The trends that evolved in the prevention and counter terrorism in the last twenty years in the world and including Indonesia positioned the State must be observant in responding to the threat of terrorism. This is an integral part of the growing dynamics of terrorism threats. Choosing whether the threat of terrorism is considered a threat to the sovereignty of the State or the threat of extraordinary crime must be responded in a more specific form, including adjustments to the use of existing laws. The existence of the new Anti-Terror Law makes the Police a main component in the prevention and counter terrorism must also make adjustments in order to remain effective in carrying out its roles and functions. However, this paper argues that the prevention and counter of terrorism by the police can be done by integrating the readiness of human resources as well as changes in the pattern of handling more integrated. Therefore, this paper will also analyze the extent to which the model of prevention and combating terrorism by the Police can be effective in positioning the institution with the new Anti-Terror Law, with a more balanced scheme of role and function between prevention and combating in terrorism.

Violation of ethics that involves the General Election Committee members is due to less concern to the process of the development of democracy. Several cases show that the organizers of the election went to the ethics trial of the Honorary Council of Election Management Bodies (Dewan Kehormatan Penyelenggara Pemilu, DKPP). This research analyzes the factors that cause the violation of ethics in the General Election in the Riau Islands province. This study applies qualitative methods and managed some interviews, field visits, and library research to collect data. This study employs the theory of institutional capacity from Christensen and Gazley (2008) to analyze the collected data. The theory views the institution from four dimensions to identify the problems in the violation of ethics, namely, human resources, external factor, infrastructure, and financial. Human resources as the organizers of the general election know less the regulation and manuals that regulate the election, which results in the violation of ethics. This study seeks to know the factors that cause the violation so it can contribute to the general election’s organizers to improve their knowledge and organize the election with integrity.

The establishment of reserve component becomes an important part in the military system of a state. However, the reserve component in Indonesia is still not clear yet to be established, although, as an organization that has biggest personnel than the others. The Army has an interest to prepare the reserve component for support the regular components of the country's defense. This paper will discuss how the Army reserves component organization established ? How do the composition and the number and distribution of the Army reserve component personnel ? This paper aims to determine the capital utilization of a newcomer candidate who wins in an electoral district that has just been expanded, the problem is focused on how aspects of social capital, political capital and economic capital of a newcomer actor. In order to approach this problem, the theoretical reference from Bordieu (1992) and Maridjan (2006) data collected through field data and documentation is used and analyzed qualitatively. This study concludes that Dedi Sitorus's victory was due to having more than one capital. There are several important fundamental considerations such as: first, Dedi Sitorus' social capital has a Social Network in the Nunukan community, Second, Dedi Sitorus' political capital has support from parties starting from the central level and also the DPC administrator at the Nunukan Regency level and also the support from regional authorities and also figures Local Politics, Third Economic Capital Dedi Sitorus has very large finances so he does not need donors to carry out his campaign and has the ability to rent air transportation to carry out mobility in campaigns. With the accumulation of all the capital owned, Dedi Sitorus can take advantage and use the moment well so that he gets a significant vote in the 2019 legislative elections.

Penentuan Faktor Pindah kertas usap model W h a t m a n , g r a d e 4 2 telah dilakukan dengan metoda tes usap kering. Pengukuran tingkat kontaminasi suatu bahan permukaan, sangatlah tergantung dari besaran Faktor Pindah dari suatu kertas usap, Harga Faktor Pindah dari kertas usap yang biasa digunakan untuk perhitungan tingkat kontaminasi pada suatu permukaan dalam kegiatan pemantauan rutin selama ini diasumsikan sebesar 0,1. Untuk dapat mengetahui seberapa besar tingkat kontaminasi dari suatu permukaan secara lebih teliti lagi, maka harus dilakukan perhitungan harga Faktor Pindah untuk kertas usap dengan metoda test usap kering. Tujuan penelitian ini adalah untuk:mendapatkan harga Faktor Pindah kertas usap model W h a t m a n , g r a d e 4 2 pada berbagai macam bahan permukaan, .Bahan permukaan yang digunakan pada penelitian ini adalah keramik, baja tahan karat, dan Epoxy. Kontaminan buatan yang digunakan adalah P-32 dengan aktivitas sebesar 20mCi/100 mL . Test Usap kering dilakukan dengan terlebih dahulu meneteskan larutan P-32 sebanyak 10 mL pada bahan permukaan dengan luasan 10 cm x 10 cm dan pada planset yang nantinya digunakan untuk standart. Test Usap dilakukan dengan menggunakan kertas usap model whatman grade 42 pada bahan permukaan pada kondisi kering, kemudian dilakukan pencacahan dengan alat alpa beta counter Ludlum 3030 terhadap kertas usap dan juga kontaminan standart pada permukaan bahan. Harga Faktor Pindah didapat dengan membandingkan antara cacah pada kertas usap dengan cacah standart. Harga Faktor Pindah kertas model W h a t m a n , g r a d e4 2 yang diperoleh dari penelitian ini untuk permukaan: keramik, baja tahan karat, Epoxy, berturut-turut adalah: (0,721±0,0062), (0,047±0,0006), (0,071±0,0015) Kata kunci : Faktor Pindah, Kertas Usap, Kontaminan ABSTRACTRemoval Factor determination of smear paper model whatman grade 42 has been done,using dry smear test method. The measurement of a contamination level on surface material is highly dependent on the of Removal Factor value from a smear paper, the value of Removal Factor from the smear paper commonly used for calculating of contamination level in routine monitoring activities is assumed to be 0.1. To be able to find out more about the contamination level of a material surface, it is necessary to calculate the Removal Factor value for smear paper using the dry smear test method. The aim of this research is to find removal factor values of smear paper model whatman grade 42 on some surfaces. The surface materials used in this research were ceramics, stainless steel and Epoxy. The artificial contaminants used are P-32 with activities of 20 µCi / 100mL. Dry Wipe Test is carried out by first dripping a 10 mL P-32 solution on a surface material with an area of 10 cm x 10 cm and at a cup which will be used for standard. The Wipe Test was carried out by using a grade 42 smear paper on the surface material in dry conditions, then the counting process was carried out with an alpha beta counter Ludlum 3030 on the smear paper and also standard contaminants on the surface of the material. FP value are obtained by comparing count result between paper smears and standard sample. The removal factor values of smear paper model whatman grade 42 for surfaces: ceramic, stainless steel and Epoxy were :(0,721±0,0062), (0,047±0,0006), (0,071±0,0015)Key Words :Removal Factor, Smear paper, Contaminan

Masalah yang terjadi di perbatasan negara adalah bukan hanya tentang missmanajemendan bagaimana harus melindungi tanah tersebut dari berbagai musuh,tetapi juga yang lebih fundamental adalah tentang delimitasi dan demarkasi yangada dalam proses negosiasi. Indonesia memiliki masalah perbatasan yang belumterselesaikan dengan 10 negara diantaranya Singapura, Malaysia, Philipina,Australia, Papua Nugini, Vietnam, India, Thailand, Timor Leste dan Republik Palau.Selain itu, banyak ketegangan yang terjadi terkait persoalan perbatasan dengansejumlah negara seperti kejadian di blok Ambalat antara Indonesia dan Malaysia,dan juga mengenai perbatasan antara Indonesia dan Timor Leste. Pemilih perempuan menjadi salah satu segmen pemilih strategis dalam sosialisasi politik yang dilaksanakan oleh KPU Kota Magelang karena selain populasinya yang melebihi pemilih laki-laki, juga karena adanya hambatan bagi perempuan dalam hal pendidikan, ekonomi, dan sosial yang menyebabkan perempuan lebih banyak berada dalam wilayah domestik serta terbatasnya akses informasi termasuk tentang kepemiluan. Pada penyelenggaraan Pilkada serentak tahun 2015, KPU menetapkan target tingkat partisipasi pemilih secara nasional sebesar 77,5%. Sebagai upaya mencapai target tersebut KPU Kota Magelang menerapkan strategi dalam melaksanakan sosialisasi politik kepada pemilih perempuan. Metode kualitatif digunakan pada penelitian ini, dan teknik pengumpulan data yang digunakan melalui wawancara dan dokumentasi. Penentuan informan dilakukan dengan purposeful menggunakan strategi snowball. Hasil dan pembahasan mengungkapkan bahwa KPU Kota Magelang menerapkan strategi ofensif dan defensif secara bersamaan namun dengan kelompok target pemilih perempuan yang berbeda. Penentuan kelompok target pemilih perempuan efektif dilakukan melalui pendekatan formal, informal, dan melalui media massa. Penerapan strategi ofensif lebih mendominasi dalam peningkatan partisipasi pemilih perempuan pada Pilkada Kota Magelang tahun 2015.

Setelah Polisi lepas dari militer, banyak masalah yang menghambat responsivitas polisi didalam mewujudkan polisi yang profesional dan demokratis, yang datangnya tidak hanya dari luar, namun juga dari persiapan di dalam. Terdapat dugaan yang muncul bahwa reformasi di internal polisi akan dinilai sukses ketika tuntutan memisahkan diri dari militer terealisasi. Namun, tantangan sebenarnya yang dihadapi kepolisian di era transisi demokrasi justru lebih kompleks. Artikel ini menjelaskan apa saja masalah yang dihadapi kepolisian di era transisi demokrasi dan bagaimana konteksnya di Indonesia. Artikel ini juga memberikan pendapat dari masyarakat bagaimana mengelola integrasi dari kepolisian nasional sebagai sebuah institusi agar mendapatkan respon positif dari masyarakat, dan secara individu, para anggota polisi dapat secara aktif ikutserta dan bertanggung-jawab dalam mengelola pendapat yang baik dari masyarakat
