemented by APTI Temanggung, namely (a). the empowerment program of APTI Central Java chapter to took care of farmers’ education, (b). Business Credit for Tobacco Farming (KUMPT) program, (c). mentoring, coaching and assisting tobacco farmers program, and (d). the main developmental program of APTI to advocated farmers about tobacco’s regulation. All forms of empowerment done by APTI were facilitated by using different empowerment mechanism for each program.ABSTRAK Asosiasi Petani Tembakau Indonesia (APTI) sebagai organsiasi dengan tujuan untuk memfasilitasi petani tembakau dengan melakukan berbagai upaya pemberdayaan petani. Penelitian ini bermaksud untuk menggambarkan bentuk dan mekanisme pemberdayaan petani tembakau yang dikembangkan oleh (APTI) Temanggung guna mendukung ketahanan ekonomi petani tembakau. Penelitian ini menggunakan mixed methods dengan strategi embedded konkuren (kualitatif dan kuantitatif).Hasil penelitian menunjukkan bahwa program-program pemberdayaan yang berhasil dibentuk dan dilaksanakan APTI Temanggung ada 4 (empat) yaitu (a) program pemberdayaan APTI DPD Jateng peduli pendidikan, (b) program Kredit Usaha Mandiri Pertanian Tembakau (KUMPT), (c) program pembimbingan pembinaan dan pendampingan petani tembakau, dan (d) program pemberdayaan utama APTI adalah advokasi regulasi pertembakauan. Semua bentuk pemberdayaan yang dilakukan APTI Temanggung adalah fasilitasi dengan mekanisme tiap program berbeda-beda.

Abstract

People's salt production in Surabaya mainly relies on mantongan, a name for salt production labor in Madura. Mantongan experiences discrimination and pressure from its landlord and strives to resist the oppression. Pierre Bourdieu believes that the oppressor can practice a doxa to strengthen their position in the social structure. This doxa could only be diminished when a heterodoxa appeared. This study is aimed to analyze how heterodoxa and doxa operate in the habitus between mantongan and the landlord. This study uses qualitative method with a critical approach. The informant of this study are mantongan and landlord in Surabaya. Pierre Bourdieu's Social Practice is used as theory. This study shows that heterodoxa could only be achieved when the social structure dwindles. This finding contradicts Bourdieu's concept of heterodoxa. The group communication of community salt production, showed that mantongan is able to contest and rebel under the pressure of the landlord. The concept of doxa and orthodoxy here is no longer valid when mantongan is in its lowest point. This result is seen as an anomaly in Bourdieu’s thought of social practice.

Abstract

The study was aimed to identify and to analyze the strengths, weaknesses, opportunities and threats that facedthe city of Samarinda in fulfilling the egg need and to formulate the best and suitable strategy for the region to face theshortage of egg supply. The study was conducted in November 2009. The method used in the study was descriptive analysis method. Methods of data collection using questionnaires, interviews, observation and literature study. Methodsof data analysis using the SWOT analysis (strengths, weaknesses, opportunities, threats) were used to identify the internal environmental factors (strengths and weaknesses) and external environmental factors (opportunities and threats) areas. The result was then drawn in the quadrant analysis of SWOT and interpreted in the SWOT matrix could be to show the position and direction of regional development as well as alternative strategies that can be run. The results showed that internal identified value was 0.3922 and the external identified value was 0.0308. Development strategy at Samarinda in the first quadrant with a strengths was greater than the opportunities, so the region must be able to use these strengths to take advantage of existing opportunities. The area should implement an aggressive growth strategy (growth oriented strategy) in order to meet the self need of eggs in the region Samarinda.(Key word: Layer, Development strategy, SWOT analysis)

Abstract

bjectives of this research were to analyze the characteristic of social demography of farmer’s participated in program and to carryout assessment. The implementation of agribusiness development program of beef cattle farmingin Sekadau Regency. This research was conducted from August until October 2009. One hundred and eight farmers participated in the program as respondents, selected by proportionate random sampling method, from five villages,locations of the program of livestock grant. Data of increasing population, number of investor, social demography characteristic of respondents and income contribution from beef cattle farming were analyzed by quantitative descriptive. Data of program implementation process, input and program implementation were analyzed by qualitative descriptive. Result showed that the beef cattle population increased about 152 heads and the investor increased about58 investors, respondent characteristics were age was 42.30±5.87 years old, majority of education level was on elementary school 43.52%, length of farming experience was 1.61±1,20 years, averages of cattle owning 1.88±1.05Livestock Unit (LU), the number of family support 3.36±1.15 head, and averages of time allocation of farming 0.078±0.082 HOK/LU/day, average income contribution from beef cattle farming was rangery from 8.21-24.09%.Program’s socialization in Sekadau Regency was not effective because many of the farmers had not fully understood about the objective and the implementation of the program, there was a distortion on the selection of farmers whoreceived livestock grant, farmer groups were not established based on the rule, were not involved members the arrangement of group business plan, breed determination and cattle specification, cattle’s specifications were not suitable with the condition. On the implementation step, there was a distortion of the fund, cattle specification and cost burden to the member, difference on mechanism of livestock grant revolving in each village. The increase of beefcattle population had not reached the determined target. It could be concluded that the implementation of agribusiness development program in Sekadau Regency has not been optimal.(Keywords: Social demography characteristic, Program implementation, Beef cattle)

Abstract

This research was conducted to study the elements and value chain of milk-processing cluster industry in Daerah Istimewa Yogyakarta. The respondent in this study consisted of cow and goats milk processing industry, dairy cooperative and related institution. The data consisted of primary data and secondary data. Primary data were collected through observation and interviews, while secondary data obtained from statistical data from Department of Industry, Trade and Cooperatives, Agricultural Service of Agriculture Department and LPPOM MUI DIY. Descriptive analysis were used in this study to analyzed the data. Respondent and locations were determined using purposive sampling methods lead to be analyse descriptively. The results showed that stakeholders involved as important elements of milkprocessing cluster industry were milk suppliers (farmer, dairy groups, and cooperative), core industry (small-medium scale processor of cow’s and goat milk), supporting industry (sugar, packaging and tools), supporting institution (bank, university, and government agencies), related industry (food chain, bakery, and coffee shop), and also buyers (retailer, distributor, end user or consumer). Their main products are pasteurized cow’s and goat milk, yoghurt of cow’s milk, and goat milk powder. The long chains to produce milk product since the raw milk have indicated some added values on economy and involvement of man powers leading to local economic development as well as of technology innovation or industry. It has been concluded that milk-processing cluster industry could be used as a locomotive for regional economics development.(Key words: Daerah Istimewa Yogyakarta, Elements, Milk-processing cluster industry, Regional economic development, Value chain)
