Abstract

Currently Semarang City government has been intensively carry out improvements to the implementation of government information towards good governance through public information disclosure is packed with good public service. This is intended to facilitate the public in obtaining various information in the information of the government. During this time, information disclosure is considered important for some people, while ordinary people sometimes take little care of it.The formation of perceptions needs to be built so that people can use the information provided by the government. Therefore, good governance is the practice or procedure of government and society managing resources to solve public problems. This study aims to explain how the public perceptions of Semarang city against public information disclosure. The method used in this research is qualitative, by doing data collection techniques using interviews, observation and literature study. Data analysis is done by data reduction phase, data presentation, verification and conclusion.The results showed that 1) Semarang City knowledge about the existence of KIP has not been fully referring to UU KIP. 2) lack of understanding of the community abaout the implementation of KIP. 3) people's assessment of KIP generally tends to require only satisfactory outcomes but does not change their behavior to participate in government. The solution to overcome this is the government is more proactive by providing intelligence to the community through innovative programs related to public information disclosure.Keywords: Good governance, Public information disclosure, Perception

Abstract

Sistem pembayaran e-retribusi merupakan sistem pembayaran retribusi secara elektronik sebagai pengganti pembayaran secara tunai yang diberlakukan di 4 Pasar Kota Semarang sejak tahun 2018. Pasar tersebut yaitu Pasar Pedurungan, Pasar Bangetayu, Pasar Rasamala dan Pasar Jatingaleh. Sistem e-retribusi ini diberlakukan karena pembayaran secara tunai dianggap tidak lagi relevan, efektif dan efisien. Pengimplementasian sistem e-retribusi diharapkan dapat menciptakan 3 prinsip good governance di Pemerintah Kota Semarang yaitu transparansi, akuntabilitas serta efektifitas dan efisiensi. Dalam penelitian ini peneliti menggunakan metode diskriptif kualitatif dengan menggunakan teknik pengumpulan data berupa wawancara, observasi dan studi kepustakaan. Tujuan dari penelitian ini untuk mengetahui bagaimana proses implementasi e-retribusi dan apakah implementasi pembayaran e-retribusi sudah sesuai dengan 3 tahap implementasi dan 3 prinsip good governance. Berdasarkan data yang diperoleh, hasil penelitian proses pembayaran e-retribusi hingga dana masuk kedalam kas daerah dilakukan secara satu pintu sehingga pengawasan dapat dengan mudah dilakukan. Adanya proses satu pintu berdampak baik pada kenaikan pendapatan dari retribusi pasar. Sejak diimplementasikan pada tahun 2018 telah menunjukan adanya kenaikan pendapatan. Kenaikan pendapatan ini sebesar Rp363.106.760 pada tahun 2017-2018 dan Rp282.652.733 pada tahun 2018-2019 di 4 Pasar pengguna sistem e-retribusi

Abstract

Bureaucratic reform is an important thing in order to reach national development. The realization of bureaucratic reform in Indonesian government is the implementation of Open Biding which focuses to filling the positions of echelon III and IV in Department of Highways and the Department of Youth and Sports of Central Java province. In organizing the auction policy positions, there is some evaluation on every implementation of its selection process. Therefore the formulation of problem in this research is “How the realization of open biding is implemented in Department of Highways and the Department of Youth and Sports of Central Java province in order to fill the positions of echelon III and IV, what is the problem happened in the process of open biding, and how is the process of open biding evaluation implemented. The direction of this research is to obtain some information detailly about the mechanisms of implementation of the open biding that focuses on filling the post of echelon III and IV in the Department of Highways and the Department of Youth and Sports of Central Java and knowing the problems that happen in the implementation of the open biding selection. The research method is descriptive qualitative. Primary source data retrieved from interview and secondary data from document, archieve, and the other source which it is still connect with research. Analysis technique using qualitative data with analyst in form essay, depiction, and drawing the conclusion of indication research. From the result of research, showing that implementation of open biding that focuses on filling the positions of echelon III and IV in Department of Highways and the Department of Youth and Sports of Central Java province uses the concept of talent scouting to find talent pool who is worthy occupying some structural positions in the Government of Central Java Province.. In addition, the concept of talent scouting that is used in the post auction also impact on effectiveness and appropriate of the necessary of provincial government officials will be able to occupy technical positions are supported by the specification of skills and capabilities. The Regional Employment Board as the organizer of this policy should be able to monitor the performance of assessment center team more objective in doing the assessment of managerial competence. In addition, the Regional Employment Board should be more transparent in disseminating the results of the assessment to every department in Central Java in order to provide explanation detailly related to how the results of the selection which is followed by the entire of government employees from each SKPD and any indicator about criteria of participants who qualify and do not qualify to be will be an evaluation for all employe of government. Abstract

Badan Usaha Milik Desa (BUMDes) merupakan salah satu wujud proses kesejahteraan di desa. Grobogan merupakan salah satu wilayah di Jawa Tengah yang menunjukan angka kemiskinan kurang lebih 11 % . Desa Cingkrong merupakan salah satu desa di Kabupaten Grobogan yang mendirikan BUMDes kreatif, inovatif, profit dan berkisnambungan yang berupa BUMDes Edupark pertama di Purwodadi Grobogan. Sehingga penelitian ini dilakukan untuk menjelaskan bagaimana Peran Pemerintah Daerah dan Desa melalui proses atau alur pendirian BUMDes dengan menggunakan konsep Pendirian BUMDes oleh David yang meliputi 4 (empat) tahap praksara yakni inisiatif pemerintah desa, potensi Desa, SDM pengelola BUMDes, penyertaan modal, dan disahkan melalui 3 (tiga) tahap sosialisasi, musyawarah desa, dan penetapan peraturan desa. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan studi kasus, serta data yang diperoleh melalui kegiatan atau teknik wawancara, observasi dan dokumetasi dan data yang diperoleh melalui studi pustaka yang berbentuk berita, jurnal atau dokumen penting lainya. Informan yang dipilih menggunakan teknik wawancara terstruktur dimana penulis menuntukan masalah dan pertanyaan sendiri untuk dapat diajukan oleh informan yang terjun secara langsung dalam masalah tersebut.Adapun teknik analisis data pada penelitan ini delakukan dengan cara reduksi data, penyajian data dan kesimpulan. Hasil penelitian ini menunjukan bahwa Peran Pemerintah Daerah Grobogan dan Desa Cingkrong telah melakukan serangkaian tahapan pendirian BUMDes dari tahap praksara inisiatif pemerintah desar, Perekrutan SDM pengelola BUMDes dan penyertaan modal dilakukan oleh dan proses selanjutnya merupakan pengesahan melalui tahap sosilaisasi dan dipertanggungjawabkan melalui musyawarah desa dan diakhiri dengan adanya penetapan peraturan desa. Dalam proses pendirian ini masih memiliki kekurangan yang berupa adanya sistem perkrutan konvensional, dan peran pemerintah daerah hanya mendampingi sehingga dalam mewujudkan peraturan Undangundang Nomor 6 Tahun 2014 pasal 90 pada point pertama memberikan akses modal maupun hibah belum terlihat sama sekali, maka dari itu penulis merekomendasikan saran yaitu merubah sistem prekrutan SDM pengelola lebih transparan dan akuntabel, dan pemerintah daerah memberikan akses modal secara rill bagi BUMDes yang akan berdiri kelak

Abstract

The presence of informal sector, particularly street vendors (PKL), is an unavoidable economic reality happening to nearly all regions in Indonesia that needs special attention. On one side, street vendors have brought problems related to urban planning, social, health domain and so forth. While on the other side, street vendors are highly needed by the community in terms of fulfilling their needs and reducing the government’s burden. If managed properly, street vendors are able to provide economic improvement and community welfare in a region. Ngawi Regency is one region area inseparable from the presence of street vendors. Such informal sector has dominated centers of crowd in Ngawi Regency, including Ngawi Regional Square. Street vendors in Ngawi Regency also have also led to many problems, such as disruption to the city’s immaculacy and congestion. This research is thereby aimed to more deeply examine the Informal Sector Governance in Ngawi Regency.The present research was conducted using combination method or combining the qualitative and quantitative research with the use of observation data, interview, documentation and questionnaire in order to explain the real situation in details while using triangulation of data source, method and theory.Based on the research performed, the results obtained are: the condition and presence of street vendors in Ngawi Regency are already in accordance with the theory and concept of Informal Sector; and Ngawi Regency Government has a policy plan to relocate street vendors. Legalistic approach employed to manage street vendors is yet accurate, based on findings in the field. A combination of empowerment, structuralist and legalistic approaches is recommended in the management of street vendors.Keywords: Street Vendors, Policy, Governance Approach

Abstract

The existence of regional autonomy with decentralization gives more authoritytowards regional to mantain its household business. Head of regional has authority tomanage Human Resources (HR) or managing officialdom through Country CivilApparatus management which is regulated in Law No. 5 of 2014 contained CountryCivil Apparatus one of them is to do Civil Servants’s mutation. In doing mutation, ofcourse it is not surprisingly that it is thick of interest loads as the efforts to supportvision and mission implementation, program and loyalty to leader even sometimesbecomes defensive strategy to win the regional election. This research is to analyzecivil servants’s political mutation in structural position 2nd echelon in SenoSamodro’s leadership as Boyolali Regent whether appropriate with regulation or not.Based on Human Resource management theory or officedom management HasibuanMalayu overwhelms recruitment, selection, inauguration, and placing.Method of this research in answering problrms inthis research is qualitativedescriptive research by type of main data are words and action. Source of data whichwas found were from primary data and secondary data. Technique of data collectionin this research used documents method and interview to program organizer whichwere BKD Boyolali Regency, BAPERJAKAT, Selection Committee and mutatedparty in 2nd echelon. Technique of data analysis by using data reduction, data servingand concluding.Mutation of civil servants in structural position 2nd echelon which was regulated inLaw No. 5 of 2014 was a new and good regulation as a step to do mutationtransparantly by involving external party from academics and public figure.Remembering the strength of Boyolali Regent’s authority and interest as itsdeterminant.Results of this research later hopefully can give benefit for government to mantainand control the mutation implementation in order to produce professional civilservants, and appropriate with their track records and far from interest.

Abstract

Penelitian ini merupakan wujud rasa ingin tahu penulis tentang Pusat Informasi Publik Kota Semarang. Rentang penelitian pada tahun 2018-2020. Dengan rumusan masalah tentang bagaimana pengamatan penulis tentang keterbukaan informasi publik di PIP beserta hasil pengamatan tentang 3 in 1 yang dilaksanakan berbasis website. Menggunakan metode penetilitan kualitatif deskriptif untuk menganalisa gap antara gambaran ideal pada UU No. 14 Tahun 2008 dengan kenyataan pelaksaanaan di PIP. PIP berlokasi di Kota Semarang yang dalam pelaksanaannya dinaungi dibawah Diskominfo Kota Semarang Seksi Pelayanan Informasi Publik. Hasil penelitian dan pengamatan penulis bahwa keterbukaan informasi publik yang dilakukan di PIP belum berjalan ideal bercermin kepada pengalaman penulis yang dituliskan pada penelitian ini. Ketidak idealan itu dikarenakan pihak PIP sendiri belum bisa memberikan informasi yang dibutuhkan secara maksimal yang diminta untuk kepentingan penulisan di peneltian ini. Namun dilain pihak penulis mengapresiasi kinerja untuk website PIP. Didalam website tersebut sudah mengalami kemajuan jika dibandingkan dengan awal penelitian. Klaim inovasi dari pihak PIP kurang valid karena sebuah website adalah kewajiban untuk mewujudkan transparansi sesuai good governance. Kesimpulan dari penelitian ini adalah masih adanya krtidak idealan yang terjadi dalam tubuh PIP sehingga saran yang harus dilakukan adalah pemerintah dapat mengembangkan pengelolaan PIP kearah yang lebih baik.

Abstract

Skipsi ini berangkat dari penulis yang awalnya sempat mendapatkan mata kuliah tata kelola pemerintahan yang baik dan membahas tentang pengelolaan dalam aspek pemerintahan yang mengedepankan prinsip good governance. Setelah melakukan studi literatur dan pengamatan dilapangan yang ternyata penulis menemukan beberapa masalah dalam pengelolaan parkir di Kota Semarang. Dalam kasusnya temuan berada pada target retribusi yang sudah ditentukan tidak pernah mencapai target dan mengganggu penerimaan pendapatan asli daerah jenis retribusi. Dalam melakukan pengamatan dan penelitian, penulis menggunakan metode penelitian kualitatif. Penelitian ini dilakukan melalui sistem wawancara dengan informan yang penulis rasa dapat memberikan gambaran dan penjelasan guna mendapatkan data yang akurat. Penelitian skripsi ini menggunakan kajian teori tata kelola dan good governance. Adapun beberapa narasumber yang penulis wawancarai diantaranya Kepala bidang parkir Dinas Perhubungan Kota Semarang dan jajarannya meliputi kasi pendataan.perizinan dan pungutan,juru parkir Taman Indonesia Kaya dan pengguna layanan parkir Taman Indonesia Kaya. Berdasarkan temuan selama pengambilan data yang telah dilakukan, ditemukan bahwa dalam sudut pandang prinsip good governance yaitu akuntabilitas tahap proses penetapan target retribusi parkir di Kota Semarang melibatkan banyak stakeholder. Hal ini selaras dengan prinsip good governance akuntabilitas atau pertanggung jawaban Dinas Perhubungan dalam melakukan pengelolaan parkir. Selanjutnya dalam prinsip transparansi, semua data tidak dibuka secara bebas, namun jika masyarakat membutuhkan data tersebut maka Dinas Perhubungan akan memberikannya. Dalam rekap jurnal penerimaan, seluruh penerimaan dari retribusi parkir tertulis dan terekap dengan baik dan sesuai dengan realita lapangan. Selanjutnya dalam prinsip partisipasi, masyarakat cukup aktif dalam melakukan evaluasi dan memberikan masukan guna terciptanya tata kelola perparkiran yang lebih baik, namun dalam hal pembayaran retribusi parkir masih ditemukannya masalah bahwa masyarakat enggan membayar retribusi parkir akibat pelayanan buruk yang diberikan oleh juru parkir. Terkait dengan mangkirnya juru parkir Taman Indonesia Kaya diakibatkan oleh penurunan pendapatan akibat pandemic Covid-19. Oleh karena itu diperlukannya solusi dalam pengelolaan parkir tepi jalan umum tersebut yaitu Guna meminimalisir adanya parkir illegal, perlu dibangunnya posko Dinas Perhubungan yang berisikan koordinator lapangan guna mengawasi berjalannya kegiatan parkir yang baik dan sesuai peraturan. Memberikan pelatihan kepada juru parkir terkait memberikan pelayanan yang baik dan benar. Lebih sering dalam melakukan operasi gabungan. Dari yang melakukan 3 kali dalam sebulan, dapat di tambah lagi menjadi 2 kali dalam seminggu dengan hari yang tidak selalu sama. Dengan hal tersebut maka akan meminiimalisir terjadinya pelanggaran dan penghilangan juru parkir illegal.

Abstract

Education is essentially a human conscious effort to develop the personality both inside out of school and last a lifetime. Educational reform is a response to the development of global demands as attempt to adapt an educational system which is capable of developing human resources to meet the demands of the emerging era. Seeing the condition of the problems of the nation’s generation in this globalization era is quite apprehensive so many case concern education recently until becoming viral in Indonesia. Character education is a very important key in making the child’s personality. In addition to home, character education also need to be applied at school and social environment. The issued raised in this study; what is the Role of the Education Office in Semarang City in the Implementatation of Character Building Education Policy.The purpose and research is to know how the Role of the Education Office in Semarang City in the Implementation of Character Building Education Policy.The method which is used in this research is qualitative method by doing data collection tevhniques such as interview, observation and documentation. The informants in this study is the leadership of the Education Office of Semarang City, employees and supervisors. The result of this study indicate that the Role of the Education Office of Semarang City in the implementation of the Character Building Education policy has been running well. Abstract

The purpose of this study was to determine the perception of the bureaucracy against the district head Ahmad Marzuqi in Jepara district, with indicators; 1) the perception of bureaucracy to figure Ahmad Marzuqi regent; 2) perception of the bureaucracy against the Regent Ahmad Marzuqi ability to communicate; 3) perceptions of ability in the ability to take policy; 4) perceptions of the ability to excite or motivate subordinates; and 5) the perception of the ability to establish cooperation with outside parties. This type of research is descriptive analysis and used a qualitative approach because it only intends to describe the leadership of Ahmad Marzuqi Jepara regent in perspective, so it does not require a quantitative approach requires standard size.The results showed that the leadership of Regent Ahmad Marzuqi period served as Regent of Jepara between 2012 s / d 2017 is quite good, because its action can be perceived in a positive way for the majority of the people of Jepara, good development in infrastructure, health, education and public policy developed. Based on data analysis are built according to information sources and documentation, then it is understood that: 1) The Regent Ahmad Marzuki figure Jepara Regent known as the most popular over-the regent of Jepara Regent before, as evidenced by the survey results of the Office of Information and Communications; 2) Before serving, Regent Ahmad Marzuqi has completed a Master degree as the level of formal education. Phenomena such as these have at least been able to justify their pernyaataan that higher levels of formal education a person, the higher the level of social status were successfully acquired, so the expectation is led by the mayor, with formal education, it will be able to bring a breakthrough policy of positive and innovative ; 3) Regent Ahmad Marzuki from among noble families with socio-economic tingakat high enough, so in this case can be expected to be able to create a pattern of obedience to the community leaders. It is based on the feudalistic system is quite thick and thrive in Jepara society, which regards the social status and economic status of a person is one of the references; 4) Profession of Ahmad Marzuki before this was teak furniture entrepreneurs who reside in District Keling, so sociologically have a level of social closeness (proximity) to build Jepara regency to be similar or parallel to the district / city to the other; and 5) Figure Regent Ahmad Marzuqi very popular in the public eye today Jepara, where the provision of such popularity in the elections simultaneously, the later Regent still have a high level of elektabilitas anyway.Keywords: Public Perception, district leader Ahmad Marzuqi
