Abstract

Latar belakang penelitian ini adalah adanya fenomena permasalahan yang terjadi di UPTD Pasar Cisurupan Dinas Perindustrian dan Perdagangan Kecamatan Cisurupan Kabupaten Garut.Tujuan penelitian ini menemukan data dan informasi mengenai besarnya pengaruh pembagian kerja terhadap kinerja pegawai. Kegunaanya untuk menambah wawasan Ilmu Administrasi Negara khususnya tentang pembagian kerja terhadap kinerja pegawai. Metode yang digunakan adalah deskriptif analisis dengan teknik pengumpulan data melalui penelitian, studi pustaka dan penelitian yang meliputi observasi, wawancara dan angket. Penulis melibatkan pegawai UPTD Pasar Cisurupan yang berjumblah keseluruhan 35 responden, dengan menggunakan pengambilan sampel teknik sensus/jenuh. Variabel menghasilkan data pada pembagian kerja sebesar 0,940, menghasilkan thitung 0,940 > ttabel 0,334 maka reliabel, sedangkan pada kinerja pegawai dengan hasil sebesar 0,867 yang menghasilkan thitung 0,867 > ttabel 0,334 maka reliable. Terdapat pengaruh pembagian kerja terhadap kinerja pegawai di UPTD Pasar Cisurupan Dinas Perindustrian dan Perdagangan, karena thitung > ttabel. Dengan koefisien determinasi (besar pengaruh) sebesar 61,8%.

Abstract

It was aimed to identify students’ pronunciation errors in reading aloud by finding out how far the students’ pronunciation errors in reading aloud and kind of words which are pronounced by the students through reading aloud. Qualitative method was used to find out the fact and the evidence of students’ pronunciation errors in reading aloud. The observation and the interview were conducted to explore the student’s experience and their problems in pronouncing English.The findings revealed that there were satisfactory results proved that the students made pronunciation errors in six part of speech; Nouns, Verbs, Adjectives, Adverbs, Prepositions and Conjunction. It was found that 26 pronunciation errors in noun (26.8%), 49 pronunciation errors in verb (50.5%), 6 pronunciation errors in adjective (6.2%), 12 pronunciation errors in adverb (12.4%), 3 pronunciation errors in preposition (3.1%) and 1 pronunciation error in conjunction (1.03%) from 7 students who had read the same narrative text. The reasons why the students made errors in pronouncing the words were the students have difficulties in pronouncing and spelling the words with affixes and prefixes in consonants, vowels, and diphtongs. They are: upon, aunt, lived, died,answered, knocked, cottage, dwarf, enough.

Abstract

The purpose of this study was to evaluate the National Health Insurance Program at the Garut Regency level. This study uses a mixed-method with a perception survey approach conducted on the quality of the National Health Insurance program in the Garut district. The sources of data in this study are primary data and secondary data. The data collection technique used is the questionnaire method with a data collection range of January-February 2021 with the questionnaire method and in-depth interviews. The unit of analysis in this study is the service provided to patients at the First Level Health Facility in Garut district. Determination of the sample using purposive random sampling method with criteria as patients who receive tiered referral services. Based on the results of research and analysis, it can be seen that: 1) The evaluation of the National Health Insurance program at the Garut Regency level is considered quite good with an index value of 3.05 (Enough), and the service model achievement indicator obtains an index value of Enough; 2) Based on the results of interviews with respondents, it shows that there are several health service problems, including the lack of understanding of the participants of the Health Social Security Administering Body on the service procedures applied, the socialization of the program has not been thoroughly carried out to the community; and 3) The service quality of the Health Social Security Administering Body in Garut district is considered quite good.

Abstract

Latar belakang penelitian ini diawali dari masalah yang dihadapi oleh aparatur desa dalam mengelola dana desa. Adapun tujuannya adalah untuk mengevaluasi pengelolaan administrasi keuangan desa di Kecamatan Pamengpeuk Kabupaten Garut. Metode penelitian yang digunakan melalui pendekatan kualitatif dengan studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam dengan informan-informan kunci secara purposive seperti kepala desa, tim pelaksana ADD, anggota BPD dan tokoh masyarakat di desa yang tersebar di Wilayah Kecamatan Pamengpeuk Kabupaten Garut. Hasil penelitian diharapkan dapat memberikan kontribusi berupa sumbangan pemikiran bagi aparatur desa untuk meningkatkan kemampuan dalam melaksanakan tugasnya mengelola administrasi keuangan desa.

Abstract

Based on the research, there are several problems related to the service innovation of the Family Learning Center or known as PUSPAGA in Garut Regency, which is still not optimal. In Garut Regency. The design used is descriptive research with a qualitative approach that aims to describe and describe events and phenomena in the field and present data in a systematic, factual, and accurate manner regarding the facts or phenomena that occur in the field. Based on the results of the analysis that the service innovation of the Family Learning Center (PUSPAGA) seen from several concepts of Relative Advantage, Compatibility, Complexity, Trialability, and Observability, have been carried out properly and following what are the desires and expectations of the community and can answer the needs and demands of the community. So that there is a positive response from the community and continue to strive for program improvements. Although the implementation has been good, there are still obstacles related to students or students, parents, and assistants/officers.

Abstract

AbstractThis study aims to determine the evaluation of the Non-Cash Food Assistance program, now on known as BPNT, in Sadang Village, Sucinaraja District, Garut Regency, and the factors that influence it. The use of the qualitative method as the research method was selected using descriptive analysis. In collecting data, the method used was interviews with selected informants, observation, and documentation. Data analysis techniques employ data reduction, data presentation, and concluding. In terms of the effectiveness of the Beneficiary Families, from now on, known as KPM, it was concluded that they felt the benefits: Non-Cash Food Assistance, known as BPNT. In terms of efficiency, errors in targeting targets in the distribution of BPNT can lead to budget leakage. In terms of the distribution of BPNT, it is carried out following the portion. In terms of accuracy, KPM expects the program to continue. The enumerator's subjectivity is high in recording poor households in terms of efficiency. In terms of responsiveness, BPNT implementers at each level understand enough about BPNT's activities as there are several inhibiting factors in the field. Suggestions put forward by researchers are updating data and data validity of BPNT recipients every six months by BPNT assistants in coordination with RT, RW. The assistant regularly checks people who are no longer entitled to receive BPNT. Socialization to KPM who are already prosperous wants to leave BPNT membership.Keywords: Non-Cash Food Aid, Evaluation, Program, Beneficiary Family. AbstrakPenelitian ini bertujuan untuk mengetahui evaluasi program Bantuan Pangan Non Tunai yang sekarang disebut BPNT, di Desa Sadang, Kecamatan Sucinaraja, Kabupaten Garut, dan faktor-faktor yang mempengaruhinya. Penggunaan metode kualitatif sebagai metode penelitian dipilih dengan menggunakan analisis deskriptif. Dalam pengumpulan data, metode yang digunakan adalah wawancara dengan informan terpilih, observasi, dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Dari sisi efektivitas Keluarga Penerima Manfaat (KPM), mulai saat ini yang dikenal dengan KPM disimpulkan bahwa mereka merasakan manfaat: Bantuan Pangan Non Tunai yang dikenal dengan BPNT. Dari sisi efisiensi, kesalahan penargetan target dalam pendistribusian BPNT dapat menyebabkan kebocoran anggaran. Dalam hal penyaluran BPNT dilakukan mengikuti porsinya. Dari sisi akurasi, KPM berharap program ini terus berlanjut. Subyektivitas pencacah tinggi dalam mencatat rumah tangga miskin dari segi efisiensi. Dari sisi ketanggapan, para pelaksana BPNT di setiap tingkatan cukup memahami kegiatan BPNT karena ada beberapa faktor penghambat di lapangan. Saran yang diajukan peneliti adalah pemutakhiran data dan validitas data penerima BPNT setiap enam bulan sekali oleh pendamping BPNT berkoordinasi dengan RT, RW. Pembantu tersebut secara rutin memeriksa orang-orang yang tidak lagi berhak menerima BPNT. Sosialisasi kepada KPM yang sudah sejahtera ingin keluar dari keanggotaan BPNT.Kata kunci: Bantuan Pangan Non Tunai, Evaluasi, Program, Keluarga Penerima Manfaat.

Abstract

The Covid-19 pandemic has compelled public service institutions, notably Puskesmas, to provide Covid-19 immunization services to the public. The study's goal was to investigate the impact of service quality on community satisfaction in the Covid-19 vaccine service at the Hauranggung Health Center in Garut Regency. By employing a quantitative methodology, conducting research via a survey, and distributing questionnaires to 100 respondents via a purposive sampling method. Using the SPSS 25 analysis tool, the data was then analyzed using multiple regression. The findings revealed that four of the five service quality criteria, namely responsiveness, dependability, integrity, and fairness, had an impact on the satisfaction of people who got immunization services at the Hauranggung Garut Health Center. The reliability variable has no effect on community satisfaction. The responsiveness variable has the most impact on community satisfaction in the Covid-19 immunization service at the Hauranggung Health Center in Garut Regency, while reliability has the least effect.

Abstract

Garut Regency called "Swiss van Java" has very beautiful natural scenery. This rich natural resource potency has not been the largest contributor to local original income. The poor implementation of tourism policy, particularly in exploring, inventorying, and developing tourist objects existing as the main attraction to tourists is one of its causal factor. The objective of research was to find out the effect of tourism policy implementation to local original income in Garut Regency. The research method employed was quantitative one; data collection was carried out by distributing questionnaire to 130 respondents. The data collected was then analyzed using simple regression data analysis with SPSS 23 help. The result of research showed that the implementation of tourism policy measured using standard and target, resource, inter-organization communication, executing organization characteristic, executive’s attitude, and social, economic, and political environment dimensions contributed to local original income by 38%.

Abstract

Implementing the KIR e-test program at the UPTD of the Garut Regency Transportation Service has been carried out since October 1, 2019. The KIR e-test program is a service innovation by changing the manual KIR test system using an IT-based system so that the KIR e-test application can simplify and shorten the service time for people who will do the KIR test. This study uses a qualitative method with descriptive analysis. The data collection techniques used include observation, interviews, and documentation. The data analysis technique used is data reduction, data presentation and conclusion drawing. From the results of the study, it was concluded that the implementation of the KIR e-test program had been implemented but encountered several obstacles, including information on changes in testing procedures from manual to electronic has not been informed to the public, so there are still people who think that the testing procedures carried out take a long time, so that vehicle owners prefer to use the services of brokers in testing the UPTD PKB Dishub Garut still lacks testers, especially testers who are certified and do not have a backup of e-KIR infrastructure. Implementing the KIR e-test is still prone to illegal levies because there are still brokers who call themselves service bureaus in collaboration with unscrupulous officers.

Abstract

Penelitian dilatarbelakangi upaya pengelolaan pasar oleh pemerintah Kabupaten Garut dalam rangka memenuhi standar kenyamanan bagi para pembeli maupun pedagang di pasar, serta untuk meningkatkan perekonomian masyarakat sehingga berdampak pada kesejahteraan masyarakat di bidang ekonomi. Permasalahan yang muncul adalah belum terbitnya landasan hukum yang jelas dalam tata kelola pasar wisata, kurangnya kesadaran masyarakat untuk menjaga fasilitas pasar, dan pengelolaan pasar masih belum baik. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan penataan dan pembinaan pasar tradisional di Kabupaten Garut dengan objek Pasar Wisata Samarang. Metode penelitian menggunakan pendekatan kualitatif deskriptif, pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Hasil penelitian menjelaskan bahwa implementasi penataan dan pembinaan pasar tradisional belum dilaksanakan secara optimal, dilihat dari sasaran dan tujuan yang belum memberikan arah kebijakan yang jelas,  belum didukung sumber daya yang handal dan kompeten, serta belum adanya pembinaan yang baik kepada para pedagang terkait optimalisasi pemanfaatan pasar wisata Samarang sebagai center of market Kabupaten Garut. Kesimpulannya faktor penghambat implementasi kebijakan disebabkan kurangnya kesadaran masyarakat tentang kebersihan, adanya rangkap jabata, proses rekrutmen pegawai belum dijalankan secara professional, dan dibutuhkan pembinaan yang jelas kepada pedagang dan pembeli tentang pengelolaan pasar yang berkualitas.
