Abstract

The present study discusses the communication process conducted by the Provincial Government of West Java with the citizens of Ciletuh, Palabuhanratu in supporting the development undergone in the Geopark tourism area. The study uses qualitative method with descriptive approach. The theory consulted for the purpose of the study is that of Public Relation in six steps, namely: identifying the problem, determining the target, determining the public, planning the program, executing the program and evaluating the results. The findings indicate that the communication between the government and the its people is less effective due to the presence of disbelief between the communicators and interlocutors (people), the less-distributed information, and the non-cooperativeattitude of the village government when conducting advanced socialization. Therefore, the occuring communication has not well improved the informative and motivative target of the public.Keywords: Governmental communication, public relation, tourism area development

Abstract

West Java becomes one of central attention in the governor election in 2018. This article attempts to depict how the strategy of the governor candidate pair Sudrajat-Akhmad Syaikhu (henceforth ASYIK) in gaining the votes in the local leader election. This study used a documentation method with a type of descriptive analysis. The data were taken from online media including Liputan6.com, Detik.com, Pikiran-Rakyat.com, and Republika.com. It was found that the ASYIK candidate pair used campaign strategy by localizing national issues so that it could increase the electability and gain a large number of votes on election day. Unexpectedly, by using this strategy, they could get second place with the most votes. Whereas, previously, from the findings of several survey institutions, the ASYIK pair was predicted to be in the third position with a large gap of electability and popularity behind the top two pairs. But, after final counting and recapitulation of the election that was held on 27th June 2018, ASYIK ranked in the top two after overtaking the pair of Dedy Mizwar – Dedy Mulyadi.

Abstract

This paper aims to determine the capital utilization of a newcomer candidate who wins in an electoral district that has just been expanded, the problem is focused on how aspects of social capital, political capital and economic capital of a newcomer actor. In order to approach this problem, the theoretical reference from Bordieu (1992) and Maridjan (2006) data collected through field data and documentation is used and analyzed qualitatively. This study concludes that Dedi Sitorus's victory was due to having more than one capital. There are several important fundamental considerations such as: first, Dedi Sitorus' social capital has a Social Network in the Nunukan community, Second, Dedi Sitorus' political capital has support from parties starting from the central level and also the DPC administrator at the Nunukan Regency level and also the support from regional authorities and also figures Local Politics, Third Economic Capital Dedi Sitorus has very large finances so he does not need donors to carry out his campaign and has the ability to rent air transportation to carry out mobility in campaigns. With the accumulation of all the capital owned, Dedi Sitorus can take advantage and use the moment well so that he gets a significant vote in the 2019 legislative elections.

Abstract

Dalam setiap momentum pemilihan kepala daerah umumnya terdapat dinamika yang meliputi situasi politik di wilayah pemilihan, para kader, maupun partai-partai pengusungnya. Dengan menggunakan analisis kualitatif, penelitian ini mengeksplorasi polemik di internal Dewan Pengurus Wilayah Partai Persatuan Pembangunan (DPW PPP) Jabar berupa dualisme dalam kepentingan pengajuan calon Pemilihan Gubernur Jawa Barat (Pilgub Jabar) dimana kedua kubu saling mengklaim memiliki legalitas untuk memajukan calonnya di Pilgub 2018. Resolusi konflik yang dihasilkan PPP dapat dibagi kedalam tiga yaitu: Pertama Right-base atau secara hukum keluarnya Keputusan yang di rilis Menteri Hukum dan HAM RI yang menyimpulkan hanya ada satu kepemimpinan partai yakni di bawah pimpinan Ketua Umum HM Romahurmuziy dan Sekretaris Jenderal H Aunur Rofik. Kedua power-based atau kekuasaan ada dua yaitu kekuasaan pusat dengan pendekatan personal Romahurmuziy kepada kepala pemerintah, kedua pendekatan internal tokoh-tokoh senior partai.  Ketiga Interest-based, sebuah pilihan partisipatif dalam berpolitik di kubu yang berseberangan dengan merangkul dan mengajak bergabung kembali dengan konsekuensi mendukung kubu yang lain.

Abstract

Populism emerges as an antithesis to government elitism amidst the crisis of democracy. Some experts also note that populism will also create a new elite for the government itself. Some countries show that populism is also the beginning of authoritarianism, such as Poland. This research shows that the same thing happened in Indonesia at the end of Joko Widodo's administration. Through the theoretical approach of Dynastic Politics and Populism, this paper explains that Jokowi built his dynasty through populism, brought Indonesia towards an authoritarian state, and brought democracy to a decline. Jokowi did so through constitutional means so that his dynasty could be democratically legitimized. Gibran was able to run for Vice President with Prabowo Subianto after his uncle, Anwar Usman, the chief judge of the Constitutional Court, granted a motion to change the minimum age of candidacy. Previously, Kaesang managed to become the chairman of the Indonesian Solidarity Party, which also supports Gibran. Meanwhile, in 2020, Bobby Nasution also managed to win the election in Medan as Mayor. Some parties considered the election to be forced. Jokowi is considered one of the actors who brought Indonesia towards authoritarianism.gb777

Abstract

The development of political information media has progressed very rapidly. This research tries to explore and measure the political literacy and political participation of young people in Bandung City. The theory then used is cyberdemocracy to see the development of information space. The article uses a qualitative method based on library research to collect and analyze data from various literature sources, complemented by survey results from IPRC, to explore Cyberdemocracy theory and its application to social realities in Bandung City. The results show that the level of political literacy and political participation of the younger generation in Bandung City towards political information is still low. The results show that the advancement of information media only goes linearly with the increase in political literacy and political participation in virtual public spaces. As many as 42.3% of young people in Bandung City have been exposed to doubtful news or information. Exposure in this context is like receiving, reading, or even spreading information that is still doubtful and 52.4% have never expressed an opinion about political issues on digital sphere.

Abstract

One effort to strengthen the idea of democratic policing is through civic education. This research has the main aim of analyzing the conceptual aspects contained in civic education in order to provide strengthening ideas for democratic policing. This research also attempts to outline the challenges of democratic policing as viewed from the perspective of civic education in Indonesia. This article uses Gary Goertz's three-level conceptual analysis framework to dissect the conceptual dimensions in civic education that are useful for strengthening democratic policing. Qualitatively, data was obtained using literature studies from various books, journal articles, report documents, and other literature. This study shows that civic education, which is integrated with democracy, politics, law, human rights, anti-corruption, and peace education, can be a vehicle for conceptually strengthening the idea of democratic policing. In addition, this study found a number of challenges for civic education in strengthening democratic policing efforts in Indonesia. The main challenges are the problems that occur in the police institution, including not yet fully supporting democratic culture and spaces for citizens, the issue of police neutrality in political life, the practice of violations of law and human rights by police officers, the existence of corrupt behavior, and the fact that the police has not yet fully become a humanist and non-violent institution. This study requires further research to see to what extent the implementation of the concept of civic education can strengthen democratic policing efforts that are oriented to the citizenship dimension.

Abstract

This research discusses how the empty box won in the 2018 Makassar Regional Head Election. This phenomenon became the elections’ history where a single candidate failed to win the election. Ten political parties consisting of Functional Groups Party (Golkar), National Democratic Party (NasDem), Indonesian Democratic Party of Struggle (PDI-P), United Development Party (PPP), Crescent Star Party (PBB), Great Indonesia Movement Party (Gerindra), Prosperous Justice Party (PKS), People’s Conscience Party (Hanura), National Mandate Party (PAN), and Indonesian Justice and Unity Party (PKPI), promoted a single candidate pair. This study aims to describe how the movement of empty box volunteers in the Makassar Regional Head Election. This research uses a qualitative method. Selection of informants using a snowball sampling technique, and using social movement theory. There are three parts to this theory: 1) Complaint theory. Public disappointment over a candidate pair’s disqualification and consider the election organizer unfair; 2) Mobilizing structures theory. Analyze the voluntary movement of empty boxes to gather mass support and sympathizers during the election; and 3) Framing theory. Analyze the use of issues and methods of spreading the issue. This research found that the empty box phenomenon in Makassar Regional Head Election, unlike in the elections in other areas where the single candidate did not have an opponent, in Makassar, one of the candidate pairs was disqualified due to violation. It made the community, supporters, and the success team feels disappointed with the General Elections Commission’s decision. This disappointment also resulted in the emergence of the empty box volunteer movement. Movements of empty box volunteers to gather mass support and sympathizers through door-to-door socializing, leaflets, flyers, and banners call to action to win empty box and use social media and online media as campaign tools.

Abstract

Penelitian ini berfokus pada praktik pemerintahan Kesultanan Buton Tahun 1540-1960 Masehi. Penelitian dilakukan di Pulau Buton Kota BauBau Sulawesi Tenggara dengan menggunakan jenis penelitian sejarah-kualitatif. Tujuan dari penelitian adalah mengetahui proses pemerintahan yang berjalan di Kesultanan Buton dari tahun 1540-1960 serta untuk mengetahui adanya praktik demokrasi yang terdapat di Kesultanan Buton. Teori yang digunakan dalam penelitian ini adalah teori demokrasi yang digagas oleh Robert A. Dahl. Teori tersebut menawarkan kriteria untuk mencapai pemerintahan demokratis untuk menilai sejauh mana demokrasi berjalan di Kesultanan Buton. Selain teori tersebut, peneliti juga menggunakan metode pengumpulan data heuristik yang terdiri dari studi pustaka dan dokumen serta wawancara. Hasil dari penelitian ini adalah: (1) Kesultanan Buton mempunyai bentuk pemerintahan yang berubah-ubah dikarenakan proses transisi kerajaan menuju kesultanan; (2) adanya praktik demokrasi dalam proses penyelenggaraan pemerintahan di Kesultanan Buton; (3) struktur pemerintahan yang berbeda dengan kerajaan/kesultanan pada umumnya, yang telah mempraktekkan struktur pemerintahan modern; (4) konstitusi tertulis Murtabat Tujuh menjadi dasar bernegara di Kesultanan Buton

Abstract

Abstract: Recruitment of regional head candidates is part of the political process within the internal party facing the General Election. Candidate selection is a "secret garden" for each party, besides the easy selection process by other powers outside political parties. This study answers the research question "What is the method of selection in the political recruitment of regional head candidates by the National Mandate Party in the General Election in Tasikmalaya City 2017". This study attempts to review, analyze candidate selection. The theory used is the theory of candidate selection from Rahat (2001). The results of this study indicate that the election in PAN is determined by party elites. Selection is also superior by the strength of "local strongmen" and large financials. The process of selecting candidates in the PAN shows a degree of semi-democracy. The selection of PAN internal cadres is not a qualified cadre who is not qualified, but the selection process of candidates approved by local strongmen, and great financial strength.Keywords: Political Parties, Political Recruitment, Candidate Selection, Elections. Abstrak: Rekrutmen calon kepala daerah merupakan bagian dari proses politik di internal partai dalam menghadapai Pemilukada. Seleksi kandidat merupakan “secret garden” bagi setiap partai, selain itu proses seleksiterkadang mudah dipengaruhi oleh kekuatan lain di luar partai politik. Penelitian ini untuk menjawab pertanyaan penelitian “Bagaimana metode seleksi dalam rekrutmen politik calon kepala daerah oleh Partai Amanat Nasional pada Pemilukada di Kota Tasikmalaya 2017”. Penelitian ini bertujuan untuk menggambarkan, menganalisis seleksi kandidat. Teori yang digunakan adalah teori seleksi kandidat dari Rahat (2001). Hasil penelitian ini menunjukkan bahwa seleksi pada PAN ditentukan oleh elit partai. Seleksi juga dipengaruhi oleh kekuatan “local stronge man” dan financial yang besar. Proses seleksi kandidat pada PAN menunjukan derajat semi demokratis. Tidak terpilihnya kader internal PAN bukan disebabkan kader yang maju tidak berkualitas, akan tetapi proses seleksi kandidat dipengaruhi oleh local stronge man, dan kekuatan financial yang besar.Kata Kunci: Partai Politik, Rekrutmen Politik, Seleksi Kandidat, Pemilu.
