Abstract

Community Empowerment Institutions (LPM) play a strategic role in strengthening community participation and supporting governance at the urban village level. However, the implementation of LPM policies often faces structural and institutional obstacles that affect the effectiveness of community empowerment. This study aims to analyze the implementation of LPM policies based on Bandar Lampung City Regulation No. 5 of 2016 in Beringin Jaya Village and to examine it from the perspective of Siyasah Tanfidziyyah, focusing on guidance and supervision, the role and performance of the LPM, and the alignment of the policy design of the City Regulation with community empowerment needs. The study employs a qualitative approach using field research. Data were collected through observation, interviews with neighborhood officials and LPM executives, as well as a review of regulatory documents and relevant literature. Analysis was conducted using a descriptive-analytical approach with a deductive methodology to link empirical findings to the positive legal framework and the principles of Siyasah Tanfidziyyah. The results of the study indicate that guidance remains administrative and incidental, while oversight tends to be reactive and is not yet based on performance indicators or impact evaluations. These conditions limit the capacity of the LPM, resulting in its role being more dominant as an implementer of government programs rather than as a strategic development partner. Furthermore, the design of local regulations remains general and top-down. The study recommends strengthening technical guidelines for guidance and oversight, conducting impact-based evaluations, building the capacity of Community Empowerment Boards (LPMs), and refining policy design to make it more participatory and context-specific. ABSTRAKLembaga Pemberdayaan Masyarakat (LPM) memiliki peran strategis dalam memperkuat partisipasi masyarakat dan mendukung tata kelola pemerintahan di tingkat kelurahan. Tetapi, implementasi kebijakan LPM sering menghadapi kendala struktural dan kelembagaan yang memengaruhi efektivitas pemberdayaan masyarakat. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan LPM berdasarkan Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2016 di Kelurahan Beringin Jaya serta meninjaunya dalam perspektif Siyasah Tanfidziyyah dengan fokus pada pembinaan dan pengawasan, peran dan kinerja LPM serta kesesuaian desain kebijakan (policy design) Perda dengan kebutuhan pemberdayaan masyarakat. Penelitian menggunakan pendekatan kualitatif dengan jenis studi lapangan (field research). Data dikumpulkan melalui observasi, wawancara dengan aparat kelurahan dan pengurus LPM serta telaah dokumen regulasi dan literatur terkait. Analisis dilakukan secara deskriptif-analitis dengan pendekatan deduktif untuk mengaitkan temuan empiris dengan kerangka hukum positif dan prinsip-prinsip Siyasah Tanfidziyyah. Hasil penelitian menunjukkan bahwa pembinaan masih bersifat administratif dan incidental sementara pengawasan cenderung reaktif dan belum berbasis indikator kinerja serta evaluasi dampak. Kondisi ini membatasi kapasitas LPM sehingga perannya lebih dominan sebagai pelaksana program pemerintah dibandingkan mitra strategis pembangunan. Selain itu, desain kebijakan Perda masih bersifat umum dan top-down sehingga kurang responsif terhadap kebutuhan lokal. Ditinjau dari Siyasah Tanfidziyyah, implementasi kebijakan belum sepenuhnya selaras dengan prinsip amanah, keadilan, musyawarah dan kemaslahatan publik. Penelitian merekomendasikan penguatan pedoman teknis pembinaan dan pengawasan, evaluasi berbasis dampak, penguatan kapasitas LPM serta penyempurnaan desain kebijakan yang lebih partisipatif dan kontekstual.

Abstract

Zakat management must evolve from traditional charity to a contemporary development mechanism to fulfill its potential in poverty alleviation. This study aims to comparatively analyze the implementation of the Contemporary Integrated Zakat Distribution Model utilized by the National Zakat Agency (BAZNAS) across three provinces, Lampung, South Sumatra, and Banten, and to empirically measure its impact on the welfare transformation of pre-prosperous families (mustahik). A multi-location case study approach, employing a Mixed-Method framework, was adopted. Qualitative data were gathered through in-depth interviews with BAZNAS managers and mustahik beneficiaries, supported by the analysis of internal reports and policies. Quantitative data on change the economic status of mustahik post-intervention were analyzed descriptively and comparatively to validate the model's effectiveness. The findings confirm that BAZNAS successfully implements an Integrated Model that systematically combines consumptive support (for immediate needs) with productive empowerment (capital, skills training, and human capital investment). This model demonstrates a significant positive impact on sustainable welfare. The quantitative analysis is highly conclusive: the percentage of households classified as pre-prosperous declined substantially, specifically by 31% in Lampung, 35% in South Sumatra, and 40% in Banten. The highest transformation rate in Banten is linked to its strategic focus on educational investments (One Family One Scholar). The research validates that a contemporary, integrated approach to Zakat distribution is effective in achieving socio-economic transformation, thereby supporting the objectives of maqāsid al-sharīah. The results provide an empirical basis for Zakat institutions to prioritize high-impact human capital programs for sustainable poverty exit

Abstract

Community-based irrigation network management requires alignment between legal provisions and practices at the village level. This study aims to analyze the implementation of Lampung Province Regional Regulation Number 11 of 2011, identify forms of community participation, and analyze factors influencing the effectiveness of participation in irrigation network management in Pekon Pakunegara Village, Pesisir Barat Regency. The study employs an empirical legal method with a qualitative approach and a case study design. Data were collected through in-depth interviews, observation, and documentation, and subsequently analyzed using the Miles, Huberman, and Saldana model. The results indicate that the implementation of the regional regulation is supported by the Water Users Farmers Association (P3A) institution, gotong royong (mutual cooperation) activities, routine post-harvest maintenance, and comprehensive maintenance based on Standard Operating Procedures (SOPs). The effectiveness of community participation is influenced by the P3A institution, the culture of mutual cooperation, and coordination between the community and the government. The study demonstrates that organized and scheduled community participation is a crucial factor in supporting the implementation of irrigation network management policies at the village level. These findings contribute a model of scheduled community participation as an alternative for developing community-based irrigation management in Lampung Province

Abstract

This research examines the implications of the nyikok tradition in Lampung Pepadun customary society on the fulfillment of children's rights and its relevance to the development of Islamic family law in Indonesia. This type of research is field research, which is conducted in the Lampung Pepadun indigenous community in Lampung Province. This type of research is field research, which is conducted in the Lampung Pepadun Customary Society in Lampung Province. Data sources in this research are primary and secondary data sources. Data analysis in this research uses qualitative methods. Analyzed inductive thinking approach. The results of the study that Nyikok in Lampung Pepadun cultural customs has a good purpose. Based on the Receptio A Contrario analysis, nyikok has compatibility with Islamic law, so that its practice can be applied by the indigenous people of Lampung Pepadun, because it has positive implications in fulfilling children's rights, on the other hand, it is also to protect the inherited property of the deceased father, to continue the breed so that the balance is not broken and to maintain the kinship system that has been established. The nyikok tradition has relevance to Islamic family law in Indonesia, which is relevant to KHI Article 14, Article 2 (1) of Law No. 1 of 1974 concerning Marriage and then the existence of nyikok in the context of child protection and care is relevant to Article 45 of Law No. 1 of 1974 concerning Marriage, that parents have an obligation to maintain and educate children.Keyword: Nyikok; Lampung Pepadun; Children's Rights; Indonesian Family Law.
