Abstract

Climate change and the impacts of globalization significantly influence contemporary environmental life systems. Environmental degradation represents a challenge confronted by every nation, not solely due to climate change effects but exacerbated by human interventions. This research examines the implementation of adaptive governance within Islamic financial institutions in Aceh to realize the green banking concept. The study employs mixed methods, focusing on the effectiveness of Qanun Number 11 of 2018 regarding Financial Institutions in supporting sustainable banking practices. Through in-depth interviews with stakeholders from various Islamic banks and descriptive statistical analysis, the research reveals that Islamic financial institutions in Aceh have demonstrated positive contributions to the green banking concept. Research findings indicate that Shariah-based policy frameworks possess significant potential in promoting environmentally friendly financial practices, although further strengthening remains necessary in socialization aspects and corporate social responsibility (CSR) program optimizationClimate change and the impacts of globalization significantly influence contemporary environmental life systems. Abstract

This study explores the dynamics of ethnic identity politics in the 2017 regional elections (Pilkada) in Aceh, Indonesia. Identity politics, rooted in individuals’ awareness of their ethnic and religious affiliations, plays a significant role in Indonesia’s democratic development. The research uses identity politics theory, which explains individuals' alignment with specific racial, ethnic, religious, or cultural identities to form exclusive political alliances. A descriptive qualitative method is applied through library research, collecting data from academic literature, political regulations, and related sources. Findings indicate that ethnic identity politics remained a crucial factor in the 2017 Aceh elections. It was strategically utilized by candidates, particularly the Irwandi-Nova pair, to secure community support and ultimately achieve electoral victory. Their success was not solely due to ethnic identity appeals, but also because their programs were perceived as beneficial to the public. The pair gained significant voter support in regions with strong ethnic sentiments: 53.5% in Aceh Tengah, 53.2% in Bener Meriah, and 40.6% in Gayo Lues. The study concludes that while identity politics can be an effective political tool, its continued use risks fostering social division and intolerance. Therefore, future democratic practices should aim to minimize reliance on identity-based strategies to maintain social harmony.

Abstract

This community service focuses on increasing disaster literacy among first semester students by utilizing board games as an educational tool. The main issue raised was the students' lack of understanding about disaster mitigation and their lack of active involvement in educational activities. Through a community development approach, this activity was carried out in three stages: observation and planning, implementation of educational games, and evaluation using questionnaires. A total of 10 Syiah Kuala University students were involved in this activity. The evaluation results showed that 80% of the participants stated that the game was very easy to understand, while 70% of the participants considered that the appearance of the game was attractive. These results indicate that board games are an effective medium to convey disaster information in an interactive and fun way. Thus, this service is expected to increase collective awareness and encourage active participation of students in disaster risk reduction.

Abstract

The concept of smart cities has emerged as a promising prospect for several major urban centers in Indonesia. Putting smart city projects together requires thinking about many things. Big data has become one of the most important parts for making sure that these projects will last. Employing big data technology makes it easier to improve the ways that data is stored and processed. This makes it possible to gather useful data that could greatly improve a wide range of smart city services. This study uses a library-based qualitative research approach to analyze scholarly journals and relevant literature. The method involves meticulous collection of data from carefully chosen libraries, aiming to provide comprehensive insights into the phenomenon of big data in smart cities implementation within government administration. This study aims to contribute to the identification and analysis of challenges encountered in emergency situations, with the ultimate goal of providing assistance in effectively mapping the problem at hand. The present discourse underscores the indispensability of Indonesia's contemporary human mindset in bolstering the viability of the smart city paradigm.

Abstract

This study focuses on the performance of the Electoral Victory Agency (Badan Pemenangan Pemilu, or BAPILU) of the Regional Representative Council of the Indonesian Democratic Party of Struggle (PDI-P) in Aceh Province in nominating legislative candidates for the 2024 simultaneous general elections. BAPILU PDI-P Aceh Province is tasked with recruiting legislative candidates in preparation for the 2024 elections in Aceh. The stages carried out by BAPILU in nominating legislative candidates include three main phases: screening, which involves selecting prospective legislative candidates; mapping, which entails profiling the selected candidates by examining their backgrounds and personal profiles; and finally, winning, which is the final stage of candidate selection, where BAPILU determines and approves candidates to run for legislative office based on qualifications set by the PDI-P. In preparation for the upcoming 2024 elections, PDI-P prioritizes "fighter" cadres, defined as individuals with the competence and strong public influence needed to secure legislative positions. These "fighters" are considered to increase the likelihood of electoral success significantly.

Abstract

This study focuses on the realization of a competitive government bureaucracy through the approach of reinventing government. The slow bureaucracy and low quality of services remain issues that demand the attention of government bureaucrats. This paper aims to provide a comprehensive overview of realizing a competitive bureaucracy by applying the principles of reinventing government. The method used in this paper is qualitative, employing a library research approach. The results of the discussion indicate that reinventing government serves as a concrete solution for government agencies to improve their performance in administration. The flexibility of issues and public needs requires the government to continuously innovate. Enhancing performance systems, capacity, and the quality of government apparatus can serve as the main improvements for realizing a competitive government.

Abstract

Accelerating government ethics in bureaucracy is a very important thing for every government apparatus to realize. As a government administrator, you must be able to actualize ethical values in providing services to the community. The aim of this research is to examine and explain how to strengthe government ethical values as an effort to improve the performance of government officials. The method used in this writing is a qualitative method with a literature review study approach. The results of the discussion in this paper show that strengthening government ethics can be realized by internalizing Pancasila values for government officials. Pancasila, as a state ideology and also as a guideline for attitudes and behavior, needs to be synergized by the apparatus in the form of services to the community. Apart from that, it is urgent to implement bureaucratic culture reform by the government as the embodiment of professional and qualified bureaucrats.

Abstract

In a democratic system, the success of general elections is highly dependent on the integrity and neutrality of the State Civil Apparatus (ASN), which is an integral part of organizing fair and free elections. Therefore, it is important to discuss the protection strategy of the ASN in the context of democratic elections. The focus is on addressing two serious threats, namely money politics and intimidation, which often disrupt the integrity of elections. In this case, the researcher seeks to identify efforts that should be taken to protect ASN so that they can carry out their electoral duties reasonably and free from external pressure, which includes various strategies that can be used, including strengthening election-related regulations, increasing ASN awareness about the risks of money politics and intimidation, and the role of election monitoring institutions in supporting election integrity. By implementing this strategy, it is hoped that general elections can become more democratic and have integrity. ASN is also expected to be protected from political money and intimidation threats during the election process.

Abstract

This study focuses on Collaborative Governance in Addressing the Challenges and Opportunities of MSME Development. The development of MSMEs in Indonesia often faces various obstacles, including limited business networks and opportunities, a constrained business environment, difficulties in accessing global markets, inadequate human resource capacity, insufficient business coaching, low digital literacy, and other structural barriers. These challenges require serious attention from the government to enhance the role of MSMEs as a key driver in realizing community-based economic independence. The purpose of this study is to examine and analyze government strategies for MSME development through multi-stakeholder engagement. The research employs a literature study method using both primary and secondary data obtained from journals, books, documentation, and other relevant scholarly sources aligned with the research topic. The findings suggest that a collaborative governance approach provides innovative and solution-oriented perspectives for accelerating the development of MSMEs. This is because the involvement of multiple stakeholders—such as government, private sector, communities, and other related actors—can foster a cross-sectoral collaborative ecosystem that is inclusive and sustainable. The success of MSMEs should not only be assessed through the existence of regulations and governmental involvement, but also through active cross-sector participation aimed at building trust and commitment to MSME empowerment and development. Collaboration thus becomes the key to delivering comprehensive, adaptive, and needs-based solutions for business actors. This multi-sectoral synergy represents a concrete step toward governance reform that is more open and responsive to MSME development, ultimately leading to the creation of globally competitive MSMEs.

Abstract

Penelitian ini bertujuan untuk memaparkan tentang bagaimana Pendidikan Anti Korupsi (PAK) dapat dilakukan di sekolah dan dapat diimplementasikan hasil dari sikap etis dan kesadaran moral pelajar. Penelitian ini berangkat dari studi empiris, bagaimana menerapkan nilai integritas sejak dini yang penting dalam membangun kesadaran moral generasi yang berakhlak serta berkomitmen dalam memberantas korupsi dalam segala jenisnya. Penelitian ini menggunakan metode kualitatif dan deskriptif. Lokasi penelitian dipilih secara purposive karena relevan dengan tujuan penelitian. Data dikumpulkan melalui dokumentasi dan observasi, kemudian dianalisis menggunakan model interaktif Miles dan Huberman. Model yang digunakan mencakup penyajian, penarikan kesimpulan, dan reduksi data.Hasil dari penelitian menunjukkan bahwa pelaksanaan PAK di sekolah mudah digapai melalui pengimplementasian nilai-nilai anti korupsi dalam pembelajaran, keteladanan guru, budaya sekolah yang disiplin secara masif, serta kegiatan ekstrakurikuler yang mendukung pendidikan karakter dapat membantu dalam penerapannya. Hal ini terbukti melalui peningkatan sikap moral siswa seperti meningkatnya kejujuran akademik, kepatuhan pada aturan, dan kemampuan siswa untuk menilai dan menolak perilaku tidak etis. PAK juga menumbuhkan kesadaran moral siswa, pemahaman akan nilai, serta kepekaan terhadap akibat dari tindakan tidak etis, dan membantu mendorong siswa untuk berperilaku sesuai dengan norma moral. Melalui penelitian ini, pendidikan anti-korupsi memiliki peran yang sangat sentral dalam membentuk karakter pelajar secara masif.
