Abstract

Nutritional problems in infants and toddlers are still a major problem in community administration, one of which is the problem of malnutrition. Tanjungpinang City still finds cases of toddlers with malnutrition disorders, among others, malnutrition, undernutrition and stunting. cases of malnutrition in Tanjungpinang City have increased over the past three years. In 2020 there were 97 toddlers, in 2021 there were 121 toddlers and in 2022 it rose to 245 toddlers. The purpose of this study is to Evaluate the Poor Nutrition Management Program in Toddlers at the Tanjungpinang City Health Office. Researchers use a qualitative descriptive approach. The results of the program evaluation show how the achievement of the implementation of the malnutrition mitigation program carried out by the Tanjungpinang City Health Office. The context indicator explains the background of the program and the strategy carried out by the Health Office has run optimally to achieve program goals. Furthermore, input indicators still require complete human resources and infrastructure so that malnutrition management programs can run effectively. Then, the HR process indicators in this program have been running through coordination so that activities can run regularly but there are still some things that need to be considered in increasing participation and knowledge about parenting. Furthermore, product indicators are evaluated in running the program, but there are still some negative sides that still think that handling nutritional problems is a health task. The conclusion of the evaluation of the malnutrition mitigation program by the Tanjungpinang Health Office is that the malnutrition program is effective enough but has not been optimally implemented. Suggestions as an improvement effort are to increase community understanding of the program, strive for the fulfillment of additional feeding for all toddlers, fulfill program training, add officers and improve training.

Abstract

The purpose of this study is to find out and describe the Implementation of the Zoning System Policy for New Student Admissions (PPDB) at the Junior High School Level in Karimun Regency, especially at SMP Negeri 1 Karimun and SMP Negeri 4 One Cliif Roof. This study uses a qualitative descriptive method with primary and secondary data sources. The theory used in this study is the Van Metre Van Horn Theory with six indicators: policy measures or objectives, resources, implementing characteristics, attitudes/dispositions, inter-organisational communication, social environment, economy, and politics. The study's findings are as follows: (1) the size and objectives of the zoning system policy at SMP Negeri 1 Karimun and SMP Negeri 4 Satu Atap Tebing have been operating in accordance with the established regulations even though the standards of success are not appropriate. (2) HR has already established quantity and quality but there are still facilities such as classrooms that are damaged. (3) the executors comprehend and perform their duties in accordance with the rules in a strict and disciplined manner; and (4) there are still pros and cons from the community, so far the executors have been very elpful in implementing the zoning system. (5) There has been inter-organizational communication; nevertheless, posters and socialisation have not all been dispersed equally. 6) From a societal standpoint, the general populace still doesn't understand computers. It has been operating in accordance with its objectives from an economic and political standpoint. The study's findings indicate that the PPDB zoning system has been implemented at SMP Negeri 1 Karimun and SMP Negeri 4 One Cliif Roof Tebing in accordance with Permendikbud Regulation Number 1 of 2021 and the technical guidelines established by the Regent of Karimun Regency prior to the start of new student admissions.

Abstract

The study is based on the problems that occurred in passport management at the immigration office of class ii before the release of the apapo and m-passport applications, and the supervision and services that passport care applicants face such as less effective assurance of service, inefficient institutional performance efficiency, queue issues at the slow service bureau, People had to wait a long time to manage passports, but sometimes it was also unclear that their services, once applied online, still lacked the requirement of service to manage passports and were unable to schedule the days and times. Immigration office class II TPI Tanjung Balai Karimun applies to information technologies based on applications systems and some service innovations such as friendly ham, eazy passport, sicross and sijamat are a step to make it easier in the process of better passport management management. The study aims to know the effect after information technology has been applied to passport management services and to use a qualitative approach or type of descriptive with the paradigm used is constructivism, which suggests that knowledge is not only the construct of subject thought studied and related to this study of the subjective and subjective realities rather than the product of experience alone, But it is a construct by thinking with the application of applications for information technology service. The theory used by the sangkala (2013) analysed is five major indicators or strategies of innovation in the government sector: integrated services, decentralized services and monitoring services, joint operation, citizen outreach, and the introduction of communication and information technology. Instruments of data gathering that are interviews, observations, and documentation and data triangulation. Research shows that the application of information technology to passport management services is so far beyond optimal that the system may have a problem determining schedules because of unstable tissues, it is seen that the service is integrated and based on the soup and brings the ease felt by society.

Abstract

The implementation of public order for street vendors (PKL) is still a problem, due to the lack of handling carried out by the local government, causing the community to deliberately violate the trading place. The background of this research is to find out the obstacles in carrying out the duties of the civil service police unit in the Karimun sub-district in controlling street vendors. The method used in this research is to use a qualitative descriptive approach with data sources in observation, interviews, and documentation. The theory used in this study is the theory of the four main elements of performance evaluation measurement according to Mahsum (2013: 26) namely (1) the goals and objectives carried out by SATPOL PP have been carried out in accordance with established regional regulations even though there are several street vendors in the Puan market Maimun who has not optimally understood the regulations from SATPOL PP. (2) the performance measurement of SATPOL PP as public control can be said to be quite effective even though not as a whole in socializing the ban on selling on public roads. (3) in measuring the level of achievement of SATPOL PP targets, it can be said that the level of achievement is in the category of success in providing solutions related to selling on the roadside, it's just that there is a lack of strategy in spatial planning. (4) in evaluating the performance of SATPOL PP it has been optimal but there is still a lack of routine supervision and maximum sanctions, this is due to the lack of firm attitude and commitment from officers who violate the rules so that the handling of street vendors is not optimal. The conclusion of this study is that the Karimun Regency SATPOL PP has carried out public control of street vendors at the Puan Maimun market in accordance with regional regulation No. 1 of 2019 concerning public order. suggestions that SATPOL PP should provide regular outreach regarding the orderly regulations for street vendors, supervise officers who are undisciplined, give directions evenly and stipulate strict sanctions against street vendors who violate the rules.

Abstract

Pengelolaan sampah yang dilakukan secara teratur dan baik tentunya akan menunjukan efek yang bagus dalam pengurangan timbunan sampah khususnya untuk timbunan sampah yang ada di TPA. Penelitian ini bertujuan untuk mengetahui pengawasan dari Dinas Lingkungan Hidup terhadap pengelolaan sampah yang ada di UPTD TPA Ganet. Penelitian ini menggunakan pendekatan deskriptif berjenis kualitatif. Penelitian ini menggunakan teori pengawasan menurut Handoko yakni Standar alat ukur pengawasan, pengukuran kinerja, Perbandingan pelaksanaan kegiatan dengan standar dan analisa penyimpangan dan pengambilan tindakan koreksi. Hasil penelitian pada indikator Standar Alat Ukur Pengawasan standar alat ukur telah ditetapkan dan diterapkan seperti halnya sudah terdapatnya SOP selama proses pengelolaan sampah di UPTD TPA. Berdasarkan pengukuran kinerja pengawasan yang diberikan dilaksanakan secara langsung di lokasi dan secara tidak langsung melalui laporan dari staf pengawas yang ada di UPTD TPA, Berdasarkan perbandingan pelaksanaan kegiatan dengan standar dan analisa penyimpangan pelaksanaan pengelolaan sampah terkendala dikarenakan standar pembuangan sampah masih mengalami kendala dalam hal kegiatan titik bongkar sampah sehingga proses penimbunan sampah terjadi keterlambatan, berdasarkan indikator pengambilan tindakan koreksi pengawas memberikan tindakan terhadap permasalahan-permasalahan yang ada selama pengelolaan sampah di UPTD dengan memberikan beberapa tindakan seperti langkah untuk melakukan perubahan, penambahan lahan dan anggaran dalam pengelolaan sampah di UPTD TPA Ganet. Kesimpulan dalam penelitian ini bahwa pengawasan pengelolaan sampah di UPTD TPA Ganet oleh Dinas Lingkungan Hidup berjalan sesuai dengan standar yang sudah ditetapkan meskipun masih memiliki beberapa kendala di dalamnya danĀ  terdapat tindakan dari pengawas apabila selama proses pengelolaan sampah memiliki hambatan serta memberikan solusi terhadap permasalahan tersebut.

Abstract

Since 2018 the Tanjungpinang City Government has started developing e-Government. e-Government development efforts are also a target in the 2018-2023 RPJMD of Tanjungpinang City in 2022 with the coordinator are Dinas Communication and Information of Tanjungpinang City . The purpose of this study is to find out how the strategy carried out by the Dinas Communication and Informatics in developing e-Government in the city of Tanjungpinang. The method used in this study was a qualitative descriptive method with 5 informants and data collection techniques and tools in the form of observation, interviews, and documentation with the research locus is Dinas Communication and Informatics Tanjungpinang City. The results of this study using the ITPOSMO theory from Hungger and Whalen are, (1) Information, The state of the Information owned by Diskominfo is by having the official website of the Tanjungpinang city government and SIPA Kominfo, (2) Technology, The state of the technology that exists at Dikominfo is a lack of network capacity, (3) Processes, As for the process carried out in the development of e-Government by providing network capacity and SIPA Kominfo, (4) Objective and Value, the situation to be achieved is the integrity of public services and employment archive, but for now what has started to have integrity is only the employment archive application (5) Staff and Skills. The condition of the staff and also the skills possessed by the Ministry of Communication and Informatics is that they still have incompetent human resources in the ICT field (6) Management and Structure, with the presence of Mayor Number 8 of 2022 and the existence of applications staffing formed by Pemko who are able to provide assistance in carrying out e-Government development in the city of Tanjungpinang (7) Others, the most influential resources are funds and time, Diskominfo is still experiencing a lack of funds due to post-Covid-19 economic recovery which causes all E-Government development efforts are hampered. The conclusion of this study is that the Tanjungpinang City Communications and Informatics Office in developing e-Government does not yet have its own innovative strategy due to unexpected obstacles such as Covid-19.
