Abstract

The tourism sector plays a crucial role in economic growth by increasing the country's foreign exchange and creating jobs. Indonesia, with more than 17,000 islands rich in natural and cultural beauty, has great tourism potential. Riau Islands Province, especially Tanjungpinang City, has significant natural and cultural tourism potential. This research aims to analyze the application of the concept of reinventing government in developing Tanjungpinang tourism by increasing management efficiency and innovation in the tourism bureaucracy. This research uses qualitative methods with data collection techniques through observation, interviews and documentation. The research results show that the application of the principles of "Reinventing Government" such as catalyst government, community-owned government, competitive government, mission-oriented government, results-oriented government, customer-oriented government, entrepreneurial government, anticipatory government, and decentralized government, has had a positive impact in developing tourism in Tanjungpinang. The conclusion shows that collaboration between government, society and the private sector is the key to success, and improving service quality and innovation are the main factors in attracting tourists and increasing regional income. These results indicate that the reinventing government approach can be an effective model for tourism development in other cities.

Abstract

This research aims to determine the effectiveness of the Bintan Regency Micro Business Cooperative Industry and Trade Department's empowerment program on the micro business sector that supports tourism. This research uses a qualitative approach to describe and analyze social phenomena and activities related to the effectiveness of the micro business empowerment program organized by the Department. The data collection techniques applied include observation, interviews and documentation studies, which were comprehensively utilized to collect relevant and in-depth data in accordance with the objectives of this research. The research results show that the Bintan Regency DKUPP shows good capabilities in internal and external integration, with the formation of a cross-sector verification team for grants and strong collaboration with OPD and related institutions. However, internal evaluation of grant activities still needs to be strengthened. Adaptation to the environment is also an important focus, especially in procuring and filling a workforce that does not yet fully meet needs, although steps have been taken to respond to this. The conclusion of this research shows that although the Bintan Regency DKUPP has achieved some success in empowering micro businesses, there are areas that still require improvement to increase effectiveness and efficiency in achieving organizational goals.AbstrakPenelitian ini bertujuan untuk mengetahui efektivitas program pemberdayaan Dinas Koperasi Usaha Mikro Perindustrian dan Perdagangan Kabupaten Bintan terhadap sektor usaha mikro yang mendukung pariwisata. Penelitian ini menggunakan pendekatan kualitatif untuk menggambarkan dan menganalisis fenomena serta aktivitas sosial terkait efektivitas program pemberdayaan usaha mikro yang diselenggarakan oleh Dinas tersebut. Teknik pengumpulan data yang diterapkan mencakup observasi, wawancara, dan studi dokumentasi, yang secara komprehensif dimanfaatkan untuk mengumpulkan data yang relevan dan mendalam sesuai dengan tujuan penelitian ini. Hasil penelitian menunjukkan DKUPP Kabupaten Bintan menunjukkan kemampuan baik dalam integrasi internal dan eksternal, dengan terbentuknya tim verifikasi lintas bidang untuk hibah dan kerjasama yang kuat dengan OPD dan lembaga terkait. Namun, evaluasi internal terhadap kegiatan hibah masih perlu diperkuat. Adaptasi terhadap lingkungan juga menjadi fokus penting, terutama dalam pengadaan dan pengisian tenaga kerja yang belum sepenuhnya memenuhi kebutuhan, meskipun langkah-langkah telah diambil untuk menanggapi hal ini. Kesimpulan penelitian ini menunjukkan bahwa meskipun DKUPP Kabupaten Bintan telah mencapai beberapa keberhasilan dalam pemberdayaan usaha mikro, terdapat area yang masih memerlukan perbaikan untuk meningkatkan efektivitas dan efisiensi dalam mencapai tujuan organisasi.

Abstract

Implementation is a concept that attempts to look at a number of key factors that influence policy implementation. The implementation of religious moderation policies in Indonesia, especially in Tanjungpinang City, has not been and is not even optimal. This phenomenon is interesting by looking at the root of the problem. This research uses descriptive research methods with a qualitative approach. Researchers used two data collection techniques, namely: a) Literature Study, Concentrating on collecting data through library data collection techniques, analyzing research materials from books and scientific journals, newspapers and articles in general. Library data can be accessed by purchasing books related to research, accessing offline or online libraries such as the digital library application of the National Library of the Republic of Indonesia (iPusnas). b) Documentation Studies, namely collecting data from a number of official documents. These official documents include data, press statements and reports from state high school schools in Tanjungpinang, the Riau Islands Provincial Education Office, the Tanjungpinang Catholic Church. The primary data collection technique is through interviewing the views of source participants regarding the problems felt by the participants. The research results show that the case study at the Tanjungpinang State High School occurred for several reasons, including: the absence of Catholic Religious Educators with PNS or PPPK status; the number of students who are Catholic does not meet the quota in terms of numbers; and there are no places or classrooms provided for Catholic religious learning activities. The Tanjungpinang Catholic Church took a solution with educational steps in the form of gathering Catholic children who attend high school level state schools in Tanjungpinang City and looking for volunteer teachers to provide Catholic religious lessons and then provide grades to the school.

Abstract

The implementation of Tanjungpinang Mayor Regulation Number 70 of 2021 concerning the Implementation of Advertisements has created various dynamics since it was implemented in early 2022. This policy aims to improve the aesthetics, safety and usefulness of advertisements in city spatial planning, as well as encouraging Regional Original Income (PAD). However, its implementation faces challenges in the form of protests from billboard entrepreneurs, especially regarding the sealing of billboards that are considered unlicensed. Through a collaborative governance approach, this research explores the importance of coordination between stakeholders, such as the Public Works and Spatial Planning Department, DPMPTSP, BPPRD, and Satpol PP, to resolve conflicts and increase policy effectiveness. This research uses a qualitative method with a descriptive approach. Data was collected through in-depth interviews, documentation and literature study. Data analysis was carried out thematically by focusing on the dynamics of advertising policy implementation in Tanjungpinang based on collaborative governance theory. The results of research (1) show that increasing human resource capacity, (2) improving communication, and (3) increasing awareness among advertising organizers are very important for the successful implementation of this policy. In conclusion, this research emphasizes the need for a collaborative approach between stakeholders to achieve an orderly, safe and aesthetic urban environment in Tanjungpinang.       Keywords: Implementing policies, organizing advertisements, coordinating stakeholders

Abstract

Penelitian ini bertujuan Untuk menganalisis kebijakan yang dilakukan oleh Pusat Pendidikan dan Latihan Pelajar Daerah (PPLPD) Kepulauan Riau dalam melakukan pembinaan atletik di Kepulauan Riau. Tujuan lainnya adalah Untuk mengidentifikasi peluang dan hambatan dalam melakukan pembinaan atletik melalui Pusat Pendidikan dan Latihan Pelajar Daerah (PPLPD) Kepulauan Riau. Metode Penelitian ini menggunakan penelitian Kualitatif. Secara keseluruhan, hasil evaluasi menunjukkan bahwa kebijakan daerah dalam peningkatan prestasi atlet PPLPD atletik di Provinsi Kepulauan Riau sudah berjalan dengan baik, namun masih memerlukan berbagai perbaikan dalam aspek teknis, finansial, serta dukungan psikologis bagi atlet. Oleh karena itu, diperlukan strategi kebijakan yang lebih adaptif dan berkelanjutan untuk menjawab berbagai tantangan yang dihadapi. Dengan adanya evaluasi yang komprehensif, diharapkan kebijakan yang diterapkan dapat lebih efektif dalam mencetak atlet berprestasi yang mampu bersaing di tingkat nasional maupun internasional, serta membawa kebanggaan bagi Provinsi Kepulauan Riau di dunia olahraga. Namun, meskipun kebijakan tersebut telah berjalan, masih terdapat berbagai tantangan yang perlu diatasi, seperti keterbatasan fasilitas olahraga yang belum memenuhi standar internasional, kurangnya sumber daya pelatih yang memiliki sertifikasi nasional, serta terbatasnya akses atlet terhadap kompetisi tingkat tinggi.

Abstract

Abstrack Poverty is a global phenomenon that is very proud for developing countries, especially Indonesian. One of the efforts to accelerate poverty reduction is to implement the Family Hope Program. The Family Hope Program is a conditional social assistance program given to poor families who are struggling to make ends meet. This study aims to identify the economic impact and inhibiting factors of the Family Hope Program in Ungar District, Karimun Regency. This study uses a descriptive qualitative approach using primary and secondary data sources, and data collection using observation, interviews, and documentation. The results of this study indicate that the Economic Impact of the Hopeful Family Program in Ungar Sub-district has not yet seen a maximum change, although the Hopeful Family Program has a positive impact on PKH recipients in helping to ease the necessities of life and reduce the burden. However, the PKH program was able to make economic changes that were slightly advanced as evidenced by the data that there were 17 PKH recipients who experienced changes before and after receiving assistance, while 154 other recipients were still in a condition of economic improvement. On the other hand, the PKH program has a negative impact, namely that there are still people who are dependent on government assistance. The inhibiting factor of the Family Hope Program is that there is data that is not accurate/not right on target because there are still poor people who have not received government assistance. Abstract

The development of information technology and digital literacy has brought a significant transformation in application-based services in higher education. This study analyzes the influence of information technology and digital literacy on the use of SEPADU application-based academic services at Raja Ali Haji Maritime University. With a quantitative approach where data was collected through a questionnaire distributed to 97 student respondents of Raja ALI Haji Maritime University. The results of the study found that digital literacy has a significant effect on the use of the SEPADU application, while information technology does not show a significant influence on the administrative services of SEPADU application users. The value of the correlation coefficient was 40.9% while the remaining 59.1% was influenced by other variables that were not studied in this study. The need to increase students' digital literacy and strengthen information technology infrastructure at UMRAH to support the optimization of campus digital services.

Abstract

The procurement policy via SIPLah was adopted by the Ministry of Education and Culture to streamline school procurement online using BOS funds and to strengthen accountability in fund utilization. This study evaluates the implementation of SIPLah in primary schools in Bukit Bestari Subdistrict, Tanjungpinang City, and describes implementation barriers. Data were collected through observation, interviews, and documentation, then analyzed through data reduction, display, and conclusion drawing, guided by Grindle’s implementation framework. Findings show that, of nine indicators, eight operate optimally—namely the interests affected by the policy, benefits received, locus of decision making, program implementers, mobilized resources, actors’ power/interests/strategies, institutional and ruling-regime characteristics, and levels of compliance and responsiveness—while the degree of change sought remains suboptimal. Key obstacles include: (1) incomplete local availability of goods/services in Tanjungpinang; (2) schools bearing shipping costs when vendors are located outside the city; (3) frequent absence of required items on the platform, necessitating prior vendor confirmation and product uploading; (4) SIPLah procurement perceived as slower than conventional methods; and (5) technical difficulties in handling taxes during transactions. These findings suggest the need to expand the SIPLah catalogue and onboard local vendors, introduce shipping subsidies or standardized rates, simplify workflows and service-level agreements, and provide taxation support alongside electronic document integration, so that the intended change greater efficiency, transparency, and ease of procurement using BOS funds can be achieved more evenly.

Abstract

Tantangan utama Manajemen PNS adalah bagaimana mengelola PNS yang efektif dan menghapus praktek-praktek yang tidak efektif. Manajemen PNS dituntut mengembangkan inovasi dan cara baru untuk membentuk dan mempertahankan pegawai yang produktifitas dan profesionalitasnya tinggi untuk mengembangkan potensinya sehingga memberikan kontribusi maksimal bagi organisasi melalui kinerja yang tinggi. Tujuan penelitian ini adalah untuk mengetahui pengaruh budaya kerja dan kepuasan kerja terhadap kinerja pegawai Biro Kesejahteraan Rakyat Sekretariat Daerah Provinsi Kepulauan Riau. Metode yang digunakan yaitu kuantitatif dengan pendekatan asosiatif. Hasil penelitian diperoleh persamaan regresi linier berganda Y=10,754+0,339X1+0,628X2 dan nilai Adjusted R Square sebesar 60,4% atau 0,604. Hasil uji t variabel budaya kerja dengan hasil t hitung sebesar 2,841>2,03452 nilai t tabel dan nilai signifikansi budaya kerja sebesar 0,008 < 0,05, dan hasil uji t variabel kepuasan kerja nilai t hitung sebesar 5,117>2,03452 nilai t tabel dan nilai signifikansi budaya kerja sebesar 0,000<0,05. Hasil uji f (silmultan) nilai signifikansi 0,000 0,05 dan nilai f hitung sebesar 26,99 dari nilai f tabel sebesar 4,15. Disimpulkan bahwa budaya kerja dan kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja pegawai pada Biro Kesejahteraan Rakyat Setda Provinsi Kepulauan Riau dengan kontribusi nilai Adjusted R Square sebesar 60,4% atau 0,604.

Abstract

The problem in the capability of the village government is that the village fund allocation has not been used for the reporting and accountability process. This research uses theories from Leonard-Barton (1992:4-5). This research uses a qualitative approach with a descriptive type of approach. The data collection techniques used are observation, interviews and documentation. Research results (1) In the indicators of knowledge and skills capability, the Advanced village government already has knowledge and skills, by implementing several actions in the process of managing village fund allocation. (2) In the technical system capability, the village government has been able to manage the allocation of village funds, due to its management techniques that are consistent with regent regulations and also regulations related to the allocation of village funds. (3) In the capability of the managerial system, the village government continues to manage the allocation of village funds, starting from planning to accountability, which has been transparent to the community by providing billboards and information boards regarding management information. (4) On capability values and norms, the village government continues to apply the values and norms obtained from training and education in managing the allocation of village funds and in providing services to the community. The conclusion of the study is that the capability of the village government in managing the allocation of village funds has not run optimally because there are still obstacles that have not been implemented digital systems or information technology in the process. The village government is expected to immediately apply information technology or digital systems in the process of managing the allocation of village funds to make it more transparent, accountable and accountable.
