Abstract

One of bureaucracy reformation demands in Indonesia is improvement in procurement of goods/service for government as results of many corruption, collusion, and nepotism cases, and inefficiency in the process of that procurement. Reformation in the procurement is then realized in the electronic procurement (e-procurement) implementation. In the government perspective, e-procurement is conducted as an effort to prevent corruption, collusion, and nepotism. In the context of service acceleration, e-procurement is the manifestation of new public management paradigm; an effort to improve service quality by encouraging entrepreneurship spirit to realize efficiency of state finance use without reducing qualities of /services that are required by government institutions. This research was conducted with qualitative method with an objective to explore the implication of e-procurement for the efficiency of state finance use and improvement of service function in Lampung University. The result showed that there were three aspects of efficiency: time efficiency, cost efficiency, and efficiency of all outcomes had been attained. In the perspective of time, the common auction process if it was conducted manually it would require minimum time of 28 working days, and it would take only 20 working days by e-procurement method. In the cost perspective, the fund demand for transportation cost (registration and submitting offering), communication cost (joining meeting for explanation), duplication cost (duplicating auction documents), and printing cost (offering documents) could be eliminated by replacing them by on-line method. The e-procurement enactment quantitatively in Lampung University in 2013-2014 produced financial efficiency by 22.4% and this indicated efficiency of outcomes. As results of this efficiency derivation, by having status of Common Service Agency (BLU) status, Lampung University possessed discretion to manage this 22.4% fund efficiency for optimizing funding activities for “three pillars of higher education” (tridharma perguruan tinggi) at the same year without waiting budget planning at the next fiscal year. Based on these findings, the e-procurement implementation in Lampung University had positive implication to obtain financial efficiency goal so that it would be a supporting factor for government function optimization, especially for “three pillars of higher education”.

Abstract

This study aims to analyze and determine the level of effectiveness of regional revenue. The study was conducted in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency. This study used secondary data, which were analyzed by quantitative descriptive method. Secondary data were obtained from the regional budget reports for Bandar Lampung City, Pringsewu Regency, and Mesuji Regency, which had been processed and analyzed. To solve this problem, use the effectiveness ratio formula in analyzing the effectiveness of regional revenue receipts. The results in this study indicate that the level of effectiveness of regional original revenue (PAD) in Bandar Lampung City, Pringsewu Regency and Mesuji Regency in 2016-2019 was fluctuating. Pringsewu Regency and Mesuji Regency had an average regional original revenue effectiveness ratio in the last four years, including the effective category, while Bandar Lampung City in the last four years was in the less effective category. This study concludes that the effectiveness of regional revenue in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency has an unstable regional original revenue since it has increased and decreased. The effectiveness level does not affect the contribution given to regional revenue.

Abstract

At the time of evaluation and the Institute of Public Administration Ministry of Internal Affairs shows that most regions of the division in Indonesia does not reach the ideal goal, as expected, the Government of Central Lampung regency actually want to do the expansion. Appropriate alternative scenario, the largest district in Lampung province will be divided into three districts, namely Central Lampung (at this time), District Seputih Seputih West and East District. The purpose of this study was to evaluate the rationalization of Central Lampung regency expansion scenarios and how they impact on the future expansion of Central Lampung (as a parent regions). Rationalization made to the fulfillment of eligibility as stipulated in Government Regulation No. 129 of 2000 as well as the opinions and aspirations of the people of Central Lampung to the expansion scenario. The results showed that the formal technical and administrative as stipulated in Government Regulation No. 129 of 2000, Central Lampung regency eligible to be expanded. On the other hand, the majority of people (81.5%) calls for expansion of Central Lampung regency as well as recommendations for immediate expansion scenario is immediately prepared and proposed to the central government. Although the proposal (the public) to bloom area should not always be taken with a policy of expansion, but the results of two feasibility of the above suggests that the rationality behind the proposed expansion of the public in Central Lampung regency has been fulfilled. Therefore, although the proposed expansion could be completed by a non-expansion policy, the public interest on behalf of rationality, choice of area in Central Lampung regency need to be encouraged and facilitated.

Abstract

This article aims to provide an analysis of the accessibility of the community to the clean water supply policy in Pringsewu Regency which is managed by the Regional Drinking Water Company. The problem is focused on the limited public access to clean water sourced from the Way Sekampung Regional Drinking Water Company, Pringsewu Regency which is only able to reach Gadingrejo and Pringsewu Districts. To approach this problem, a reference to the concept of accessibility is used (Hakim, 2010). The data were collected through interviews, documentation, and observation and analyzed qualitatively. This study concludes that the community's access to clean water which is managed by the Way Sekampung Water Supply Company in Pringsewu Regency tends not to reach all sub-districts in Pringsewu Regency. PDAM Way Sekampung is only able to access two sub-districts, namely Pringsewu District and Gadingrejo District, out of the total sub-districts in Pringsewu Regency, which amount to 9 (nine) sub-districts. The lack of equal access is due to several factors, including; The volume of water consumed by the community tends to be large, while the Way Sekampung Regional Water Company has limited raw water sources, different access to clean water, the time it takes to get clean water, the quality and price of clean water is not optimal, as well as local government policies in providing clean water that has not been maximized.

Abstract

AbstractEven though many aspects that show the way to run a democratic government, but the most important aspect is related to the leadership of integrity. The leadership of integrity put the perspective of power in the orientation of partisanship on the people. Also, democratic governance at the local level can be run effectively and constructively if the leadership held with integrity. In another word, the leadership of integrity is a requirement to run a democratic government. Therefore, the integrity of local leadership should be encouraged. Strengthening the integrity of local leadership includes two main things, namely giving a great opportunity for people participation and is committed to a clean and accountable government. Our conception of the strengthening the local leadership integrity and relevance of a democratic government explains important aspects of leadership in maintaining the continuity of a government. For success or failure of a reign depends on how to reach a democratic government that can be reached and gets the highest appreciation from the community. Therefore, the purpose of the writing of this article is to explain the significance between the leadership of integrity with democratic governance and elaborating how to strengthen the integrity of the leadership in the efforts to reach a democratic government. Keywords: Leadership, Leadership Integrity, Democracy, Local Government, Democratic Governance.

Abstract

The Islamic fundamentalism movement has metamorphosed into a serious threat to the existence of multiculturalism in Bandar Lampung. This movement turned into a social and educational movement that penetrated educational institutions in Lampung. It transformed into a campus organization. Not only the state, Islamic religious-based civil society organizations with moderate views such as Nahdlatul Ulama often intersect directly with Islamic fundamentalism groups. The Islamic purification brought by this group has often become a space for friction with Nahdlatul Ulama (Henceforth: NU). Moreover, there are study forums on-campus that discuss Islamic law and the caliphate (Khilafah) system as the Unitary system of the Republic of Indonesia. This has become a point of controversy with NU groups that accept Pancasila as the final foundation of the state. This study aims to find out how Nahdlatul Ulama Bandar Lampung City through its basic philosophy faces the contradiction of the Islamic fundamentalism movement and what challenges are faced by NU with the Islamic fundamentalism group in Bandar Lampung. The research method used is descriptive qualitative in which data are obtained through interview techniques. The results showed the contradiction of NU Bandar Lampung against Islamic fundamentalism groups holding on to the basic philosophy, namely tawassuth and i'tidal, tasamuh, and tawazun. Besides, community activities based on strengthening moderatism of Ahlussunah wal Jamaah annahdliyyah, and the attitude of tolerance among religious communities are based on the attitude of serving the people (fii khidmatil ummah). Future challenges for NU Bandar Lampung include internal challenges (increasing the quality of resources and the identity of the NU) and external challenges (environment and global change). الملخص: تحولت حركة الأصولية الإسلامية إلى تهديد خطير لوجود حياة التعددية الثقافية في بندر لامبونخ. هذه الحركة تصبح الحركات الاجتماعية والتعليم التي تتخلل المؤسسات التعليمية في لامبونخ. صارت هذه الحركات الي منظمة الجامعة. ليس فقط الدولة، منظمة المجتمع الإسلامي مع أيديولوجية معتدلة مثل نهضة العلماء كثيرا ما تتقاطع في تعارض مباشر مع مجموعة الأصولية الإسلامية في وسط المجتمع. غاليا يصبح تطهير الإسلام الذي نقل بهذه المجموعة غرفة المُنَاوَشَة بمنظمة نهضة العلماء. لاسيما بوجود منتدى الأبحاث الذي ينوي في تكوين الشريعة الإسلامية والخلافة كنظام للدولة الموحدة لجمهورية إندونيسيا. لقد أصبح هذا الفرق التعارض بنهضة العلماء التي تقبل المبدئ الخمسة كدولة نهائية. تهدف هذه الدراسة إلى تحديد كيفية مواجهة نهضة العلماء في بندرلامبونج من خلال فلسفة الجوهر في أداء تناقض مع حركة الأصولية الإسلامية وكذلك التحديات التي تواجهها نهضة العلماء في مواجهة مجموعة الأصولية الإسلامية في بندر لامبونج. طريقة البحث المستخدمة في هذا البحث هي نوعية وصفية، والبيانات التي تم الحصول عليها من خلال تقنيات المقابلة. أظهرت هذه نتائج البحث أنّ تناقضات نهضة العلماء في بندر لامبونج على مجموعة الأصولية الإسلامية التمسك الفلسفة هي التوسط والاعتدال، والتسامح، والتوازن، من خلال أنشطة المجتمع التي تعزز الاعتدال على أساس اهل السنة والجماعة النهضية، والتسامح بين الأديان على أساس خذمة الأمة. التحديات التي تنتظرها نهضة العلماء في بندرلامبونج تشمل على التحديات الداخلية (موارد تحسين الجودة وهوية نهضة العلماء) والتحديات الخارجية (التغيرات البيئية والعالمية). اAbstrak: Gerakan fundamentalisme Islam telah bermetamorfosa menjadi sebuah ancamam serius terhadap eksistensi kehidupan multikulturalisme di Bandar Lampung. Gerakan ini bermetamoforsis menjadi gerakan gerakan sosial dan pendidikan yang merasuk ke dalam lembaga-lembaga pendidikan di Lampung. Ia menjelma menjadi organisasi kampus dan bahkan mengkooptasinya. Tidak hanya negara, organisasi masyarakat sipil berbasis agama Islam dengan faham moderat seperti Nahdlatul Ulama kerap bersinggungan langsung dalam kontradiksi terhadap kelompok fundamentalisme Islam di tengah masyarakat. Purifikasi Islam  yang dibawa kelompok ini sering menjadi ruang gesekan dengan NU. Terlabih adanya forum-forum kajian di kampus yang mewacanakan syariat Islam dan khilafah sebaga sistem negara Kesatuan Republik Indonesia. Hal ini menjadi titik gegesakan dengan kalangan NU yang menerima Pancasila sebagai Dasar negara yang sudah final. Penelitian ini bertujuan untuk mengetahui bagaimana vis a vis Nahdlatul Ulama Kota Bandar Lampung melalui falsafah dasarnya dalam melakukan kontradiksi terhadap gerakan fundamentalisme Islam serta tantangan yang apa saja yang dihadapi NU dalam vis a vis dengan kelompok fundamentalisme Islam di Bandar Lampung. Metode penelitian yang digunakan adalah deskriptif kualitatif, data diperoleh melalui teknik wawancara. Hasil penelitian menunjukan kontradiksi NU Bandar Lampung terhadap kelompok fundamentalisme Islam berpegangan pada falsafah dasar yaitu tawassuth dan i’tidal, sikap tasamuh, dan sikap tawazun, melalui kegiatan-kegiatan masyarakat yang bersifat penguatan sikap moderatisme berdasarkan Ahlussunah wal Jamaah annahdliyyah, sikap toleransi antar umat beragama berlandaskan pada sikap mengabdi kepada umat (fii khidmatil ummah). Tantangan kedepan bagi NU Bandar Lampung meliputi tantangan internal (peningkatan kualitas sumberdaya dan identitas ke-Nu-an) dan tantangan eksternal (lingkungan dan perubahan global).

Abstract

Desentralisasi fiskal secara teori akan berimplikasi positif terhadap pertumbuhan ekonomi, pemerataan pembangunan, serta peningkatan akuntabilitas dan efisiensi. Dalam perspektif pemerintahan, desentralisasi fiskal kemudian menjadi strategi yang wajib dijalankan oleh pemerintah pusat untuk membangun hubungan yang selaras antar unit pemerintahan baik secara vertikal maupun horizontal. Pertanyaan dalam penelitian ini adalah benarkah desentralisasi fiskal dapat mewujudkan kemandirian pada daerah-daerah pasca pemekaran sebagai wujud kinerja otonomi daerah? dengan locus di Provinsi Lampung, yaitu Kabupaten Tulang Bawang (sebagai kabupaten induk), Tulang Bawang Barat, dan Mesuji (hasil pemekaran). Penelitian ini merupakan penelitian deskriptif dengan pendekatan atau analisa kualitatif. Secara faktual terbukti bahwa sepuluh tahun pasca pemekaran, jumlah transfer dana dari pusat maupun pertumbuhan ekonomi pada tiga kabupatan pasca pemekaran selalu meningkat setiap tahun. Namun demikian, terdapat dua temuan terkait dengan relasi antara desentralisasi fiskal dengan kinerja otonomi daerah. Pertama, desentralisasi fiskal lebih banyak dimaknai sebagai penyerahan sejumlah uang ke daerah sehingga strategi peningkatan kemampuan keuangan lebih berfokus pada seberapa besar uang dari pusat dapat masuk ke daerah dalam bentuk dana perimbangan. Kedua, pemberian wewenang kepada daerah untuk memungut sumber pendapatan dalam bentuk pajak dan retribusi daerah justru lebih dominan dilakukan demi tujuan pendapatan daripada pelayanan. Oleh karena itu, meskipun desentralisasi fiskal berimplikasi positif terhadap pertumbuhan ekonomi di kabupaten induk maupun kabupaten pemekaran, namun ternyata belum mampu mewujudkan kemandirian daerah. Pada konteks yang lebih makro, penelitian ini memiliki keterbatasan argumentasi karena kinerja otonomi atau kemandirian daerah hanya mampu dinilai pada sisi makro-ekonomi serta sisi kemampuan keuangan. Sejatinya, terdapat indikator atau aspek yang lebih komprehensif selain keduanya.

Abstract

Lahirnya inovasi daerah sebagaimana diamanatkan oleh UU 23/2014 tentangPemerintahan Daerah salah satunya ditentukan oleh kualitas kepemimpinan.Dalam upaya melahirkan pemimpin yang kuat dan mampu melahirkan inovasi,maka pada seluruh peserta diklat kepemimpinan (pada semua level eselon; I, II, III,dan IV) diharuskan membuat laporan proyek perubahan/inovasi daerah yang telah/akan dilakukan di daerahnya pasca diklatpim. Tujuan penelitian ini adalah untukmengetahui peluang (prospek) munculnya inovasi daerah di Kabupaten PringsewuProvinsi Lampung dari hasil analisis terhadap tigapuluh tiga dokumen proyekperubahan/inovasi daerah dari peserta diklatpim IV tahun 2014. Kajian inimenggunakan metode deskriptif dengan menggunakan pendekatan kualitatif danmengandalkan data sekunder dalam bentuk dokumen laporan proyek perubahan.Hasil penelitian menunjukkan bahwa meskipun pelaksanaan diklatpim IVpada tahun 2014 di Kabupaten Pringsewu telah menggunakan pola baru denganperubahan kurikulum, penekanan metode pembelajaran pada aspek pengalamanlapangan atau di tempat kerja, serta lahirnya inovasi bagi unit kerja yang telah/akan dilakukan namun hanya terdapat tiga belas dari tigapuluh tiga proyekperubahan yang masuk dalam kategorisasi jenis inovasi. Proyek perubahan yangdihasilkan oleh peserta diklatpim IV masih berkisar pada upaya optimalisasi bukanpengembangan. Kreatifitas yang muncul dari pejabat eselon IV juga masih berkisarpada optimalisasi administratif yang sangat mungkin hal tersebut sudahdiamanatkan dalam aturan teknis yang dikeluarkan pemerintah (pusat). Proyekperubahan dalam Diklatpim IV lebih merupakan kreatifitas individu dalammenjalankan tupoksi di unit kerja sehingga belum merupakan inovasi pimpinansebagai dasar munculnya inovasi di daerah. Tentu terdapat variabel atau faktor lain sebagai ukuran atau dasar menilai porspek (peluang) munculnya inovasi daerah selain pada aspek kepemimpinan melalui penyelenggaraan diklatpim sebagai kasus dalam penelitian ini

Abstract

Diskursus kontemporer menunjukkan bahwa collaborative governance (kolaborasi pemerintahan) merupakan strategi ideal dalam proses penyelenggaraan pemerintahan dan dinamika kebijakan publik. Beragam elemen penting yang melekat di dalamnya telah menjadikan pendekatan ini dipakai oleh banyak pemerintah daerah dalam menimplementasikan kebijakan dengan harapan mendapatkan hasil yang lebih baik. Provinsi Lampung menggunakan pendekatan collaborative governance dalam kebijakan pemindahan pusat pemerintahan sejak tahun 2007 namun ternyata terhenti di tengah jalan. Ironisnya, para aktor (policy community) yang sejak awal berkonsensus untuk berkolaborasi tidak melakukan reaksi apapun ketika salah satu pihak membatalkan konsensus itu. Teori collaborative governance yang oleh para pendukungnya digadang-gadang selalu berimplikasi positif terhadap keberhasilan sebuah kebijakan nyatanya tidak selalu benar. Analisis kritis dalam artikel ini menunjukkan bahwa para aktor (kolaborator), meskipun akhirnya berkonsensus terhadap tujuan bersama, sesungguhnya juga tetap memiliki motif tersembunyi (self-interest nya) masing-masing. Pendekatan rational choice akan mengawal riset ini untuk mengungkap motif kolaborasi dari para aktor sebagai policy community.

Abstract

This article aims to find out the collaboration between the village government and tapioca companies in solving environmental pollution problems caused by cassava waste management. The problem is focused on the collaboration of the local government and tapioca companies in solving environmental problems resulting from drying the results of cassava management carried out by some people in Sangga Buana Village, Central Lampung Regency. In order to approach this problem, Ansel and Gash (2007) reference the theory of collaborative governance. The data were collected through interviews and analyzed qualitatively. The results in this study are drying the remaining cassava waste past the environmental quality stone limit. Pollutant elements in the environment pass the established environmental quality standards, so that the environment is polluted. There are two types of environmental quality stones that are affected by pollution, namely water quality standards and ambient air quality standards. The collaboration between the Village Government and the Tapioca Company has been going well, as evidenced by several indicators, namely face-to-face dialogue, building trust, commitment to the process, and sharing understanding. This study concludes that the collaboration process between the village government and the company is carried out quite well in accordance with the mutual understanding developed by both parties so that the tapioca company is committed to the agreement made.
