Abstract

Pembiayaan pendidikan merupakan komponen penting dalam penyelenggaraan sistem pendidikan yang berkualitas. Tantangan dalam pengelolaan pembiayaan pendidikan antara lain keterbatasan sumber dana, kurangnya transparansi pengelolaan anggaran, serta rendahnya efisiensi administrasi keuangan. Perkembangan teknologi informasi memberikan peluang untuk menciptakan inovasi dalam sistem pembiayaan pendidikan yang lebih efektif, transparan, dan akuntabel. Penelitian ini bertujuan untuk menganalisis bentuk inovasi pembiayaan pendidikan berbasis teknologi informasi serta implikasinya terhadap efektivitas pengelolaan dana pendidikan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi literatur. Data diperoleh melalui analisis berbagai sumber pustaka seperti buku, jurnal ilmiah, dan dokumen kebijakan pendidikan yang relevan dengan topik penelitian. Hasil penelitian menunjukkan bahwa pemanfaatan teknologi informasi dalam pembiayaan pendidikan dapat dilakukan melalui sistem pembayaran digital, platform crowdfunding pendidikan, sistem manajemen keuangan berbasis aplikasi, serta transparansi anggaran melalui sistem informasi daring. Inovasi tersebut mampu meningkatkan efisiensi administrasi, memperluas sumber pendanaan pendidikan, serta meningkatkan kepercayaan masyarakat terhadap lembaga pendidikan. Oleh karena itu, penerapan teknologi informasi dalam pengelolaan pembiayaan pendidikan menjadi strategi penting dalam mendukung peningkatan mutu pendidikan secara berkelanjutan.

Abstract

This study aimed to analyze educational financing management in improving the quality of learning in elementary schools. This research employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The results showed that educational financing management, which includes planning, implementation, and evaluation, has been carried out quite effectively. Planning was conducted through participatory School Activity and Budget Planning (RKAS) involving various stakeholders. Implementation was conducted transparently and accountably in accordance with school needs. Evaluation was carried out periodically through financial reports and internal supervision. Effective financial management had a positive impact on learning quality, indicated by improved teacher competence, adequate facilities and infrastructure, varied learning media usage, and improved student learning outcomes. Statistical analysis also revealed a strong and significant relationship between educational financing management and learning quality. Therefore, effective educational financing management is a key factor in improving the quality of learning in elementary schools.

Abstract

Financial management plays a strategic role in ensuring the sustainability and quality of higher education institutions, particularly private universities operating under limited financial capacity. This study aims to examine the implementation and challenges of financial management at Universitas Almuslim in supporting quality education, with a specific focus on funding sources and budget allocation practices. Employing a qualitative case study design, data were collected through in-depth interviews with university leaders, financial administrators, and academic managers, complemented by an analysis of institutional financial documents. The data were analyzed thematically using the framework proposed by Miles, Huberman, and Saldaña. The findings reveal that Universitas Almuslim relies predominantly on internal funding, especially student tuition fees, while external funding remains limited and non-sustainable. Budget allocation is primarily directed toward routine academic operations, leaving restricted fiscal space for long-term quality enhancement initiatives. Key challenges include high dependency on tuition-based funding, limited budget flexibility, and vulnerability to fluctuations in student enrolment. Despite these constraints, the institution adopts adaptive strategies such as prioritizing core academic activities and optimizing available resources to maintain educational quality. These findings highlight the importance of strengthening transparent, flexible, and context-responsive financial governance to support sustainable quality development in private higher education institutions.

Abstract

Manajemen pembiayaan Pendidikan bertujuan untuk menganalisis urgensi manajemen pembiayaan dalam meningkatkan mutu pendidikan di tengah realitas pengelolaan anggaran yang seringkali terjebak pada pemenuhan administratif semata. Meskipun alokasi anggaran pendidikan secara nasional terus meningkat, fakta di lapangan menunjukkan bahwa distribusi dana belum sepenuhnya berkolerasi linear dengan peningkatan standar mutu, terutama pada dimensi sarana prasarana dan kompetensi pendidik (Mulyono, 2021). Metode yang digunakan adalah studi kepustakaan (library research) dengan teknik analisis isi terhadap berbagai literatur ilmiah dan kebijakan publik terkait. Hasil kajian menunjukkan bahwa manajemen pembiayaan yang efektif, transparan, dan akuntabel merupakan determinan utama dalam akselerasi mutu pendidikan. Temuan literatur menegaskan bahwa efisiensi anggaran yang diarahkan pada program prioritas akademik mampu menciptakan lingkungan belajar yang kondusif dan meningkatkan daya saing lulusan (Fahmi, 2023). Oleh karena itu, diperlukan pergeseran paradigma dari sekadar "penyerapan anggaran" menjadi "pembiayaan berbasis mutu" untuk memastikan setiap rupiah yang dikeluarkan memberikan dampak nyata bagi kualitas pembelajaran.

Abstract

This study is motivated by the dynamics of population and poverty in Aceh Province, which have the potential to influence regional economic growth. Increases in population and reductions in poverty do not always correspond with optimal acceleration of economic growth, necessitating an empirical study to understand the relationship among these three variables. The objective of this research is to analyze the influence of population size and poverty on economic growth in Aceh Province, both partially and simultaneously. This study employs a quantitative approach using secondary time-series data from 1995 to 2024, obtained from the Central Statistics Agency. The analysis is conducted using a multiple linear regression model, complemented by classical assumption tests and hypothesis testing. The results indicate that, partially, population size has a significant effect on economic growth, with a regression coefficient of 6.546. Similarly, poverty significantly affects economic growth, albeit with a lower coefficient of 1.079. Simultaneously, population size and poverty together have a significant impact on economic growth, with a coefficient of determination (R²) of 0.942. These findings suggest that increasing population and addressing poverty in an integrated manner are important factors in promoting economic growth in Aceh. This study recommends that local governments design balanced development policies, optimize demographic potential, and strengthen poverty alleviation programs to support sustainable economic growth.

Abstract

Teacher performance is a primary determinant of instructional quality in madrasahs (Islamic senior high schools); however, its achievement is often influenced by various managerial and psychological factors that have not been fully confirmed in specific local contexts. This study aims to analyze the influence of the principal's academic supervision, teacher work motivation, and teacher work commitment on the performance of Madrasah Aliyah (MA) teachers in Central Aceh Regency, both partially and simultaneously. The study employs a quantitative approach using an explanatory survey method. The sample consists of 120 teachers from eight *Madrasah Aliyah* institutions (three state and five private schools), selected via proportional random sampling. Data were collected using a five-point Likert scale questionnaire—validated through factor analysis and proven reliable with Cronbach's Alpha values exceeding 0.60—and subsequently analyzed using multiple linear regression with SPSS 25.0 software. The results indicate that, when analyzed individually, teacher work motivation has a positive and significant effect on teacher performance (t = 2.052; Sig. = 0.046 < 0.05), whereas the principal's academic supervision (t = 0.399; Sig. = 0.379) and teacher work commitment (t = 0.505; Sig. = 0.168) do not have a significant partial effect. Simultaneously, the three independent variables significantly influence teacher performance (F = 8.234; Sig. = 0.000 < 0.05), contributing 38.1% to the variance (R² = 0.381), while factors outside the model explain the remaining 61.9%. These findings indicate that work motivation is the most dominant factor in driving teacher performance. In contrast, the effectiveness of academic supervision implementation and the strengthening of teacher work commitment require substantial improvement to yield a tangible impact on performance enhancement.

Abstract

Education financing is a strategic component in ensuring the sustainability of school programs, improving learning quality, and supporting the provision of facilities and infrastructure. At the elementary school level, financing plays a crucial role as it forms the foundation for students’ academic, character, and social development. This study aims to analyze the implementation of education financing policy from the perspective of School-Based Management (SBM), focusing on budget planning, fund utilization, financial transparency, supervision, and stakeholder involvement. The research employed a descriptive quantitative approach using a survey method. Data were collected through questionnaires distributed to principals, school treasurers, teachers, and school committee members who are directly involved in financial management. The data were analyzed using descriptive statistics in percentage form. The findings indicate that the implementation of education financing policy in elementary schools has generally been carried out well. This is reflected in participatory budget planning, appropriate fund utilization based on priority needs, regular financial reporting, and the involvement of school committees in supervision. However, several challenges remain, including limited financial administrative competence, uneven technical understanding of budget management, and a shortage of administrative personnel. Therefore, strengthening the managerial and financial competencies of school stakeholders is essential to improve the effectiveness, transparency, and accountability of education financing policy implementation in elementary schools.

Abstract

Financial management plays a crucial role in improving educational quality; however, many educational foundations still struggle to integrate budgeting, accounting, and auditing into a comprehensive financial management framework. Previous studies have generally examined these functions separately, creating a research gap regarding the effectiveness of an integrated model in supporting educational quality and institutional sustainability. This study aims to analyze the implementation of the integrated P4–Budgeting, Accounting, and Auditing (P4-BAA) model at the Almuslim Peusangan Foundation and evaluate its contribution to educational quality improvement. This study employed a qualitative case study approach. Data were collected through semi-structured interviews with 15 purposively selected informants, including foundation leaders, financial managers, school principals, and administrative staff. Additional data were obtained through document analysis and direct observation. Data were analyzed using thematic analysis supported by NVivo software through coding, categorization, theme development, and triangulation. The findings show that the P4-BAA model strengthened financial planning, accountability, and transparency across educational units. Key strengths identified include institutional reputation, affordable tuition fees, and government support, while major challenges involve limited infrastructure, inadequate teacher qualifications, and unstable funding sources. The model improved budget allocation, stakeholder participation, financial reporting, and monitoring mechanisms, leading to more efficient resource utilization and stronger support for teacher development programs. The study concludes that the P4-BAA model provides a practical framework for enhancing financial governance and sustaining continuous improvements in educational quality.
