Abstract

This study aims to find out the implementation of West Aceh Regent Regulations Number 27 of 2017 concerning Guidelines for Community Economic Empowerment through Village Funds in Johan Pahlawan District. This study used a qualitative approach with descriptive methods and used the theories of Van Metter and Van Horn. The indicators consist of standards and policy objectives, policy resources, communication between related organizations and implementing activities, characteristics of implementing agents, social and political-economic conditions and attitudes of implementers or implementers. The results showed that the implementation of West Aceh Regent Regulation No. 27 of 2017 concerning Guidelines for Community Economic Empowerment through Village Funds in Johan Pahlawan Sub-District especially in Leuhan Village, Padang Seurahet Village, and Blang Beurandang Village had been carried out in accordance with the provisions of West Aceh Regent Regulation Number 27 the Year 2017. This is evidenced by the implementation of 2 (two) policy indicators, namely the distribution of empowerment assistance from village gampong to the community in accordance with policy standards and objectives, and human resources and the budget is adequate so that the response from the community is very enthusiastic about community economic empowerment activities through village funds. But in the implementation of West Aceh Regent Regulation Number 27 Year 2017 there are still 4 (four) obstacles based on the Van Meter and Van Horn theory, namely lack of socialization to the community so that the gampong community does not understand the standards, objectives and implementation mechanisms of West Aceh Regent Regulation Number 27 of 2017 and lack of communication and coordination between implementing agents of economic empowerment in 2017 with the current gampong government, then guidance and supervision not carried out thoroughly by policy implementers at the District and District levels, and implementers of empowerment activities at the village level did not fully carry out the verification process. towards empowerment proposals submitted by the community there are still some beneficiaries who are not eligible to be given economic empowerment assistance funds and are not strict enough to the recipients of economic empowerment benefits that cause low levels of compliance community beneficiaries of economic empowerment against sanctions and agreed conditions, then the external political environment that is not conducive is caused by-elections in 2017 where there is a change of regent, as well as lack of support and commitment from the implementing party at the village level to the implementation of regent regulations West Aceh Number 27 of 2017

Abstract

Illegal fishing sangat melemahkan pengelolaan sumber daya perikanan, sehingga negara wajib mendukung pemberantasannya. Salah satu lembaga adat yang juga konsentrasi dalam pemberantasan kegiatan Illegal fishing tersebut adalah lembaga panglima laot. Adapun tujuan utama dalam penelitian ini adalah untuk mengetahui strategi lembaga panglima laot dalam mencegah illegal fishing di Kabupaten Aceh Barat. Target khusus yang ingin dicapai adalah terdapatnya data aktual yang selanjutnya dinarasikan secara histroris dan empiris terkait strategi kelembagaan panglima laot. Sedangkan metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik penentuan informan menggunakan teknik non probability sampling dengan cara purposive sampling, hal ini karena dalam penelitian kualitatif penentuan informan tidak untuk mewakili populasi tetapi melihat kedalaman data, sehingga diperlukan keahlian informan dalam permasalahan yang menjadi kajian dalam penelitian. Berdasarkan hal tersebut, maka informan yang digunakan dalam penelitian ini ditentukan berdasarkan tujuan atau pertimbangan tertentu peneliti. Hasil penelitian yang telah dilakukan, ditemukan data bahwa strategi yang dilakukan kelembagaan panglima laot dalam mencegah illegal fishing di aceh barat yaitu: “Membentuk kelembagaan panglima laot di tingkat lhok, Penguatan kelembagaan panglima laot di tingkat lhok, Menjalin kerjasama dengan berbagai stakeholder, Pelarangan penggunaan alat tangkap yang tidak ramah lingkungan” dan penerapan strategi tersebut terlihat belum efektif dilakukan. Kata Kunci: Aceh Barat, Efektivitas, Panglima Laot.

Abstract

This paper explains about Teuku Umar University Students' perceptions of the smoking ban policy at public places in West Aceh Regency. The smoking ban policy is an effective way of controlling smoking and indirectly reduces the negative impact on the health of passive smokers due to smoking by releasing it in public places. This research uses quantitative research methods with survey methods. the population of Teku Umar University students who accept 50 people who have an age range between 18-25 years and are male and female. The results showed that most Teuku Umar Universities were of the view that the ban on smoking in public places had run well. Even so, there are still students who do not need this policy, this can be seen from the habits of students who smoke in places that include smoking areas

Abstract

This paper aims to further examine the opportunities and challenges of the industrial revolution 4.0 in disaster preparedness management. The method used is qualitative by analyzing articles obtained from Google Scholar with keywords industrial revolution 4.0 and disaster preparedness. The results of an analysis of documents related to the industrial revolution 4.0 found that cloud computing technology, artificial intelligence, big data, and the internet of things are useful in collecting data, mapping, and design of disaster risk information in real time and up to date. These conditions make management of disaster management more effective and efficient because the data is presented accurately so as to minimize errors or data distortion. Challenges that may be faced in the integration of the industrial revolution 4.0 technology and disaster preparedness management are also discussed.

Abstract

Penelitian ini membahas tentang dinamika penyusunan qanun di Dewan Perwakilan Rakyat Aceh. Qanun merupakan komitmen pemangku kekuasaan di daerah yang memiliki kekuatan untuk mewujudkan masyarakat yang diinginkan (social engineering) dan kehidupan sosial dalam masyarakat Pada penelitian ini, penulis menggunakan pendekatan kualitatif, dengan pertimbangan penulis bermaksud memperoleh gambaran dinamika dalam Pembentukan Qanun, lokasi penelitian pada Dewan Perwakilan Rakyat Aceh. Untuk memperoleh sumber data dalam penelitian ini dibagi menjadi 2 (dua) bagian yaitu melalui pemilihan informan dilakukan dengan pertimbangan secara sengaja (purposive sampling). Berdasarkan pada jenis dan sumber data yang diperlukan, teknik pengumpulan data yang digunakan meliputi (a) Wawancara mendalam, (b) Analisis Dokumentasi, dan (c) Observasi Langsung. Teknik analisis data menggunakan model interaktif yang meliputi tiga komponen analisis, yaitu reduksi data, penyajian data, penarikan kesimpulan dinamika dalam penyusunan sebuah qanun. Hasil penelitian ini menunjukkan bahwa dalam penyusunan sebuah qanun proses pengakomodasian kepentingan para pihak dan kemampuan  anggota DPRA dalam bidang legal drafting sangat menentukan kualitas dan kuantitas.

Abstract

The fulfillment of the right to public information has not taken place after 10 years of the implementation of Law Number 14 of 2008 concerning Public Information Openness (UU KIP). The research objective is to determine the obstacles and challenges of public agencies in carrying out their obligations and to find out social changes that apply after the implementation of the Public Information Openness Law. This research is qualitative research with a descriptive approach. Data collection relies on various literature related to research topics. The results of the study describe public agencies that have not carried out their obligations due to 4 (four) things, namely the unavailability of data in public agencies, not optimal information management and documentation officials in providing information services, the reluctance of public agencies to be open to the general public and the application of sanctions as a complaint offense. However, the implementation of the Public Information Openness Law has encouraged a social change in society through changes in behavior in public agencies and community.Keywords: Public Information, Public Agency, and Social Change.

Abstract

Interaksi yang berlangsung dalam maupun antar masyarakat diharapkan untuk meningkatkan soliditas masyarakat. Pada sisi yang lain, interaksi yang terjadi merupakan salah satu penyebab wujudnya konflik dalam masyarakat. Hal ini dapat diketahui dari peristiwa konflik antar masyarakat di Kecamatan Alafan Kabupaten Simeulue berkaitan denganpelaksanaan program lawatan. Idealnya, program lawatan melalui kunjungan antar masyarakat yang dilaksanakan secara turun temurun menjadi wadah silaturahmi serta keharmonisan antar masyarakat dan gampong. Penelitian ini dilakukan dengan metode kualitatif dengan teknik penentuan informan secara purposive sampling. Penggalian data dilaksanakan melalui wawancara kepada 8 orang informan dan kajian dokumentasi. Hasil penelitian ini menunjukkan bahwa masyarakat masih mendukung pelaksanaan program lawatan. Hal ini dibuktikan dengan masih berlangsungnya program tersebut walau sudah diterbitkan larangan melalui surat edaran Bupati Kabupaten Simeulue pada tahun 2018. Mengenai penyebab konflik yang terjadi antar masyarakat karena belum adanya ketentuan yang dapat menjadi rujukan bersama dalam pelaksanaan kegiatan olah raga dan kesenian. Sedangkan mengenai transformasi konflik dilakukan dengan membangun ketentuan bersama antar aparatur gampong dan masyarakat, terutama dalam pelaksanaan kegiatan olah raga dan kesenian.

Abstract

In Aceh Barat Daya District, this essay examines the role of stakeholders as players in empowering the women's group "Agreed" through regional potential. This study employs a case study methodology and a qualitative research design. Data was gathered by observation, interviews, and documentation. Triangulation validity, reliability, and interactive analysis models were then used to analyze the data. The study's findings demonstrate that stakeholders have played a significant role as policy actors for empowerment programs since the implementation of the Participatory Missile Appraisal (PRA) and Participation Assessment Plan (MPA) processes, which prioritize community involvement. supported by the application of the ideas of corporate development, institutional development, and human development. However, it is clear from the existence of unresolved business issues like seasonal business, the lack of specialized training and enrichment of product innovation for groups, as well as the inability to organize businesses, that the needs of the "Agreed" women's group have not been met in practice as expected. So, solid cooperation between policy actors is needed in carrying out empowerment and more efforts to evaluate implementation to assess the level of success of the program being implemented

Abstract

In modern times, glamor is a trend that is followed or fulfilled by everyone, not only followed by people who live in urban areas but people who live in rural areas, so that the behavior and social changes in these communities can be categorized as problems in people’s lives in essence because it has deviated from previous life norms. This study aims to determine public opinion about the existing glamorous trends in the Jeuram village community in the district of Nagan Raya. District and can be used as a reference if an improvement is made from the impact of the glamorous trend. In this study, researchers used the theory of self-concept that was sparked by bay James B. Harlock the method used in this study is a qualitative method with the determination of informants by purposive sampling. The results showed that the glamor trend in the people of Jeuram village, Seunagan sub-district, Nagan Raya district had factors such as environment, economy, social media, and competition. While the forms include fashion, household appliances, and communication.

Abstract

This research was conducted because of differences in the customs of delivery between villages, especially in Madat Village, Samadua District and Teungoh Rot Village, Meukek District, South Aceh Regency. This difference is very influential on families with limited economies. The purpose of this study was to determine the factors causing differences in delivery customs in delivery behavior in the community in South Aceh District. The method used is a qualitative method and the determination of informants by purposive sampling with data collection techniques through interviews and documentation. The results of the study illustrate that the factors causing differences in delivery customs in Madat Village, Samadua Subdistrict, South Aceh Regency are seen in 3 (three) parts, namely economic, social and cultural. Whereas in Rot Teungoh Village, Meukek District, South Aceh Regency, it is seen in 2 (two) factors, namely culture, and customary provisions in Rot Teungoh Village.
