Abstract

This research aims to examine about the village heads election at Boyolali District in 2013 that is using a new method, namely electronics election (electronic voting). E-voting methods are used only in 8 villages, namely Kebonbimo Village, Kebongulo, Gondang Slamet, Sambi, Trayu, Genting, Karangnongko, and Dologan Villages. The use of e-voting is conducted to reduce errors and barriers which occur ini elections by conventional means. This research analyzes use of implementation factors expressed by van Meter and van Horn are; 1) Standard and Policy Goals; 2) Resource; 3) Communications; 4) Implementating Agent Characteristics; 5) Disposition; 6) Environmental Conditions (social, economic, polital). The methods used in the study is a research method in combination with qualitative and quantitative approach with a descriptive method. In obtaining the data, the researcher use research tools interviews with research informants is the District Secretariat of Boyolali District, Election Committee of the district and of the village and then distributed questuinnaire spread to the community. The research also use secondary data derived form documentation contained in the District Secretariat of Boyolali District and also other literature sources such as books and journals.Results of this research showed that the implementation of e-voting has been implemented by the Government which is also supported by the villager. The villager is satisfied with use of methods of e-voting in an election. Implementation of e-voting in Boyolali District also reached the goals, that is to reduce errors that occur in election, especially in the vote count. In addition to the support resources also have an important role in the execution of a program. Communication is intertwined between the Committee, the Committee of village, district, and also the villager looks satisfied towards using of method of e-voting. social condition, economy, and politics is not so influential in the implementation of e-voting, because the villager felt that use of methods of e-voting in election already as applied in Indonesia not to outmoded.

Abstract

Metode penelitian yang penulis gunakan untuk melakukan penelitian adalah metode kualitatifdeskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Dasarpenulis menggunakan metode kualitatif karena penulis ingin mengetahui dan menganalisis secaramendalam tentang apa saja penyebab gagalnya proses relokasi pedagang pasar Rejomulyo Semarangsementara proses revitalisasi pasar Rejomulyo Baru sudah dilaksanakan. Selain itu penulis juga inginmengetahui apa saja tindakan Dinas Perdagangan Kota Semarang selaku pelaksana danpenanggungjawab dari pelaksanaan kebijakan relokasi pedagang pasar Rejomulyo. Relokasipedagang adalah suatu bentuk tindakan yang dilakukan untuk memindahkan pedagang dari suatutempat ke tempat lain. Relokasi pedagang merupakan bagian dari revitalisasi pasar dimana biasanyarelokasi pedagang dilakukan untuk memindahkan pedagang dari pasar lama yang sudah kumuh kepasar baru yang lebih baik dari hasil revitalisasi pasar. Salah satu pasar tradisional yang telahdilakukan revitalisasi dan relokasi pedagang adalah pasar Rejomulyo Semarang. Program kebijakanrelokasi pedagang pasar Rejomulyo Semarang telah dilaksanakan. Namun, pelaksanaan kebijakantersebut tidak berjalan dengan baik dan timbul permasalahan. Penyebab permasalahan yang timbulakibat pelaksanaan kebijakan tersebut yaitu tidak adanya partisipasi dari pedagang pasar Rejomulyo.Hal ini terjadi karena Dinas Perdagangan Semarang selaku eksekutor dari kebijakan tersebut kurangdalam memberikan sosialisasi atau diskusi dengan pedagang dan Dinas Perdagangan Semarang tidakbisa mengatur pedagang agar melakukan hal yang diinginkan, sehingga pedagang tidak mengetahuibagaimana struktur bangunan pasar Rejomulyo Baru yang akan dibangun maupun proses relokasipedagang yang akan dilakukan. Tindakan Dinas Perdagangan Semarang dalam membuat pedagangagar bersedia direlokasi merupakan tindakan koersif, dimana Dinas Perdagangan Semarang memutusaliran listrik dan mengerahkan kepolisian. Selain itu tidak adanya faktor kepemimpinan antaraPemerintah Kota Semarang dengan Dinas Perdagangan Semarang membuat permasalahan sulitdiselesaikan.

Abstract

In 2013, the Provincial Election Commission to hold elections in SouthSumatra. In these elections, there are two candidates for the strongest candidate isa pair Herman Deru - Maphilinda Syahrial Oesman and partner Alex Noerdin -Ishak Mekki. There are several organizations surveyed stated that couples HermanDeru - Maphilinda Syahrial Oesman get the most votes, it is because AlexNoerdin leave the task as governor of South Sumatra and running for governor ofJakarta, not only that the issue of corruption by Alex Noerdin in developmenthouse athelete construction of a multipurpose building South Sumatra province.Herman Deru shook the first Regent of Ogan Komering Ulu Timur, andMaphilinda Syahrial Oesman is the wife of former South Sumatra Governorappointed by Herman Deru to accompany the elections in South Sumatra in 2013.Alex Noerdin governor of South Sumatra in the first period were runagain in the elections of South Sumatra in 2013 and is a former Regent of MusiBanyuasin for two periods, Alex Noerdin pointed Ishak Mekki as a deputy whohad served as Regent of Ogan Komering Ilir during two periods.South Sumatra at the General Election in 2013, the pair Alex Noerdinand Ishak Mekki guilty of corruption of the budget used for campaign purposes inseveral regencies / municipalities , despite experiencing negative issues and terevidence of corruption, the couple still won the elections of regional heads ofSouth Sumatra.The purpose of this study to determine the factors defeat Herman Deruand Maphilinda Syahrial Oesman. In order to strengthen and achieve theobjectives of this study, researchers used a qualitative descriptive approach.Extracting data through interviews with a successful team. Based on research,there are three theories to gain a whopping factor Herman roar and MaphilindaSyahrial Oesman that election, political strategy, figures, and successful team.Based on the research results , the researcher recommends that : doingthe sportive of competition and does not do character assassinations between thecandidates , the Commission and the Election Supervisory Committee must actdecisively against negative practices conducted by candidates , their improvementeducational background of candidates , and the candidates should be moreintroduce themselves and multiply achievements to be more widely known .

Abstract

The provision of health insurance to the people of Indonesia is a form of government to carry out the purposes of the Indonesian nation, one of which is the National Health Insurance policy as a form of good health care to the whole society in Indonesia. For in Semarang itself is still encountered problems in its implementation such as policies which are not effective and the problems of service received from the participants JKN. This study aims to: (1) Explain Implementation The implementation of the National Health Insurance Policy by BPJS in Semarang, (2) Describe the constraints arising from the implementation of the National Health Insurance by BPJS Semarang. The method used in this research is qualitative-descriptive method, with the type of data used are primary data and secondary data uses data collection techniques used were interviews and documentation. The results showed that the implementation of the Implementation of the National Health Insurance by BPJS (Social Security Agency) Health in Semarang has not been realized optimally. This can be seen in still found many obstacles such as lack of awareness of the public about the importance of social security; JKN participants do not understand tiered referral systems and procedures JKN; and regulations that still continues to change. Recommendations can be given is: the government should be able to give cut bureaucracy tiered system because it is perceived complicate the public.

Abstract

The growth and the development of era like nowadays make people workhard, in this case the local workers should have an adequate ability to compete with with expatriates. The expatriates who work in Indonesia should be under supervision. The office which has responsibility and authority to supervise expatriates is the Manpower and Transmigration office, and particular to this research is the Manpower and Transmigration Office of Central Java. The supervision is done to protect local workers and the regulations used in Supervision toward expatiates are Regulation No.13 of 2003 about Empowerment, Minister of Manpower and Transmigration Regulation No.16 of 2015 about the Procedure of Expatriates Employment and Minister of Manpower and Transmigration Regulation No.35 of 2015 about the amendement of the Minister of Manpower and Transmigration No.16 of 2015 about the procedure of Expatriate Employment. The purposes of this research are to find out the effort of the Manpower and Transmigration Office of Central Java in supervising the expatriates who work in Central Java Province, to find out what documents the candidates of expatriates who will work in Indonesia must provide in accordance to the Minister of Manpower and Transmigration No.16 of 2015 and to find out what abstacles faced by the Manpower and Transmigration Office of Central Java in Supervising the expatriates in Semarang and Demak. The result of this research shows that in fact in doing supervision toward expatriates the Manpower and Transmigration Office forms a team called TIMPORA which stands for Foreign People Supervising Team. And as the leading sector is Immigration Office of Central Java. The expatriates who wants to work in Indonesia must fulfill the requirement as stated in article 36 of the Minister of Manpower and Transmigration Regulation No.16 of 2015 paragraph (1) about the Procedure of Expatriate Employment. Abstract

Public services are excellent services provided to the community as an implementationthat is the duty of the government. To meet the demands and expectations of the Semarang Cityapplicant community for licensing services that can be done easily, cheaply and quickly, theOffice of Investment and One Stop Integrated Services (DPMPTSP) of Semarang City creates aninnovative public service in the field of licensing by utilizing technology namely the InvestmentPermit System Easy and Integrated (SI-IMUT). In this study using descriptive qualitative methods and using data collection techniques such as interviews, observation and literature study. The data that has been obtained is then analyzed with qualitative data analysis techniques. Based on data obtained from the field results is explaining licensing service innovation through SI-IMUT by looking at innovation typologies that have six variables namely A new or improved service, Process Innovation, Administrative Innovation, System Innovation,Conceptual Innovation, and Radical Change of Rationality. Thus, the application of the SI-IMUThad a positive impact not only on the community of the applicant but also on the employees ofDPMPTSP Semarang City and increasing the value of investment for the City of Semarang.Keywords: Innovation, Public Service, Typology of Innovation, Public Service Innovation, SI-IMUT

Abstract

In 2012,the government of BanyumasRegency authorized Local Regulation No. 4 of2012 on the Master Plan for Development of E-government in Banyumas Regency.BanyumasRegency becomes the only regency in Central Java which has regulation regarding Egovernmnetand received many awards in the field of IT. For that reason, this research aims tosee what and how the action plan will be implemented over the next 5 years and how thereadiness of the government of Banyumas Regency. The method used in this paper is descriptivequalitative method. Abstract

ABSTRACTThe development of Taman Margasatwa Semarang cannot be separated from the role of various parties stakeholders (community , private , and the government) in managing to become sights of interest and comfortable and supports the conservation of nature. As the operator of Taman Margasatwa Semarang, Office of Culture and Tourism Semarang city had been trying to develop Taman Margasatwa Semarang. However, it did not have a significant result. This research used qualitative descriptive methodology and using theory of tourism development strategy to analyze development strategy of Taman Margasatwa Semarang and SWOT analysis. The main source of this research are  depth interview , photos , documents and observation.The result shows that development strategy of Taman Margasatwa Semarang based on internal factor that is either by Office of Culture and Tourism or UPTD and external factor is status changed from UPTD to Local Government Owned Company. That development strategy analyzed by the motivation factors and the inhibiting factors. Development strategy was done to restore the Taman Margasatwa Semarang as a recreation site, education, research and conservation. Hence , the suggestion after becoming Perusda is have to doing improvement and added more support infrastructure in Taman Margasatwa Semarang and do more intense cooperate with private party and animal lovers NGO to hold events regularly and promotions in order to increase attractiveness of Taman Margasatwa Semarang.Keyword : Strategy Analisys, Tourism Development

Desa Waturoyo memiliki banyak potensi yang bisa digali dan dikembangkan,n Pengelolaan merupakan tindakan pengusahakan pengorganisasian sumber-sumber yang ada dalam organisasi dengan tujuan agar sumber-sumber tersebut dapat bermanfaat untuk kepentingan organisasi dan Seorang pemimpin adalah seseorang yang mempunyai keahlian memimpin, mempunyai kemampuan mempengaruhi pendirian/pendapat orang atau sekelompok orang tanpa menanyakan alasan-alasannya. kinerja Kepemimpinan Kepala Desa Waturoyo dalam Pengelolaan Dana Desa akan diuraikan dan dianalisa oleh peneliti dalam 6 tahapan Pengelolaan Dana Desa yaitu Perencanaan, Penganggaran, Pelaksanaan, Penata Usaha, dan Pertanggungjawaban. Abstract

The case of violence against children today has become a frightening specter among the community considering this issue is an iceberg phenomenon whose case level has not decreased significantly. In this study, the author discusses the strategy for handling cases of violence against children by conducting a research study at the Office of Women's Empowerment, Child Protection, Population Control and Family Planning (P3AP2 and KB Offices) in Tegal Regency. The purpose of this study is to analyze the extent of strategic management carried out by the P3AP2 and KB Offices of Tegal Regency in handling cases of violence against children by looking at the phenomenon of cases of violence that occurred in 2020. This study uses a qualitative research method with a descriptive approach. By using this method, researchers can obtain data that is credible and in accordance with social realities related to this research. The data obtained in this study were obtained through the process of interviewing sources, observation, and case studies. The analysis and interpretation of the data carried out in this study consisted of data reduction, data presentation, and drawing conclusions. The results of this study indicate that the Tegal Regency P3AP2 and KB Offices are guided by the 2019-2024 Regency RPJMD and Tegal Regency Regional Regulation No. 5 of 2016 in the preparation of strategic plans. Empirical facts in 2020 show that cases of violence against children such as physical, psychological, sexual, and social violence are still a serious problem with a total of 33 cases where cases of sexual violence still occupy the highest number. With the help of the PPT Team and cross-OPD partnerships, the P3AP2 and KB Services carried out various programs including welfare & fulfillment of children's rights as well as protection & improvement of children's quality of life which later succeeded in handling all cases of child violence reported in 2020. However, the agency has not succeeded. in increasing public awareness to report cases of child abuse, it is proven by the stagnant number of reported cases. This is due to the ineffectiveness of the agency in taking preventive steps to the grassroots level and the inactive role of NGOs that focus on child protection in Tegal Regency. This study recommends that the P3AP2 and KB Offices of Tegal Regency strive to maximize the process of preparing, implementing, and evaluating performance in a rooted manner and maximizing preventive measures to the grassroots level. In addition, it is necessary to increase interconnection between fields, implement digital-based programs, and strengthen partnerships with cross-sectoral / OPD and NGOs so that they are able to produce an integrated, fast, and precise movement in handling cases of violence against children in Tegal Regency
