Abstract

This study investigates the application of the Penta Helix Model as a framework for developing tourism villages through multi-stakeholder collaboration. The model involves five key actors: government, academia, businesses, communities, and media, each contributing to the planning and implementation of tourism initiatives. Integrating these sectors, the model promotes inclusive, innovative, and sustainable tourism development. The research focuses on the Samida Tourism Village in Garut Regency and employs a qualitative case study approach. The data collection involved in-depth interviews, field observations, and document analysis to identify the drivers and challenges of stakeholder collaboration. The results show that effective stakeholder coordination strengthens destination attractiveness and stimulates innovation. However, the study finds that maintaining consistent stakeholder engagement remains a significant challenge. The findings emphasize that active community involvement is essential for preserving cultural authenticity and ensuring long-term sustainability. This research contributes to understanding collaborative governance in rural tourism and highlights the importance of policy frameworks that foster synergy across sectors. Future studies should explore practical strategies to enhance stakeholder commitment and address obstacles in implementing the Penta Helix Model.

Abstract

Tasikmalaya Regency faces significant obstacles in the provision of clean water, especially in areas that are prone to drought during the dry season. Although the central and provincial governments have provided assistance in the form of drilled wells, until now there is no integrated data collection system available to map the exact location of drilled wells. This research aims to create innovations in public services related to the provision of clean water by developing information technology-based drilled well mapping (Deep Well Map) so that groundwater management can be carried out more efficiently. This study applies a qualitative descriptive method with data collection techniques through direct observation, interviews with village heads in 11 villages receiving drilled well assistance, and data triangulation to ensure the accuracy of the information collected. The results of the study show that the use of information technology in drilling well mapping can produce more systematic data on the distribution of wells, technical conditions, and the level of damage that occurs. This data is then packaged in the form of a web-based digital map that can be accessed online through the blogger platform. The existence of this digital map makes it easier for local governments to maintain and repair damaged drilled wells. In addition, this mapping also contributes to more targeted policy making related to groundwater management. This innovation is expected to be a sustainable solution in meeting the needs of clean water and improving the quality of public services in Tasikmalaya Regency.

Abstract

Background. Garut Regency has more than 20 villages that have been developed into tourist villages with various concepts, such as tourism-based tourism villages, nature tourism, and agrotourism. This uniqueness gives villages in Garut great potential to be developed into tourism villages based on local culture and traditions. The development of tourist villages in Garut is expected to introduce tourists to natural and cultural wealth and become the driving force of the village community's economy through the tourism sector. Aims. This study aims to analyze the application of Collaborative Governance in developing tourist villages in Garut Regency. Methods. This study uses a qualitative approach to analyze multi-stakeholder collaboration in the development of tourism villages in Garut Regency using the Collaborative Governance framework. Data was collected through in-depth interviews, Focus Group Discussions (FGDs), and participatory observations to understand the dynamics and challenges of collaboration between governments, business actors, and communities. Result. The data results were analyzed thematically and content-wise to explore themes related to communication, coordination, and obstacles in collaboration that support the development of tourism villages. The study's results show that although there has been progress in implementing Collaborative Governance, there are still challenges in terms of coordination between actors and fulfilling the community's capacity to play an active role. Conclusion. This study suggests the need to strengthen community participation, increase human resource capacity, and establish a more structured collaboration mechanism to support the sustainable development of tourism villages in Garut Regency. Implementation. These findings are expected to provide insight for policymakers in formulating more effective collaboration-based tourism village development strategies.

Abstract

Tujuan penulisan penelitian ini adalah membahas pengaruh implementasi kebijakan pendirian BUMDesa terhadap manajemen BUMDesa dalam mewujudkan efektifitas BUMDesa di Kabupaten Garut. Metoda analisis yang digunakan dalam pembahasan topik utama menggunakan model analisis causal effectual dengan meninjau hubungan rasional yang menganalisa hubungan sebab akibat antara pelaksana kebijakan pendirian BUMDesa, manajemen BUMDesa dan Efektifitas BUMDesa. Lokasi penelitian adalah di Kantor BUMDesa Kabupaten Garut yang disampel berdasarkan jumlah BUMDesa yang telah berdiri yakni 244 BUMDesa

Abstract

Cases of violence against women, even children, often make headlines in the media. But much has yet to be revealed. There are so many cases of violence against children, but only a few are followed up. This research analyzes the assistance of the Women's Empowerment and Child Protection Integrated Service Center (P2TP2A) for child victims of sexual violence in Garut Regency. This study found that the handling of cases of violence against children at the Integrated Services Center for Women's Empowerment and Child Protection (P2TP2A) was in accordance with the standard operating procedures stipulated in the Regulation of the State Minister for Women's Empowerment and Child Protection Number 5 of 2010. Data collection in this study was carried out with library research and field studies in the form of observations, interviews and documentation. The results of the research Assistance services for Children Victims of Sexual Violence at P2TP2A Garut in its implementation have been going quite well according to the four indicators of excellent assistance services, namely the presence of service providers, service recipients, type of service and customer satisfaction.The assistance services in the District P2TP2A continue to run as expected.
