Abstract

Laut Banda merupakan perairan berbentuk cekungan yang memisahkan Paparan Sunda di bagian Barat dan Paparan Sahul di bagian Timur. Aspek Oseanografi sangat berpengaruh terhadap kondisi daerah penangkapan ikan di suatu perairan khususnya Suhu, Arus, Upwelling dan konsentrasi Klorofil-a. Penelitian ini bertujuan Menentukan sebaran suhu permukaan laut dan klorofil-a di Laut Banda, Mampu Mengetahui Pola Arus yang terjadi di Laut Banda, Mampu Menduga Daerah Lokasi Upwelling Selama 4 Musim Sebagai Indikator Penangkapan Ikan di Laut Banda, Mampu mengetahui Perubahan Hotspot Daerah Penangkapan Ikan menggunakan GIS-based Statistical Analysis. Pengambilan data dilakukan pada bulan Mei 2020 - Agustus 2021 di TPI Kendari. Analisis spasial distribusi Klorofil-a,suhu permukaan Laut dan Arus Pemukaan Laut menggunakan teknik interpolasi Inverse distance weighting (IDW), untuk mengetahui daerah Upwelling menggunakan analisis Overlay dari parameter Klorofil-a dan Suhu Permukaan Laut sedangkan untuk Hotspot Daerah Penangkapan Ikan Menggunkan analisis spasial autocorrelation, Analisis Optimized Hotspot Analisis pada toolbox ArcGIS 10.4. Hasil Penelitian menunjukan Bahwa nilai Klorofil-a Pada Musim Barat yaitu 0,07-7,40 mg/m3, pada musim Peralihan I yaitu 0,06-7,40 mg/m3, pada musim timur 0,10-9,21 mg/m3, pada musim Peralihan II nilai yaitu 0,9-10,12 mg/m3. Nilai suhu Permukaan laut pada Musim Barat 27-35℃, musim Peralihan I 28-34℃, musim Timur 25-34℃ dan musim Peralihan II 25-36℃. Kecepatan Arus Pada Musim Barat berkisaran antara 0,006-0,751 m/detik, Peralihan I berkisar antara 0,014-0,678 m/detik, musim Timur berkisar antara 0,004-1,005 m/detik dan Pada musim Peralihan II 0,006-0,668 m/detik. Pada Musim Barat terjadi Upwelling Lemah dan Upwelling sedang, pada peralihan I terjadi upwelling lemah, upwelling sedang dan upwelling kuat, Pada musim Timur terjadi Upwelling sedang, upwelling kuat dan upwelling sangat kuat, dan Pada peralihan II terjadi upwelling sedang dan upwelling kuat. Pada Hotspot Daerah Penangkapan Ikan empat musim selama 1 tahun di perairan laut Banda teridentifikasi bahwa hotspot daerah penangkapan ikan berada pada musim Timur dimana pada musim ini hotspot DPI lebih banyak tersebar di perairan laut Banda dibandingkan dengan musim-musim lainnya. Abstract

Perairan Buton Selatan merupakan perairan laut yang berhubungan langsung dengan Laut Banda. Perairan Buton Selatan dapat dijadikan sebagai daerah potensial penangkapan ikan karena secara geografis dipengaruhi oleh Laut Banda dan Laut Flores, yang mengandung banyak nutrien yang merupakan sumber makanan bagi ikan. Untuk mengoptimalkan potensi tersebut, perlu dilakukan analisis identifikasi suhu permukaan laut dan konsentrasi klorofil-a dengan menggunakan teknologi penginderaan jauh dan system informasi geografis. Penelitian ini bertujuan untuk memetakan daerah potensial pendugaan penangkapan ikan dengan mengidentifikasi klorofil-a dan suhu permukaan laut sebagai indikator kesuburan perairan, di Perairan Buton Selatan. Teknik pengumpulan data menggunakan data musiman selama 5 tahun (2017 – 2021) meliputi; data suhu permukaan laut dan klorofil-a yang diekstraksi dari Citra Satelit Aqua MODIS. Data citra tersebut dapat didownload secara gratis dari website https://earthexplorer.usgs.gov/ . Hasil penelitian ini menunjukkan bahwa pada Musim Timur (2017 dan 2019) memiliki kandungan klorofil-a tertinggi dengan nilai konsentrasi 0,62 mg/m³ dan suhu rata-rata permukaan laut adalah 28 °C dan 27 °C. Sedangkan pada Musim Barat-Timur 2017 dan Musim Barat 2020 klorofil-a dan rata-rata suhu permukaan laut sebesar 31 °C. Pada kondisi optimum, suhu berkisar antara 28-30 °C dan konsentrasi klorofil-a > 0,2 mg/m³. Berdasarkan sebaran suhu permukaan laut dan klorofil-a tersebut menunjukan bahwa Perairan Buton Selatan merupakan perairan yang dikategorikan subur dan dapat ditetapkan sebagai daerah potensial penangkapan ikan. Abstract

Kebijakan pemerintah terhadap pentingnya mutu hasil perikanan telah ditetapkan dalam KEPMEN-KP Nomor 52A Tahun 2013 serta pada CCRF Pasal 11. Kebijakan tersebut perlu ditindaklanjuti melalui implementasi sistem jaminan mutu pada aktivitas perikanan utamanya pada penanganan ikan. Penelitian ini bertujuan untuk ;(1) mengetahui implementasi CCRF dalam penanganan pasca panen ikan tuna yang ada di PPS Kendari, (2) merumuskan strategi penerapan kebijakan manajemen mutu di PPS Kendari sesuai dengan CCRF. Analisis data yang digunakan pada penelitian ini yaitu analisis kesenjangan (GAP analysis) untuk melihat kesesuaian penanganan ikan tuna di PPS Kendari sesuai dengan standar yang ditetapkan. Analisis SWOT untuk merumuskan strategi penerapan kebijakan manajemen mutu dan balance scorecard untuk meruuskan langkah-langkah dalam mencapai tujuan. Hasil penelitian implementasi CCRF pada penanganan pasca penen ikan tuna di PPS Kendari meliputi cara penanganan di atas kapal kurang sesuai standar dengan nilai sebesar 57%, sumberdaya manusia di dermaga dan di TPI kurang sesuai dengan standar dengan nilai sebesar 71% dan 75%. Terdapat enam strategi dalam penerapan manajemen mutu di PPS Kendari yaitu; penggunaan teknologi penanganan ikan tuna, peningkatan kualias penanganan ikan tuna, pengadaan dan perawatan peralatan secara rutin, peningkatan mutu ikan tuna,pengadaan penyuluhan dan pelatihan terhadap nelayan, dan pengawasan terhadap aktivitas penanganan ikan tuna. Abstract

Kendari PPS Ocean Fishing Port is an integrated fishing industry center in eastern Indonesia and especially in Southeast Sulawesi. Having high activity and productivity makes the port face environmental problems. The current problem at Kendari PPS is that there is still some plastic waste in the harbor pool, ship activity mooring at Kendari PPS causing used waste in the harbor pool and other problems, namely the decline in environmental quality due to activities at Kendari PPS. Based on these problems, it is necessary to make changes regarding the environmental conditions of the port through an assessment of the conditions in the Kendari PPS. This research aims (1). Knowing the status of environmental management in PPS Kendari based on ecological aspects. The research was conducted in November 2022 - January 2023 with data collection locations at the Kendari Ocean Fishing Port. The approach used to overcome the problems in this study is to examine environmental management conditions by giving a score from each analysis to measure parameters that are in accordance with the eco-fishingport concept. The results showed that the Kendari PPS environmental management status was based on the concept of eco-fishingport parameters on the ecological aspect, that is, of the three parameters of the ecological aspect, only the green open space (RTH) parameter did not meet the eco-fishingport concept and the port pool water quality parameters needed to be increased so as to achieve eco-fishing port concept. PPS Kendari needs to prioritize improving port management which is considered a priority, such as controlling and monitoring the quality of the harbor pond waters, as well as adding tree planting in vacant land areas to add a calm and comfortable impression.

Abstract

This research aims to identify fish type, fish length, and total catch differences of bottom traps operated in the Wakante River, Lawa District, Muna Barat. The research was carried out from April to May 2023. The method used was experimental fishing by 20 trips bottom traps operation. The data collected includes the design and specifications of fishing gear, fish type, fish individual length, and the number of individuals caught of every trip.  The result of the research shows that there were 5 types of fish in both traditional and modern trap name three spot cichlid (Amphilopus sp.), mozambique tilapia (O. niloticus), nile tilapia (O. mosambicus), three spot gourami (T. trichopterus), and silver barb (B. gonionotus).  Besides that, there is one type of freshwater crabs (Terrathelupsa sp.) which is caught in modern traps. Fish length caught of both fishing gears was dominated by fish longer than Lm, with a proportion around 55.17% of traditional traps and 58.64% of modern traps.  Based on the result of statistical analysis, there is no number differences of catch between traditional and modern traps.

Abstract

Staring Bay is a semi-open bay that has a relatively large potential for fishery resources, so it is widely used by fishermen in South Konawe Regency to carry out capture fisheries activities. One of the fishing gear operated by fishermen is payang fishing gear. This fishing gear is operated to catch small pelagic fish. The purpose of this study was to determine the spatial and temporal patterns of fishing with Payang fishing gear in the waters of Staring Bay, South Konawe Regency. The research was conducted from December to January 2022 in the waters of Staring Bay, South Konawe Regency. The analytical method consists of catch composition analysis, CPUE analysis, correlation and determination analysis. Based on the research results, it was found that the fish catch was directly proportional to the distance from the fishing area. The distance of the fishing area that is far from land is 5.50 miles with a catch of 450.00 kg/trip, while the distance of the fishing area that is close to land is 3.35 miles with a catch of 82.50 kg/trip. Apart from that, fishing time also influences catch results, where the highest catch occurs in January reaching 211.91 kg/trip and the lowest catch occurs in December reaching 12.66 kg/trip.Keywords: Payang catch, spatial and temporal patterns, Staring Bay

Abstract

ABSTRACTThe purpose of this research is for describing vulnerability’s typologies by Bajo Mantigola household as a result of the prohibition of fishing activity in Maromaho reef, after the establishment of zonation and regional autonomy as the starting point of marine tourism development in Wakatobi Regency. The research was conducted from March to May 2017, on Bajo fishing community in Mantigola Village, South Kaledupa Subdistrict, Wakatobi Regency, South-east Sulawesi Province. This research was a descriptive study using quantitative research paradigm and supported by qualitative (post-positivistic) research. The results showed that based on a side of human capital, Bajo fisher head of households were a very low formal education. This fact have consequences to Bajo Mantigola households. They can not expand their livelihoods other than capture fisheries activities. In terms of social capital, Bajo fishermen’s households are relatively more vulnerable when they related to kaledupa land-dweller who do not provide opportunities for their economic development in Kampung Mantigola. Meanwhile, physical capital side, Bajo Mantigola Kampung is low in economic facilities such as the market, which should be a catalyst for economic development in the village of Bajo Mantigola. These four capital conditions eventually result in vulnerability to economic capital. Low income in the West wind season related to debt traps, consumptive attitudes, and less alternative income. The vulnerability can ultimately lead to illegal fishing practices that damage the environment due to the emergence of livelihood instability. And also, this paper will criticize the role of Bajo identity concerning to vulnerability dimension of The Bajo.Keywords: Vulnerability, Household, Mantigola Bajo, WakatobiABSTRAKTujuan penelitian ini yakni untuk mengetahui gambaran tipologi kerentanan yang dialami oleh rumahtangga nelayan Bajo di Mantigola akibat dari pelarangan kegiatan penangkapan ikan pada wilayah Karang Maromaho setelah terbentuknya TNKW dan otonomi daerah sebagai starting point pengembangan wisata Bahari di Kabupaten Wakatobi. Penelitian dilakukan pada bulan Maret hingga Mei 2017 di komunitas nelayan Bajo di Desa Mantigola, Kecamatan Kaledupa Selatan, Kabupaten Wakatobi, Provinsi Sulawesi Tenggara. Penelitian ini merupakan penelitian deskriptif menggunakan paradigma penelitian kuantitatif dan didukung oleh penelitian kualitatif (post-positivistic). Hasil penelitian menunjukkan dari sisi modal manusia, nelayan Bajo berpendidikan formal sangat rendah sehingga rumahtangga nelayan Bajo Mantigola tidak bisa memperluas mata pencaharian selain kegiatan perikanan tangkap. Dari sisi modal sosial, rumahtangga nelayan Bajo relatif lebih rentan ketika terkait dengan interaksi dengan orang darat, khususnya orang darat Kaledupa yang tidak memberikan peluang bagi berkembangnya perekonomian di Kampung Mantigola. Dari sisi modal fisik, Kampung Bajo Mantigola rendah dalam fasilitas ekonomi antara lain pasar, yang semestinya menjadi katalisator perkembangan ekonomi di kampung Bajo Mantigola. Kondisi empat modal ini akhirnya menghasilkan kerentanan pada modal ekonomi. Pendapatan rendah di musim angin Barat, rentan dengan jebakan hutang, sikap konsumtif, dan kurang alternative nafkah selain menangkap ikan. Kerentanan pada akhirnya bisa memicu timbulnya perilaku perikanan illegal yang merusak lingkungan akibat munculnya ketidakstabilan mata pencaharian. Abstract

The purpose of this paper is to provide an overview of the differences in the strength of social capital that is bonding and bridging two community groups, namely land-dwellers and Sama Bajo boat-dwellers in three islands in Wakatobi Marine National Park. This study used a post-positivistic research paradigm, and the primary data were collected by using a questionnaire to 240 respondents who represented the group of land-dwellers and Sama Bajo boat-dwellers on the islands of Wangi-wangi, Kaledupa, and Tomia. This research was also supported by qualitative data through in-depth interviews from several informants and desk studies. The results showed that bridging social capital relations tend to be weak in the two forms of interactions between the Sama Bajo and the land-dwellers on Wangi-wangi Island and Kaledupa Island, while bridging social capital tend to be secured in Tomia Island. We found that the social context through the historical links in the past and identity played a role in the relationship of bridging social capital and bonding social capital in the three communities as an analytical unit of this research.

Abstract

This community service aims to increase the awareness of SMAN 1 Moramo students about the potential of fisheries in Starring Bay, as well as problems and opportunities for management. Through counseling activities, students are invited to understand the importance of sustainable fisheries management. The results showed an increase in students' understanding of the potential of Starring Bay and problems such as destructive fishing, pollution, and lack of knowledge about conservation. Students also showed enthusiasm in formulating ideas for sustainable fisheries management in the future. This activity is expected to be the first step in cultivating sustainable fisheries resource management among the younger generation.

Abstract

Indonesia's Ministry of Marine Affairs and Fisheries designated Fisheries Management Area 714 (FMA 714) as a tuna conservation area.  Research has been conducted on the potential fishing grounds, distribution, and abundance of YFT in FMA 714. Still, a study that analyzes catch productivity and YFT coordinates with YFT conservation area distance has never been done. The objectives of this study are to analyze the seasonal and spatial dynamics of Chl-a concentrations in FMA 714 using temporal spatial analysis with SeaDAS 9.0.1, analyze fishing productivity by season using CPUE analysis, and determine the distance of the fishing ground from the conservation area using point distance geoprocessing analysis in GIS. The data used are logbook data from YFT caught with pole and line in the form of fishing coordinates, several catches, and seasonal Chl-a concentrations from 2019-2021, and catch per unit effort to analyze fishing productivity. The results showed that the highest average Chl-a concentration in FMA 714 was dominated by the eastern monsoon, transition period II, transition period I, and the western monsoon period. Transition period II had the highest CPUE, 19.50 fish/fishing set, and the lowest CPUE was found in the eastern monsoon, 0.36 fish/fish set. The fishing area has a moderate chlorophyll-a concentration but tends to yield a high CPUE and there is a tendency for high CPUE to be relatively far from the tuna conservation area.
