Abstract

East Lampung Regency, known as one of the main food-producing regions, has been designated as a priority area in the agricultural sector. In this context, the Way Seputih Conservation Foundation (YKWS) has undertaken advocacy efforts related to climate change issues in the region. This study aims to examine the advocacy process carried out by YKWS and to identify various factors that hinder its implementation. A qualitative approach with descriptive analysis was used, employing Rahardian’s (2020) theory as the main analytical framework. The findings indicate that YKWS's advocacy efforts have not been fully optimal. This is due to limited community and media involvement, an overly theoretical approach, insufficient use of digital media, and the absence of evaluation and post-advocacy consolidation. These findings underscore the importance of collaboration among various stakeholders to support the sustainability of the advocacy process in order to produce tangible and lasting change.

Abstract

The Regional House of Representatives (DPRD) plays a strategic role as the regional legislative body in absorbing and following up on public aspirations, particularly in the area of road infrastructure development. This study aims to analyze the institutional strategies of the Lampung Provincial DPRD in addressing community aspirations regarding road infrastructure in Electoral District 1 of Bandar Lampung City, as well as to identify the main challenges faced. This research employed a qualitative method with data collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman interactive model. The findings reveal that the DPRD’s institutional strategy is centered on three aspects: organizational structure, authority, and standard operating procedures (SOPs). Although the organizational structure is formally established, internal coordination has not been fully synergized, authority has not been strategically utilized to advocate for public demands, and the SOPs for managing aspirations through the E-Pokir system lack transparent evaluation mechanisms. Challenges encountered include weak inter-unit synergy, limited human and technological resources, and low public participation. The study recommends strengthening internal coordination, leveraging authority more strategically, improving participatory SOPs, and enhancing community involvement to ensure that the DPRD fulfills its role in a more transparent, accountable, and responsive manner.

Abstract

This study aims to examine the implementation of the Public Private Partnership scheme in road infrastructure development in Lampung Province, specifically through the BERKIBAR (Together We Fix Damaged Roads) Program. The main focus is directed at analyzing the effectiveness of partnership governance involving the public and private sectors based on the principles of good governance, active stakeholder participation, ethical standards of implementation, and indicator-based performance measurement. This study uses a qualitative approach with a case study design. Data collection techniques include in-depth interviews, direct observation, and document analysis. The results show that the BERKIBAR program has made a positive contribution in accelerating road infrastructure development, but still faces various structural and administrative obstacles. Weaknesses are seen in delays in physical project progress, minimal community involvement, and discrepancies between reporting and field realization. In addition, the indicator-based evaluation system has not been implemented comprehensively and systematically. Practically, these findings demonstrate the importance of strengthening collaborative governance in Public Private Partnerships to improve the efficiency and accountability of infrastructure development. The academic contribution of this study lies in the development of a sustainable partnership model based on the principles of New Public Governance as a relevant approach in the context of regional development.

Abstract

Street vendor governance in developing countries presents complex challenges between protecting economic rights and maintaining public order. This study aims to analyze stakeholder roles, relationships, and interactions in street vendor governance in Metro City, and identify supporting and inhibiting factors affecting policy implementation effectiveness. Using a descriptive-exploratory qualitative approach, data were collected through semi-structured interviews with nine informants including government agencies, vendor associations, and media, complemented by observation and documentation. Results indicate that governance involves three systematic stages: planning, implementation, and evaluation with collaborative participation from the Trade Office, Civil Service Police Unit, Public Works Office, Transportation Office, Cooperatives and SMEs Office, and vendor associations based on Regional Regulation Number 09 of 2017. Supporting factors include comprehensive regulation, cross-sector coordination, government-association synergy, and program innovations such as Kue Ping and MAPAN Store. However, governance effectiveness is hindered by inadequate infrastructure at relocation sites, vendor resistance, low legal awareness, weak public trust, and limited human resources and budget. The study recommends infrastructure improvement, enhanced communication transparency, continuous education programs, dedicated budget allocation, digitalization of monitoring systems, and balanced enforcement mechanisms to achieve sustainable street vendor governance.

Abstract

Purpose: Central Lampung Regency faces complex social challenges due to land disputes, ethnic differences, and economic inequality, which increase the risk of social conflict. The limited capacity of local government officials in identifying and mapping conflict-prone areas is a major obstacle to mitigation efforts. This study aims to enhance the capacity of local government officials in social conflict mapping to support evidence-based preventive policies. Methodology: The social conflict mapping training was conducted in three phases: preparation, implementation, and evaluation. Participants from various Regional Apparatus Organizations (OPD) were trained in conflict theory, mapping techniques, and data utilization for decision-making. The effectiveness of the training was evaluated through pre-tests, post-tests, and feedback questionnaires. Results: The training significantly improved participants' understanding and skills, with the average pre-test score of 60 increasing to 85 in the post-test. Feedback questionnaires indicated high appreciation for the relevance of the materials and interactive learning methods. Participant discussions successfully identified areas with high conflict potential and formulated mitigation strategies based on mapping. Conclusion: Training in Central Lampung effectively improved conflict mapping skills, with increased scores and calls for more practical sessions and sustained support. Limitations: The training was limited by its relatively short duration and constraints in GIS practice facilities. Additionally, the long-term effectiveness of this training has not yet been comprehensively measured. Contribution: This study contributes to improving the capacity of local government officials in social conflict mapping and provides recommendations for future training improvements.

Abstract

This study examines the relationship between revenue concentration and financial volatility in philanthropic organizations, challenging the conventional assumption that diversification leads to greater stability. Using longitudinal data from 10 Indonesian philanthropic organizations registered with Perhimpunan Filantropi Indonesia over a 10-year period (2015-2024), this research compares income volatility patterns between religious-based and secular nonprofits. The findings reveal a counterintuitive paradox: religious organizations with concentrated revenue sources (zakat, infaq, and sadaqah) demonstrate significantly lower volatility (16.4%) compared to secular organizations with more diversified funding (53.4%). Mann-Whitney U test confirms this difference is statistically significant (U = 2.000, Z = -2.193, p = 0.028). This study introduces the concept of 'normative income stability' where religious obligations create a baseline donation pattern that is more stable than voluntary giving, thereby extending Financial Vulnerability Theory by proposing that the nature of income source moderates the diversification-stability relationship. The implications suggest that nonprofit financial management strategies should consider institutional characteristics rather than pursuing universal diversification.

Abstract

Cassava is a strategic commodity that has an influence on the stability of food security and drives industries from small to large scale and from upstream to downstream.  Despite the potential and opportunities for developing cassava commodities in Lampung Province, the problems and challenges, especially those related to cassava marketing, are still relatively large. This research was conducted in Labuhan Ratu VI Village, Labuhan Ratu District, East Lampung Regency, Lampung Province in October 2020 - July 2021.  The sampling method used was the snowball method.  The snowball method is very appropriate to use in research on the topic of trade because it provides a complete description of the characteristics and conditions of marketing channels, the existing conditions of marketing institutions, and the effectiveness of existing trade channels.  The research was conducted employing a survey method, and by simple random sampling involving 147 respondents of cassava farmers. The results revealed that cassava marketing consists of 2 channels. Farmer share channel I and II respectively 74% and 86%, while  the marketing efficiency value (EP) marketing channel I and II respectively 13.04 % and 10.35%. These results show that marketing channel II is more efficient than marketing channel I because it has a high farmer share and marketing efficiency with a small percentage.  This is because in marketing channel II farmers directly sell their cassava to the factory and marketing costs are low.  Therefore, farmers are advised to market their products through marketing channel II.

Abstract

The aim of the research is to describe and discess the policy cycle of Bus Rapid Transit, the polemic in the policy of bus rapid transit, and the involvement of the stakeholder and their role in bus rapid transpit policy in Bandar Lampung. This research uses post positivistic paradigm with the approach of qualitative descriptive research method. This research resulted as: firstly, the bus rapid transit is an derivative regulation of Act No. 22 2009 regarding Traffic and Road  Transport, aimed to reduce traffic jam in Bandar Lampung city. Secondly, the policy of bus rapid transit was arranged stage-by-stage with a full iniative from the Municipal goverement of Bandar Lampung, collaborated with the leading sector from Transportation Bureau of Bandar Lampung, involving PT Trans Bandar Lampung as the management in charge. Thirdly, there was a polemic of bus rapid transit policy regarding the monopoly of route of people transportation by the bus rapid transit, special treatment to bus rapid transit which don’t pay bus station retribution which is unfair, and there was some illegal fees on the employee in PT Trans .Bandar Lampung. Fourthly, the of bus rapid transit involves many stakeholders, such as Ministry of Transportatio of The Republic of Indonesia, |Transportation Bureau of Bandar Lampung City, The Regional Representatives Council of Bandar Lampung, Road Transportation Organization of Bandar Lampung, PT. Abstract

This research is about the design of organization structure to create the effective public organization which is located in PT. Perkebunan Nusantara VII (Persero) Lampung.  This research is aimed to describe and analyze the relation between the design of organization structure of PTPN VII (Persero) with the company goals in creating the effective corporation. This study used qualitative approach with descriptive method.  The data was collected using documentation tehcnique and the data analysis was using reduction and conclusion technique. The results of this research were three main points. First, PTPN VII (Persero) has used the divisional structure.  Second, there were some alterations in divisional structure each year from 2008 until 2012. Third, the divisional structure of PTPN VII (Persero) hasn’t been able to support the achievement of company goals so that this corporation is no yet effective. The conclusion of this research is that the design of organization structure of PTPN VII (Persero) is not effective to reach the company goals. Keywords: organization, organization structure, and organization effectiveness.
