Abstract

The construction industry is recognized as a sector with a high risk of occupational accidents due to the complexity of work activities, the involvement of a large workforce, and the use of hazardous equipment and working methods. To control these risks, the Indonesian government mandates the implementation of the Construction Safety Management System (SMKK) through Regulation of the Minister of Public Works and Housing No. 10 of 2021. However, its implementation in the field is still strongly influenced by the competence of contractor workers, particularly in terms of knowledge, skills, and attitudes toward occupational safety. This study aims to analyze the competence of contractor workers in supporting the implementation of SMKK at the Integrated Skills Laboratory Building Project of the Faculty of Dentistry, Universitas Andalas, in 2025. A descriptive research design with a mixed-methods approach was employed, involving quantitative data collection through questionnaires and qualitative data obtained from observations and interviews. Descriptive analysis was conducted to assess workers’ levels of knowledge, skills, and attitudes toward SMKK implementation. The results indicate that workforce competence is generally categorized as moderate to good; however, weaknesses remain in the consistency of safe work procedure implementation and safety discipline on site. Based on these findings, this study recommends strengthening behavior-based safety training, improving supervisory practices, and implementing continuous workforce development to enhance the effectiveness of SMKK and promote a sustainable safety culture in construction projects.

Abstract

Pada tahun 2024, Dinas BMCKTR Provinsi Sumatera Barat mulai menerapkan sistem e-catalogue dalam proses pemilihan penyedia jasa konstruksi berdasarkan Surat Edaran Gubernur Sumatera Barat Nomor 516 Tahun 2023. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang memengaruhi keputusan pengguna jasa dalam memilih penyedia jasa konstruksi melalui sistem e-catalogue di Bidang Bina Marga serta menganalisis urutan faktor dan faktor yang paling dominan dalam proses tersebut. Studi dilakukan terhadap kegiatan pengadaan jasa konstruksi tahun anggaran 2024 di lingkungan Dinas BMCKTR dengan menggunakan pendekatan kualitatif melalui wawancara kepada sejumlah informan. Data dianalisis menggunakan metode thematic analysis dan relative importance index (RII). Hasil penelitian menunjukkan bahwa harga merupakan faktor utama yang memengaruhi pemilihan penyedia jasa, dengan nilai RII tertinggi sebesar 0,716. Harga yang kompetitif dan sesuai standar dianggap mampu menjaga kesesuaian anggaran, mendorong kelancaran pelaksanaan, serta meningkatkan transparansi dan stabilitas keuangan proyek. Faktor kedua yang berpengaruh adalah track record perusahaan, dengan nilai RII sebesar 0,552, yang menegaskan pentingnya pengalaman dan reputasi dalam menjamin kualitas hasil pekerjaan. Penelitian ini merekomendasikan pengembangan sistem penilaian digital terintegrasi serta peningkatan kapasitas PPTK/PPKom guna memperkuat objektivitas, efisiensi, dan akuntabilitas dalam proses seleksi penyedia jasa konstruksi melalui e-catalogue.

Abstract

Water is essential to life, and immersion treatment has been shown to significantly alter the properties of biochar, particularly by converting its hydrophobic nature into a hydrophilic one and others. This transformation leads to various changes in the material's physicochemical characteristics. In this study, biochar produced through pyrolysis of oil palm empty fruit bunches (EFB) using a kiln method was analyzed to assess its physical properties before and after immersion in distilled water. Surface morphology and elemental composition were evaluated using Scanning Electron Microscopy coupled with Energy Dispersive X-ray Spectroscopy (SEM-EDX), while specific surface area was measured using the Brunauer–Emmett–Teller (BET) method. Additional analyses, including pH, bulk density, water holding capacity, and moisture content, were conducted at the National Research and Innovation Agency (BRIN) and the Soil Biology Laboratory, Faculty of Agriculture, University of North Sumatra. The results demonstrated that water immersion induced notable changes in biochar characteristics. The pH of the biochar slightly decreased from 10.09 in dry EFB biochar to 9.54 in the soaked sample. While the soaked biochar exhibited higher concentrations of most nutrient elements, the carbon (C) content remained higher in the dry biochar at 65.06%. BET analysis revealed that the surface area of dry biochar (79.446 m²/g) was substantially greater than that of the soaked biochar (38.783 m²/g). Conversely, the soaked biochar showed superior performance in terms of bulk density (0.34 g/cm³), water holding capacity (10.51%).

Abstract

Brunauer Emmet Teller (BET), Fourier Transform Infrared (FTIR), and Scanning Electron Microscope (SEM) study are important methods for characterizing biochar produced from marine organic waste. Each technique provides insights into the physical and chemical structure of biochar, which are essential for understanding its properties and potential as a soil amendment. The purpose of characterizing biochar from marine organic waste by BET method is to specify the superficies point, pore size, and total pore volume of the biochar, FTIR to identify the characterization of organic compounds, and SEM to understand the microstructure of the biochar. BET test results indicate that biochar from marine organic waste has a superficies point of 6.213m²g-1, a pore size of 21.690Å, and Barrett–Joyner–Halenda (BJH) adsorption and desorption pore volumes of 0.040cc g-1 and 0.035cc g-1, respectively. This biochar demonstrates a higher adsorption capacity. FTIR tests reveal that the functional groups and chemical content of the biochar from marine organic waste include six types of vibrations with different wavenumbers and % transmittance values. SEM analysis at various magnifications shows that the biochar from marine organic waste (MOW) has a complex pore structure. The characterization of biochar derived from MOW illustrates its potential as a cost-effective soil amendment and environmental remediation material. Its microstructure suggests long-term stability in soil, supporting carbon sequestration and improved soil health.
