Abstract

Although cold lahar floods are disasters that have the potential to cause substantial losses, community preparedness among those who have no experience in facing similar threats still needs to be strengthened through disaster literacy. This study aims to analyze the effect of disaster literacy on community preparedness in facing cold lahar flood disasters in Nagari Parambahan, Lima Kaum Subdistrict, Tanah Datar Regency. This study used a descriptive quantitative approach with a survey design, involving 78 respondents selected through a two-stage cluster sampling technique. Data were collected through a Likert-scale questionnaire and analyzed using simple linear regression. The results showed that disaster literacy had a positive and significant effect on community preparedness, as indicated by a calculated t-value of 3.897 > t-table value of 1.992 with a significance level of 0.001 < 0.05. The regression equation obtained was Y = 36.023 + 0.371X, while the coefficient of determination (R²) of 0.167 indicated that disaster literacy contributed 16.7% to community preparedness. These findings confirm that disaster literacy plays an important role in improving community preparedness for the risk of cold lahar floods. The implications of this study contribute to the development of disaster risk management studies at the community level and serve as a practical reference for local governments and disaster management agencies in strengthening education, outreach, and disaster risk reduction programs on an ongoing basis.

Abstract

Although the press holds an important position in the democratic order and has been widely studied, research specifically examining the role of the student press in providing political information within higher education institutions remains limited. This study aimed to analyse the role of Surat Kabar Kampus (SKK) Ganto as a Student Press Organization (LPM) and an information medium in the Student Executive Board General Election (Pemilu BEM) at Universitas Negeri Padang (UNP), as well as to identify the internal and external constraints encountered in performing this role. This study employed a qualitative approach. Data were collected through in-depth interviews with seven categories of informants selected using purposive sampling combined with snowball sampling. The results showed that the role of SKK Ganto as an information medium in the Pemilu BEM had not been optimal. Of the three press functions examined, the information and educational functions had not been fully implemented, whereas the social control function had begun to be performed; however, SKK Ganto still tended to be less proactive in reporting issues related to the Pemilu BEM. The performance of this role also faced significant challenges originating from both within the organization and the external environment. These findings confirm that SKK Ganto needs to strengthen the implementation of its information, educational, and social control functions and conduct more comprehensive performance evaluations and organizational development. This study provides a practical contribution to strengthening the role of the student press as a medium of political information within the university environment and expands research on the student press, student organizations, and the dynamics of politics and democracy in higher education institutions.

Abstract

The performance responsibility of the Information and Documentation Management Officer (Pejabat Pengelola Informasi dan Dokumentasi [PPID]) is central to advancing public information transparency at the local government level; however, studies specifically addressing PPID performance responsibility remain limited. This study aimed to analyze the performance responsibility of the PPID of Padang City and to identify the challenges encountered in enhancing public information disclosure. A qualitative descriptive approach was employed, with data collected through interviews and documentation, while informants were selected using purposive sampling. Data were analyzed through the stages of data reduction, data display, and conclusion drawing based on the responsibility theory of Jabra and Dwivedi. The findings show that the PPID of Padang City has demonstrated a fairly good level of performance responsibility, as reflected in the implementation of one-stop services, the conduct of internal and external evaluations, and the provision of information that is accurate, fair, and timely. Nevertheless, several challenges persist, including limited human resources, suboptimal coordination among regional apparatus organizations, and the absence of an integrated public information system. The study concludes that strengthening inter-organizational coordination, enhancing human resource capacity, and optimizing digital information management are necessary to improve public information disclosure and support transparent, accountable, and participatory governance. These findings contribute to the understanding of performance responsibility in public information management at the local government level and offer practical directions for institutional improvement.

Abstract

The transformation of Posyandu duties and functions into six Minimum Service Standard sectors requires local government readiness, cross-sector coordination, cadre capacity, budget support, and adequate facilities. This study aims to analyze the implementation of Minister of Home Affairs Regulation Number 13 of 2024 Article 2 concerning the transition of Posyandu duties and new functions into six Minimum Service Standard sectors in Payakumbuh City. A descriptive qualitative approach with a case study design was employed. Informants were selected through purposive sampling and included local government officials, urban village officials, and Posyandu cadres. Data were collected through in-depth interviews, observation, and documentation and were analyzed through data reduction, data display, and conclusion drawing based on the Van Meter and Van Horn policy implementation model. The findings indicate that the regulation has begun to be implemented but remains in a transitional stage. Several implementation constraints were identified, including the absence of detailed technical guidelines, limited competent human resources, unclear budget utilization, weak interorganizational coordination, varied community participation, and inadequate supporting facilities. This study concludes that the effective transition of Posyandu functions requires clearer operational standards, stronger institutional coordination, and improved resource readiness at the local level. The findings contribute to public policy implementation literature and provide practical implications for local governments in strengthening technical guidance, cadre training, budget planning, infrastructure provision, and cross-sector coordination.

Abstract

Improving the performance of the State Civil Apparatus (ASN) is essential for strengthening the effectiveness and accountability of government organizations, particularly through enhanced employee motivation and consistent work discipline. This study examined the partial and simultaneous effects of work motivation and work discipline on ASN performance at the Department of Public Housing and Residential Areas of Padang City. A quantitative approach with an associative research design was employed. The study involved all 57 ASN employees in the department, who were selected using saturated sampling. Data were collected through questionnaires and observations and analyzed using multiple linear regression. The findings demonstrated that work motivation and work discipline had positive and statistically significant effects on ASN performance, both individually and collectively. Employees with higher motivation and stronger work discipline tended to demonstrate better work quality, responsibility, and productivity. The study concludes that motivation and work discipline are important determinants of ASN performance within government institutions. These findings contribute empirical evidence to public human resource management and provide practical implications for government agencies seeking to improve employee performance through motivational strategies, consistent enforcement of work discipline, and systematic performance evaluation.
