Abstract

The concept of smart cities has emerged as a promising prospect for several major urban centers in Indonesia. Putting smart city projects together requires thinking about many things. Big data has become one of the most important parts for making sure that these projects will last. Employing big data technology makes it easier to improve the ways that data is stored and processed. This makes it possible to gather useful data that could greatly improve a wide range of smart city services. This study uses a library-based qualitative research approach to analyze scholarly journals and relevant literature. The method involves meticulous collection of data from carefully chosen libraries, aiming to provide comprehensive insights into the phenomenon of big data in smart cities implementation within government administration. This study aims to contribute to the identification and analysis of challenges encountered in emergency situations, with the ultimate goal of providing assistance in effectively mapping the problem at hand. The present discourse underscores the indispensability of Indonesia's contemporary human mindset in bolstering the viability of the smart city paradigm.

Abstract

This paper aims to clarify the understanding of the conceptual evolution of the adaptive governance framework, followed by an examination of implementation actions in the environmental setting. Since three approaches are recognized to be essential in navigating complex socio-ecological systems, namely adaptive management, adaptive co-management, and adaptive governance. This might lead to confusion and misunderstandings in adaptive concepts and practice. In this study, a systematic literature review was conducted using the Scopus database. A literature search was conducted in Mei 2023 using the keyword "Adaptive Governance" as the search term. As a result, despite sharing the same purpose and philosophy, each approach's work process has distinct features and scales. Adaptive governance emerges as a response to the need for holistic solutions to overcome uncertainty within the framework of complex socio-ecological systems. This is similar to adaptive co-management, although on a larger scale and context. While adaptive management is the conceptual foundation for other approaches.

Abstract

The City of Banda Aceh, the capital of Aceh Province, has been committed to developing a Child-Friendly City Policy since 2013. However, to date, the City of Banda Aceh has still not achieved Child-Friendly City status, as evidenced by the absence of an increase in ranking in 2023 compared to the previous year. This city continued to maintain its Nindya level by the assessment in 2022. This research aims to identify efforts and inhibiting factors in developing Child-Friendly City policies, especially in the institutional cluster aspect. Using Institutional Development Theory by Milton J. Esman (1967), this research applies qualitative methods. Research findings show that Banda Aceh has not achieved Child-Friendly City status because the institutional indicators of a Child-Friendly City are not yet optimal, resulting in the fulfillment of children’s rights not being implemented comprehensively. The obstacles that cause Banda Aceh not to achieve this status involve limited budget resources, the absence of a Regional Action Plan, a lack of understanding of human resources regarding policies, minimal involvement from the business world, and the impact of the COVID-19 pandemic. Suggestions include: (i) Evaluate budget resource allocation for KLA, (ii) Immediately develop RAD-KAL as a guide for program implementation, (iii) Increase understanding of human resources through training, (iv) Encourage formal collaboration with the business world, (v) Designing an adaptive strategy for the disruptive impact of the pandemic for KLA. Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis merosotnya peroleh kursi partai Aceh kota Banda Aceh pada pemilu 2014 dan 2019. Partai Aceh merupakan salah satu dari beberapa partai local di aceh yang diketuai oleh Muzakir Manaf yang menjadi tempat bernaung dan kendaraan politik bagi mantan kombatan GAM, partai ini menjadi sarana perjuangan tanpa senjata melainkan melakui politik. Penelitian ini bertujuan untuk mengetahui factor penyebab merosotnya perolehan kursi partai aceh di kota Banda Aceh pada pemilu 2014 dan 2019. Metodologi yang digunakan dalam sebuah analisis ini, yaitu pendekatan kualitatif dan deskriptif untuk mendapatkan gambaran yang bersifat komprehensif proses pengumpulan data yang menghasilkan informasi deskriptif berdasarkan hasil membaca dan menelaah berbagai sumber yang berkaitan dengan topik penelitian. Hasil penelitian ini menunjukkan factor penyebab merosotnya perolehan kursi partai aceh di kota Banda Aceh pada pemilu 2014 dan 2019 yaitu :1). Rendahnya Elektabilitas Calon Legislatif dari Partai Aceh, 2) Lemahnya Manajemen Partai dan Sikap Kader Partai Aceh, 3) Kekecewaan Masyarakat Aceh Terhadap Partai Aceh.

Abstract

AbstractThis research is to answer the problems faced by the Indonesian government in developing the capital market (investment) in the millennial era in Indonesia, the government has made various efforts to develop investment in Indonesia. However, the influence of digital technology is not immediately used by the Indonesian people, especially young people. The purpose of this study is to identify and explain government support to young people in order to increase investment for their future. This study uses a library research methodology, where the data obtained are obtained through valid documents The results of this study are that the government has made various efforts to encourage the development of investment for young people, the implications of this policy have an impact on the development of investment in Indonesia, the government's encouragement to get a good response among young people to invest, this success is due to maximum planning by the government through thorough socialization It is hoped that the government will continue to make efforts to develop investment by establishing programs that inspire and motivate people to continue investing.Keywords: Government, Investment and Indonesian Millennials

Abstract

Penelitian ini memfokuskan pada analisis pengawasan Dewan Perwakilan Rakyat Kabupaten (DPRK) Aceh Jaya terhadap Program Listrik Gratis bagi masyarakat miskin. Sejak diimplementasikan tahun 2014, program ini masih ditemukan penerima bantuan tidak tepat sasaran atau penerima yang layak menerima tetapi tidak mendapatkan bantuan. Penelitian ini menggunakan metode kualitiatif. Pengumpulan data yang digunakan dengan metode wawancara, observasi dan dokumentasi. Wawancara dilakukan dengan DPRK Aceh Jaya, Bupati Aceh Jaya, Biro perekonomian dan SDA Setdakab Aceh Jaya dan civil society. Data dokumentasi dalam penelitian ini dari sekretariat DPRK, BPKK, Biro Perenomian SDA setdakab Aceh Jaya dan media. Hasil penelitian ini menunjukkan bahwa pelaksanaan pengawasan preventif DPRK Aceh Jaya terhadap program listrik gratis belum optimal. DPRK hanya melaksanakan pengawasan di pengesahan dan penetapan anggaran untuk program ini yang tertuang dalam APBK. Pengawasan preventif dari DPRK dalam hal pencegahan penyimpangan terhadap kebijakan yang akan direalisasikan tersebut seperti adanya penetapan prosedur pengawasan dan pembentukan tim khusus. Sedangkan pengawasan represif, secara kelembagaan belum optimal walaupun secara tata cara pengawasan sudah dilaksanakan seperti pembentukan tim, turun kelapangan dan tindaklanjut/ rekomendasi.

Abstract

Child-Friendly City (KLA) is a strategic policy that aims to ensure the fulfillment of children’s rights through synergy between government, society, and the business world. This study aims to analyze the implementation of the KLA policy in Banda Aceh City with a focus on seven institutional indicators as stipulated in the Regulation of the Minister of State for Women’s Empowerment and Child Protection of the Republic of Indonesia Number 12 of 2011 concerning Indicators of Child-Friendly Districts/Cities. This study uses a qualitative method with data collection techniques in the form of interviews, observations, and documentation. Informants consist of government officials, community leaders, and representatives of relevant community institutions. The results of the study indicate that Banda Aceh has not fully achieved Child-Friendly City status. Several institutional indicators, such as special budget allocation and involvement of community institutions, have been implemented, but are not optimal. The Regional Action Plan for Child-Friendly City is not yet available, and involvement of the business world is still limited. At the village level, understanding of the KLA concept is still low, so that policy implementation is not evenly distributed. It is necessary to strengthen the synergy between the City Government and villages, special budget allocation, and involvement of the business world through the establishment of the Indonesian Child-Friendly Company Association (APSAI). With these steps, it is hoped that the implementation of KLA can be accelerated, so that the fulfillment of children's rights in Banda Aceh can be realized comprehensively.

Abstract

Granting special autonomy to Aceh Province is the government's response to support sustainable development in post-conflict. This study aims to optimize the management of Otsus funds for the overall welfare of the Acehnese people, with the ultimate goal of achieving independence. This study focuses on explaining and addressing issues related to managing the special autonomy fund and strengthening institutions to realize sustainable development and prosperity for the Acehnese. Descriptive qualitative research methodology was employed, involving data collection, reduction, presentation, and conclusion. The analysis utilizes the accountability and transparency theory to evaluate fund management practices in Aceh. Findings revealed that the special autonomy fund has not been effectively implemented due to weak institutional capacity, hindering sustainable development and welfare. Transparent fund management aligned with good governance has not been optimally achieved. The dominance of local political elites in policy-making has led to ineffective government management of the special autonomy fund, while bureaucratic efforts have yielded limited results. Nonetheless, Aceh has undergone some changes over the past 15 years, although not yet significant.

Abstract

Introduction: Life skills are essential abilities that every individual needs to achieve independence and effective social integration. For children with special needs, the development of life skills is crucial. This community service program was conducted at Aceh Flexi School, an educational institution for children with special needs, to provide life skills training based on an inclusive approach.   Objective: The purpose of this service was to enhance the life skills of children with special needs through an inclusive and participatory learning approach. The service aimed to improve basic skills such as self-care, communication, and social interaction, while providing hands-on practice using media such as animated videos, origami, and concrete objects.   Method: This public service was conducted by the community service team from the Government Science Program, Syiah Kuala University, on December 5, 2024, involving 20 children aged 6–12 years old. The service utilized multimedia tools such as animated videos, origami, and concrete objects to engage children in interactive learning. The activities were designed to be participatory, with direct involvement from teachers and parents.   Result: The results showed significant improvement in the children's ability to perform basic life skills such as self-care, communication, and motor coordination. Most children were actively engaged in the learning process, demonstrating increased independence and social interaction during the activities. Positive feedback from teachers and parents indicated that the approach was highly effective in supporting the children's development.   Conclusion: The community service successfully contributed to enhancing the life skills of children with special needs at Aceh Flexi School. The use of inclusive and multisensory learning methods proved to be an effective strategy. Future initiatives should focus on sustainability through continuous support and collaboration with educational institutions and communities to further improve the skills of children with special needs.

Abstract

Introduction: Stunting is one of the growing health issues commonly found in developing countries, including Indonesia. Balanced nutritious food is a key factor in supporting the physical and cognitive development of students at SDN 69 Kota Banda Aceh. Objective: increase insight and increase awareness of students and parents about the concept of "Fill My Plate" and the importance of consuming nutritious food as an effort to prevent stunting Method: This program was attended by 83 students from grades 4 to 6 along with their parents. The series of activities included a preliminary survey, nutritional status assessment, and interactive educational sessions designed using lectures, video presentations, educational games, and a live demonstration of the "Isi Piringku" meal concept. Result: The conducted outreach program positively contributed to enhancing the knowledge of students and parents regarding stunting prevention efforts. The "Isi Piringku" food presentation demonstration actively engaged participants and provided practical understanding of the concept of balanced nutrition. However, the implementation of this activity also faced challenges, particularly due to varying levels of comprehension caused by age differences, which affected the younger participants' ability to absorb information. Conclusion: structured and comprehensive nutrition education significantly improved the knowledge of students, parents, and school staff regarding the importance of healthy eating habits to prevent stunting. Furthermore, the involvement of external parties such as UNICEF strengthened the sustainability and validity of the activity. The outcomes of this service indicate that a cross-sectoral and collaborative approach is essential in reducing stunting rates and providing practical, applicable knowledge to the community.
