Abstract

This research aims to elaborate on the role of collaboration between stakeholders in strengthening the sustainable regional development agenda. The era of decentralization means that regional development must be built by prioritizing collaborative principles from the village to sub-district level. Thus, collaboration is needed between stakeholders, especially the sub-district head, so that the development agenda can be realized. However, several obstacles are still encountered, such as the lack of competence and knowledge of sub-district heads in planning regional development agendas. This research uses an explanatory qualitative approach with in-depth interview methods and observations of the sub-district head in Sobong District, Pandeglang Regency. The research results found that the role of the sub-district head greatly contributes to strengthening collaboration between stakeholders in realizing the regional development agenda. This research also found that a collaboration strengthening scheme is needed so that the regional development agenda can be sustainable according to the national agenda.

Abstract

This research aims to explore and examine organizational strategies that encourage school development innovation through the implementation of the Multi Development School Program. Focusing on strengthening the theoretical foundations of Development Strategy in the Multi-Development School Program, this study centers on initiatives organized by the Bumi Hijau Center Foundation under the auspices of the Education Providing Organization (POP) Policy approved by the Ministry of Education. Education, Culture, Research and Technology (Kemendikbud Ristek). Methodologically, this research uses a descriptive qualitative approach, involving 18 key informants and additional stakeholders who are closely involved in related issues. Researchers conducted observations, interviews and analysis to obtain the conclusion that the Multi Development School Program (PSMP) has produced positive results through interventions carried out by community organizations (ormas) responsible for POP. This intervention has had a significant impact on teachers, principals, students, parents and the wider community, thereby improving overall school performance. Nonetheless, this study underscores the importance of expanding interventions to achieve broader and more sustainable impacts. The challenges in measuring the impact of specific interventions highlight the need for additional data and information on concrete outcomes, particularly in the areas of educational improvement, increased teacher competency, and positive impacts on teachers and principals.

Abstract

The Central Government's efforts to implement the Child Identity Card (KIA) program as the newest population administration program, namely to become a concrete form of protection for children as the state's obligation to protect every citizen, where recently there has been a phenomenon of deprivation of civil rights for children. This research aims to determine the implementation of the Child Identity Card (KIA) policy or program at the Lebak Regency Population and Civil Registration Service. This implementation can be known by using the concept of Policy Implementation according to George C. Edward III whose dimensions include Communication, Resources, Disposition, Bureaucratic Structure. The research was conducted using descriptive methods with a qualitative approach. The results of the research show that the implementation of the Child Identity Card (KIA) program in Lebak Regency has not been fully maximized, one of which can be seen from the socialization which has not been maximized, then the delivery of information which is not clear, the condition of the facilities is less than optimal, the attitude and commitment of the Dukcapil Office in implementing the KIA program Less than optimal and assessment of the implementation of the KIA program that is less than optimal. Recommendations for this research; (1) Socialization should go directly to the school, involving teachers and student guardians. (2) Provide clear information both offline and online. (3) The condition of the seating facilities must be improved. The recommendation for further research is to conduct a policy evaluation study to assess the output of the KIA program in Lebak Regency in particular and generally to carry out comparative studies in several regions in Indonesia.

Abstract

This study analyzes the role of actors in farmer institutional strengthening policies as an implementation of the Flood Management In Selected River Basins (FMSRB) Program that has been accompanied and fosters independence in funding farmer groups. The informants of this research were all farmer groups who received benefits from the Community Driven Development (CDD) program in the Farmland Management and Sustainable Agriculture Practices for Flood Management in Selected River Basins Sector Project – FMSAP FMSRB Pandeglang Regency as well as policy stakeholders and competent experts in the program with a total of 22 people.  Data analysis using Stakeholder Analysis. Based on stakeholder analysis, it was found that first, the main actor is the farmer group as the beneficiary, the relationship and influence are very strong because as the object of the beneficiary The secondary stakeholders are academics, mass media, private sector, consultants, CF (Facilitator), Extension (PPL), Communities are affected indirectly, with the actors most playing a role being private actors. Key stakeholder groups include donor agencies, the Asian Development Bank; the ministry of agriculture and related ministries such as the Environment; Local Government of Pandeglang Regency, especially the Department of Agriculture and Food Security; Regional Development Planning Agency; Regional Financial Revenue and Assets Agency; Environmental Agency; Regional Disaster Management Agency; Department of Public Works and Spatial Planning. The initiator and catalyst actors in the sustainability of the program are highly dependent on the Regional Government of Pandeglang Regency, especially the Department of Agriculture and Food Security. Second, the pattern of Sustainability and Development of FMSRB is expected to be initiated by the Pandeglang Regency Agriculture and Food Security Office by involving various agencies and community groups concerned with land conservation efforts.

Pendekatan yang digunakan adalah pendekatan gabungan (Mix Method), yaitu dengan melakukan analisis dengan pendekatan kualitatif dan kuantitatif. Berdasarkan hasil analisis CIPP (Context, Input, Process, Product), proses pengembangan kawasan industri baru di Kabupaten Lebak pada tahun 2023 layak untuk segera dibangun mengingat segala sesuatu yang berkaitan dengan konsep penataan ruang baik kabupaten dan provinsi tidak melanggar aturan atau konsep. Hal ini sejalan dengan pembangunan Tol Serang – Panimbang yang menjadi salah satu elemen pendukung keberadaan KEK Tanjunglesung.

Abstract

This article discusses the implementation of self-governance using customary law within the Baduy-Dalam Traditional Law Community (KMHA). The author's interest in studying the Baduy-Dalam stems from the bias in understanding between the KMHA, Villages, and Traditional Villages due to the regulation of Law No. 6 of 2014. One of the causes of this bias is the government's misunderstanding in treating and respecting the Baduy-Dalam KMHA, such as the General Election Commission's outreach in Baduy to encourage the participation of indigenous peoples in elections. This article aims to examine the existence and constitutionality of the Baduy-Dalam Tribe as a self-governing KMHA using customary law, including the legality if they do not participate in elections. The data used in this study are empirical facts about the characteristics of the KMHA, verified using a descriptive method with a qualitative approach. The study results show that the Baduy-Dalam Tribe meets the characteristics of a KMHA, making them suitable for self-governance with customary law, including celebrating democracy according to their customs. The novelty found is the full recognition of their unique customary governance system. In conclusion, the Baduy-Dalam Tribe remains constitutional as a self-governing KMHA using customary law. As a solution, the state must genuinely recognize, respect, and preserve their existence.

Abstract

The use of digital technology to improve traditional markets in the Society 5.0 era. This era is a continuation of Industry 4.0 and includes the use of technology to solve social problems and improve the quality of life of people. The study emphasizes the importance of combining digital technologies such as the Internet of Things (IoT), artificial intelligence, and robotics to create markets that are more efficient and responsive to consumer needs. Nowadays, people's markets are expected to serve not only as a place to trade but also as a hub for innovation that has the ability to boost local economic growth and improve public well-being. Traditional markets can enhance competitiveness with digitization through better management, price transparency, and broader access to markets. It is hoped that this transformation can help MSMEs and create a more inclusive and sustainable business environment.  To create a modern and highly competitive people's market in the era of Society 5.0, this study calls on all parties to adapt and innovate. This is because the adoption of technology in the people's market requires cooperation between governments, entrepreneurs, and society.

Abstract

This research is motivated by the opportunity to address issues in the Pandeglang Regency through government policy innovation. Innovation can be an effective strategy to drive growth, productivity, and economic progress at the local and national levels. The research aims to analyze the establishment of the Regional Research and Innovation Agency (BRIDA) to assist the government in making scientifically informed policies. Methodology a qualitative approach was employed, utilizing interviews and documentary studies analyzed through Miles & Huberman's procedures (2009). Findings the research results indicate that BRIDA has the potential to contribute to the acceleration of development, enhancement of regional competitiveness, improvement of governance, and the well-being of the community. It also underscores the urgency of comprehensive research in analyzing complex issues. Originality the recommendation from the research is the integration with other regional agencies to form the Regional Planning and Development, Research, and Innovation Agency (BAPPERIDA) to aid in the administration of regional governance, particularly in the areas of research, development (research and innovation), assessment, implementation, as well as integrated invention and innovation in the region.
