Abstract

The police have a duty to ensure the safety of all citizens. This needs to be done competently by each member of the police force based on the position he holds. Therefore, before occupying a position, it is necessary to assess whether a person is suitable and can carry out his duties in that position properly. Existing practice in several countries suggests different approaches to conducting competency assessments for this purpose. This paper aims to compare the competency assessment process as the basis for placement in several countries, namely the United States, England, Germany & France and Indonesia. The research was conducted using a literature study method and involved collecting data from various literature sources such as books, journals and relevant documents. Descriptive analysis was then used to describe the findings. The results showed that competency assessment in all countries was carried out to match competencies with vacant positions. Competency assessment in the United States is based on behavior, in England with a functional approach, in France and Germany with a multidimensional approach, while in Indonesia with an assessment center. The difference between Indonesia and other countries can be seen from the use of psychological tests and/or the involvement of psychological experts in the assessment process. In addition, in Indonesia the training is carried out before the assessment while in other countries the training is carried out after the assessment and before taking the position. This is ultimately expected to be able to provide personnel who work according to their positions and then improve the performance of the Police.

Abstract

The efforts of the Tegal City Police to develop partnerships with various elements of society to jointly overcome the problems that exist in their environment through the "The Community Policing Jakwire Wong Tegal" Program. This research was conducted using a qualitative procedural approach to produce descriptive data. Collecting data by conducting personal interviews and questionnaires containing real information, facts and opinions collected from direct observations in the jurisdiction of the Tegal City Police. An overview of the research results shows that the "The Community Policing Jakwire Wong Tegal" program which is implemented in the jurisdiction of the Tegal City Police is a superior program that adopts the philosophy of the people of Tegal City which is thick with local culture as one of the characteristics of the coastal community (Pantura) which is simple, unpretentious and simple communicative, which does not show primodial barriers, but is formed in a social relationship both individuals and groups become "friends" which in Tegalan language means "jakwir". The program is designed to create a partnership between the National Police and community members who are able to identify, act and evaluate various problems, as well as improve the quality of life of the people of Tegal City. However, on the other hand, currently there are still some things that are less than optimal. For this reason, it is necessary to optimize the knowledge/ability of The Community Policing officers in understanding the culture of the people of Tegal City. Furthermore, it is suggested that the Polres Tegal City adopt/strengthen/sharpen/integrate the One Million Kawan the Community Policing program into the The Community Policing Jakwire Wong Tegal program through several models, including: 1) Local Development Model; 2) Social Planning Model; and 3) Social Action Model.

Abstract

This article aims to analyze the practice of policing in the emergency situation of the Covid-19 pandemic. In an emergency situation, the practice of policing by emphasizing the paradigm of democratic policing or community policing is not effective and fast enough as a strategy in responding to the Covid-19 pandemic emergency situation. The method used in this study is in the form of literature review, and secondary data. This article concludes that the policing paradigm in overseeing the implementation of policies to control the spread of the covid-19 virus uses an intervention policing paradigm, which is a combination of values or norms-based settings in the community with regulations based on the legitimacy of the police authority. Intervention policing is carried out with interventions in the psychological and social sectors.

Abstract

The rise of online loans (pinjol) from fintech peer to peer (P2P) occurs due to inevitable technological development. The number of complaints submitted to the Jakarta Legal Aid Institute (LBH) has more than doubled in 6 months. Based on data from LBH Jakarta, there were 4,500 complaints regarding fintech lending as of June 2019. This figure increased from the number of complaints as of early December 2018 which was 1,330 complaints. Due to the fact that many complaints of illegal loans victims, the establishment of cooperation with several relevant agencies including the Indonesian National Police (Polri) formed an Investment Alert Task Force (SWI) to tackle and prevent illegal online loans. This study uses a qualitative case study approach to analyze the negative effects of this phenomenon and answer question related to the strategy of the Indonesian National Police (Polri) through the implementation of Smart policing as an effort to overcome and prevent online loan-based crimes.

Abstract

The female police profession is a job that is carried out as a main activity to produce performance and which relies on a skill. Meanwhile, professionalism is a female police officer's commitment to her profession, as well as a 'spirit' or spirit, perspective, method, and/or practice those traces and describes a series of characteristics of the profession concerned. This commitment is shown by his pride as a professional, continuous efforts to develop professional abilities. There are many opinions about the elements that can be considered as part of the characteristics that build the professionalism of a profession. One opinion states that a profession is characterized by, among other things, certain specifications relating to: education and training, intellectual or theoretical expertise/competence as well as technical, organizational, discipline and code of ethics, as well as commitment to altruistic services (public services). This study has the intent and purpose to analyze how the policewomen who serve in the Bogor Police as leaders in the operational field and to improve the professionalism and leadership of the Police for the advancement of the Police. The method that the author uses in reviewing and discussing research problems is the descriptive analysis method. The results of the study revealed that the views of members of the function unit towards female police officers who served in the operational function of the female police leadership at the Bogor Police were based on the readiness of female police officers who had high productivity and performance, namely those who had a desire to provide excellent service to the community. In order to carry out their duties and functions, the Women's Police is a service provider to the public. In the current era of globalization, it is deemed necessary to properly place female police officers. This is very important to do so that the provision of excellent service to the community can be realized. This excellent service is intended so that time, energy, and budget are not wasted because of the services of female police officers.

Abstract

The behavior of individuals in the Cimanggis Police Station organization greatly affects the organization directly or indirectly. different abilities of individuals in the face of their tasks or activities. Consistent personnel performance is seen in organizations that pay attention to the environment of personnel carrying out their duties with colleagues, leaders, and the work atmosphere, which can affect a person's ability to carry out their duties. The study aims to determine whether competence and organizational culture mediated by leadership can affect the performance of the Cimanggis Police Station in Depok Jakarta, Indonesia. The results showed that competence and organizational culture have a significant effect on performance. Competence and organizational culture have a significant influence on leadership. Leadership has a significant effect on the performance of Cimanggis Depok Police personnel, leadership mediates the significant influence of competence on performance, and leadership mediates significantly the influence of organizational culture on performance. The results of the F test simultaneously show that leadership and competence have a significant simultaneous effect on the performance of Cimanggis Depok Police Personnel. It is very necessary to have a clear communication pattern, give appreciation or appreciation to personnel, and provide opportunities for personnel members to make good working relationships, leaders and personnel can jointly provide mutual enthusiasm for work.

Abstract

This research was motivated by the theft of motor vehicles in the Karawang regency in the last five years to the crime of the highest with the number 176 cases in 2019 Bhabinkamtibmas as the police officer in the village has a preventive role with sambang to suppress motor vehicle theft in Karawang Regency, especially Klari District. The purpose of this study was to determine the implementation of sambang by Bhabinkamtibmas and what factors were inhibiting it, as well as innovations in suppressing the number of thefts. As a knife of analysis in this study, using management theory, the concept of Bhabinkamtibmas, the concept of sambang, and the concept of implementation. This research was conducted with a qualitative approach, using the type of field research, as well as interview data collection techniques, observations, and document review. From the results of the study, the authors found several facts that we're still unfulfilled, namely, they did not have data on the community of their fostered village, there was no recidivist data regarding the perpetrators of theft, did not have the name cards of Bhabinkamtibmas members, there was no inspection of the tidiness of the body and officers' equipment and messages that were sent. Conveyed that it has not been directed towards theft of motorized vehicles, not all members of Bhabinkamtibmas have attended vocational education. It can be concluded that there are still many shortcomings that are found, for that the author provides input to hold night patrols to maintain security, especially at vulnerable hours, and provide Bhabinkamtibmas vocational education. Approaching individuals who have dealt with the police so that they are not antipathetic to Bhabinkamtibmas, giving rewards so that Bhabinkamtibmas is maximal in carrying out its duties, and making innovations to reduce the number of vehicle theft crimes by developing media for delivering Bhabinkamtibmas messages through Instagram, Facebook, Twitter or YouTube to make it more interesting.
