Abstract

TPK Semarang is one of the container terminals located in the Tanjung Emas Port area, Semarang which has a special pier or terminal for container ship activities, where the Semarang Container Terminal area is in the Tanjung Emas Port area, Semarang in Central Java Province. It should be noted that the Yard Occupancy Ratio (YOR) in 2022 is 46%, based on the UNCTAD standard YOR classification, which is sufficient, given the condition of the existing stockpiling yard area. Semarang TPK is still able to serve the growing flow of containers until 2032, this is related to the yard occupancy ratio (YOR). In the 2032 analysis, the YOR value at TPK Semarang reached 79% and was included in the high category so that it would affect the level of service at the terminal.

Abstract

In construction projects that occur in Indonesia, implementation often experiences delays and cost losses where the realization in the field does not match the planned schedule and planned budget due to several factors that occur, even though a thorough cost plan has been prepared, in practice in the field there are still many problems that arise problems in implementation. So the Earned Value Concept or EVM (Earned Value Method) method is used to overcome this problem to determine the implementation cost performance during the project and the indicators used for analysis include: BCWP (Budget Cost of Work Performance), BCWS (Budget Cost of Work Schedule), ACWP (Actual Cost of Work Performance), SV (Schedule Variance), CV (Cost Variance), SPI (Schedule Performance Index), CPI (Cost Performance Index), ETS (Estimated Temporary Schedule), and EAS (Estimated All Schedule). This research aims to evaluate the cost performance of the Wirosari - Karangasem Subdistrict road section improvement project. Wirosari uses the Earned Value Concept method. This method is used to measure project performance by comparing the value of the results achieved (Earned Value) with the planned value (Planned Value) and target value (Budgeted Cost of Work Performed) from week 1 to week 16 using the Concept Earned Value or EVM (Earned Value Method). From the results of this research, the performance of project implementation costs or calculations is knownCost Performance Index (CPI) Whichcut offweek 16 of 34 weeks in the period 6 to 12 May 2024 was 1.156 and there was no CPI value 1 with Cost Variation (CV) week 16 amounting to IDR 589,440,708.64, so that if the project implementation performance in the weekly reporting remains the same until the project is completed, the estimated costs required to complete the remaining project work orEstimate To Complete (ETC) amounting to IDR 1,294,766,228.89 so that the total estimated project costs required to complete the project work orEstimate At Completion (EAC) is IDR 5,075,881,759.65 and the estimated profit obtained from the project or Variance At Completion (VAC) is IDR 791,424,240.35

Abstract

Change orders resulted in a total time deviation of 45 days (18.75%) from the initial plan, with the most substantial delays in structural and MEP work. Regarding labor costs, MEP work experienced the largest deviation at 25% (IDR 150,000,000), followed by foundation work (16.67%), structural work (15%), and architectural work (10%). Change orders also impacted labor productivity, particularly in MEP work (-25%), followed by foundation (-16%), structural (-12.5%), and architectural work (-12.5%). These productivity decreases resulted from changes in work methods, increased complexity, and adaptation requirements to new specifications. The study recommends several measures to minimize change order impacts: more thorough design reviews before implementation, allocation of time and cost buffers, improved documentation and approval systems, and more flexible workforce planning. Effective change order management is crucial for maintaining overall project success.

Abstract

In many projects, changes often occur due to on-site conditions. These changes are made to ensure that the work can be carried out properly and in accordance with actual field requirements. Typically, such changes—whether additions, reductions, or replacements—lead to modifications in the contract documents. These modifications result in a Contract Change Order (CCO), which can affect several aspects of the project. This study aims to analyze the impact of Contract Change Orders (CCOs) on project duration and cost, using the Counterweight and Tano Ponggol Channel Project in Samosir Regency as a case study. The results of the study indicate an increase in project duration by 175 days. In terms of cost, the CCO led to a reduction in the counterweight work budget from IDR 25,018,491,000 to IDR 18,768,883,000.
