Abstract

The Sustainable Development Goals (SDG's) have 17 goals from 2015 to 2030. The Sustainable Development Goals (SDG's) are in line with the vision and mission of President Joko Widodo and Vice President Ma'aruf Amin in the 2020-2024 National Medium Term Development Plan. Then it was aligned into the Lingga Regency Medium Term Development Plan 2021-2026. The background of this research is to measure how far the Lingga District Social Service has implemented poverty alleviation in implementing the Sustainable Development Goals (SDG's) Program to reduce poverty in Lingga District. The method used in this research is using a qualitative descriptive approach with primary and secondary data sources and using data collection techniques by observation, interviews, and documentation. The theory used in this study is the Van Meter Van Horn Theory with six indicators, namely policy standards and targets, resources, characteristics of implementing agents, attitudes of implementers, inter-organizational communication, social, economic, and political environment. The results of the research are based on the first indicator, namely the standards and policy targets have a direct impact on coastal communities in Lingga Regency so that they are said to be poor. The second indicator is resources, the existing resources are in accordance with the standards set even though there are some human resources who still commit fraud. Indicator. The third is that the characteristics of implementing organizations have implemented existing policies in a firm and disciplined manner towards beneficiaries. The fourth indicator is the attitude of the implementers to accept the policy, it's just that there is a lack of response from Social Service employees and supervision is carried out. The fifth indicator is that communication between organizations has been established, it's just that the executors rarely come into the field for various reasons. Thus causing fraud. The sixth indicator, namely the social, economic and political environment, has been implemented with the government's efforts to improve the welfare of the community. The conclusion of this study is that the Lingga District Social Service has implemented a poverty alleviation program based on the Sustainable Development Goals Program in Lingga District.

Abstract

Decentralization can be defined as the delivery of affairs by the central government to the regions based on the principle of autonomy. The Village can be interpreted as a form of "local state government", or the state government at the level of local communities. Urban Village will no longer have full authority and autonomy over the provision of political decision-making in the region. Lurah legal position is under the District government. This is apparent in Act No. 9 of 20015 on Pemerintahn Regions. In this study, the authors conducted a qualitative descriptive analysis, to determine the extent of the authority of the Village in carrying out government activities in the territories kerjannya. The result is clearly illustrated that the village no longer have the authority and the full steering function in terms of coordination, coaching, facilitation, and pengedalian of rowing or organizer functions directly in the region kerjannya an affair. Village authority has been concentrated at the district level. These conditions resulted in village level governance becomes rigid, mechanical and tends to be less dynamic. Decision-making and policy services at village level also diperediksi can not be done quickly, therefore it is more appropriate attributive authority given to the Village to promote the creation of a direct relationship between the general public as the recipient of services, without having to wait for directives or instructions from the District government. In the framework of the implementation of government activities at the village level, the District government should provide "space" which is free to the elements of work equipment in accordance with the administrative duties and functions and regulations that apply so that does not become a barrier for the village in terms of providing services to the community.

Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.

Abstract

This study discusses the effort against corruption eradication in Asian countries which is a manifestation from the corruption itself. To that goal, this study adopted a literature review to explore ways to corruption eradication (secondary data). Meanwhile from the literature review, the analysis provided information that corruption eradicating was more directed at preventive measures through education in early childhood at the elementary school programs as an investment in future integrity. The citizen participation, institutions cooperation, good governance, and electronic use in reporting activities system contributes to efforts to make difficult corruption. The corruption eradication in each country will apply differently according to the condition and resources available. Keywords: Corruption, Eradication, Asia Country Abstrak Penelitian ini membahas tentang upaya pemberantasan korupsi di negara Asia yang dimanifestasikan dari bentuk korupsi itu sendiri. Untuk tujuan itu, penelitian ini mengadopsi kajian pustaka untuk menelusuri cara pemberantasan korupsi (data sekunder). Sementara itu, dari penelusuran analisis kajian pustaka memberikan informasi bahwa pemberantasan korupsi lebih diarahkan kepada tindakan pencegahan melalui pendidikan korupsi tingkat usia dini pada program sekolah dasar sebagai investasi integritas masa depan. Partisipasi masyarakat, kerja sama berbagai institusi, tata kelola pemerintahan, dan penggunaan elektronik dalam aktivitas pelaporan berkontribusi dalam upaya mempersulit tindakan korupsi. Pemberantasan korupsi di setiap negara akan menerapkan cara yang berbeda sesuai dengan keadaan, dan sumber daya yang tersedia. Kata Kunci: Korupsi, Pemberantasan Korupsi, Negara Asia

Abstract

This study is to evaluate the execution of Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) at secondary educational institutions within Riau Islands Province to facilitate the digitalization of regional archive management. The research backdrop is founded on the necessity for archival modernization in island regions confronting geographical obstacles, restricted internet access, and disparities in human resource competencies. The study employs a descriptive qualitative methodology, utilizing data gathering approaches such as observation, interviews, and documentation. The data analysis employs the interactive model of Miles & Huberman, whilst the efficacy of policy execution is assessed by four theoretical indicators proposed by Edwards III: communication, resources, disposition, and bureaucratic structure. The research findings indicate that the adoption of SRIKANDI at the secondary school level is beneficial. Communication among the education department, schools, and technical implementers is maintained by regular socialization and training. Human resources and supporting infrastructure are deemed sufficient for the digitization of archives; nonetheless, many schools in remote areas continue to encounter limitations in internet connectivity and technical adaptation. The executor's disposition demonstrates a strong commitment and favorable acceptance of the digital system. An explicit bureaucratic framework, encompassing systematic reporting and oversight systems, facilitates the effective execution of policies. In summary, SRIKANDI has demonstrated enhancements in administrative efficiency, file management organization, and public transparency and accountability. The study advocates for enhanced technical support, the optimization of the application throughout the archiving process, and additional investigation into the influence of SRIKANDI on various managerial dimensions within the educational context.

Abstract

The 2025 budget efficiency policy implemented by the Indonesian government through Presidential Instruction Number 1 of 2025 has influenced regional financial management, including the Regional Disaster Management Agency (BPBD) of Riau Islands Province. This study aims to analyze the budget efficiency policy in supporting BPBD performance and examine its impact on disaster preparedness and emergency response capacity. This research employed a qualitative descriptive approach. Data were collected through interviews, observation, documentation, and literature studies. The analytical framework used William N. Dunn’s policy analysis theory, consisting of problem structuring, forecasting policy outcomes, policy recommendation, monitoring policy outcomes, and policy evaluation. The findings indicate that the budget efficiency policy successfully reduced regional expenditures; however, it also affected operational spending, logistics readiness, and disaster response capacity. Budget reductions in goods and services expenditure and capital expenditure limited BPBD’s operational effectiveness in disaster management. The efficiency policy was more focused on expenditure reduction rather than optimizing disaster management priorities. Consequently, disaster preparedness, logistics availability, and institutional capacity experienced significant constraints. This study recommends the implementation of performance-based budgeting, disaster risk-based budget prioritization, and stronger inter-agency coordination to improve disaster management governance in Riau Islands Province
