Abstract

This research aims to explore the administration and management strategies implemented by MSMEs in Pandeglang Regency in facing competition in the local market. The approach used is qualitative with a case study design, where data is collected through interviews, participant observation and documentation. Research findings show that many MSMEs in Pandeglang face challenges in administrative management, such as dependence on manual systems and lack of technological literacy. Human resource (HR) management is also limited to basic skills without further training. Apart from that, although several MSME players have used social media for marketing, the use of technology for operational management is still minimal. Recommendations from this research include the need for continuous training, mentoring, and access to technology that can increase the efficiency and competitiveness of MSMEs. This research provides important insights for developing policies that support MSMEs at the local level, especially in facing increasingly competitive market dynamics.

Abstract

The tourism potential in Pandeglang Regency is very high. Based on this potential, the local government is working to develop tourist villages in the regency through Regional Regulation No. 12 of 2021. The management of tourist villages is aimed at improving the local economic conditions and fostering sustainable tourism. This analysis is conducted to understand the implementation of these regulations in Pandeglang Regency. The method used for this analysis is descriptive qualitative, which involves explaining the collected information into an analysis. The data used comprises both primary and secondary data obtained from literature reviews and online media. Based on the analysis, the sustainable tourism policy in Pandeglang Regency has not been effectively implemented, though the policy has triggered improvements in the economic conditions of the related villages. The conclusion of this study is that the tourist villages in Pandeglang Regency have strengths in their diverse natural wealth. However, weaknesses exist in the human resources and infrastructure sectors, opportunities for becoming new tourist destinations, and threats to environmental and cultural sustainability.

Abstract

This study aims to conduct a financial feasibility study of Perum DAMRI's business in the Serang branch with a focus on the transportation routes of Tanjung Lesung and Sawarna national tourism strategic areas. The study combines cost analysis, economic benefits, and financial aspects to evaluate DAMRI's operational performance on these routes. Through cost analysis, it was found that several factors such as vehicle operating costs, fuel, terminal levies, and tire replacement costs have an impact on DAMRI's profit margin. Furthermore, the economic benefit analysis shows that DAMRI can make a positive contribution to the national tourism area by providing better transportation access, but the results still need to be improved.However, when looking at the financial aspects, the two-year Net Present Value (NPV) analysis shows that DAMRI incurred losses in this project. A negative NPV, especially with a discount rate of 12.5%, indicates that the project did not achieve financial viability within the first two years of operation. However, the Internal Rate of Return (IRR) analysis reveals that the project has the potential to generate profitable returns, with an internal rate of return of approximately 13.68%. This suggests that if DAMRI can maintain or improve its operational efficiency, the project has the opportunity to be financially successful in the future. In conclusion, from various analysis perspectives, including BCR, NPV, and IRR, this DAMRI route business is currently not achieving the expected financial viability. Therefore, effective strategies and efforts are needed to ensure the viability and sustainability of DAMRI's operations on this route. Strategic measures could include improving operational efficiency, monitoring and controlling costs, and improving service management. More specific suggestions could involve improvements in cost management, fleet renewal, increased tourism promotion, cooperation with related parties, and the development of services that better suit passenger needs. With concerted efforts, DAMRI can maximize its business potential in Tanjung Lesung and Sawarna tourism areas and achieve better financial viability.

Abstract

(East Java Provincial Government Policy in Handling Violence against Women and Children) This research aims to dig up information and analyze in more depth related to policies towards women and children with the realization of protection for victims of violence as a form of policy of the East Java Provincial Government. Forms of protection for victims are needed to fulfill victims' rights. Domestic Violence (KDRT) is a serious problem in the marriage sector in Indonesia, and domestic violence continues to increase from year to year. Most victims of domestic violence are women and children. To prevent and save victims of domestic violence, protection must be provided to them. The following research is a literature study using a qualitative approach. Based on survey results, domestic violence against women and children is caused by strong discrimination against women due to the strong patriarchal culture. Apart from that, education and poverty factors also play a role. Law enforcement against perpetrators of domestic violence is also weak. Protection for victims of domestic violence includes preventive efforts such as 24-hour temporary protection by the police and courts as well as placing victims in safe locations. Apart from that, there are curative measures carried out at certain stages. Also in the form of repressive protection, namely arresting and imprisoning the perpetrator so that the victim feels safe. An obstacle to protection from domestic violence is the tendency of victims to withdraw their complaints for emotional reasons or because they are worried about the burden on their lives in the future. Apart from that, it is difficult to collect evidence to detect incidents of violence in the household. ABSTRAK Penelitian ini bertujuan untuk menggali informasi dan menganalisis secara lebih mendalam terkait kebijakan terhadap perempuan dan anak dengan perwujudan perlindungan terhadap korban kekerasan sebagai bentuk kebijakan Pemerintah Provinsi Jawa Timur. Bentuk perlindungan terhadap korban sangat dibutuhkan untuk memenuhi hak-hak korban. Kekerasan Dalam Rumah Tangga (KDRT) merupakan masalah serius dalam bidang perkawinan di Indonesia, dan KDRT terus meningkat dari tahun ke tahun. Sebagian besar korban KDRT adalah perempuan dan anak-anak. Untuk mencegah dan menyelamatkan korban KDRT, perlindungan harus diberikan kepada mereka. Penelitian berikut ini merupakan studi literatur dengan menggunakan pendekatan kualitatif. Berdasarkan hasil survei, KDRT terhadap perempuan dan anak disebabkan oleh masih kuatnya diskriminasi terhadap perempuan akibat masih kuatnya budaya patriarki. Selain itu, faktor pendidikan dan kemiskinan juga turut berperan. Penegakan hukum terhadap pelaku KDRT juga masih lemah. Perlindungan terhadap korban KDRT meliputi upaya preventif seperti perlindungan sementara selama 24 jam oleh kepolisian dan pengadilan serta menempatkan korban di lokasi yang aman. Selain itu, ada upaya kuratif yang dilakukan pada tahap-tahap tertentu. Juga dalam bentuk perlindungan represif, yaitu menangkap dan memenjarakan pelaku agar korban merasa aman. Kendala perlindungan dari KDRT adalah kecenderungan korban menarik kembali pengaduannya karena alasan emosional atau karena khawatir akan membebani kehidupannya di masa depan. Selain itu, sulitnya mengumpulkan bukti-bukti untuk mendeteksi kejadian kekerasan dalam rumah tangga.

Abstract

Program Flood Management in Selected River Basins (FMSRB) merupakan program penanganan banjir yang difokuskan dalam pengendalian lahan kritis atau konservasi lahan pertanian didaerah hulu sungai yang berada pada Daerah Aliran Sungai Cidanau-Ciujung-Cidurian, salah satunya berada di Kabupaten Pandeglang. Penelitian ini bertujuan untuk untuk penetapan kegiatan prioritas yang perlu dilanjutkan setelah proyek FMSRB berakhir berdasarkan analisis capaian proyek dan hasil penapisan menggunakan kriteria dan indikator exit strategy yang dibangun. Penelitian ini dilakukan di beberapa Kecamatan di Kabupaten Pandeglang yaitu Kecamatan Cadasari, Kecamatan Karangtanjung, Kecamatan Pandeglang, Kecamatan Majasari, Kecamatan Kaduhejo, dan Kecamatan Mandalawangi. Metode penelitian menggunakan metode penelitian kuantitatif dengan pendekatan deskriptif, dengan teknik pengumpulan data primer dan sekunder. Teknik analisis data yang digunakan dalam penelitian ini menggunakan metode Urgency, Seriousness, Growth (USG) untuk mengetahui tingkat derajat kepentingan dari sebuah program apabila dijalankan, kesungguhan program, dan pertumbuhan dari program tersebut apabila tidak/dijalankan memiliki dampak seperti apa. Hasil penelitian ini didapat pengukuran mengenai keberlanjutan lingkungan dalam penanganan konservasi lahan bahwa program FMSRB yang sudah dijalankan oleh kelompok tani yang dinilai memiliki tingkat kepentingan yang mendesak, tingkat keseriusan, dan memiliki pengaruh pertumbuhan yaitu program penananam bibit tanaman multi guna dengan nilai 13,00. Sedangkan untuk program FMSRB konservasi lahan yang memiliki dampak pertumbuhan ekonomi bagi kelompok tani dan masyarakat, yaitu pembangunan Jalan Usaha Tani (JUT) dengan nilai 13,11. Serta untuk program FMSRB konservasi lahan yang memiliki dampak keberlanjutan sosial bagi kelompok tani dan masyarakat yaitu penguatan lembaga tani dengan nilai 13,33.

Abstract

This research aims to explore and analyze strategies for improving the quality of public services in Pandeglang District, focusing on implementing David Osborne's core strategy. Using a qualitative approach, this research involved direct observation, in-depth interviews, and document analysis conducted over two months from April to May 2023. The main informants were sub-district officials and community members. The findings show that although the sub-district has established a clear vision and mission to guide public service delivery, there are still significant gaps in implementing important strategies such as community satisfaction surveys and online service provision. In addition, evaluating employee performance and program effectiveness has not reached the expected completeness. These findings underscore the need for increased implementation of New Public Service principles, emphasizing community collaboration, effective use of information technology, and accurate evaluation practices to improve future service delivery outcomes.

Abstract

This research analyzes the public policy of the Pantai Indah Kapuk 2 (PIK 2) development, a project covering 1,755 hectares in northern Jakarta, aimed at enhancing economic growth and providing facilities for the community. Despite its significant potential, the project faces substantial challenges, including social impacts such as the displacement of local communities and threats to the mangrove ecosystem. Through a qualitative approach, the research finds that the implementation of PIK 2 often neglects community participation and environmental impacts. Recommendations include the need for an inclusive approach in policy formulation and ongoing evaluation to ensure sustainable benefits for all stakeholders.

Abstract

Over the past two decades, decentralization has emerged as a primary strategy in governance reform across various countries, including Indonesia. This study aims to evaluate the effectiveness of decentralization within the framework of a unitary state by examining its concepts, implementation models, and impacts on local government performance through a systematic literature review and cross country comparison. By analyzing practices in Indonesia, the Philippines, South Africa, and India, the study finds that the success of decentralization is highly dependent on the alignment between institutional design, fiscal and administrative capacity, and the structure of intergovernmental relations. Indonesia has adopted a controlled asymmetric decentralization model that has succeeded in fostering local innovation but continues to face challenges in coordination and fiscal disparities. The study proposes a new analytical framework that integrates institutional and performance based governance approaches, and emphasizes the importance of fiscal reform, adaptive institutional design, and digital transformation. The main contribution of this study lies in strengthening theoretical discourse and formulating decentralization policy recommendations that are more responsive to local dynamics and future challenges.

Abstract

This article examines the historical interaction between colonialism and industrialization as primary determinants in shaping the structure and performance of local governments in post colonial countries. Based on comparative studies and empirical literature, the findings reveal that both direct and indirect colonial models, along with the degree of industrialization, significantly influence fiscal capacity, public participation, and the level of centralization in local governance. Countries with an indirect colonial legacy and early industrialization tend to develop more adaptive and inclusive local governments, whereas direct colonial models without accompanying industrialization tend to reinforce centralization and weaken institutional capacity. These findings underscore that contemporary local institutional designs cannot be fully understood without considering the structural legacies of the colonial and industrialization periods.

Abstract

The decentralization reform in Indonesia has transformed the institutional framework of sub districts (kecamatan) and shifted the role of the sub district head (Camat) from an administrative bureaucrat to an adaptive participatory development agent. This study employs a historical institutional approach and path dependency analysis to explore the evolution of sub district institutions from the colonial era to contemporary decentralization. The findings reveal significant disparities in institutional capacity among sub districts, influenced by the legacy of colonial bureaucracy and resource inequalities, which result in governance asymmetry and the risk of a decentralization trap. High capacity sub districts are able to optimize resources, social capital, and leadership for service innovation and community participation, whereas low capacity sub districts face stagnation. This study emphasizes the need for a governance model that integrates historical, structural, and socio political dimensions within a multi level governance framework, as well as a transformation of accountability toward performance based accountability. Strategic recommendations include strengthening performance based funding, human resource and leadership development, enhancing social capital, and transparent evaluation mechanisms to improve the quality of sub district governance in Indonesia.
